The stagnation state of the market for the certification of workplaces is analyzed, the latest ideas for this certification are presented. A decrease in the quality of conducting workplace certification and imperfect implementation of the results obtained in the practical activities of the enterprises or institutions are established. Characteristic shortcomings and the ways to eliminate them were identified. The coefficients of preferential rates for employees that directly depend on the class of harm and (or) danger of the certified workplace are given. Diagrams of distribution of the participants in the market of workplace certification in the Republic of Uzbekistan and the Russian Federation for 2020 are shown. When analyzing them, it was found that there are not enough professional market participants in the field of occupational safety in the Republic of Uzbekistan, they are mainly concentrated in the capital region. A hypothesis was developed about the need for a qualitative improvement in the system of workplace certification, according to which it was proposed to create a special commission at the state level to monitor the implementation of prescriptions based on the results of certification. Characteristic shortcomings and omissions in the workplace certification system are considered. Measures are proposed to improve the quality of this procedure. To increase the efficiency of measures taken within the framework of occupational safety, a scheme was developed for conducting the workplace certification in the Republic of Uzbekistan. It reflects the need to conduct a preliminary survey of workers employed at the certified workplaces about their working conditions. To improve the activities in the field of workplace certification for working conditions and equipment injury risk, a mechanism for quantitative and qualitative expansion of participants in the workplace certification market in the Republic of Uzbekistan is proposed, which should facilitate the formation of a full-fledged competitive (market) environment. Increasing the number of market participants in the field of occupational safety in the Republic of Uzbekistan will allow to improve the quality of conducting workplace certification, as well as improve statistical practices and reporting on the state of working conditions in the organizations and industrial enterprises.

The purpose of the article is to present an analytical system that allows users to proces data necessary for an industrial risk analysis and management, to monitor the level of industrial safety in a given site, and to fulfil essential tasks within the field of occupational safety. This system’s implementation will make the industrial safety management at industrial sites more effective. Multifactorial, probabilistic, determined models of accidents’ hazard and severity indexes are integrated into the computing core of the Information and Analytical System. Then, statistical methods determine the risk assessment of occupational injuries and diseases. The Information and Analytical System for Hazard Level Assessment and Forecasting Risk of Emergencies in the Republic of Kazakhstan allows users to work efficiently with large volumes of information and form a united analytical electronic report about the state of industrial safety. The main objective of the monitoring system is to conduct a comprehensive analysis and assessment of the state of accidents, traumas and occupational sickness rates at industrial sites, the results being classified by the degree of hazard and insalubrity of manufacture. The introduction of the computer monitoring system in the specialized services of the Emergency Management Committee and the Ministry of Investment and Development of the Republic of Kazakhstan, and at industrial enterprises throughout the country, will allow users to analyse the state of the industrial and occupational safety constantly and objectively; as a consequence, the implementation will go a long way towards comprehensively approaching the task of increasing safety levels at industrial sites.

This article suggests ways to quickly assess the state of labor protection and ecology by calculating a number of indicators of industrial risk based on the information available in the modules for assessing labor protection by indicators of industrial risk. The efficiency of using the software proposed by the authors for the occupational health and safety management system based on a specific task from the modules "Personnel", "Events", "Equipment" and "Ecology", consisting of four main modules, is proved. In addition, this paper compares the matrix methods of risk assessment in the coordinate system "probability of an event or consequences of an event" of prevention and assessment of occupational risks for employees used in domestic and foreign practice in the occupational safety management system.Work on identifying harmful factors of accidents during the extraction, use and transportation of raw materials at industrial enterprises and assessing compliance with the requirements of the standards of the Republic of Kazakhstan should be carried out continuously. The main goal of the labor protection service is to create safe working conditions for employees at industrial enterprises, as well as to prevent occupational diseases of employees. Often, the employers allocate funds for occupational safety on the residual principle without considering the real needs in creating safe working conditions for the employees. This is especially topical for the small and medium-sized enterprises, whose budget, as a rule, does not allow to allocate sufficient funds for occupational safety. The substantiation is given concerning the need to improve modern systems for assessing the state of working conditions by integrating the missing elements, which are part of similar systems, selected during the analysis of domestic and foreign studies. In the critical review of foreign publications in the field of assessing the state of working conditions, the tools developed over the past 15 years are considered. The lines of business are selected related to the improvement of system for assessing the state of working conditions at the small and medium-sized Russian enterprises. To determine the most optimal methods, an algorithm is proposed for selecting the tools to assess the state of working conditions based on determining the efficiency parameter corresponding to each tool. Modern Russian methods are assessed in a similar way. As a result of the study, two tools for assessing the state of working conditions that are most optimal for small and medium-sized enterprises are selected. The analysis showed that the first selected method allows to assess the state of the personnel working conditions, i.e., gives a subjective assessment. The second method serves for an objective study of the estimated parameters, as well as for assessing the level of occupational hazard. Combined use of both tools can become the basis for the formation of a methodology for a comprehensive assessment of the state of working conditions at the small and medium-sized enterprises.

