The objective of the research is to study Russian and foreign experience in managing intellectual property in the authorized capital, as well as to develop ways to improve the approaches to the capitalization of an enterprise’s intellectual property. Methods: The role and quantity of the results of intellectual activity as a company's competitive advantage are increasing in the modern world. Intellectual capital is the main resource for a company. In Russian practice, there is a lack of awareness about the proper maintenance of accounting and effective management of intellectual property. Therefore, the authors, first, conducted a comparative analysis of Russian and foreign practices and identified the ways and areas for improvement. Second, the authors considered the specifics of creating an intellectual property management system at an enterprise. Third, they developed the methods for adapting foreign experience to the Russian economy. Fourth, the prospects for accounting the intellectual property items in the authorized capital of enterprises were considered. Recommendations were made for accounting and tax accounting. In cases when intangible assets are included in the turnover, an acceptable cost should be guaranteed, and the maximum value should be set for the commercialization of intellectual property. Second, special attention should be paid to the development of recommendations aimed at improving the results of the use of intellectual property and intellectual rights, which will lead to an increase in productivity and speed of work. The study results will allow improving the financial condition of a company through the capitalization of an organization’s intellectual property from the perspective of foreign experience. The proposed methods will help organizations to improve their financial condition through the capitalization of their intellectual property items.

The article analyzes the peculiarities of factoring application in Russia and in foreign countries. In Russia factoring only recently began to develop actively and enjoy popularity among the organizations carrying out the activity in trade. With regard to foreign experience, the use of factoring is growing rapidly in Western Europe, USA and Asia. Also in this paper the dynamics of factoring services in Russia for the period of 2010-2017 is analyzed. Studies show a decrease in factoring services, due to the fall in consumer demand, which forced companies to reduce production volumes, which led to a decrease in trade turnover. On the basis of comparative analysis of Russian and foreign experience the main problems of factoring application in trade in Russian conditions are revealed: imperfection of regulatory framework, instability of Russian economy, unfavorable financial and investment situation in the markets of financial products. Despite the problems and shortcomings of this financial instrument, it has prospects for development, which are associated with the stabilization of external economic factors, the exchange rate and increasing the resource availability of financial institutions.

The credit policy is a basis of receivables management. The competent combination of its parameters allows to increase a greater effect of commercial crediting applying by the company. The purpose of this study is to develop a methodology for assessing the effectiveness of various credit policy types: conservative, moderate and aggressive. The comparative analysis of three methods of assessment of the credit policy efficiency is carried out in the article: The NPV analysis, the valuation model based on the average daily margin and the model for assessing the impact of changes in the company’s credit policy. As a result, the technique of the full and quick estimate methods of the credit policy ef-ficiency, including calculation of individual, intermediate and integrated indicators are offered. The method is based on three groups of the indicators, reflecting the company credit policy efficiency in the following directions: quality receivables management, receivables costs maintenance and influ-ence on a company financial condition. The influence of each of the indicator and indicators groups when using different credit policy’s types were proved in the article and that allowed to transform them to a general integrated indicator. This technique allows to estimate in a complex and objectively efficiency of the credit policy operating in the company.

Тhe purpose of this article is to highlight and study the problems that are when designing and implementing the goals and objects of building the digital Economy,laws of development of the intellectual property market in the context of competitiveness of the Russian economy, science and scientists. The author conducts a study on the basis of the comparative legal and economic analysis, statistical Surveys, methods analogy, scientific forecasting and modeling. It is concluded that today the Russian state actually finances innovative development of foreign countries from the taxpayer's pocket, often to the detriment of its own national interests. Forecast of consequences of development of the economy based on export of knowledge and import of technologies, and recommendations on replacement of information indicators of scientific activity with indicators of economy of intellectual property are given. The author substantiates the proposals to extend the legislative ban on unfair competition associated with the use of the results of intellectual activity (RID) in the introduction of such goods (works, services), as well as on the circulation of intellectual property and introduce into the practice of Antimonopoly regulation and evaluation of the integrity of intellectual property market subjects competition index (the ratio of the number of patents and the share of patent sales).

