This research was aimed to identify the relevance of human capital concepts with policies on professional development of Islamic education teachers at the Department of Religion Yogyakarta. It was a qualitative study whose subject was PAIS section and teachers of Islamic education in Yogyakarta. The results showed that the relevance of human capital concept with the policies on professional development of Islamic education teachers accounts at the design of some event programs conducted by PAIS (School Islamic Education Institution) section and POKJAWAS through yearly cooperative meetings. These programs were aimed to develop Islamic education teachers — these programs targeted their knowledge, skills, and capability. The teachers of Islamic education become an outstanding resource in performing their profession as teachers of Islamic education. Keywords: Human Capital, Policies, Developing Teachers’ Profession, Islamic Education Abstrak Studi ini bertujuan untuk mengetahui relevansi antara konsep Human Capital dengan kebijakan pengembangan profesi guru pendidikan agama Islam pada Kantor Kementerian Agama Kota Yogyakarta. Jenis penelitian ini adalah kualitatif. Subyek penelitian adalah seksi PAIS (Pendidikan Agama Islam Sekolah), pengawas PAI, dan guru pendidikan agama Islam di Kota Yogyakarta. Hasil penelitian menunjukkan, Relevansi Konsep Human Capital dengan Kebijakan Pengembangan Profesi Guru Pendidikan Agama Islam terletak pada perumusan serangkaian program kegiatan oleh Seksi PAIS dan POKJAWAS melalui rapat koordinasi di setiap tahunnya. Kegiatan ini bertujuan untuk pengembangan guru Pendidikan Agama Islam. Program kegiatan dilakukan guna mengembangkan sisi pengetahuan, keterampilan, maupun kecakapan.  guru pendidikan agama Islam dapat menjadi sumber daya yang unggul dalam menjalankan profesinya sebagai guru pendidikan agama Islam. Pesantren is a traditional Islamic education institution, is an original institution that is owned by Indonesia and has its own unique characteristics. It is said to be unique because the pesantren has a traditional education mechanism tecnicals and has a tradition that not all educational institutions have. The rapid flow of globalization has threatened the existence of pesantren, so that the concept of modernization emerged in the pesantren environment to answer the challenges of the all-modern globalization in all aspects. This study aims to show a comprehensive picture, idea, and concept in the attitude of pesantren facing the era of modernization so that the existence of boarding schools remains by combining the concept of traditional education with modern education without leaving the characteristics of pesantren education that has become the identity of a pesantren. This research is a qualitative study of literature (library research) using documentation methods and using the type of taxonomy analysis that is analysis that focuses attention on a particular domain that is very useful to describe the phenomenon or problem that is the target of the study. This research resulted in modernization described by KH. Abdurrahman Wahid is a response to the condition of Islamic Education, especially pesantren in the present. Modernization is conceptualized in order to provide input or solutions to Islamic education, especially pesantren, so that its existence is maintained in the current era of globalization. The existence of pesantren with the challenges of modernization according to KH. Abdurrahman Wahid must be defended by constantly developing pesantren from various aspects of economics, social culture, revitalization in scientific education, revitalization in humansizm dinamics education, and especially education in pesantren.

Meunasah is one of the basic levels of traditional Islamic educational institutions in Aceh. Which to date continues to be vehement with recitation and other civic activities. aims to find out the origins and the development of meunasah as a basic traditional Islamic educational institution in Aceh. This research applied a literature study by collecting various references. The results showed that meunasah had existed since the formation of the Islamic community in Aceh. The development of meunasah as a traditional Aceh Islamic education institution was only discovered during the period of Sultan Iskandar Muda (1607-1636).

Islamic Boarding school is an islamic education institution which has an identical tradition in indonesian muslim societuy. This institution has emerged long before the colonialism era in Indonesia. In its long history since years to pursue the concept of modernism, islamic boarding school, sometimes ,has also been perceived negatively because of transnasionalism ideology which is adopted in recent years. In that case, this paper aimed to describe the existence of islamic boarding school in indonesian social life. By argumenting and comparing some previous studies in this case to gain an accurate result. Moreover, this paper is intended to answer some western perception about islamic boarding school in Indonesia, and finally emphasize the role of islamic boarding school as a government partner and its function in creating democracy.  Keyword: Islamic Boarding School, Tradition, Modernization.

