Yogyakarta City is passed by three rivers, i.e. Winongo River, Code River, and Gajahwong River. Due to that geological condition, Yogyakarta City is prone to annual flood more often than the other types of disaster. Dealing with the risk, the Yogyakarta City Government introduces Kampung Tangguh Bencana or disaster resilient villages (DRV). DRV is a village which has an ability to identify hazards in its environment and is able to organize the human resources in reducing the susceptibility as well as increasing the capacity to reduce the disaster risks. These abilities are carried out in development planning and capacity enhancement in restoration after the emergency condition. Thus, it is important for DRVs to understand the responsiveness and the ability to become autonomous in flood counter-measurement in Yogyakarta City. In order to find out the responsiveness of DRVs in handling the flood, a research using qualitative approach was performed through a set of interviews with key persons. Information was gained from related stakeholders, such as the local government officers, community, and local agency for disaster management (Badan Penanggulangan Bencana Daerah or BPBD) as the organizer of the program. Triangulation method was performed to find out the synchronization between stakeholders. The villages observed in this research were Karanganyar, Warungboto, and Wirobrajan which were located on the river bank. The result of this research covered the description in handling flood through DRVs, the form and identity of DRVs, the contract-expand model action in the management phases of disaster, as well as the advantages and weaknesses of DRVs. The data gained was analyzed in depth by comparing the responsiveness and the ability to become autonomous in the three villages. The recommended formulation was given to the DRVs, the local government, and the local community to carry out the DRVs effectively and sustainably.

The purpose of this study is first, analyzing the authority of the Tanjungpinang City Food and Fisheries Department in conducting fishery development and coastal marine supervision after the enacting of Law No. 23 of 2014 on Local Government. Second, identify about the obstacles faced by the Food and Fisheries Department of Tanjungpinang City in conducting fishery development and coastal marine supervision after the enacting of Law No. 23 of 2014. Third, find the right solution for Tanjungpinang City Food and Fisheries Department. This study uses empirical juridical methods with a qualitative approach and the data used is secondary data From the results of the research conducted, it was obtained that in order to ensure the optimal protection of fishermen, the central government should still provide a small portion for the regency / city government to conduct surveillance in the marine sector, because most of the fishing community still considers that the Department of Agriculture, Food and Fisheries Tanjungpinang City has the authority to solve problems that are generally faced by fishermen when they go fishing.

Tourism is a wide range of tourist activities and supported a variety of facilities and services provided by the public, employers, Government and Local Government. Wonorejo Mangrove Tour became one of the sights that have become icons of Surabaya citizens in the eyes of the local tourist travelers and foreign tourists. However, the actual inside Ecotourism Mangrove Wonorejo Surabaya are still many deficiencies, among others in terms of management and in terms of amenities. Associated with the condition, the author will conduct in-depth studies related to the role of manager of the parties in this case is devoted to and Sanitation Department (DKP) in developing Mangrove Wonorejo Tour as to improve tourist facilities lives in Surabaya city. The purpose of this study was to describe the role and Sanitation Department (DKP) Surabaya City Government on Mangrove Wonorejo Tour improve tourist facilities in the city of Surabaya City community. The research approach used in this study is a qualitative approach. Informants in this study is the travel manager of Mangrove Wonorejo Rungkut and surrounding communities Mangrove Wonorejo Rungkut travel. The collected data were analyzed with descriptive qualitative analysis. The results showed that the role and Sanitation Department (DKP) in Surabaya on Mangrove Wonorejo Tour in improving tourism facilities the city lives in Surabaya is just a role and focus in the cleanliness and landscaping in Wonorejo Mangrove Tour. More attention and Sanitation Department (DKP) in Surabaya to the tourist destination in this case is Mangrove tour Wonorejo Tour more emphasis on hygiene. And Sanitation Department (DKP) in Surabaya has always appealed to the manager and the local community to always keep the Mangrove Wonorejo sites. The management and the local community can then give an example of protecting the environment, especially in tourist locations mangrove Wonorejo that visitors have the awareness to jointly preserve mangrove ecosystems.Keywords: Tourism,  Tour Facilitation City, and Sanitation Department (DKP)