Deteriorating financial condition of a company may lead to insolvency. As a result, the company may be declared bankrupt or undergo restructuring. The first goal of the study described in the paper is to compare the financial condition of Poland-based non-financial companies undergoing restructuring and bankruptcy processes. In the empirical study, a tool for forecasting the future financial situation of a company was constructed. The second goal is the assessment of the effectiveness of restructuring processes on the basis of a comparative analysis of companies subjected to varios forms of this procedure. An attempt was made to identify the determinants of the success or failure of the restructuring process. The study was based on the information from the Coface Poland, EMIS Professional and the Court and Commercial Gazette (Pol. ‘Polski Monitor Sądowy i Gospodarczy’) databases. The empirical research was conducted on a random sample of financial data of 1740 non-financial companies (580 companies that were declared bankrupt, 580 companies undergoing a restructuring, and 580 companies in a good financial condition) in 2015–2019. The Kruskal-Wallis test, Dunn’s test, Mann-Whitney’s test and the random forest classifier were used for the purpose of the study. Companies that were declared bankrupt or underwent a restructuring process have more in common with each other than with companies efficiently operating in the market. It was possible to create a classifier which enabled forecasting whether a company will have financial problems. The results of the study demonstrated that the efficiency of the restructuring process does not depend on financial factors. Moreover, restructuring often fails to protect companies from bankruptcy and does not have a significant impact on the financial condition of restructured entities.

The COVID-19 epidemic has become a serious challenge for the economies of all countries of the world. The consequences of the fight against the spread of the virus have led to serious complications in the Russian economy. This article analyses the measures taken by the federal and regional governments aimed at curbing the spread of the pandemic, as well as supporting the economy of Russia and its subjects. The paper presents foreign experience on the measures taken and a comparative analysis between the countries. In addition, the authors study the influence of government decisions and their effectiveness on the basis of scientific articles, estimates and statistics published in the mass media, forecasts of the Ministry of Economic Development of the Russian Federation, reports of the Federal State Statistic Service.

In the framework of broad philosophic and historical context the author conducts comparative analysis of the conditions for assimilating liberal values in leading countries of the modern world and in Russia. He defends the idea of inevitable forward movement of Russia on the way of rationalization and cultivation of all aspects of life, but, to his opinion, it will occur not so fast as the "first wave" reformers thought and in other ideological and sociocultural forms than in Europe and America. The author sees the main task of the reformist forces in Russia in consolidation of the society and inplementation of socially responsible economic policy.

Subject. Currently, as the global economy evolves, its innovative components should demonstrate a tendency of accelerated growth as intellectual capital, information technologies, increasing knowledge and digitization of mushrooming production processes. Nowadays, intellectual capital is one of the economic development drivers. However, the economic community is found to have no generally accepted wording of the concept, thus laying the basis for this article. Objectives. The study sums up the analysis of approaches used by the Russian and foreign economists to determining the economic substance of intellectual capital. We also identify the importance of human capital as its components and specify the definition of the concept. Methods. The article overviews and analyzes proceedings by the most renowned authors, which substantiate how the economic substance of intellectual capital should be unveiled, and suggest its definitions. Results. We specified the definition of intellectual capital concerning the current economic development. We suggest integrating a new component into intellectual capital, such as intellectual property, which includes products of intellectual activity and intangible assets. They can be owned by the entity or other legal entities and individuals, including some employees of the entity. Conclusions and Relevance. The specified definition of intellectual capital will help address issues of sustainable economic development and ensure the competitiveness of the Russian entities nationwide and worldwide, since it directly contributes to intellectual capital and its components.

Авторы особое внимание уделяют изучению специально-профессиональных и личностных качеств, необходимых сотрудникам пенитенциарных учреждений. В статье рассматриваются особенности подготовки сотрудников пенитенциарной системы в Соединенных Штатах Америки. Важнейшей задачей образовательных учреждений и центров по подготовке кадров для пенитенциарной системы США является обеспечение будущих сотрудников знаниями, необходимыми для выполнения профессиональных обязанностей в рамках предстоящей деятельности. Также авторы подчеркивают важность развития при подготовке будущих сотрудников не только профессиональных, но и личностных качеств.The article is devoted to the study of foreign experience in order to improve the training system for the Russian penal correction system. In particular, the training of prison officials in the United States of America is considered as one of the most developed States in the modern world. The improvement of the training process for the Russian penal correction system implies the development of international cooperation with the prison systems of foreign countries. The study of foreign experience of penitentiary education contributes to the improvement of the professional level of the staff of the Penal Correction Service and, ultimately, to the achievement of the main goal - correction of convicts. The authors pay particular attention to the study of specific professional and personal qualities required by potential prison staff. Since there have been significant positive changes in the formation of professional qualities of the future employee of the Russian penal correction system over the past decade, the main focus of the work is on the formation of personal (universal) qualities of the employee of the Federal Penal Correction Service of the Russian Federation, for which the positive experience of the United States is analyzed.
