The article presents the analysis of problems in modern tourism infrastructure in Russia. The results of the research show the limitations in attracting the tourist flow: underdeveloped tourism infrastructure, unsatisfactory condition of transport infrastructure, low quality of resort services, etc. The most effective mechanisms for modernizing objects of tourist attraction are sponsorship, patronage and public-private partnership. According to the representatives of local authorities, one of the prioritized ways of solving the problems is public-private partnership. Collaboration between local authorities and the entrepreneurship community will not only attract financial resources into the sector but will also allow the realization of joint projects for developing tourism infrastructure and tourism potential. As a result, the tourism industry developed in the framework of public-private partnership will become the most important means of activating Russian tourism potential and guaranteeing preservation, restoration and development of monuments of cultural and historical heritage, natural and recreational resources.

This article describes the creation of favorable economic and organizational conditions for the rapid development of tourism as a strategic sector of the economy, more complete and effective use of the huge tourism potential of the regions, radically improve the management of the tourism industry, create national tourism products and promote them in world markets. Legislative bases that allow the introduction and widespread use of public-private partnership mechanisms in the field have been studied.

For the first time in history, almost all the domestic and international tourism destinations have restrictions for travel worldwide because of corona virus pandemic. Corona virus disease calls the COVID-19 pandemic is an ongoing problem in more than 210 countries in the world. The purpose of this study is to find the tourism impact of COVID-19 in Nepal and purpose recommendations for the preparation of evidence based policy and strategies for further development of the tourism industry in Nepal. Secondary data used in this study were obtained from the ministry of tourism in Nepal and other various web sources and primary data were collected from the online survey and collected 52 samples. They are involved in the hospitality, education & consulting, travel & tours, adventure & expedition, trekking agencies, and government officials from national tourism originations. The study highlights that the tourism contribution in Nepal’s GDP (Gross Domestic Product) as a significant sector that has a linkage with other sectors. Also, the Nepalese tourism industry is dependent on international factors and the Nepal tourism industry highly relies on foreign tourists and cancellation of the mountain climbing permits for the year 2020, affects the income of foreign currency as building the capacity of stakeholders and public-private partnership initiatives to promote and work together to develop and manage in future tourism fields. well as the local economy, the loss of thousands of jobs in the tourism sector and others sectors. Overall analyses suggest that building the capacity of stakeholders and public-private partnership initiatives to promote and work together to develop and manage in future tourism fields.

The public-private partnership (PPP) model has been increasingly popular in recent decades as a mechanism to support infrastructure related investment activity. PPPs creates many advantages for countries such as releasing from financial burden of high cost infrastructure investments, bringing high quality of public service and increasing efficiency of operations through transfer of private sector expertise. However, these benefits are not guaranteed for every PPP project since successful implementations are subject to several factors. This chapter aims to review the different aspects of PPPs in detail and examine the factors which play crucial roles for successful PPP implementation.

This article describes the main impact peculiarities of huge transport projects implemented by public-private partnership on Russian Federation socio - economic development. The research was based on the deep data analysis of changing socio-economic indicators of six different Russian regions (including regions of different federal districts), where were implemented (or are being implemented) of huge transport infrastructure projects, implemented by public-private partnership over the past 10 years. The method of statistical data analysis, obtained in the research, was conduct by using STATISTICA software package, Federal state statistics service information and Public-private partnership platform of infrastructural projects in Russian Federation.

