The paper presents the research based on the Belarus’s archival materials to trace the genesis of advertising communication starting from the 10th century to present-day Republic of Belarus. The work reveals that the formation and development of advertising communication evolved on the basis of European-wide traditions, but had a number of specific peculiarities. If the technological factor prevails to the forms of advertising communication and ways to reach the target audience, the social political factor has predetermined the content and role of advertising in modern Belarusian society: in the absence of a sovereign state and profound territorial fragmentation, advertising activities in Belarus appeared as a result of the manufacturers’ needs to promote their goods and services. The specifics of advertising communication in the Republic of Belarus are manifested in the slower rate of development progress in comparison to the European level and in the high sensitivity to the political context.

SOBERANIA E DEMOCRACIA EM TEMPOS MUNDIALIZADOS: ATUALIDADE DA FILOSOFIA POLÍTICA DE JEAN-JACQUES ROUSSEAU E OS LIMITES DO CONTRATO SOCIAL Resumo: este artigo visa a problematizar os (des)caminhos dos conceitos políticos e das práticas sociais e jurídicas em torno da soberania política do Estado Nacional e da democracia nos tempos de mundialização do Capital. Portanto, revisita e percorre uma breve arqueologia conceitual da Soberania, desde Isidoro de Sevilha até a clássica definição de Jean Bodin nos Seis Livros sobre a República (1576). O propósito é problematizar a filosofia política de Rousseau para, então, perceber e discutir seus limites suas virtualidades, bem como a atualidade de sua noção de Contrato Social e o papel da Filosofia Política na Era do Capital Global. Abstract: this paper casts doubt on the ways and shunts of political concepts and social and legal practices concerning political sovereignty of the Nation State and democracy at the time of Capital’s globalization. It revisits a brief conceptual archeology of Sovereignty, since Isidore of Seville to the classical definition by Jean Bodin in The Six Books on the Republic (1576). The purpose is casting doubt on the political philosophy of Rousseau, in order to discuss its limits and virtualities, and the topicality of his notion of social contract and the role of Political Philosophy at the Age of Global Capital. The author analyzes the process of South Africas foreign policy change after the fall of the apartheid regime and transition to democracy. He gives characteristics of the foreign policy under different presidents of South Africa from 1994 to 2018 and analyzes the political activities of South Africa in the area of peacekeeping and human rights on the African continent.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Careful investigations of the political determinants of health that include the role of power in health inequalities—systematic differences in health achievements among different population groups—are increasing but remain inadequate. Historically, much of the research examining health inequalities has been influenced by biomedical perspectives and focused, as such, on ‘downstream’ factors. More recently, there has been greater recognition of more ‘distal’ and ‘upstream’ drivers of health inequalities, including the impacts of power as expressed by actors, as well as embedded in societal structures, institutions, and processes. The goal of this chapter is to examine how power has been conceptualised and analysed to date in relation to health inequalities. After reviewing the state of health inequality scholarship and the emerging interest in studying power in global health, the chapter presents varied conceptualisations of power and how they are used in the literature to understand health inequalities. The chapter highlights the particular disciplinary influences in studying power across the social sciences, including anthropology, political science, and sociology, as well as cross-cutting perspectives such as critical theory and health capability. It concludes by highlighting strengths and limitations of the existing research in this area and discussing power conceptualisations and frameworks that so far have been underused in health inequalities research. This includes potential areas for future inquiry and approaches that may expand the study of as well as action on addressing health inequality.

