This study attempts to analyze; 1) the effect of political product on the decision to choose the candidate of legislative member; 2) the effect of political product on the decision to choose political party; 3) the effect of the decision to choose the candidates of legislative members on the decision to choose political party; and 4) the role of mediating variable of the decision to choose the candidate of legislative member on the affect the decision to choose political party. The data were analyzed using inferential statistical analysis of Generalized Structured Component Analysis (GeSCA). It shows that 1) the political product has an effect on the decision to choose the candidate of legislative member; 2) the mediating variable of the decision to choose the candidate of legislative member plays a very important role for the constituents in taking the decision to choose political party. However, of the existing three indicators, only personal characteristic can explain the strength of the effect of political product on the selection of political party. Yet, the second hypothesis test result shows that the path coefficient is significant and provides evidence that the second hypothesis is accepted. The decision to choose political party is increa-singly stronger as a result of the decision to choose the candidate of legislative member which is in accordance with the expectations of voters. Acquisition of the party vote will increase after the constituents know the candidates proposed. The higher the popularity and quality of the candidate is, the greater the electoral gains of a party.

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.

CENTRAL TO THE STUDY OF DEMOCRATIC POLITICS IS THE IDEA of popular control over the activities of elites. More specifically, how can the preferences of citizens be aggregated into a political choice for a government policy or government personnel? Popular control, the effects of citizen participation in political life, is the basis of a major value orientation in the discipline: the notion of participant democracy. The degree of citizen participation becomes the key to the nature of democracry in a society : the more participation, the more democratic the political life of a country becomes. Political participation may take a variety of forms, e.g., running for office, holding office, voting, soliciting votes, and campaigning for, or contributing funds to, I the party of one's choice. However, voting is the most emphasized aspect of citizen participation, since it is the only form of active participation many engage in. The limitations placed on voting as a mechanism for popular control over political choices are well documented. Voters do not choose when to vote, nor the agenda. They have minimal input into the selection of candidates and the choice of issues which divide the parties at elections. Public participation in the selection and resolution of important policy issues between elections is severely restricted.

This paper uses a model of governance in higher education, called the political model, that explains the role of universities as agencies of control and socialization, with a resulting repercussion on the quality of education. It compares this model with common models such as the academic, Napoleonic, market-oriented and managerial. It undertakes a review of ten published cases studies, each dealing with the oldest public universities in ten Arab countries, using a historical approach, from their inception until 2016. Among the ten public universities, nine fall into the category of the political model, while the tenth represents the Napoleonic model. The discussion opens the field for further research.

The European Parliament (EP) symbolizes many of the struggles that characterize the process of European integration and is at the core of many theoretical and empirical debates about representation, accountability, and legitimacy. This chapter draws on a variety of theoretical approaches to explain the complex role the EP plays in the political system of the European Union (EU). It starts with a brief overview of the history and functions of the assembly, followed by a theoretical explanation of its empowerment over time. Then, it determines the extent to which the EP is capable of influencing policymaking, both in legislative and non-legislative domains, as well as for the appointment of the Commission. It presents the political structure of the assembly and underlines the role of parliamentary groups and committees. It discusses the representativeness of the EP and the democratic quality of its internal functioning. Finally, it addresses current and future challenges for the EP.
