Since Indonesian independence until now, state-owned enterprises have played a significant role in infrastructure development as well as the state's economy. The State conducts economic activities in the framework of the implementation of Article 33 of the 1945 Constitution. State-Owned Enterprises (BUMN) is a business entity wholly or largely owned by the state, through direct participation derived from separated state assets. If linked to the sector of land and air transport services, it can be seen from the facts in the field that the needs of public transportation is a requirement of society that continues to grow in accordance with the increasing level of community life. In this case, the service factor remains the preferred and planned in realizing consumer expectation and desires where seen in the fact that service in the field of land transportation sector and also air transportation tends to be minimal and not maximal yet. However, the availability of infrastructure is one of the vital aspects in accelerating the process of national development in various fields. The economic growth rate of a country can not be separated from the availability of infrastructure as a whole which is the foundation of sustainable economic development. Based on this matter, that in the future needed effort of holding state-owned enterprises in the framework of improving infrastructure, especially in the field of air transport and land transportation. The purpose of this writing is to describe the holding of SOEs from the perspective of law and SOE holding solutions in order to improve the service sector of land and air transport. The research method used in this study is a normative approach or a conseptual approach. The type of research used in this study is normative legal research, ie research focused on assessing the application of norms or norms in positive law regarding the holding of SOEs.

In the first part of the paper are analyzed different views of the rule of law: liberaldemocratic, then positivistic view and, finally, defining of the rule of law as the rule of positive-law order of particular properities. In addition to these the three theoretic orientations, one more classification was pointed out - formal and materaialistic aspect of the rule of law. Besides, the principles and institutions of the rule of law were analyzed: legitimacy of power, division of power, independent judiciary, legitimacy expressed in terms of the ideas of constitution and lawfulness, constitutional guarantees of human and civil rights, existence of free economy and economic activities. The subject of the second part of this paper are services. Nowadays, services are the motor of economic growth and include, especially in developed countries of EU, more then 70% of EDP, employees, new economic subjects, and service activities also make up over 70% of all the activities. The service sector includes different, heterogenic services the number of which is getting higher and higher. The service activities are numerous and performed in various sectors such as trading, communications, financing, government administration, health department, social welfare, media, education, tourism, catering, sport and others. We are all witness to the constant growth of service sector in view of continuous broadening of the range of services and the influence upon the economic development of the state. Law regulations of the services in the Republic of Serbia were analized as well as its harmonization with the law regulations at the level of EU and the need for its further upgrading and improvement.

Infrastructure development creates enough economic activities and development that have direct impact on socio economic development and overall national development. However, the role of traditional procurement / government spending on this sector has been under tremendous stress due to limited availability of resources. Public and private model and 100% private investments have been in vogue since couple of decades. The empirical government data projects a negligible or poor contribution of private sector, for various reasons though. The infrastructure gaps are still large and bridging those gaps will require tackling several problems, in terms of additional. This paper evaluates the current investment scenario and provide for radical changes in thought process and approach towards improving private participation in nation infrastructure building. One such approach is creating a national stock exchange for all private and public infrastructure investments and tagging this segment with organised industry profile. A CaaS (Construction As A Service) concept is being proposed to effectively utilise the limited resources and to avoid overlapping wasteful expenditures through pooling and shared services and on demand model. While it is not imperative to impress upon the establishment and public alike about the importance of private participation in infrastructure investments, it is order of the day to convince them about the real return on investments that they would commit. Similarly, bringing in public at large to participate in investing in infrastructure, a radical change will happen for good and the nation progress.

The upcoming Cambodia national election on July, 2018; the Sixth Legislature of the National Assembly will be officially born and also the next national development plan. At the present time, the five years development plan called National Strategic Development Plan 2014-2018 (NSDP 2014-2018) is being implementing. NSDP is one of the most important strategy, a five year economic plan, was established since 1996. NSDP roles as road map of government to implementing its policy, and identify the upcoming challenge and issue. The Road infrastructure rehabilitation is a priority agenda in NSDP. In NSDP 2014-18, Cambodia’s road network measured approximately 50,000 km, and 11,618 km was paved. However, Cambodia still lack of physical infrastructure, and the existing infrastructure is in poor state [1] For instate, the National road and Provincial road are paved with mostly DBST and concrete, but rural road mostly paved with literal and earth. Some national road can stand with bother raining and dry season, but rural road can be use only dry season. Most of National Road networks have been rehabilitated and are now in good condition. In contrast, rural road network of approximately 33,005 km is still paved by earth. Rural road connecting economic activities from rural area to urban through connecting with provincial road and national road. In the current economic situation, the solution to the problems of diversification of mining regions is relevant not only in terms of economic outcome, but also the need to change the ecological situation in industrial regions towards its improvement. Diversification of the region’s economy is associated with the idea of expanding the range of economic activities and considered as a mechanism to reduce risks and mono-dependence of the regional economy. The study suggests that tourism could become one of the areas of diversification and greening of the mining region economy by the example of the Kemerovo region. The structure of the GRP and individual indicators characterizing the state of the tourism sector were analyzed to assess the impact of tourism on the diversification of the economy of the Kemerovo region. Despite the fact that the total share of the tourism sector has changed slightly over the 5 years, its multiplier effect has a positive impact on the state of the service sector and the economy of the entire region. It was confirmed by the results of the analysis. The optimistic scenario for the development of the Kemerovo region determines the large role of tourism in the diversification and greening of the region’s economy. The implementation of the conservative scenario that provides the supportive development of traditional sectors, does not exclude opportunities for the development of tourism, which will ensure the effective and long-term sustainable development of the Kuzbass.