ABSTRAKKetentuan Pasal 4 dan Pasal 16 ayat (1) huruf f Undang-Undang Jabatan Notaris mewajibkan notaris untuk menjaga kerahasiaan segala sesuatu mengenai akta yang dibuatnya dan segala keterangan yang diperoleh guna pembuatan akta sesuai dengan sumpah janji jabatan kecuali undang-undang menentukan lain. Kemungkinan terhadap pelanggaran kewajiban tersebut berdasarkan Pasal 16 ayat (11) Undang-Undang Jabatan Notaris, seorang notaris dapat dikenai sanksi berupa teguran lisan sampai dengan pemberhentian dengan tidak hormat. Terlebih lagi dengan adanya putusan Mahkamah Konstitusi Republik Indonesia dengan Nomor: 49/PUU–X/2012 memutuskan telah meniadakan atau mengakhiri kewenangan Majelis Pengawas Daerah (MPD) yang tercantum dalam Pasal 66 ayat (1) UUJN membuat notaris seakan-akan tidak ada perlindungan hukum bagi notaris dalam menjalankan tugas jabatannya. Ikatan Notaris Indonesia (INI) harus berusaha menjalankan peranan pembinaan dan perlindungan meningkatkan pengetahuan, kemampuan dan keterampilan para notaris. Demikian juga menjalin hubungan dengan para penegak hukum lainnya, agar penegak hukum lainnya yang ada hubungan dengan notaris dapat memahami kedudukan notaris sesuai UUJN.Berangkat dari pemikiran inilah kewajiban ingkar notaris masih tetap dipertahankan oleh pembuat undang-undang dalam revisi Undang-Undang Jabatan Notaris Tahun 2014 yang merupakan konfigurasi kekuatan perlindungan terhadap profesi dan jabatan notaris dari sisi politik.Kata Kunci : Jabatan Notaris, Hak Ingkar, Perlindungan Hukum.ABSTRACTThe provisions of Article 4 and Article 16 paragraph (1) sub-paragraph f of the Notary's Office Law require a notary to maintain the confidentiality of all matters concerning the deeds it has made and all the information obtained for the deed in accordance with the oath of pledge of office except the law otherwise. The possibility of breach of such obligation under Article 16 paragraph (11) of Notary Law Regulation, a notary public may be subject to sanctions in the form of oral reprimands until dismissal with disrespect. Moreover, with the decision of the Constitutional Court of the Republic of Indonesia with the number : 49 /PUU-X/2012 deciding to have canceled or terminated the authority of the Regional Supervisory Board (MPD) listed in Article 66 paragraph (1) UUJN made a notary as if there was no legal protection for a notary in performing duties. The Indonesian Notary Bond (INI) should endeavor to undertake the role of guidance and protection to increase the knowledge, abilities and skills of the notaries. Likewise establish relationships with other law enforcers, so that other law enforcement who has relationship with the notary can understand the position of notary under the UUJN.Departing from this thought the obligation of notarization is still maintained by the lawmakers in the revision of the Law Regulation of Position Notary on Year 2014 which is the configuration of the strength of the protection of the profession and the notary's position from the political side.Keyword : Position of Notary, Right of Remedy, Legal Protection.

