The paper   discussed the importance of women education and the socio economic development in Fika local government area of Yobe state, Nigeria. The paper focused on the concept of women education, the concept of socio-economic development and the importance of women education in socio-economic development. This study employed quantitative approach with descriptive correlation design and also the total population of 66901 and the sample size of 382 respondents while questionnaire and interview guide were used as research instruments to collect required data.The study also used sample  of 382 respondents, frequency and percentage techniques, means and standard deviation and finally,  Pearson linear correlation co-efficient (PLCC) to establish  the relationship between women education and the element of socio economic development in Fika  local government area of Yobe state. The findings of this study revealed that there is positive and very significant relationship between women education and their household income level, and a positive relationship exist with standard of living, economic development and women education but this is not significant. The recommendation of this study is  that all effort to empower women should be directed toward educational empowerment in the state as this is significant to overall economic growth in the state. This is because  women education in terms of socio-economic development have significant effect on their family,social and economic development of a nation as a whole..

Introduction. The need to neutralize the threats to Ukraine's national security requires review of the priorities of public administration. Given the leading role of the budget as the imperative dominant of the system of state regulation of socio-economic development, the use of which is linked to the practical application of the budget mechanism of the socio-economic development of the state, the feasibility of modernizing the said mechanism is beyond doubt. The above circumstances determine the indisputable relevance of the study of the architecture of the budget mechanism and the search for ways to improve its structure, the integration of financial methods, forms, tools and instruments. Purposes. The purpose of the article is to formulate its own scientific approach to the structuring of the budget mechanism of the socio-economic development of the state, the characteristics of its elements and the relationship between them. Results.The result of the study proved that the optimal combination of elements of the budget mechanism allows the state to effectively influence the socio-economic processes, ensuring the functioning and development of the national economy, affordable and quality public services to the population, solving social problems and others. So in terms of transformation of budgetary relations and orientation of public finance to economic growth and improving public welfare scientific approaches to structuring the budget mechanism require revisionand clarification. Conclusion. Taking into account the directions of budget resources movement, the budget mechanism of the socio-economic development of the state proposes to distinguish two main subsystems: the mechanism of budget funds formation and the mechanism of using budget funds. In each of the subsystems, financial methods, forms, tools, levers are distinguished and characterized in the context of providing the architectural budget mechanism.

In the past five decades of political independence in Nigeria, local government administration has moved from the colonial styled Local administration characterized by peculiar systems to the federating units to the present unified and standardized system that constitutionally recognizes local government as the third tier of government. As the third tier of government, local governments are entitled to a statutory allocation of national revenue and the carrying out of specific functions in response to local needs. The objective of the problem statement of this article is to show that the present system whereby, the Constitution gives the State governments the power to handle issues of organization and responsibility in the local governments places a strong limitation on local autonomy and governance at the local level. The abuse of these provisions in the Constitution by the State governments coupled with other issues such as low level of commitment to the people and lack of monitoring and evaluation are negatively affecting grassroots socio-economic development in the Country. Local economic growth and development is an imperative for overall socio-economic development of the Country (the local population presently faces high incidence of poverty, unemployment, lack of social infrastructure and low economic activities). It is in this context that the article prescribes a developmental local government model which has local economic development (LED) as ‘the mandate’ to address the concerns of poverty, unemployment and inadequate resources in the rural areas. The LED approach enables local governments to stimulate economic activities and improve the socioeconomic conditions of people in the localities by working in partnership with private and other non-governmental sectors.