The paper seeks to examine customer’s perception about the state of public transport in Ghana; assess the extent to which customers are satisfied with Metro Mass Transport’s(MMT)public bus service delivery; and further establish the relationship (if any) among service quality, customer satisfaction, and customer loyalty. A quantitative approach, using questionnaires, was adopted to survey 377 regular students from the University of Cape Coast, who mostly patronize public transport services, especially on vacations, public holidays and school reopening seasons. Data were analyzed, using descriptive statistics and Pearson’s product-moment correlation technique. The findings indicate that the respondents’ strongest perception of the state of public transportation was its importance to society. Majority of the respondents were generally dissatisfied with MMTsservice delivery; and empirically, there was a weak, negative correlation between customer satisfaction in terms of service quality and customer loyalty. It is recommended that Metro Mass Transit Limitedmanagement focuses on some quality variables such as safety-comfort-cleanliness; information-communication; accessibility; terminal and stop points performance; and online performance, in order to improve and sustain customer loyalty.

The application of Islamic law in the activities of banking/finance  or  other modern economic activities is not a simple job. The study of the banking law, or sharia  finance law to be an interesting study and challenging for the world of law in Indonesia, where the positive law (law) in the country of Indonesia is different from  that applicable to the religious law  (Islam). Enforcement of religious law (Islam)  must go through a process referred to as  the ”positivisasi” Islamic law. In this case, Islamic law accepted by the state  in  positive laws and regulations that apply  nationally. This paper will examine  the law of Law no. 10 of 1998 concerning Amendment to law number 7 of 1992. Likewise, Law number 21 of 2008 has some interesting general provisions to be observed. General provisions referred to (Article 1) is a novelty and will  provide certain implications

Public service is a responsibility that governments must render to their people, as efforts of the state to meet the needs of its citizens and the rights of their citizens. One form of public service required by governments in services is the provision of public transportation. But with the rapid advance in information technology in the globalization, transport services have emerged from many types, one of which is online-based transportation. However, the high interest the city of Banda Aceh on online transportation has led to a conflict between online transportation and conventional transport, using this type of qualitative research using descriptive methods. The results of this study suggest that the role of the ministry of decommissioning today in addressing the conflict between transportation online and conventional transport has not yet been established by the city Dinas Perhubungan Banda Aceh in regulating the smooth operation of both transports and the lack of the same facilities provided for them. As for the mediation strategy, the negotiations between the two transport groups have also not been carried out by the city's Banda Aceh Dinas Perhubungan which is aimed at resolving the conflict between the two.

The subject of added value is of great importance to many economists because of its ability to calculate the output away from falling in the problem of duplication in the calculation of intermediate and semi-manufactured goods. Interest in this topic has increased recently, especially from Iraqi economists, and we seek in this research to A statement of the extent to which the added value was affected by consumer spending, as the research found a fluctuating, reciprocal and continuous relationship between the added value of economic activities and the consumer agreement movement, as well as the austerity policies produced by the Iraqi government after 2014 and many deductions from the salaries of employees and retirees have an impact on the agreement movement of consumers and added value For all sectors, while the research recommended the reconstruction, rehabilitation and operation of factories and companies in the form of a partnership between the state and the private sector, the truth is that the state started to apply the partnership in the industrial and service sector, but it raised its hand from supporting the national product by providing fuel at affordable prices and energy or communications and others in order to reduce costs and enhance Value added. Also, legislation should be in place to protect the product My country is extremely competitive with foreign products. Existing legislations are not sufficient to activate the customs tax on imports of foreign goods and services.

Maharashtra is the economically leading state in the country. The state comprises 36 districts that are divided into six revenue divisions. There is a wide disparity in the state at the regional level and among the districts in terms of development. Infrastructure being the important accelerator of economic activities in any region is not balanced in the state. This paper highlights this intra state disparity considering nine broad infrastructural categories. The method of ranking analysis is used for this purpose. It is observed that Pune, Konkan, Nashik and Nagpur are the regions of comparatively good infrastructure development in state whereas Aurangabad and Amravati are the regions of comparatively low level of infrastructure development. At district level most of the districts are falling in the Pune, Konkan, Nashik and Nagpur region but there is a change in ranking position in various districts during 2010 to 2015. The widening gap in infrastructure development in resent past highlights the serious concern of governmental intervention in bridging the development gap in infrastructure and resultant inequalities.
