This paper discusses the communication strategy developed by telecentres and challenges faced by the manager. The purpose of this paper is to analyze the effective communication strategy in the extension process conducted through telecenters. The primary data obtained through field visits, observation, and interviews with managers of telecenters. Meanwhile secondary data obtained from writings made by telecenter managers on the internet and the data from the Communications and Information Technology Ministry. Telecenter in Indonesia is designed as a community development center to hold activities such as training, improvement of skills and knowledge as well as the implementation of economic activity. Based on data from Communications and Information Technology Ministry, East Java is the province that has the most telecenters because it was developed with cost sharing between provinces and districts budget. The analysis showed that the telecentres implement 10 stages of Wilson’s strategy with some adjustments. The role of the Office of Communications and Information Technology is very crucial in the planning and management of communication so that there should be capacity building for the officers. The challenges are about the institutional strengthening (organizational structure obscurity) and the unavailability of sources of information in accordance with the level and/or pattern of knowledge in rural communities. Infomobilisator role as an educator is very important given the complexity of the issue and the large amount of information in the internet. Telecenter was considered successful in creating a interconnectedness between individuals and between groups (communities). However, the impact related to increased prosperity for farmers have not been prominent. For the old generation of farmers, information about the price of commodities, seeds, and means of support have not become a real need and a felt need. Therefore, it is the role of infomobili sator to achieve intermediate objectives in order to reach the ultimate goal of poverty reduction.Tulisan ini membahas tentang strategi komunikasi yang dikem bang kan oleh telecenter dan tantangan yang dihadapi oleh pengelola. Tujuan tulisan ini yaitu menganalisis strategi komunikasi yang efektif dalam proses penyuluhan yang dilaku kan melalui telecenter. Data primer diperoleh melalui kunjungan lapangan, pengamatan, dan wawancara dengan pengelola telecenter. Sementara data sekunder diperoleh dari tulisan yang dibuat pengelola telecenter di internet dan data dari Kominfo. Telecenter di Indonesia dirancang sebagai tempat kegiatan pemberdayaan masya  rakat berupa pelatihan, peningkatan ketrampilan, dan pengetahuan serta pelaksanaan kegiatan ekonomi. Berdasarkan data Kominfo, Jawa Timur merupakan provinsi yang memiliki paling banyak telecenter karena dikembangkan dengan pola pembiayaan bersama antara provinsi dengan kabupaten. Hasil analisis menunjukkan bahwa telecenter menerapkan 10 tahap strategi Wilson dengan bebe rapa penyesuaian. Peran Dinas Kominfo provinsi sangat besar dalam proses perencanaan dan manajemen komunikasi sehingga perlu ada peningkatan kapasitas SDM Dinas Kominfo terkait kedua hal tersebut. Tantangan yang dihadapi pengelola yaitu seputar kelembagaan (ketidakjelasan struktur organisasi) dan tidak tersedianya sumber informasi yang sesuai dengan tingkat dan/atau pola pengetahuan masyarakat desa. Peran infomobilisator sebagai penyuluh sangat penting mengingat kompleksitas isu dan jumlah informasi yang sangat besar di internet. Telecenter dianggap berhasil menciptakan “keterhubungan” (interconnectedness) antar perorangan dan antar kelompok masyarakat (komunitas). Namun dampaknya bagi peningkatan kesejahteraan bagi petani belum menonjol. Bagi petani generasi lama, informasi seputar harga komoditi, bibit, sarana pendukung belum menjadi real need dan felt need. Oleh karena itu, peran infomobilisator sangat penting untuk membantu mencapai tujuan antara sebagai jembatan ke tujuan akhir yaitu pengentasan kemiskinan.

This research aims to know the role of BMT UGT Sidogiri been fullest or not in overcoming the negative impact of loan sharks in the region of Demak prakti East. The approach used was qualitative descriptive type approach strategy case studies. This strategy was chosen because there are things that would like to be known by researchers associated with the formulation of the problem. The required data in the research is primary data and secondary data. Technical data collection performed while field research in BMT UGT Sidogiri and around the region of Demak. Data collection is done with the interview and documentation. Supporting data come from studies and journal literature through internet searches. Data analysis technique used is the reduction of data to get a conclusion. The results obtained by researchers based on interviews that BMT has not been significantly instrumental in freeing people from the bondage of moneylenders. Inadequate efforts made BMT in freeing society from moneylenders who practices tend to be more proactive in offering their services to merchants is evidenced by the large number of traders who prefer to connect with the moneylenders.Keywords: BMT Sidogiri UGT, The Role Of BMT, The Impact Of Loan Sharks, Practices Of Moneylenders