In modern conditions, problems of social and economic development in Ukraine explains the need to pay attention to forecasting, programming, planning improvement in public administration. Scientific and theoretical bases of forecasting, programming, planning in public administration in Ukraine have been a point of many researches made by scientists. Over the recent years, the research of forecasting, programming, planning improvement in public administration in Ukraine is topical for the scholars in various domains, in particular, in the science of public administration. But lots of problems of forecasting, programming, planning in public administration in Ukraine are not fully researched. Forecasting, programming, planning in a public administration in Ukraine have been investigated. Heterogeneity of social and economic regional development and imperfection of governmental system in the field of regional development in Ukraine explain the need to pay attention to study and advancement of normative legal base of forecasting, programming, planning in Ukraine. The main components of normative legal base of forecasting, programming, planning in public administration in Ukraine are the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and acts of the Cabinet of Ministers of Ukraine etc. The conducted analysis of normative legal base of forecasting, programming, planning in Ukraine proves that there has not been created an interconnected normative legal base. In today’s conditions, the state of regional social and economic regional development require improvement of forecasting, programming, planning in public administration in Ukraine. The foreign experience of forecasting, programming, planning in public administration has been investigated. The further scientific research will be devoted to the improvement of normative legal base and organizational provision of forecasting, programming, planning in public administration. The article attempted to synthesize relevant scientific and public debate on the further development of local self-government in the Russian Federation. The author, based on the analysis of the dynamics of legislative changes, relevant scientific papers and discussion practitioners on various venues for the 2014-2015 year represents a slice of the key problems of the local self-government’s reform in Russia and gives a description of the risks and drivers of the local self-government’s development. The article presents the author´s suggestions for a draft strategy for socio-economic development of the Russian Federation up to the year 2030. One of the biggest problems the author highlights the absence to date of the State concept of local self-government. The author proposes to overcome chaos of reforming local government and enumerates a series of measures aimed at improving efficiency and consistency in the development of contemporary Russian zemstvo.

Analyzed monographs, research papers and research Volgograd region. The authors studied the works outlined the ways to solve this problem: through the creation of agricultural holdings, combining teaching and research centers and production bases, optimization of the settlement system, finding the relationship between socio-economic development of the municipal territory and evaluating the performance of local governments.

The article considers some approaches of domestic and foreign scholars to the interpretation of the concept of state’s budgeting mechanism. It involves the following: a set of types, forms, methods and means through which the state establishes budgetary relations; a number of forms, methods, instruments and tools of budgeting process and using budget resources; a practical model of implementation of the state budget policy; a set of tools and methods for government regulation of social and economic development of the state. It is proposed to interpret a budgeting mechanism of the state’s socio-economic development as a set of financial forms, methods, tools, and instruments which ensure a broad range of distribution and redistribution processes; the formation and use of a centralized fund of monetary resources; functioning of the budget system in general and implementation of the budget policy aimed at socio-economic development of the state. The budgeting mechanism of the state’s socio-economic development is viewed through ontological considerations. Taking into account some peculiarities of budgetary relations, two components are highlighted: the mechanism of budgeting process and the mechanism of using budget resources. It is found that the key aspects of functioning and the role of budgeting mechanism in regulating social and economic processes depend on a combination of elements of both components: methods, forms, tools and instruments. Similiarities and differences of financial and budgeting mechanisms of the state are outlined, which provide grounds for interpreting the budgeting mechanism as a special type of financial mechanisms.

The article deals with the problem of uneven socio-economic development of the regions of the Russian Federation as a threat to the economic security. In the Russian Federation, as one of the most likely threats to the economic security of a country, the localization of which should be the focus of the activities of federal authorities, is the increasing unevenness of the socio-economic development of regions. Differences in the level of socio-economic development of regions, the presence of depressed, crisis and economically backward areas, disruption of production and technological ties, as well as the widening gap in the level of production of national income per capita between individual subjects of the Russian Federation - all this creates real threats economic security of the country. The article presents an analysis of the development of regions, as well as a list of measures necessary for the state to solve existing problems.

The system of interaction between the tourism sector and the dynamics of socio-economic indicators in the regions of Belarus is considered, the relationship between the change in the number of served organized tourists over 5 years and individual indicators of the socio-economic development of regions, such as the average annual population employed in the economy, the number of registered crimes, is estimated. It is substantiated that the change and relationship of these indicators predetermines an increase in human living standards in all territories (destination), which contributes to the balance between the social and economic development of the country.
