The Essence and Content of Cybercrime in Modern Times

This article discusses the main characteristics of cybercrime as a new criminal threat to modern society. The authors attempted to explain the appearance of a new type of crime in the period of development and implementation of high technologies in all spheres of life of the world community. Using the dialectical method of cognition, as well as formal logical methods, steps in order to develop the conceptual apparatus of the investigated phenomenon of cybercrime were taken. Such terms as ‘cyberspace’ and ‘cybersecurity’ acquired the authors' explanations. According to the authors, criminality in cyberspace has been one of the most difficult problems of the international community in recent years due to the development of information and communication technologies. The article analyzes the phenomenological aspects of criminality in global information networks, discusses the definition of ‘cybercrime’, and considers the current trends in its development. Revealing the essence of the investigated type of crime, the authors analyzed the content and marked the differences of cybercrime from Internet crime, computer crime, crime in the information sphere, etc. The authors analyzed the modern normative, scientific and expert approaches to the study of the structure and state of cybercrime in the Republic of Kazakhstan. The results of the study and the conclusions of this article can be used as a theoretical contribution to the enrichment and expansion of scientific vision of cybercrime at the formation of approaches and the system of existing views, forming the concept of criminological security, and can also serve to further development of scientific ideas in the sphere of criminal law and criminological provision of prevention of cybercrime.

The use of information and communication technologies contributes to the development and reorganization of the information environment of modern society, in particular, the educational sphere. The modern education system is in a stage of global changes worldwide, it focuses on the all-round development of the person, prepares for life in open information space, provides training during the life, formation of tolerant worldview. There is an interaction of various social, economic and technical developments in education in a global context. Open education plays an important role in the authorization to education for everybody and in overcoming the difficulties created by constantly changing circumstances in education. Therefore many modern types of research are focused on the identification of features of the use of mass open online courses (MOOC). It is one of the current trends in the field of open distance learning. This article investigates the most important questions concerning MOOC. The international experience of courses development and training at the MOOC platforms have been analyzed. Wiki-portal which allows creating an open online course, participation in which can be accepted by a large number of users was chosen among various platforms for the creation of mass open online courses by Borys Grinchenko Kyiv University.

The article is devoted to e-diplomacy (also known as digital diplomacy) which is a component of public diplomacy. Digital diplomacy is a one of the new tools of foreign policy that is aimed to solve the problems of international and interethnic relations. The article examines the concept and definition of digital diplomacy that concentrates on the use of social networks and digital media in the field of foreign policy. Some risks and threats of e-diplomacy are also considered. Increases in mobile phone ownership and Internet access throughout Africa continue to motivate initiatives to use information and communication technologies (ICTs)—in particular, mobile phones—to address long-standing socioeconomic problems in the “developing world.” While it is generally recognized that mobile phones may help to address these problems by providing pertinent information, less widely known is exactly how (and if) a handset’s human–computer interface—that is, its software and hardware design—supports this form of communication. The concept of “affordances” has long been used to answer such questions. In this paper, we use Hartson’s definition of affordances to qualitatively investigate rural Kenyan women’s interactions with their mobile phones. Our detailed analysis provides empirically grounded answers to questions about the cognitive, physical, and sensory affordances of handsets used in our field sites and how they support and/or constrain mobile communication. We then discuss the implications of our findings: in particular, how this affordance-based approach draws attention to mobile phones’ design features and to the context in which they and their users are embedded—a focus which suggests new design and research opportunities in mobile communication.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.


A developed information community assumes a broad and active use of information and communication technologies (ICT) in the education system, which is due to a number of factors that accompany the process of social development. One of the first to highlight is the introduction of information and communication technologies in education in order to accelerate the transfer of knowledge and experience accumulated by mankind from generation to generation, and from person to person. The second factor to be called is the possibility of improving the quality of education in the process of mastering information and communication technologies, which allows a person to more successfully adapt to what is happening around, i.e. to social changes. The third factor is the active and fairly effective implementation of information and communication technologies in the education system, which is a guarantee of updating the education system in accordance with the needs of modern society. This paper discusses the use of information and communication technologies in the preparation of future bachelors-designers as one of the organizational forms of innovative type teaching at a university, based on modern achievements of the psychological and pedagogical sciences, educational materials of a new generation and widespread use of electronic educational resources. The variety of diverse actions performed by a designer requires their systematization by means of information and communication technologies and bringing them into line with the competencies mastered in the learning process. Through the introduction of computer technologies in the design education system and mastering ArchiCad and Artlantis Render programs by a student going improvement of his/her professional skills as future experts in the field of design, and accordingly, increasing their competitiveness in the labour market. At the same time, the process of forming the creative activity of future designers requires, first of all, the development of their spatial and design thinking; therefore, when teaching a teacher, it is necessary to make the process of mastering information and communication technologies proportionate to the process of developing student's intellectual characteristics

The changes taking place in the modern Russian labor market with regard to the organization of labor of employees, the content of freelancing have been considered. The socio-economic essence of freelancing has been revealed. A сharacteristic of self-employed, including the number, their social affiliation and economic activities has been given. The prerequisites, that caused the development of freelancing in Russia, have been determined. Based on the data of a number of studies, the positive aspects of freelance have been analyzed and problems in its development have been named. The main attention has been paid to the definition of the prospects of freelance development in modern Russia in the conditions of wide application of information and communication technologies.

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.
