Beyond differences? Determinants of inequality among European young people in university

This chapter will show how, in spite of the different systems in place, students across Europe face increasingly similar challenges, such as the existence of precarious labour markets and the over-reliance on family resources. The chapter, firstly, discusses how the systems of student support illustrated in the previous chapter increase the existing inequalities depending on: the stratifying effects of debt; the generosity of the support provided; and the inclusiveness of student support. Secondly, it illustrates how relying on family resources can increase inequality among young people in university. Thirdly, it discusses which groups of young people are more dependent on labour-market sources while in university. This part will draw on the findings of a descriptive analysis of the microdata of the Eurostudent dataset from England, Italy and Sweden.

This paper is part of a larger project exploring the school to post-school choices of New Zealand’s first post-1984 generation. In this paper we analyse census data relating to the employment of young people (aged 15-24 years) in two of the project’s sites, Southland and Auckland. We then discuss out participants’ perceptions of the labour market and find that these perceptions are broadly in line with general labour market trends, and that they incorporate a reasonable sense of the local opportunities for part time employment while at school. But participants lacked this ‘local literacy’ when considering future employment possibilities. That is, they lack a clear sense of engagement with ‘place’ in relation to their imagined working futures.

With rising levels of student debt and precarity, young people’s lives in university are not always smooth. Lorenza Antonucci has travelled across England, Italy and Sweden to understand how inequality is reproduced through university. This book provides a compelling narrative of what it means to be in university in Europe in the 21st century, not only in terms of education, but also in terms of finances, housing and well-being. Furthermore, this book shows how inequality is reproduced during university by how young people from different social classes combine family, state and labour market sources. The book identifies different profiles of young people’s experiences in university, from ‘Struggling and hopeless’ to ‘Having a great time’. Furthermore, the book discusses how the ‘welfare mixes’ present in the three countries determine different types of semi-dependence, and reinforce inequalities. The book identifies a general trend of privatisation of student support in higher education, which pushes young people to participate in the labour market and over-rely on family resources in order to sustain their participation in university. Not only does this protract young people’s semi-dependence, but it also increases inequality among different groups of young people. In addition to the current policy focus on access to higher education, and transitions to the labour market, the book calls for a greater attention on the policies that can change young people’s lives while in university.

This chapter discusses in what respects the different profiles of the university experience can be considered forms of inequalities. It shows that the inequality of the experience is shaped by the interplay between socio-economic backgrounds and ‘structures of welfare’ that are available to young people. The chapter describes for each profile illustrated in the previous chapter, the function of class and welfare mixes in reinforcing inequality. The chapter shows how negative experiences of young people during university arise, in particular, as a consequence of a ‘mismatch’ between the resources required during university, and what is available from the state, the family and the labour-market.

AbstractThe purpose of this chapter is to carry out a comparative analysis of labour markets in Europe and Latin America from the perspective of segmentation in order to explain the processes of social inequality that arise in the workplace, in light of recent trends in global socio-economic changes. The chapter proposes two main objectives. The first is to perform a comparative descriptive analysis of the main features of labour markets among 60 European and Latin American countries. The second objective is to propose a model of comparative analysis of labour inequality from the theoretical perspective of the segmentation of the labour market and structural heterogeneity. We will focus our analysis by selecting two countries, Spain and Argentina, which both underwent a late development of capitalism. The following general hypothesis is formulated: Spain and Argentina, having clearly differentiated features in economic structure, level of development, institutional frameworks and socio-historical processes, show common dynamics in the structuring of the capitalist labour market between a primary and secondary segment. Using equivalent databases on the workforce a typology of segmentation of employment is constructed that show, in addition to the specificities of each country, the similarities in the structuring of the labour market.

This chapter discusses the role of the state, described as ‘absent’ in Italy, where the needs of students are not covered by the state; ‘conditional’ in England, where state provisions for students in university are means-tested and complemented by family resources; and ‘generous’ in Sweden, where the state plays a central role in protecting the transitions to adulthood. Secondly, this chapter discusses the use of grants and loans by young people, and the different implications associated with them. Finally, the chapter proposes a model to understand how the different forms of semi-dependence experienced by young people in university are linked to the existing systems of student support. The chapter shows that higher forms of dependence on family resources are the direct consequence of less generous forms of state support.