This research aims to identify government activities that refer to Intellectual Capital resources at Pemerintah Kota Semarang (Local Government of Semarang City). Pemerintah Kota Semarang applies the Smart City concept to establish and enhance IC, therefore needs to identify IC components. The Public Sector IC concept in this research refers to the Spanish SICAP Project. The qualitative method with a single case holistic case study strategy is selected. Data is collected through interviews, observation, discussion, document checking, and the internet. Fifty-five IC activities have identified. IC forms reported through Penilaian Prestasi Kerja (Work Performance Assessment) and  Local Government Financial Report in the form of intangible assets. All forms of intangible assets are computer software. The research found another component of Relational Capital is research collaboration. Research collaboration is managed by the Research and Development Field of Local Development Planning Agency. The Semarang City Government should be able to carry out an IC identification process so that it is in line with the explicit and implicit goals of a Smart Project. This process of identifying IC can provide information for valuation and henceforth can be a focus in the subject of managerial development within the Semarang City Government. Future research is hoped to be able to provide better IC deepening in each agency, agency, or office within the Semarang City Government.

This paper aims to examine the implementation of the Government Resource Management System (GRMS) in order to address problems in local government and local financial management from the Smart Governance point of view. It is based on a qualitative descriptive research involving interviews with various stakeholders, observation and analysis of relevant document. In line with its focus, this research  uses smart city theory focusing on one of the dimensions that is relevant to this research problem, namely, smart governance. This research finds that the City Government of Surabaya has implemented the concept of Smart Governance in the management of regional finance through the GRMS system. The implementation of Smart Governance is evidence from five criteria, which include: 1) Participation in decision making: manifested in E-Planning process; 2) Public and social services: materialized in E-Procurement process; 3) Transparent Governance: manifested in e-Planning and e-Procurement processes in which in E-Planning the community is involved in the formulation of development planning through E-Musrenbang, and the auction process in E-Procurement; 4) Political strategies and perspectives: materialized in all GRMS processes because the whole system of GRMS is a strategy that integrates bureaucratic activities from upstream (the top or decision making level) to the downstream (to the community or citizen) so that it represents good local government and especially local financial management. By using GRMS, the overall local government and regional financial management process in the City of Surabaya can be done easily, effectively, efficiently, participatory and accountably.

Pelaksanaan pembangunan dikatakan berhasil bila mampu menjawab kebutuhan dan permasalahan yang dihadapi anggota masyarakat. Dalam penelitian ini, penulis membahas tentang peran serta warga masyarakat dalam perencanaan dan penganggaran APBD di daerahnya masing-masing melalui advokasi yang dilakukan oleh NGO. Metode penelitian menggunakan pendekatan kualitatif, pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Fakta menunjukkan bahwa keberhasilan pembangunan dapat terwujud salah satunya dengan mengikutsertakan anggota masyarakat sejak awal proses kegiatan, khususnya dalam penyusunan rencana pembangunan. Partisipasi dalam perencanaan pembangunan wujudnya bisa berupa kehadiran dalam rapat/musyawarah, pemikiran, dan waktu. Dalam rangka menyesuaikan dengan kepentingan masyarakat, maka penyusunan Anggaran Pendapatan dan Belanja Daerah (APBD) tidak cukup dilakukan oleh lembaga-lembaga formal dari unsur eksekutif dan legislatif saja. Kelompok-kelompok masyarakat lokal dan Lembaga Swadaya Masyarakat (LSM/ NGO) dapat turut berpartisipasi dalam penyusunan anggaran agar lebih dapat dipertanggungjawabkan, atau dengan kata lain lebih sesuai dengan kepentingan masyarakat.Implementation of the development is successful if it is able to answer the needs and problems faced by members of the community. In this study, the author specifically addresses the participation of citizens in local budget planning and budgeting in their respective regions through advocacy carried out by NGOs. Methods of research used in this research was a qualitative approach, data collection is done by observation, interview and documentation. The evidence suggests that successful development can be realized by involving members of the community since the beginning of the activity, particularly in the preparation of development plans. The form of participation in development planning can be a presence at a meeting / deliberation, thought and time. In order to adapt to the interests of society, the preparation of the Budget Revenue and Expenditure (Budget) is not sufficient for formal institutions of the executive and legislative elements only. Local community groups and Non Governmental Organizations (NGOs / NGOs) should participate in the preparation of the budget to make it more accountable, or in other words more suitable to the interests of the community.