The article is devoted to the consideration and study of the creativity of the most prominent representatives of the musical art of national ethnic groups, the role of the Assembly of the People of Kazakhstan, the identification of various criteria for the relationship of ethnic groups living in the territory of the Republic of Kazakhstan, the peculiarities of their life, way of life, spheres of life, their relationship and views on the modern State, created by the first President of the Republic of Kazakhstan – Nursultan Nazarbayev. The core of the projects completed in the period from 2012 to 2017 includes not only historical facts and materials found from the State Archives, Central Scientific Library and the National Library of the Republic of Kazakhstan, but also an overview of active participation in many events related to the Assembly of the People of Kazakhstan, to the 20th and 25th anniversaries of the Assembly of the People of Kazakhstan, associated with the considered ethnocultural centers and representatives of certain ethnic groups. Through the media, participation in international scientific and practical conferences, previously unknown facts of the studied ethnic groups were highlighted, and their relationship with the main population of the republic, their contribution to the multinational culture of Kazakhstan, which in turn confirms the prudent, orderly, and wise policy of Elbasy (The Head of the State). The authors use the following methods in the study: historical-chronological, source study, analytical, comparative, and interviewing. Since 2012, in Kazakh musicology, the musical heritage of ethnic groups inhabiting Kazakhstan has been studied. A unique opportunity for a full-fledged study of their work is presented thanks to the activities of the Assembly of the People of Kazakhstan and systematic state policy, under the leadership of the First President. In 2017, the second book, entitled "The Historical Significance of the Assembly of the People of Kazakhstan in Interethnic Cultural Integration", was published, which became a fruitful result of the research project in 2015–2017. This book is a kind of continuation of the series, which began in the previous collective monograph "The Musical Art of the People of Kazakhstan", which was published at the end of 2014 and has undergone extensive testing not only among professionals, but also among fans of the musical culture of multinational Kazakhstan. Such research projects, which were not previously carried out in the domestic humanitarian science, are significant and in demand, since before their appearance in domestic musicology there were only separate reports on the activities of cultural centers, articles in the media and on Internet sites, a brief analysis of the work of specific masters in publications devoted to the study of the history of musical art of numerous national cultures. They give only fragmentary ideas about the art of the ethnic groups in question. The relevance and insufficient elaboration of these problems served as the basis for the study "The historical significance of the Assembly of the People of Kazakhstan in interethnic cultural integration", carried out by the Department of Musicology of the M. Auezov Institute of Literature and Art of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan. The implementation of such a complex and significant topic for the national musical art, coverage of the activities of large cultural centers of different ethnic groups, and much more makes it possible to determine the contribution of each of them to the history of Kazakhstan's development and outline ways to preserve the traditional folklore heritage and identity. In this regard, these projects are relevant and socially and politically significant at the state level.

The authors of the presentation aim to reveal the context of education monitoring in Lithuania. The system of education monitoring is firstly analysed on the basis of the content analysis of regulatory documents highlighting the provisions available in the society and educational system. The transitions in the system of education monitoring are disclosed in a chronological way: from the establishment of the national school (1989) to the construction of a better school (2015). At the end of the 20th century the Reform Movement of Lithuania was established in the Republic of Lithuania. The general meeting held on 3 June 1988 approved a steering committee, whose members mobilised their efforts to reform education. Dr. M. Lukšienė, one of the initiators, rallied like-minded people and put forward the framework of the national school, i.e. “The Concept of the National School” (1989). The vision of education constructed on the eve of independence was grounded on humanist philosophy. After the restoration of Independence on 11 March 1990, the need emerged to revise the vision of education. In 1992 the concept of Lithuanian education was adopted, which continued and enriched the principles of humanism in the paradigm of liberal education. Following the practice that prevailed prior the restoration of independence, the function of supervision of education was assigned to inspectorate. The quality assessment in education was carried out considering the conception of old supervision and traditional methods of activities (Ugdomasis inspektavimas, 1997). The approach that better education is predetermined by continuous control of education providers prevailed. In 1998 the Ministry of Education and Science declared the quality of education one of the priorities of education reform (Prakapas, 2010). While integrating into the European space through the system of education, the dimension of quality acquired high importance. The supervision and inspection of education consistently transformed into dual (external and internal) quality assessment. Implementing the EU and national documents (The Long-Term Development Strategy of the State, 2002; The State Education Strategy, 2003; The Programme of the Government of the Republic of Lithuania, 2009; The Procedure of Education Monitoring, 2005), the models of quality management of education services were introduced and the culture of self-assessment and assessment was nurtured in Lithuania seen as an equivalent country in terms of education reform. Monitoring of education in the national documents is treated as one of the most important factors ensuring the quality of education. However, the system of education supervision (2012) functions as a hierarchical structure, which generates a conflict in itself. The remains of soviet ideology impose additional barriers on the real changes in the principles of educational reforms. Moreover, reforming the actions of society in the reality the prevailing neoliberal ideology and solutions based on this ideology are revealed. Thus, over the last three decades the reality of education monitoring has been drifting away from the projected vision. The implementation of education monitoring has been revised. The presenters raise the problematic issues that are important for a change in the system of education monitoring as quality assurance in schools of general education in Lithuania.

Preserving the health of the population occupies a special place at the legislative level, in the socio-economic strategies for the development of regions and the country as a whole. The preservation of human health depends not only on one’s own desire to preserve it, including the current state of the state and the development of the country’s tourism industry. Recreation and recreation for modern people, who mainly live in cities and megacities characterized by a high level of pollution due to the intensity of economic activity, are of particular importance for maintaining health and life expectancy. An increase in people’s life expectancy is considered at the state level as an important indicator of people’s well-being, improving the level and quality of life.