The purpose of this study to determine the impact of the presence of Coconut Flour Industry (PT. Global Coconut) to the community in the Radey Village. This research was carried out on members of the village community Radey as respondents. Total respondents 32 people consisting of workers in the industry (25 persons), who did not work in the industry that ordinary members of community (5 persons) and community leaders (2 persons). The study lasted for 3 months from September to November 2016. The sample selection using snowballing method. Types of data collected in this study are primary and secondary data. Primary data is data obtained by direct interview to the respondents. Secondary data is obtained from the Village Office. The data collected concerning Identity Respondents, namely: (1) Name of Respondent, (2) age, expressed in units of years, (3) Level of education, measured by educational level already attained (elementary, junior high, high school, diploma, and University). Data regarding positive or negative impact of the presence of Industry on the community in the village of Radey regarding: (1) Income received before and after working in the company, (2) employment opportunities, (3) business opportunities. The analytical method used in this research is descriptive analysis method qualitative and quantitative modest presented in tabular form. The results of this research showed that the presence of PT Global Agro-Industry Plant in the Radey Village has gave positive and negative impacts for rural communities in the form of increases in income, employment and business opportunity, the new procurement of agricultural roads better and their support for the national celebration activities in the village. The negative impact of such a foul odor had happened only when the management of the rest of the selection in the form of broken coconut and waste production is not done well.Keywords: impact, agro-industry, community, village Radey, South Minahasa District

The agrarian disputes often occur in rural areas, considering that the majority of the livelihoods of rural communities are farmers. In this regard, rural communities also cannot be avoided from agrarian conflicts that occur between residents, including in terms of inheritance. This social legal research aims to analyze the factors causing the occurrence of agrarian conflicts in rural areas; and explain the role of the village head in dealing with disputes related to land. This empirical legal research uses a qualitative approach that is based on primary data and secondary data as obtained through a series of observations, interviews, and documentation. The results of the study indicate that rural communities tend to choose the head of village as the party that resolves agrarian disputes in rural areas. Therefore, the rural community perspective believes and considers the head of village to be able to provide a sense of community justice. The scheme used by the head of village is mediation or what is often called 'deliberation for consensus'. KEYWORDS: Land, Customary Law, Head of Village, Amadanom, Malang.

This study aims to determine the extent of the role of zakat in alleviating identified as mustahiq inentrepreneurship. Zakat intended for mustahiq can be used as business capital where businessesdeveloped by mustahiq are generally still small-scale, which is not accessed by bank financialinstitutions. The mentoring process includes planning, implementing, supervising and controlling andevaluating the program, becoming one of the amil zakat programs in managing productive zakat so thatit is expected to create economic circulation, increase the productivity of community businesses,increase income / economic results, and be sustainable. The methodology used in this study is adescriptive qualitative method to see the effect of productive zakat on the empowerment of the poorthrough the poverty index. This study consisted of primary data and secondary data. Primary dataobtained from the survey results or the results of questionnaires and conducted in-depth interviews withproductive Zakat program managers in Baznas and mustahiq as participants of the communityempowerment program through productive zakat. While secondary data is obtained from the BAZNASProgram Report on the internet, several kinds of literature, articles both magazines, journals,newspapers and the internet. The results of the study show that overall mustahik considers that theproductive zakat program by Baznas has run very well.

The Islamic State of Iraq and Syria (ISIS) is an organization against the background of Islamic jihad which was founded in Syria in 2014 and then brought the terror movement into war against those who disagreed with their movements including fighting Muslims in Syria. The advancement of Information Technology which gave birth to the internet and social media turned out to benefit ISIS, by spreading, recruiting, and raising funds through the internet and social media. ISIS distribution and propaganda can enter Indonesia through the internet and social media through the emergence of ISIS sites, Facebook ISIS and online bulletins and e-books online. The impact is that not a few Indonesian citizens are interested and join ISIS and even go to Syria and fight with ISIS.

Performance evaluation functions as an important tool in adjusting performance potential by removing intermediate barriers and motivating human resources. Each business objectives relate to performance motivation, helping individuals to improve their skills, creating a performance culture, determining which should be promoted, and eliminating employees who have low performance. The paper deals with the moderating role of performance evaluation in motivating managers in Kosovo businesses. This paper consists of the use of a methodology that incorporates a combination of primary and secondary data. The majority of secondary data includes research relevant literature from different libraries, the latest scientific research. Primary data constitute field findings from businesses interviewed in Kosovo. In this study, quantitative approach was used. This approach consists of data collection and analysis in various forms. In order to determine the impact of performance evaluation on motivation of managerial staff, a questionnaire was drafted. This questionnaire was addressed to owners/co-owners, directors, general directors, and all managers in Kosovo's businesses. The last part of this paper is related to discussion of results, conclusions, and recommendations.

