The metatheoretical study of the tourism system of the Volgograd Region of the Russian Federation made it possible to determine the system characteristics of tourist relations of the region. Currently, an excursion type of tourism, in particular, war-historical and theological ones, is the main one in the region; this type is organized by two types of tourism products: tours (overnight) and excursions (without staying for the night). The focused interview with an expert group revealed the components and elements of the tourism product "excursion tour", which were grouped and listed in a questionnaire to assess the importance of each component and each element of the tourism product among consumers. 332 people divided into 6 age-sex groups took part in the survey. The survey results enable to form a methodology for the integrated assessment of regional tourism products: average estimates of the importance of each component and element of the tourism product for each group of respondents have been calculated; all the elements of the tourism product have been divided into two types (impression-forming and consumption-covering), to which essentially different evaluation scales are applicable.

The article presents an overview of the theoretical and practical approaches of domestic and foreign authors to the using historical and cultural heritage sites for tourist purposes for the development of regional tourism. Most scientists define cultural heritage sites as one of the most important conditions for the development of cultural and educational tourism. Further development of this territory is provided by strategic planning, state policy, the creation of a regulatory and legal framework, the development of specialized state programs, attraction of investments, creation of a specialized infrastructure, and implementation of a competent marketing policy. The article also presents the limiting factors of the using cultural heritage sites in the Russian Federation on the example of Kaliningrad region. Within the study the authors examine institutional capacities and state instruments for the restoration of cultural heritage objects with the aim of including in a regional tourism product. The authors develop authorial methodology of systematizing cultural heritage sites used for tourist purposes. The criterion for ranking cultural heritage sites is the degree of their preservation, accessibility and functional purpose. This methodology has been tested on cultural heritage sites in the city of Kaliningrad functionally related to fortifications. But it can be used in scientific research and in practice for ranking and other categories of cultural heritage sites of the regions of the Russian Federation.

This article focuses on direct and indirect factors affecting the development and functioning of the social sphere in rural settlements. The high role and importance of the actions of local governments in meeting the social needs of the population is noted. The author considers the criteria related to the organization of social facilities in municipalities. Analysis of the performance of the population in the municipal areas. The comparison of population size and density in different regions of the Russian Federation is carried out. Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. The statistics of change of number of rural settlements of the Volgograd region are resulted.

Aim: subjective assessment by patients with allergic rhinitis (AR) of the efficacy in control of the main symptoms, seeking medical care for AR symptoms and general treatment methods. Patients and Methods: from April to August 2020, a study was conducted of 328 adult respondents (buyers of medicines for the AR treatment: antihistamines and/or intranasal corticosteroids), who voluntarily agreed to an online survey. 164 respondents purchased medicines based on the prescription or doctor recommendation, while other 164 chose medicines independently. Visual analog scale (VAS) was used to assess the severity of individual AR symptoms (nasal congestion, runny nose/nasal discharge, sneezing, itchy nose, cough), as well as eye and general symptoms (general malaise, drowsiness, headache). Results: 56% of respondents had persistent AR symptoms. Herewith, 60% of respondents suffered from seasonal AR, 40% — perennial AR. 52% of respondents had a mild AR form. However, the main triad of AR symptoms (nasal congestion, rhinorrhea and sneezing), despite the non-severe AR form in the absolute majority of respondents corresponded to moderate or severe severity (VAS>5) and indicated a lack of AR control. 31% of those surveyed experienced severe AR symptoms that disrupted daytime activity and sleep. The respondents were most concerned about nasal congestion, runny nose/rhinorrhea, and sneezing (the average VAS score was 7.3, 7.1, and 6.5, respectively). The frequency of visits to the doctor for AR was very low: 95% of respondents visited their doctor no more than once a year, while 48% of them — every few years. The first choice in therapy was antihistamines, regardless of the presence or absence of doctor’s recommendation. In second place were decongestants, in third — intranasal corticosteroids, which were more commonly purchased on the doctor’s recommendation. Conclusion: adult respondents with a suspected diagnosis of AR, despite uncontrolled and marked symptoms, underestimate their disease, rarely consult a doctor, and prefer to follow the recommendations of relatives and friends or pharmacists for treatment. The lack of AR control among adults in our country is obvious and requires the active participation of the medical and pharmaceutical community for salvation of such problem. The article is devoted to the study of the innovative potential of Volgograd region in the context of developing technological and innovative entrepreneurship. The article defines the contribution of Volgograd region to the development of high-technological business in Russia carried out on the basis of the analysis of empirical data, discusses the main problems of innovative growth, and suggests a model for developing and implementing innovation potential in the territory under consideration. The methodological basis of this study is quantitative and qualitative analysis of the statistical data of the Federal Service for State Statistics, the national report “High-Technological Business in Russia”, and, moreover, the rating of innovative companies in Russia and the rating of innovative regions for the purposes of monitoring and management developed by the Association of Innovative Regions of Russia in cooperation with the Ministry of Economic Development of the Russian Federation, with the participation of representatives of regional administrations and leading country experts. The results of this study may be useful to the officials responsible for the development of entrepreneurship and innovation, both at the regional and federal levels. One of the perspective directions of developing innovative potential in the region may be creating clusters, including the unification of various participants in innovative activities. An important fact is involving all actors of the region taking into account the degree of the development of the scientific and educational sphere and innovative entrepreneurship. In this regard, the most appropriate model of the development of innovative potential for Volgograd region can be the production and scientific model.