EDUCATION AND PEASANT RESISTANCE IN THE PARAENSE AMAZONIAEDUCACIÓN Y RESISTENCIA CAMPESINA EN LA AMAZONIA PARAENSERESUMOEste artigo é fruto dos apontamentos da pesquisa de mestrado desenvolvida no Programa de Pós-Graduação em Agriculturas Amazônicas (PPGAA) da Universidade Federal do Pará – UFPA. Aborda os desafios da luta pela terra no Sudeste Paraense, refletindo sobre o papel da educação nesse processo. Ele aponta a educação que permeia o cotidiano das pessoas, como elemento que fortalece a resistência política dos camponeses, por isso, não está apenas relacionada à conquista da terra, mas também, à permanência na mesma e à mudança da qualidade de vida nos acampamentos e assentamentos. O artigo é resultado de um estudo de caso, desenvolvido no Acampamento Sem Terra, denominado de Dalcídio Jurandir, localizado no Sudeste Paraense e encaminhado por uma abordagem qualitativa. Entende-se que o movimento social busca uma educação que dê conta de compreender as circunstâncias vividas a partir de suas contradições sociais, tendo a mesma lógica de resistência do campesinato, porque é nele que ela tem sua raiz histórica. It addresses the challenges of the struggle for land in Southeast Pará, reflecting on the role of education in this process. This paper points out the education that permeates people's daily lives, as an element that strengthens the political resistance of the peasants, therefore, it is not only related to the conquest of the land, but also to the permanence in it and to the change in the quality of life in the encampments and settlements. The article is the result of a case study, developed at the agrarian reform camp, called Dalcídio Jurandir, located in Southeast Pará and guided by a qualitative approach. It is understood that the social movement seeks an education that is able to understand the circumstances experienced from its social contradictions, having the same logic of resistance as the peasantry, because it has its historical roots in it. Señala la educación que permea la vida cotidiana de las personas, como un elemento que fortalece la resistencia política de los campesinos, por lo tanto, no solo se relaciona con la conquista de la tierra, sino también con la permanencia en ella y con el cambio de la tierra. Calidad de vida en los campamentos y asentamientos. El artículo es el resultado de un estudio de caso, desarrollado en el Campamento Sem Terra, llamado Dalcídio Jurandir, ubicado en el sureste de Pará y guiado por un enfoque cualitativo. This research is focused to identify and analyze the role of the expert information as evidence in the case of corruption. One of the criminal acts of corruption that often occurs in the government is the criminal act of corruption in goods and services procurement, in which the perpetrators have abused the social aid fund from the government. There was the case of criminal act of corruption in goods and services procurement for social aid fund that occurred in Tabanan -Bali, which committed by I Wayan Sukaja, who had corrupted the State’s financial or social aid fund. Within the process of verification in the trial, the public prosecutors submit 2 (two) experts who provided information to assist in terms of verification. This study uses normative research methods. The purpose of this study is to analyze the role of expert information as evidence in criminal act of corruption. The role of an expert cannot be ignored because it will help the judges, prosecutors and lawyers who have limited knowledge. If the expert’s information is contrary, it could be ruled out by the judges but the expert’s information that excluded must be based on clear reason, and the judges must have strong base in assess the role of the expert’s information.

This exploratory text starts from a doctoral-unemployed experience and was triggered by the discussions within a collective of doctoral students on this particularly ambiguous status since it is situated between student, unemployed, worker, self-entrepreneur, citizen-subject of social rights or user-commuter in offices and forms. These discussions motivated the reading and commentary of a heterogeneous set of texts on unemployment, precariousness and the functioning of the institutions of the social state. This article thus focuses on the relationship between knowledge and unemployment, as embodied in the public space, in the relationship with Pôle Emploi, and in the academic literature. It articulates a threefold problematic : what is known and said publicly about unemployment? What can we learn from the very experience of the relationship with an institution like Pôle Emploi? How can these observations contribute to an understanding of social science inquiry and the political role of knowledge fromm precariousness?

This chapter gives introduces the gilet jaunes. The gilets jaunes, a group of French protesters named after their iconic yellow vests donned during demonstrations, have formed a new type of social movement. The gilets jaunes have been variously interpreted since they began their occupation of French roundabouts. They were at first received with enthusiasm on the right of the French political establishment, and with caution on the left. The fourth weekend saw scenes of violence erupt on the Champs Élysées, notably around and within the Arc de Triomphe, which towers over the first roundabout built in France. The headlines of newspapers and stories of the news media became almost exclusively focused on the violence of the protests. Images of state violence became ever-present on Twitter and independent media outlets, making it clear that it was the use of disproportionate force by police units that was at the centre of the events. The chapter explains that the aim of the book is to show that the use of violence is not the only tale to be told about the role of the protesters in the contemporary French context. Their contribution to the political landscape of France is quite different. They have provided a fundamental challenge to the social contract in France, the implicit pact between the governed and their political leaders. The movement has seen the numbers of participants diminish over time, but the underlying tension between the haves and the have-nots, the winners of globalization and those at risk of déclassement [social downgrading], are enduring and persistent.

This chapter examines the unique internal and external political landscape of public schools and its relevance to the practice of school social work. The chapter focuses on four key concepts essential for new school social workers to navigate the politics of schools: (1) developing an understanding of the internal and external systems in which they interact; (2) clearly defining the role of school social worker, often within systems that are unclear or are new to the social worker’s role; (3) collaborating across all of the disciplines; and (4) sharing resources and information. Navigating the political landscape in schools is never easy and requires school social workers to be attuned to all of the nuances and complexities of the political landscape both inside and outside of schools.