Nepal is famous destination for international travelers through tour started only after sixties. Nepal within two decades became successful to have it significant position in world tourism scenario. Tourism in Nepal becomes a strong contributor in National economy after it boomed in eighties. It has become important foreign export being major source of foreign exchange. A part from this, it has been contributing in creating direct & indirect employment opportunities. Realizing the importance of tourism sector to uplift national economy, Nepal government has formulated various policies plan, and strategies to develop tourism as sustainable industry. Tourism master plan 1972 was an important step in policy formulation Nepal Tourism Board (NTB) was established in 1999 with the principle of Public Private Partnership (PPP) with the Principle of Public Private Partnership (PPP) approach. Since then, NTB has been marketing "Nepal as an enchanting holiday destination in world tourism market. It has adopted various strategies and undertaken different activities in order to promote Nepal as a must visit destination. We have abundant resources for which the country enjoys competitive advantages. Tourism represent one among such sectors which could rebuild the image of the country bringing back multifaceted benefit to the country and the people at large it also emerged as an exemplary model for the Nepalese economy and represent around 4% to the country GDP and is also a major source of employment, it has developed as an independent sector of the economy heavily involving the Nepalese private sector. Travel agencies are among such private sector wings which are responsible to bring or has contributed to great extent to invite lots of tourist from all over the world. So to great extent promotion of tourism by these travel agencies has direct correlation with the inflow of tourist in Nepal. The tourism industry plays a very crucial role in the country’s economy, as it not only contributes towards the national income but also brings beneficial spillover directly or indirectly on the other industries. Tourism is the most important source of income for many emerging countries. India, a newly emerging economy, also depends, to a great extent, on tourist income. However, this sector continues to not make optimal contribution in India. In today’s competitive arena, the state tourism corporations must use all possible means to maximise growth and profitability through pegging up the rate of tourist arrivals. There is a general agreement in the tourism industry at the theoretical level about the imperative of a public – private partnership (PPP) in serving this objective. PPP aims to synergise the efforts of the two components in the general development of society and increase in competitiveness. The public–private partnership in tourism industry is at an emerging stage and could be developed in various ways. This case study highlights the key learning from Delhi Tourism’s experience on how PPP can be implemented in the tourism sector. This case study discusses an opportunity for Delhi Tourism which can alter the landscape of the tourism industry of India and also the rejuvenation of Delhi Tourism, a public sector corporation, through PPP. Expected learning outcomes The case will give a clear understanding of the dynamics and environmental factors governing a mixed economy like India. The reasons for the PPP can be analysed through the case. The development of the transport infrastructure of the region remains an important task, which today is solved by means of the mechanism of public-private partnership (PPP). At present, both a sufficient institutional environment and the regulatory support for the implementation of public-private partnership projects have already been created. Kherson region, having an average level of development of transport infrastructure, de facto occupies the near-border position. Therefore, the level of development of infrastructure of the region (in particular, road economy) is of significant strategic importance for the security of the State. The main tasks for the development of transport infrastructure of Kherson region and possible directions of implementation of infrastructure projects are defined. The study showed that only two projects that are not infrastructural are implemented on the basis of PPP in Kherson region. However, the concession of Kherson seaport has been launched – this project is pilot not only in the region, but also in Ukraine. Concluding a concession agreement in seaports is a complex and long-term procedure. Important in the agreement is the determination of the amount of concession payments and the distribution of risks between the project participants. Typically, concessionaires are large international companies (cargo owners or shipowners) or domestic industrial and financial groups that dictate the terms of the contract, so, accordingly, there may be a conflict of interest. This publication defines the essential conditions of this concession project. PPP projects in the road sphere are promising, which should solve a number of problems of the region. The airport «Kherson» is described as a concession object, the scheme of the PPP mechanism concerning it is proposed. It is determined that public-private partnership in the sphere of railway infrastructure is in the process of formation and determination of forms of cooperation.

