The relevance of creating clusters is due to the fact that there is a need to switch to an innovative type of development. To increase the competitiveness of products and introduce innovations into production, the cluster is defined as a system of interrelated forms of various agricultural enterprises. In most countries, cluster development policy is an organizational form of industrial integration. Effective functioning of clusters leads to economic growth and increased competitiveness of the region economy. The main goal of the work is to consider the possibility of introducing a cluster and make a forecast of its effectiveness for the agriculture of the Kyrgyz Republic, on the basis of the chosen methodology. To achieve the objectives of the work, the following tasks were set and accomplished: review the theoretical aspects of the issue under research, conducting a SWOT analysis of the Chui oblast from the point of view of developing an agro-industrial cluster in it, calculate the clustering coefficients, choose a model for calculating cluster implementation efficiency, and propose a scheme for forming an agro-industrial cluster. The ability to create a cluster is calculated using the synergistic effect method. Methods of logical, statistical analysis were also used. The calculations show that the cumulative effect of factors leads to increased opportunities to create a cluster, and possibly in the future, will contribute to the effective development of the region and its international expansion. It is also confirmed that with the introduction of the cluster, the speed of agricultural development in the region will increase. The expected results of the cluster work can be different and depend on the interests of the participants: authorities, enterprises, etc. One of the main estimated results of cluster implementation is the improvement of the region's trade business, stable increase in the level of exports, and import substitution. The creation of a cluster, in our opinion, will contribute to the overall growth of the country's economy, improving food security and exporting competitive products.

The article examines the development of import substitution in Russia from the historical perspective, confirming the need for an innovative strategy instead of the model of catch-up development. The study investigates international and domestic approaches to the implementation and impact of innovations, noting achievements and considerable potential of Russian science. Analysis of certain economic indicators for the period 2017-2019 revealed positive trends in the development of agricultural industry, negative dynamics of industrial production, a decline in manufacturing production and growth in mining. A decrease in research and development expenditures and a decline in the number of design, design and survey organizations, and researchers led to a decrease in production share of high-tech and knowledge-intensive industries in gross domestic product. There is a slight increase in exports, including its share in world exports. The problems and achievements of import substitution are considered on the example of the agricultural and aviation industries. The SWOT analysis identified the strengths, weaknesses, opportunities, and threats for the development of Russian import substitution, considering the innovative component. Finally, the paper proposes an author’s approach to a cross-sectoral assessment of import substitute products in order to create an effective import substitution mechanism, considering the innovative component.

<p><em>Grobogan District in the Province of Center Java, has a potential to produce commodity of horticulture, because of its geography and agroclimate condition that suitable for horticulture plants. The production of horticulture comodities in the Grobogan District can be increased further by doing intensive agriculture and improving farmers' skill. Increasing the productivity and competitiveness of these comodities will support the increasing of import substitution of these comodities in order to save the national foreign exchange income.  The objective of this paper is to formulate the strategies based on the industrial cluster and SWOT analysis to increase competitiveness of the horticulture industry sub sector in Grobogan District.</em></p>

Formulation of the problem. The most modern and effective innovation in solving the socio-economic problems of the agricultural sector is strategic planning and forecasting. Now, both in Russia and in its regions, no strategies are being developed for the development of agriculture and other areas of the agri-food sector. The purpose of the article is to develop methodological and practical recommendations for the strategic management of sustainable socio-economic development of agriculture in the Komi Republic. The subject of research is the process of strategic planning and forecasting. Analysis and synthesis, deduction and induction, abstract-logical, historical, statistical, SWOT analysis, expert assessments were used as research methods. Research hypothesis. The current tactical approach should be replaced by the strategic management of the development of the agrarian sector. Presentation of the main material. The content is disclosed and methodological approaches to the strategic management of agricultural development are proposed. The trends in the development of the agricultural industry, its problems and risks are investigated. A strategic analysis is given, strengths and weaknesses, opportunities and threats to the development of the agricultural sector are assessed. The goals of the Strategy have been determined, a scenario forecast of the results has been made. The priority directions of the Agriculture Development Strategy have been substantiated. The mechanism of the Strategy has been developed. The originality and practical significance of the study lies in the possibility of using the results in the preparation of strategies and programs for the development of the agricultural sector in the regions of the North. Conclusions of the study. The conducted research will ensure a steady growth in agricultural production, an increase in the living standards of peasants.