Zakat management is subject to the authority and views of the local government. In Malaysia, the State Islamic Religious Council (MAIN) in everu state is the ruling authorities in the management of zakat includes the collection of zakat from the local community. Base on the current survey, all MAINs have appointed certified agents or amil within the institutions, groups or individuals to facilitate the collection of zakat in their respective states. Permission to collect zakat is essentially implemented on local base and appointed agents are not allowed to collect zakat across the state borders. Generally, almost all states provide enactments, acts or ordinances explaining Shariah criminal penalties and offenses for the act of collecting zakat in other states without permission. However, there are cases and issues arose from this crime activity among amil or unauthorized agents. This action indirectly affects zakat institutions and zakat recipients negatively. The objective of this study is to identify issues and modus operandi associated with zakat collection across states by unauthorized agents and amil. The study will also assess issues related to Islamic view including the issued fatwas while suggesting alternatives as solution to this polemic. This study utilises qualitative approach involving interviews and documentation in data collection. The findings show that the issue of zakat collection in other states by unauthorized agents and amils are contradict to Syariah Administration law in Malaysia. This study hopefully can be a reference to  zakat institutions, MAIN, state mufti departments and zakat-authorized bodies in Malaysia in addressing the issue of across states zakat collection. Further studies on the effects of this issue on zakat institutions and zakat recipients in the affected states need to be carried out to ensure that this wrongdoing can be curbed effectively. ABSTRAK: Pengurusan perihal zakat adalah tertakluk kepada kuasa dan pandangan pemerintah setempat. Di Malaysia, Majlis Agama Islam Negeri (MAIN) negeri-negeri adalah pemerintah yang berkuasa dalam pengurusan zakat termasuklah berkaitan kutipan zakat masyarakat setempat. Berdasarkan tinjauan semasa, semua MAIN telah melantik ejen atau amil yang bertauliah dalam kalangan institusi, kelompok atau individu bagi memudahkan lagi proses kutipan zakat di negeri masing-masing. Kebenaran mengutip zakat tersebut hakikatnya adalah bersifat lokal dan tidak dibenarkan merentasi sempadan negeri lain. Umumnya, hampir kesemua negeri memperuntukkan enakmen, akta atau ordinan yang menjelaskan hukuman dan kesalahan jenayah Syariah bagi perbuatan mengutip zakat di negeri lain atau tanpa kebenaran. Namun begitu, timbul beberapa kes dan isu yang melibatkan kesalahan mengutip zakat dalam kalangan amil atau ejen yang tidak bertauliah di negeri lain. Perkara ini secara tidak langsung memberi kesan kepada institusi zakat dan penerima zakat. Objektif kajian ini adalah untuk mengenal pasti isu berkaitan kutipan zakat di negeri lain oleh ejen dan amil yang tidak bertauliah. Kajian juga akan menilai isu-isu yang berkaitan menurut pandangan syarak termasuk fatwa yang dikeluarkan di samping mencadangkan alternatif sebagai solusi bagi polemik ini. Kajian ini menggunakan pendekatan kualitatif yang melibatkan kaedah temu bual dan dokumentasi dalam pengumpulan data. Hasil kajian mendapati bahawa isu kutipan zakat di negeri lain oleh ejen dan amil yang tidak bertauliah adalah bertentangan dengan syarak dan perundangan Syariah di Malaysia. Kajian ini boleh menjadi rujukan dan panduan oleh pihak institusi zakat, MAIN, jabatan mufti dan badan-badan berautoriti zakat di Malaysia dalam menangani isu kutipan zakat di negeri lain. Kajian lanjutan berkaitan kesan isu ini terhadap institusi zakat dan penerima zakat di negeri yang terlibat perlu dijalankan bagi memastikan gejala ini dapat ditangani sebaik mungkin.

Therefore, the developing learning process of Natural Sciences insist student to elaborate principles of Natural Sciences without ignoring cultural valuesof local community. The policy of decentralization of Indonesian Government had authorized and legitimated local authorities to develop curriculum based on the local cultures. To do so, each local government through the officers of Education has to create a curiculum by involving some curriculum experts, instructures, natural sciences theachers, and the lectures of universities who adequately understand learning model of Natural Sciences.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.