This article deals mainly with new forms of Intra-European migration, processes of integration and inequality, and the dynamics of emerging transnational labour markets in Europe. We discuss these issues against the background of fundamental changes which have been taking place on the European continent over the past two decades. Drawing on available comparative European data, we examine, in a first step, whether the changes in intra-European migration patterns have been accompanied by a differentiation of the causes of migration. In a second step, we discuss the extent to which new forms of transnational labour markets have been emerging within Europe and their effects on systems of social stratification.

The study traces the pathways of young people who dropped out of school between grades 1 to 11 as they seek re-entrance to the education, training and development (ETD) system, or entrance into the labour market. Particular attention is given to the factors that determine the choices that drop-outs make in either re-entering the ETD system or entering the labour market. An analysis of the experiences of the interviewed sample of drop-outs is presented. The study employs a qualitative research methodology, using interviews to elicit the experiences of drop-outs and school managers. Through snowballing, 14 youths and three principals were selected from a township south of Durban. Individual and focus group interviews were conducted. The findings provide insights into the drop-outs’ perceptions regarding the value of investing in education. They are discussed further in relation to the respective theories used in the study. The concluding section suggests the need for investments in second chance education by government and the private sector, and proposes an integrated model to assist young people who re-enter psychologically and emotionally.

The article reflects the results of a study of the impact of migration on regional labour markets amidst a decline in the working-age population in Russia. After substantiating the relevance of the issues under consideration, the authors propose a methodological analysis toolkit, the author’s own methodology for calculating the coefficients of permanent long-term external and internal labour migration in regional labour markets, and the coefficient of total migration burden. In addition, the authors provide an overview of the information and statistical base of the study. According to current migration records, data of Rosstat sample surveys on Russian labour migrants leaving for employment in other regions, regional labour resources balance sheets based on the calculated coefficients of labour market pressures, the authors analyzed the impact of migration on the Russian regional labour markets over the past decade. It revealed an increasing role of internal labour migration in many regions, primarily in the largest economic agglomerations and oil and gas territories. At the same time, the role of external labour migration remains stable and minimum indicators of the contribution of permanent migration to the formation of regional labour markets continue to decrease. It has been established that irrational counter flows of external and internal labour migration have developed, which indicates not only an imbalance in labour demand and supply but also a discrepancy between the qualitative composition of migrants and the needs of the economy. It is concluded that the state does not effectively regulate certain types of migration, considering its impact on the labour market. The authors justified the need for conducting regular household sample surveys according to specific programs to collect information about labour migrants and the conditions for using their labour. In addition to the current migration records, using interregional analysis, this information allows making more informed decisions at the federal and regional levels to correct the negative situation that has developed in the regional labour markets even before the coronavirus pandemic had struck.

Unemployment has a wide range of adverse consequences over and above the effects of the low income which people out of work receive. In the first decades after the war Britain tended to have a lower unemployment rate than most peer countries but this changed in the 1980s and 1990s, when Britain’s unemployment rate surged during the two recessions—possibly as a result of policies designed to tackle inflation. The young, those with less education, and ethnic minorities have higher risks of unemployment and these risks are cumulative. The evidence suggests that the problems facing young men with only low qualifications became relatively worse in the 1990s and 2000s. This perhaps reflects the dark side of educational expansion, young people with low qualifications being left behind and exposed in the labour market.

In a globalised world with an increasing division of labour, the competition for highly skilled individuals—regardless of their origin—is growing, as is the value of such individuals for national economies. Yet the majority of studies analysing the economic integration of immigrants shows that those who are highly skilled also have substantial hurdles to overcome: their employment rates and salaries are lower and they face a higher education-to-occupation mismatch compared to highly skilled natives. This paper contributes to the paucity of studies on the employment patterns of highly skilled immigrants to Sweden by providing an overview of the socio-demographic characteristics, labour-market participation and occupational mobility of highly educated migrants in Sweden. Based on a statistical analysis of register data, we compare their employment rates, salaries and occupational skill level and mobility to those of immigrants with lower education and with natives. The descriptive analysis of the data shows that, while highly skilled immigrants perform better than those with a lower educational level, they never catch up with their native counterparts. Our regression analyses confirm these patterns for highly skilled migrants. Furthermore, we find that reasons for migration matter for highly skilled migrants’ employment outcomes, with labour migrants having better employment rates, income and qualification-matched employment than family reunion migrants and refugees.