The purpose of the study is to examine the role of social programs in the structure of expenditures of the consolidated budgets of the Russian Federation and the Volgograd region, to identify the main directions for improving the content of targeted programs aimed at implementing specific measures in the field of social policy.Materials and methods: the methodology includes structural and statistical analysis, methods of economic forecasting and modeling. The analysis uses official statistical data, as well as re-ports on the performance of the consolidated budgets of the Russian Federation and the Volgograd region in the period 2014-2018. The paper contains an analysis of both scientific periodicals and non-periodical publications devoted to the topic of this study.Results: the paper discusses the features of spending budget funds for the implementation of social programs at both the federal and regional levels, reflects the model of the impact of the volume of budget financing of the social sphere on the state of the regional economy. In the course of the work, recommendations were developed to improve the mechanism for allocating financial resources, including elements of public-private partnership, as well as to stimulate the development of socially-oriented non-profit organizations that can become effective intermediaries between government agencies and the population in the implementation of social policy measures. The study revealed an upward trend in the volume of budget funds allocated for the implementation of activities within the framework of social environment development programs. At the same time, it was noted that this growth is partially offset by the dynamics of inflation, which indicates the need to optimize expenditure items taking into account data on changes in the consumer price index and the level of real incomes of citizens.Conclusion: centralizing the management of socio-economic development processes seems to be the most rational course of action in an unstable economic system. Improving the quality of life of the population of the regions occurs in the conditions of transformation of economic systems, during which the regional economy joins allRussian course. In the course of the work, the need to improve the effectiveness of the implemented social policy was justified, which becomes especially necessary in the conditions of increasing rates of population outflow from the Volgograd region. The developed social sphere of the region makes it possible to form effective civil society institutions, in which the population independently participates in the process of improving the social environment. To ensure control over timely and complete budget execution, state audit methods can be used (we are talking about regional and municipal control and accounting bodies), including strategic audit, which allows proactive control of the effectiveness of upcoming events. The results of this study can be used to track the dynamics of budget spending in the implementation of socially-oriented programs, as well as to determine the most promising areas of budget financing of the social environment.

The authors gave an overview of the innovation ecosystem formation theme development, built a logical model of the innovation infrastructure, defined the roles of the main actors. To create an innovation ecosystem in the Volgograd region, it is necessary to study the foreign experience and experience of the regions of the Russian Federation and adapt it to the socio-economic conditions of the Volgograd region. In Russia, innovation ecosystems at the regional level are only being formed. The most successful developments in innovation infrastructure building are found in the universities of Moscow, St. Petersburg, Novosibirsk, Tomsk, Perm, Samara, Kazan, Rostov-on-Don. The authors based on the analysis of the dynamics of statistical indicators for the development of innovative entrepreneurship in the Volgograd region, data ratings characterizing the innovation processes in the regions of the Russian Federation, as well as analyzing the existing infrastructure for supporting SMEs and innovative entrepreneurship, justified the need to create an innovative ecosystem in the Volgograd region. The authors have identified problems that reduce the efficiency of the infrastructure for supporting SMEs and innovative entrepreneurship, including weak interaction between knowledge generators and representatives of the business environment who are interested in their commercialization; insufficient development of social links between scientific institutions and innovative enterprises, insufficient coordination of the elements of regional innovation systems. The existing infrastructure is not built into the process of moving an idea from its generation to entering the market and does not contribute to the acceleration of innovative start-ups. The authors concluded that it is necessary to integrate an integrator in the innovative infrastructure, which performs the functions of informing and coordinating stakeholders, to intensify the flow of innovative projects by popularizing innovative activities; maintain a database of innovative projects, evaluate them, track successful projects and accelerate them.

The article deals with the problems of creation and functioning of Tourist and Information Center (TIC) in Russia as one of the most important segments of the hospitality industry. With the example of TIC «Moscow suburbs. DMITROV» the main problems that appear in process of creation and functioning of Russian TIC in current conditions are considered. The article presents basic features and capabilities of TIC, the range of services, examples of applications of citizens, the main difficulties in process of work. In addition, this article considers TIC not only as an organization that provides information to residents and visitors to the city, but also reflects their role as a bridge between business and municipal authorities in the territory for more effective their interaction and the formation of a competitive tourism product in the region. Big attention is paid to lack of normative legal acts defining and regulating the activities of TIC, their powers, which greatly complicates the process of work and the further development of such centers. To address these issues the integration of the work of all state and municipal bodies responsible for the development of tourism in the Russian Federation is required. The article provides a brief analysis of creation and functioning of Tourist and Information Center «Moscow region. DMITROV», experience of its work and problems that have been encountered. It also contains proposals relating to the regulation of Tourist and Information Centers´ activities, defining their powers and duties as well as cooperation with each other and other organizations.