Abstract This research is a case study in design, which seeks to describe and explain about the promotion of Nautical Tourism in the archipelago Diving Centre Resort Manado, North Sulawesi province, which became the formula issue in the study of how the promotion is done in order to improve maritime excursions in the archipelago Diving Center Resort Manado. The purpose of this study is 1). Knowing these forms of promotion efforts in the archipelago Diving Resort Centre, 2). Knowing the impact of promotions on maritime excursions in the archipelago Diving Center Resort. The Data collected in the form of primary data and secondary data. The analysis of the data used is qualitative data analysis conducted since the early researchers took data, during retrieval, up to the end inhibit all data in accordance with the research issues. Based on studies a forms of promotion which is still done in the archipelago diving centre resort, namely personal selling, billboards, pamphlets or brochures, banners, and information technology or internet. The impact of the promotion of nautical excursions in the archipelago diving centre resort can be seen on the graph in 2012 where tourists visit increased to 1096 tourists. Promotion of the most impacting against the tourists visit the personal selling and information technology. The use of the means of the Board of the company name, pamphlets and banners give you benefits on the dissemination of information and assist in the process in our daily activities, more specifically on the reservation or registration. Keywords: tourism, promotion, personal selling, information technology Abstrak Penelitian ini berdesain studi kasus, yaitu berusaha mendeskripsikan dan memberikan penjelasan tentang Promosi Wisata Bahari di Nusantara Diving Center Resort manado Provinsi Sulawesi Utara, yang menjadi rumusan masalah dalam penelitian ini bagaimana promosi yang dilakukan dalam rangka meningkatkan kunjungan wisata bahari di Nusantara Diving Center Resort Manado. Tujuan dari penelitian ini yaitu 1). Mengetahui bentuk-bentuk usaha promosi di Nusantara Diving Center Resort.2). Mengetahui dampak promosi pada kunjungan wisata bahari di Nusantara Diving Center Resort. Data yang dikumpulkan berupa data primer dan data skunder. Analisis data yang digunakan yaitu Analisis data kualitatif yang dilakukan sejak awal peneliti mengambil data, selama pengambilan, sampai dengan akhir terkumpulnya semua data sesuai dengan masalah penelitian. Berdasarkan penelitian Bentuk – bentuk promosi yang masih dilakukan di Nusantara diving center resort yaitu Hubungan personal, billboard, pamflet atau brosur, banner, dan teknologi informasi atau internet. Dampak promosi terhadap kunjungan wisata bahari di Nusantara diving center resort bisa dilihat pada grafik tahun 2012 dimana kunjungan wisatawan meningkat menjadi 1096 orang wisatawan. Promosi yang paling berdampak terhadap kunjungan wisatawan yaitu kewiraniagaan dan teknologi informasi. Promosi yang paling berdampak terhadap kunjungan wisatawan yaitu kewiraniagaan dan teknologi informasi. Penggunaan sarana papan nama perusahaan, pamflet dan banner memberikan manfaat pada penyebaran informasi dan membantu dalam proses kegiatan keseharian, lebih khusus pada bagian reservasi atau registrasi. Penelitian ini bertujuan untuk mengetahui perbedaan manajemen galeri swasta di Yogyakarta dan peran pemilik galeri yang berprofesi sebagai seniman, masing-masing galeri memiliki ciri khas yang membedakan dengan galeri lainnya. Manfaat penelitan ini menjelaskan tentang manajemen dalam galeri swasta, antara lain: “Museum Dan Tanah Liat”, “Kersan Art Studio” dan “Sangkring Art Space”. Seniman yang ingin berpameran setidaknya mengerti akan pentingnya jaringan pertemanan dan lebih memahami akan karakter galeri yang menjadi tujuan pameran. Metode yang digunakan dalam penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan data primer sebagaimana peneliti lakukan melalui wawancara kepada pemilik galeri dan manajemen galeri, sedangkan data sekunder digunakan untuk mendukung penelitian dengan mengumpulkan dokumen seperti katalog, poster dan media promosi yang digunakan dalam internet. Membandingkan hasil peneltian yang didapat dengan mencari perbedaan pada peran pemilik dan manajemen dalam galeri. Hasil penelitian ini menunjukkan bahwa setiap pemilik galeri memiliki peran masing-masing terhadap manajemen. Kurator dalam sebuah manajemen memiliki peran yang sangat penting untuk menafsirkan karya seni rupa dan mematangkan sebuah konsep kegiatan pameran. Jaringan pertemanan menjadi paling penting dalam sebuah galeri, karena setiap galeri yang memamerkan karya seni tidak jauh dari pertemanan tersebut. Direktur atau General Manager sebagai pengendali utama dalam manajemen, galeri rata-rata tidak memiliki latar belakang pendidikan manajemen, meski demikian, manajemen galeri menerapkan teori fungsi manajemen mengenai; 1) Perencanaan dan penyusunan strategi, 2) Pengorganisasian, 3) Pengendalian, 4) Memimpin dan mengembangkan karyawan. This study aims to determine the differences between private gallery management in Yogyakarta and the role of gallery owners who work as artists. Each gallery has distinctive characteristics that differentiate it from others. The benefit of this research explains about the management of private galleries: "Museum dan Tanah Liat", "Kersan Art Studio" and "Sangkring Art Space". Artists who want to exhibit their artworks should at least understand the importance of friendship networking and better understand the character of the gallery in which the exhibition is held. The method used in this study is descriptive qualitative in which primary data was obtained by interviewing gallery owners and gallery management, while secondary data was used to support research by collecting documents such as catalogs, posters and promotional media in the internet. Then, the data was processed by coding the indicator that became the result of the interview and analysis. The result of the analysis is to compare the three galleries with the differences in each of the galleries. There is a difference in the role of gallery owners to the management, program activities and criteria of the artworks exhibited in each gallery. The results of this study indicate that each gallery owner has their own respective roles toward management. The curator in a management has a very important role to interpret the artworks and finalize a concept of exhibition activity. Friendships are the most important in a gallery because every gallery exhibit artworks which are not far from that friendship. Evenly, directors or general managers as the main controller in management does not have management education background, however, the gallery management implements the management function theory regarding; 1) strategic planning and preparation, 2) organizing, 3) controlling, 4) leading and developing employees.

