The paper proposes comparing the existing and the required level of competence of the employee as a tool for determining the qualitative and quantitative parameters of personnel training. To implement this comparison, in accordance with official requirements, the human capital required for the performance of official duties as an employee's quality, which acquires value in the process of attracting to industrial relations, is calculated. Qualitative and quantitative parameters of personnel training are determined on the basis of calculation of the difference between necessary and existing competence taking into account financial possibilities of the enterprise. According to the results of calculating the available human capital, which a certain employee owns, and comparing it with the necessary one, the content (according to the type of insufficient capital) and the amount (by difference between the existing and the required level) of training, which should bring the available human capital of the employee in accordance with the required one. Formation of the content of the training is based on the definition of individual assets of human capital, which depend on the requirements for the competence of the employee and can be changed through training.

Evaluators are often called upon to assess the effects of programs. To assess a program effect, evaluators need a clear understanding of how a program effect is defined. Arguably, the most widely used definition of a program effect is the counterfactual one. According to the counterfactual definition, a program effect is the difference between what happened after the program was implemented and what would have happened if the program had not been implemented, but everything else had been the same. Such a definition is often said to be linked to the use of quantitative methods. But the definition can be used just as effectively with qualitative methods. To demonstrate its broad applicability in both qualitative and quantitative research, I show how the counterfactual definition undergirds seven common approaches to assessing effects. It is not clear how any alternative to the counterfactual definition is as generally applicable as the counterfactual definition.

Different attitudes towards the definition of linguistic variations are noticeable in contemporary teaching of French as a foreign language. The difference depends on whether it is viewed from the perspective of traditionally understood exemplary linguistic levels le bon usage, from the standpoint of propositions – the “basic French language” the SGAV methodology is based on; or with the emergence of a communicative approach in foreign language teaching from the perspective of a moderately conservative and flexible attitude towards conservative linguistic norms. In order to study how linguistic variations in the teaching of French as a foreign language are treated, our research was based on an analysis of the use of different forms for expressing a direct partial question with interrogative adverbs où, quand, comment and pourquoi in seven selected methods published from the middle of the last century until the present day. The results of the qualitative and quantitative analyses of the abovementioned interrogative forms in the selected methods, illustrate significant oscillations in terms of the representation of interrogative forms derived from inversion and those which, contrary to the conservative linguistic norm and in accordance with the general tendencies in the French spoken language, preserve the word order characteristic of a statement. The obtained results indicate an expressed need for a more consistent pragmatic definition of linguistic variation in the contemporary teaching of French as a foreign language.

PurposeThis paper provides insights as to how a Confucian-inspired Junzi style of leadership translates into initiatives toward human capital development in Singapore. After reviewing tripartite governance in Singapore, we discuss the character of Confucian leadership: how does this value system inform the moral economy of the Singaporean corporatist model and inherently come to impact upon the conception and significance of human capital.Design/methodology/approachThe case approach was employed using multiple sources of secondary data, supplemented by interviews with high-profile informants in Singapore. Multiple sources led to data triangulation in presenting a mutually consistent set of evidence. The paper also draws from a longitudinal observation of Singapore's industrial relations and human resource development (HRD) policies over the last 10 years since the Global Financial Crisis.FindingsOrganized along two thematic areas: governance and human capital development, this paper proposes and finds that governance in Singapore displays an institutionalized form of Junzi leadership that translates into policymaking toward human capital development.Originality/valueThis paper brings about an Asian perspective of Junzi leadership toward management and governance. The Confucian value system intrinsic to tripartite governance provides an original heuristic lens that helps shed a light on the significance of human capital development in Singapore.

This paper compares the Butler and Ehrenberg analysis of the narcotic effects of impasse procedures, presented in the preceding article, with the purposes, methods, and empirical results of the authors' earlier paper on the same subject. The authors use the differences in the two papers to argue that a need exists to achieve a better blending in industrial relations research of model building and testing, of quantitative and qualitative data, and of simple and complex statistical tests. The differences in results presented in the two papers are shown to reflect, in part, differences in the definition of the problems examined. These authors stress the importance of choosing statistical techniques that fit the theoretical and policy problems of interest to industrial relations researchers and practitioners, and the power gained from mixing qualitative and quantitative methods.

This chapter examines the difference between John Locke's definition of a person [P], considered as a kind of thing, and his definition of a subject of experience of a certain sophisticated sort [S]. It first discusses the equation [P] = [S], where [S] is assumed to be a continuing thing that is able to survive radical change of substantial realization, as well as Locke's position about consciousness in relation to [P]'s identity or existence over time as [S]. It argues that Locke is not guilty of circularity because he is not proposing consciousness as the determinant of [S]'s identity over time, but only of [S]'s moral and legal responsibility over time. Finally, it suggests that the terms “Person” and “Personal identity” pull apart, in Locke's scheme of things, but in a perfectly coherent way.

Subject. Currently, as the global economy evolves, its innovative components should demonstrate a tendency of accelerated growth as intellectual capital, information technologies, increasing knowledge and digitization of mushrooming production processes. Nowadays, intellectual capital is one of the economic development drivers. However, the economic community is found to have no generally accepted wording of the concept, thus laying the basis for this article. Objectives. The study sums up the analysis of approaches used by the Russian and foreign economists to determining the economic substance of intellectual capital. We also identify the importance of human capital as its components and specify the definition of the concept. Methods. The article overviews and analyzes proceedings by the most renowned authors, which substantiate how the economic substance of intellectual capital should be unveiled, and suggest its definitions. Results. We specified the definition of intellectual capital concerning the current economic development. We suggest integrating a new component into intellectual capital, such as intellectual property, which includes products of intellectual activity and intangible assets. They can be owned by the entity or other legal entities and individuals, including some employees of the entity. Conclusions and Relevance. The specified definition of intellectual capital will help address issues of sustainable economic development and ensure the competitiveness of the Russian entities nationwide and worldwide, since it directly contributes to intellectual capital and its components.