Tourism is one of the most important sectors of the Ukrainian economy. Analysis of the tourism potential of the country and its individual regions, in particular its attractiveness – the ability to attract potential tourists, is necessary for the effective functioning of the tourism sector. The purpose of the article is to justify the socio-geographical approach to assessing the tourist potential’s attractiveness of the region and analyse the conditions and factors for such estimation in the objective (quantitative) and subjective (qualitative) dimensions on the basis of factor criteria and performance indicators. The tourist potential’s attractiveness of the region is the degree of attractiveness of the natural, ethnocultural, socio-historical and other tourist resources of the region, its socio-economic and transport infrastructure, reception places and attendants. The tourist potential’s attractiveness of the Carpathian region is ensured by its diversity of relief forms, the picturesque of landscapes, the presence of unique wild nature areas, a significant amount of rivers, the purity of natural waters, a lot of forests, and the richness of flora and fauna. The wealth of anthropogenic tourism resources of the Carpathian region leads to a high attraction of the social segment of the tourist potential of the Carpathian region. All regional centres, a lot of small towns and villages, which have survived, the samples of Old Ukrainian church wooden architecture, castles, religious buildings, defensive structures, old residential and economic buildings of the region have a high attraction. The attractiveness is also ensured by the presence of numerous parks, cafes, restaurants, theatres, museums, cultural and lifestyle habits of local residents, including Hutsuls and Boyks. Along with this, a combination of natural and social tourism resources created in the Carpathian region favourable conditions for the development of all kinds of ethnic and event tourism, rural green tourism. Based on the analysis of approaches to the component of the tourism potential’s assessment and attractiveness, own socio-geographical approach to the construction of a system for assessing the tourist potential’s attractiveness of the region has been formed. These include natural tourist resources, tourist resources of anthropogenic origin, tourist infrastructure, marketing and pricing policies, labour resources, provision of catering facilities, sports and entertainment facilities, the level of transport infrastructure’s development, tourist safety, environmental quality, finance, investment in tourism sphere, general image of the region, economic attractiveness, management, state support and political stability, information. The peculiarity of the proposed approach is to assess the conditions and factors of the tourism potential of the region in an objective and subjective way. Each of these characteristics is described by relevant factor criteria and may be defined by specific quantitative and / or qualitative indicators. With the help of the constructed indicators’ system of tourism potential attraction estimation, we are able to quantitatively and qualitatively estimate the level of tourism industry development in the Ukrainian regions; to highlight the causal relationships in determining the level of tourist potential’s attractiveness; to identify the factors that influence the development of tourism activity, in that destabilizing; to carry out monitoring of tourism activity in the region with the possibility of predicting changes in tourist activity taking on its basis optimal managerial decisions at the state and regional levels. In Deutschland werden zahlreiche Infrastrukturprojekte durch eine Zusammenarbeit der öffentlichen Hand mit einem privaten Unternehmen umgesetzt. Dies geschieht im Rahmen einer Öffentlich-Privaten-Partnerschaft kurz ÖPP bzw. PPP (Public Private Partnership). Auch im Bereich der Verkehrsinfrastruktur erfolgt die Umsetzung vieler Projekte als ÖPP. Privatunternehmen übernehmen den Ausbau, ggfs. Neubau, Erhalt und Betrieb eines vertraglich festgelegten Autobahnabschnittes, mit zumeist einer Vertragslaufzeit von 25-30 Jahren. Erfüllt das Unternehmen die zuvor definierten Leistungen, erhält es von der öffentlichen Hand ein Entgelt. Laut aktuellen Planungen des Bundes sollen ca. 1.280 km des deutschen Autobahnnetzes durch ÖPP-Projekte erneuert werden. Jedoch existiert eine kontroverse Diskussion dieser Projekte sowohl in der Theorie als auch in der Praxis. Zum einen sind, laut Bundesrechnungshof, solche Projekte teurer als eine konventionelle Umsetzung und zum anderen profitieren, gemäß Untersuchung der TU Braunschweig, hiervon besonders große Baukonzerne. Die mittelständischen, regionalen Bauunternehmer haben kaum Möglichkeiten sich bei ÖPP zu beteiligen. Ziel des Forschungsvorhabens war die Analyse einer Verkehrsinfrastrukturgenossenschaft, welche eine Alternative zu den bisherigen ÖPP-Projekten darstellt. Die Grundidee dieser Genossenschaft ist es, sowohl den Baumittelstand zu berücksichtigen, als auch eine regionale Wertschöpfung herbei zu führen. In Germany, numerous infrastructure projects are implemented through cooperation between the public sector and a private company. This is done within the framework of a public-private partnership (short: PPP). In the area of transportation infrastructure, too, many projects are implemented as PPPs. Private companies take over the responsibilities of expansion, new construction (if necessary), maintenance and operation of a contractually defined highway section, usually with a contract term of 25-30 years. If the company fulfills the previously defined services, it receives a payment from the public sector. According to current plans of the federal government, approximately 1,280 km of the German highway network are to be renewed through PPP projects. However, there is a controversial discussion of these projects both in theory and in practice. On the one hand, according to the Federal Audit Office, such projects are more expensive than conventional implementation. On the other hand, according to a study by the Technical University of Braunschweig, large contractors in particular benefit from this. Medium-sized, regional construction companies have hardly any opportunities to participate in PPPs. Goal of the research project was the analysis of a transport infrastructure cooperative, which shows an alternative to the existing PPP projects. The basic idea of this cooperative is the consideration of the midsize contractors sector and to create a regional added value.