Russians still see national agriculture as a rearguard branch of the economy associated with stagnation and inefficiency. However, the agriculture has undergone significant positive changes over the past decade as a result of large-scale state support programs, import substitution policy, food embargo, depreciation of the ruble, etc. Russian agriculture requires a comprehensive assessment of its current state and position in the global agricultural market. Based on statistical and comparative analyses, the authors assessed the current state of Russian agriculture, as well as showed its place in the national economy and the country's position on the global agricultural market. The research revealed the vector of these changes in 2000–2018 and the main problems of the agricultural development at the present stage. A SWOT analysis shows that Russia has overcome the crisis in the transition to the market economy; the main economic and financial indicators are getting better, together with the most important production segments. Russian agriculture improves as production volumes keep growing and profitability is increasing. The number of unprofitable enterprises has been reduced by half, and the share of individual farms has fallen.

AbstractPhyllotactic diversity and developmental transitions between phyllotactic patterns are not fully understood. The plants studied so far, such as Magnolia, Torreya or Abies, are not suitable for experimental work, and the most popular model plant, Arabidopsis thaliana, does not show sufficient phyllotactic variability. It has been found that in common verbena (Verbena officinalis L.), a perennial, cosmopolitan plant, phyllotaxis differs not only between growth phases in primary transitions but also along the indeterminate inflorescence axis in a series of multiple secondary transitions. The latter are no longer associated with the change in lateral organ identity, and the sequence of phyllotactic patterns is puzzling from a theoretical point of view. Data from the experiments in silico, confronted with empirical observations, suggest that secondary transitions might be triggered by the cumulative effect of fluctuations in the continuously decreasing bract primordia size. The most important finding is that the changes in the primary vascular system, associated with phyllotactic transitions, precede those taking place at the apical meristem. This raises the question of the role of the vascular system in determining primordia initiation sites, and possibly challenges the autonomy of the apex. The results of this study highlight the complex relationships between various systems that have to coordinate their growth and differentiation in the developing plant shoot. Common verbena emerges from this research as a plant that may become a new model suitable for further studies on the causes of phyllotactic transitions.

Nowadays, Russia is implementing its strategy of import substitution in main sectors of the national economy, including agriculture. Its goal in agriculture is to achieve certain indices of food self-sufficiency in basic types of food. An urgent question arises of how to achieve food security at federal and regional levels. The study methodology is based on achievements of classical and neoclassical economics in the field of competition analysis, theory of agricultural economy, strategic management school in the sphere of studying competitive advantages and assessment of competitiveness of different-level economic systems. Strategic management implies performing SWOT analysis, identifying the mission and goals of sustainable development of the regional agroindustrial complex, involving implementation of energy-efficiency policy, optimization of the crop areas structure and systemic development of fodder and livestock production.

Retail industry is the second largest industry after agricultural industry in terms of employment absorption in Indonesia. The situation of the quite dynamic retail industry is marked by the development of modern retail trade and it impacts on traditional markets and suppliers. PT Sumber Alfaria Trijaya, known as Alfamart is one of the best retail company  in Indonesia. It already uses Supply Chain Management and B2B to support their operations. Alfamart also has its own website which provides information about products, outlets, services, and promo. This research discusses about IT improvement. The purpose of this paper is to improve Alfamart IT performance and make innovation on the IT to increase customer satisfaction.  The methodology used is defining the problem, measure, analyst problem, improvement required by Alfamart, and control to monitor the implementation. Problems are identified using SWOT analysis, problem clarification, and business model canvas. Analyzing the problems, solution hypotheses and IT improvement are recommended for Alfamart.