<p class="Abstract">The purpose of this study is to analyze the phenomenon known as&nbsp;<span style="font-size: 1rem;">“anglicism”: a loan made to the English language by another language.&nbsp;</span><span style="font-size: 1rem;">Anglicism arose either from the adoption of an English word as a&nbsp;</span><span style="font-size: 1rem;">result of a translation defect despite the existence of an equivalent&nbsp;</span><span style="font-size: 1rem;">term in the language of the speaker, or from a wrong translation, as a&nbsp;</span><span style="font-size: 1rem;">word-by-word translation. Said phenomenon is very common&nbsp;</span><span style="font-size: 1rem;">nowadays and most languages of the world including making use of&nbsp;</span><span style="font-size: 1rem;">some linguistic concepts such as anglicism, neologism, syntax,&nbsp;</span><span style="font-size: 1rem;">morphology etc, this article addresses various aspects related to&nbsp;</span><span style="font-size: 1rem;">Anglicisms in French through a bibliographic study: the definition of&nbsp;</span><span style="font-size: 1rem;">Anglicism, the origin of Anglicisms in French and the current situation,&nbsp;</span><span style="font-size: 1rem;">the areas most affected by Anglicism, the different categories of&nbsp;</span><span style="font-size: 1rem;">Anglicism, the difference between French Anglicism in France and&nbsp;</span><span style="font-size: 1rem;">French-speaking Canada, the attitude of French-speaking society&nbsp;</span><span style="font-size: 1rem;">towards to the Anglicisms and their efforts to stop this phenomenon.&nbsp;</span><span style="font-size: 1rem;">The study shows that the areas affected are, among others, trade,&nbsp;</span><span style="font-size: 1rem;">travel, parliamentary and judicial institutions, sports, rail, industrial&nbsp;</span><span style="font-size: 1rem;">production and most recently film, industrial production, sport, oil industry, information technology,&nbsp;</span><span style="font-size: 1rem;">science and technology. Various initiatives have been implemented either by public institutions or by&nbsp;</span><span style="font-size: 1rem;">individuals who share concerns about the increasingly felt threat of the omnipresence of Anglicism in&nbsp;</span><span style="font-size: 1rem;">everyday life.</span></p>

India has gradually evolved as knowledge based economy due to the abundance of capable, flexible and qualified human capital. With the constantly rising influence of globalization, India has immense opportunities to establish its distinctive position in the world. However, there is a need to further develop and empower the human capital to ensure the nations global competitiveness. Despite the empathetic stress laid on education and training in this country, there is still a shortage of skilled manpower to address the mounting needs and demands of the economy. Skill building can be viewed as an instrument to improve the effectiveness and contribution of labor to the overall production. It is as an important ingredient to push the production possibility frontier outward and to take growth rate of the economy to a higher trajectory. This paper focuses on skill development in Small and Medium Enterprise (SMEs) which contribute nearly 8 percent of the country's GDP, 45 percent of the manufacturing output and 40 percent of the exports. They provide the largest share of employment after agriculture. They are the nurseries for entrepreneurship and innovation. SMEs have been established in almost all-major sectors in the Indian industry. The main assets for any firm, especially small and medium sized enterprises are their human capital. This is even more important in the knowledge based economy, where intangible factors and services are of growing importance. The rapid obsolescence of knowledge is a key factor of the knowledge economy. However, we also know that for a small business it is very difficult to engage staff in education and training in order to update and upgrade their skills within continuous learning approach. Therefore there is a need to innovate new techniques and strategies of skill development to develop human capital in SME's.

The purpose of the paper is to present a new Recatest testing technique which uses a series of abrasions within a scratch and its innovative application to describe selected quantitative parameters of locally, plastically deformed substrate and coating materials detected on the spherical microsection in the scratch test. The exposed material structures are subject to a metallographic analysis which allows for the determination of the quantitative parameters, which in turn allow for a description of the change in dynamics of the coating structure within the scratch area as a function of load. These parameters include scratch depth (hs), coating thickness (h1), flash height (hoc, hos), depth of intended material (hd), material depth under scratch (hcp), and material depth under coating (hdb). The paper also includes a description of the Recalo test device designed by the authors, which is used to make a series of spherical abrasion traces on the scratch surface. Recalo is dedicated to the Recatest technique. The analysed material was the CrN/CrCN/HS6-5-2, AlCrN -Alcrona-Balinit/D2 coatings deposited on tool steels.

Social Entrepreneurship (SE) describes a new entrepreneurial form combining the generation of financial and social value. In recent years, research interest in SE increased in various disciplines with a particular focus on the characteristics of social enterprises. Whereas a clear-cut definition of SE is yet to be found, there is evidence that culture and economy affect and shape features of SE activity. In addition, sector-dependent differences are supposed. Building on Institutional Theory and employing a mixed qualitative and quantitative approach, this study sheds light on the existence of international and inter-sector differences by examining 161 UK and Indian social enterprises. A content analysis and analyses of variance were employed and yielded similarities as well as several significant differences on an international and inter-sector level, e.g., regarding innovativeness and the generation of revenue. The current study contributes to a more nuanced picture of the SE landscape by comparing social enterprise characteristics in a developed and a developing country on the one hand and different sectors on the other hand. Furthermore, I highlight the benefits of jointly applying qualitative and quantitative methodologies. Future research should pay more attention to the innate heterogeneity among social enterprises and further consolidate and extend these findings.