Conceptual problems on a road to real democracy in higher education institutions were actualized and analyzed. In today’s global competitive arena the term “knowledge economy” is no mere slogan. It points to the very real fact that economic activities are increasingly knowledge intensive and that in this globalized world, success will come to those that are able to generate and harness knowledge in order to stay ahead of the pack. Research shows that in economies that do not have sufficient infrastructure, natural resources or may be designed as high cost base locations, comparative advantage has shifted to knowledge-based activities that cannot be transferred around the world without a significant cost. High knowledge and skills based economies will most likely be able to attract and retain investments in industries with a strong future. It is no secret that good education lies at the heart of economic growth and development. At the same time, improving the quality and relevance of education is enormously difficult not least because there is no one single policy measure that will do so effectively.Macedonia is not exclusion to this fact. The Macedonia’s employers and employees face a huge talent management dilemma. Analyses by all relevant institutions (World Bank, NGOs) and interviews with multiple representatives from the private sector companies indicate that while the labor pool is growing (supply side), it does not provide the skills needed by employers (demand side) so, that they could be competitive and further grow in today’s market. Employers are nearly unified in their criticism of an education system that produces graduates with limited practical experience and no soft skills transferable to the workplace. This is largely due to a lack of experiential education, competency based curricula, pragmatic guidance, which fails to meet the needs of the business community. The burden falls most often on employers to provide practical training, usually on the job. While in-company training is good practice, the scale of the skill gap requires a cost and internal training capability that many enterprises cannot afford, creating a disincentive for businesses to hire new employees.The dilemma has impacted job seekers (official unemployment in Macedonia is around 28% as of December 2017) and contributes to lower overall economic growth. It is especially problematic for micro and small enterprises (MSEs), which make up a large proportion of employment in Macedonia. MSE size and limited capacity makes their employees skills, experience and multitasking capabilities that much more critical for growth. Additionally, MSEs often lack the resources necessary to effectively train and maximize the productivity of their staff. As a result, sustained employment growth within Macedonia must include the development of a pipeline of skilled employees for microenterprises, including bolstering the capacity of small businesses to organize and train their workers. On the other side, the formal education institution dislike they way the private sector manages their employees. According to many of them, this is due to the fact that companies believe that their performance in the market is not directly linked with the human capital performance. In addition, education holds to the belief that private sector companies are not engaged enough in creating the next pool of talents in Macedonia. When they are invited to participate in the classrooms as expert of guest speaker, hire or engage students they show little interest. To conclude, the education institution believes that private sector companies in Macedonia consider the investment in human capital as a cost and not an investment.

This article aimed to analyze, through a qualitative study (i.e., semi-structured interview), the opinions and knowledge of fourth-year future teachers at a Spanish public university (University of Granada) regarding training and the need for first aid (FA) at school. With a sample of 70 subjects in their last year of training, our conclusion is that although they are aware of the importance of first aid for their professional development, there is no such training in their careers, and thus they have great difficulty understanding how to react to emergency situations on the job.

Background/Context School leaders are central to state and district human-capital reforms (HCRs), yet they are rarely equipped with the skills to implement new evaluation, professional development, and personnel data systems. Although districts increasingly offer principals coaching and training, there has been limited empirical work on how these supports influence principals’ HCR-related practices. Purpose Drawing on a two-year, mixed-methods study in the Los Angeles Unified School District (LAUSD), this article examines the role of principal supervisors in HCRs. We ask: What role did principal supervisors (Instructional Directors [IDs]) play in the implementation of human-capital reforms? What did high-quality coaching on the part of IDs look like in this context? Research Design Our two-part analysis draws upon survey and interview data. First, we conducted descriptive analyses and significance testing using principal and ID survey data to examine the correlations among principals’ ratings of ID coaching quality, ID coaching practices, and principals’ implementation of HCRs. Second, we conducted in-depth interviews, using a think-aloud protocol, with two sets of IDs—those consistently highly-rated and those with mixed ratings—who were identified using principals’ reports of coaching quality. Following interview coding, we created various case-ordered metamatrix displays to analyze our qualitative data in order to identify patterns in coaching strategy and approach across IDs, content, and contexts. Findings First, our survey data indicate that receiving high-quality coaching from IDs is correlated with stronger principal support for and implementation of HCRs. Our survey findings further illustrate that IDs support a wide range of principals’ HCR activities. Second, our think-aloud interviews with case IDs demonstrate that coaching strategy and approach vary between consistently highly-rated and mixed-rated coaches: Consistently highly-rated IDs emphasize the importance of engaging in, or defining HCR problems as, joint work alongside principals, while mixed-rated IDs often emphasize the use of tools to guide principal improvement. We find that, on the whole, the consistently highly-rated IDs in our sample employ a nondirective approach to coaching more often than mixed-rated coaches. Conclusions These findings contribute to a growing literature on the crucial role of principal supervisors as coaches to improve principals’ instructional leadership and policy implementation. While exploratory, this study offers the first steps toward building greater evidence of the connections between high-quality coaching and policy implementation, and it may have implications for the design and implementation of professional development for principal supervisors and the selection and placement of supervisors with principals.