AbstractThere is a dilemma in implementing social distancing as a government policy program to stay at home. For this, the author analyzed the police law perspective, especially the role of the National Police in overcoming the problems during the enactment of government regulations. The study was conducted using primary and secondary data. Primary data obtained through observation and interview, while secondary data obtained through library research. The data was then analyzed qualitatively and presented descriptively. From the results, it was concluded that the impact of the Covid-19 outbreak in the area of West Kalimantan Province was relatively safe and well-controlled which was indicated by no extraordinary crimes there. Polices had carried out their duties in all aspects both in maintaining security and public, law enforcement, protection, guard, and community services.Keywords: Social and Security Impacts; Police Law Perspective; Main Duties of Police. AbstrakAda dilema dalam pelaksanaan social distancing sebagai program kebijakan pemerintah untuk berdiam di rumah saja. Dalam menyikapi dilema tersebut, penulis menganalisis dalam perspektif hukum kepolisian. yaitu peran Polri dalam mengatasi permasalahan selama diberlakukannya peraturan pemerintah. Kajian dilakukan dengan menggunakan data primer dan data sekunder. Data primer didapatkan melalui pengamatan (observasi) dan wawancara di lapangan, sedangkan data sekunder didapatkan melalu penelitian kepustakaan. Data tersebut selanjutnya dianalisis secara kualitatif dan disajikan secara deskriptif. Dari hasil pembahasan disimpulkan bahwa dampak wabah Covid-19 di wilayah Provinsi Kalimantan Barat relatif aman dan terkendali dengan baik yang ditandai dengan tidak ada kejahatan luar biasa. Polri telah melakukan tugasnya dalam segala aspek baik dalam aspek pemeliharaan keamanan dan ketertiban masyarakat, dalam aspek penegakkan hukum, dan dalam aspek perlindungan, pengayoman dan pelayanan kepada masyarakat.Kata Kunci: Dampak Sosial dan Keamanan; Perspektif Hukum Kepolisian; Tugas Pokok Kepolisian

This study aims 1. Know the role of agricultural information in increasing the production and income of coconut farmers. 2. Identify sources of information from which coconut farmers obtain agricultural information. Place of study is Pandu Village Bunaken Sub-District Manado City. This research was conducted for three months, ie from August to October 2017. This study uses primary data and secondary data. Primary data were obtained from 10 coconut farmers using questionnaires. While the secondary data obtained from the Office of Village Pandu Bunaken Manado City. Sampling method in this research using purposive sampling method that is those who belong to upper layer farmers. The results showed 1. The role of agricultural information obtained by coconut farmers that to obtain good production and income is by the processing of land, pest plants, seeds, fertilizers, pesticides, production and processing and transport of copra. 2. Sources of agricultural information obtained by coconut farmers is information from fellow farmers and agricultural extension workers.