Abstract Zainuddin Labay al-Yunusiyyah was one of the Islah Minangkabau scholar that play a huge role in the Islah Islamic thought and Islamic education reformation. Even though his education background is informal and was only received in the Minangkabau region, he can be regarded as an exemplary scholar that is very progressive and can be regarded highly with other Islah scholars. His biggest contribution that gives a huge impact towards the Muslim Minangkabau community is the Islamic education reformation with modern orientation. This model of modern Islamic education Institution that was introduced by Zainuddin Labay al-Yunusiyah became a prime example to the establishment of other Islamic education institution. Thus, this research will study the Islah movement in Minagkabau and the biography of Zainuddin Labay al-Yunusiyyah. In addition, the objective of this research is to analyse his role regarding the thought purification and Islamic education reformation in Indonesia.This research is a qualitative research that utilizes the content analysis as the research design with the use of historical research method.The finding of this research shows that Zainuddin Labay al-Yunusiyyah was one of the Islah scholars from the 20th century. Even though he did not receive a formal education and only receive his education in Minangkabau, he emerge as one of the reformation figure of Islah that have a huge impact to the Islah movement in Minangkabau especially the Islamic education reformation and also the Islah of Islamic thought in Minangkabau. The Islamic education reformation that has been done by Zainuddin Labay al-Yunusiyyah become the foundation and model of the Islamic education reformation in whole of Minangkabau and Indonesia. Walaupun beliau mempunyai latar belakang pendidikan yang tidak teratur dan hanya belajar dalam wilayah Minangkabau, namun beliau merupakan seorang tokoh ulama yang begitu progresif dan mampu menyamai tokoh-tokoh islah terkemuka yang lain. Sumbangan terbesar beliau yang memberi impak besar kepada umat Islam Minangkabau ialah pembaharuan pendidikan Islam berorientasikan moden. Model institusi pendidikan Islam moden yang diperkenalkan oleh Zainuddin Labay al-Yunusiyyah menjadi contoh kepada penubuhan institusi pendidikan Islam yang lain. Justeru, kajian ini meneliti gerakan islah di Minangkabau dan biografi Zainuddin Labay al-Yunusiyyah. Selain itu, objektif kajian ini juga menganalisis peranan beliau terhadap pemurnian pemikiran dan pembaharuan pendidikan Islam di Indonesia. Kajian ini merupakan kajian yang berbentuk kualitatif menggunakan analisis kandungan sebagai reka bentuk kajian dengan menggunakan metode kajian sejarah. Hasil kajian mendapati Zainuddin Labay al-Yunusiyyah merupakan seorang daripada ulama islah abad ke-20. Walaupun beliau tidak mendapat pendidikan yang sistematik dan hanya belajar di Minangkabau sahaja, beliau mampu muncul sebagai tokoh pembaharu dan islah yang memberi impak besar kepada gerakan islah di Minangkabau terutamanya reformasi pendidikan Islam dan juga islah pemikiran Islam di Minangkabau. Pembaharuan pendidikan Islam yang dilakukan oleh Zainuddin Labay al-Yunusiyyah menjadi asas dan model kepada pembaharuan pendidikan Islam di seluruh Minangkabau dan juga Indonesia. Pesantren is Islamic education institution that still be needed by the Ummah. The study of kitab kuning is an important element of it, and this generally tends to be stagnant, for various reasons. Therefore the study of the use of kitab kuning in pesantren is urgent. This research highlights the reality of kitab kuning study in boarding school, mainly Pondok Pesantren Hidayatullah Ternate. This is qualitative research in which the data collection techniques are interview, observation and study of documents and literature. The analysis of the data is qualitative description. The result of this research shows that Pondok Pesantren Hidayatullah Ternate, which was established in 1994, includes a combination between Islamic boarding school system and formal education units in the form of schools and madrasas. Basically the santri are lodged. The boarding school students are junior and senior high school students, both male and female. The male and female campuses are separated by a distance of about 1 km. They are all participated in tahfidz Alquran and ta’līm diniyyah. The books studied in this boarding school are limited to 5 books that outlined by the Central Executive, regarding Aqidah, Fikih, Tafsir, Sirah and Arabic. The study of these books uses lecture method and the santris only gather and heed without having the book.
