Climate change is one of the greatest contemporary threats to our planet's environmental, social and economic well-being, accompanied by major changes in life support systems on Earth, where the far-reaching effects will be felt in the coming decades. The Earth's climate is warming rapidly due to emissions of greenhouse gases caused by human activities such as burning fossil fuels and deforestation. The Stern Report predicts that in the long term, climate change could cut global gross domestic product (GDP) by 5 to 20% or more each year if it is not brought under control by reducing greenhouse gas emissions. The purpose of this paper is to compare the degree of influence of climate change on the economies of Western Europe and comparing national strategies for adaptation to climate change in selected countries of Western Europe and Poland. The analysis of the main initiatives for adaptation to climate change in selected countries of Western Europe and Poland relate to key issues mentioned in the strategic documents of the European Commission. In the United Kingdom the main emphasis is on the reduction of greenhouse gases as a form of preventive action, rather than adaptation to climate change. All strategies recognize the importance of raising public awareness about the negative effects of climate change and the importance of preparing adaptation measures, and stress the need to support the critical and most sensitive sectors of the European economy – forestry, agriculture and fisheries. The Polish strategy of adaptation to climate change does not deviate from the strategy of these countries of Western Europe, but it must be emphasized that this is only a document listing recommendations on the scope of operations of adaptation to climate change. Its realization is a separate issue.

Climate change is one of the greatest contemporary threats to our planet’s environmental, social and economic condition. It is accompanied by massive changes in life support systems on Earth, where its far‑reaching effects will be felt in the upcoming decades. The development of a national adaptation policy (strategy and/or plan) serves as an instrument that provides the necessary framework for adaptation by coordinating the consideration of climate change across relevant sectors, geographical scales, and levels of decision making. The purpose of this paper is to compare the degree of influence of climate change on the economy of the Eastern European Union and compare national strategies for adaptation to climate change in selected countries of Western Europe and Poland. The study shows that countries bearing the brunt of the negative impacts of climate change are Cyprus, Malta, Bulgaria and Poland. These countries recorded the highest climate change index, the greatest losses in terms of estimated GDP, household welfare, land losses, and lower incomes in the agricultural and tourism sectors. With appropriate adaptation measures, countries such as Lithuania, Latvia and Estonia can take advantage of the future changes in weather conditions. A shift in the productivity of the agricultural sector and tourism from south to north can be noted.

Abstract On the ground that climate change poses a great threat to societies and economies, it became evident for policy makers that attention should be given to the problem of adaptation, i.e. adaptation measures should be undertaken to minimize the adverse impacts of climate change. As the debate on the adverse impacts of climate change advanced at international level, states are taking actions at national, regional and local levels. Along with the increase awareness regarding importance of adaptation, regulations designed to prepare states to strengthen their resilience to climate change, has been developed in climate change treaties. Paris Agreement seems to be the first global agreement which addresses adaptation as one of its key goals and links it with mitigation efforts. The purpose of this article is to discuss the most important regulations and programmes within the regime established by the Framework Convention and the Paris Agreement concerning adaptation to climate change.

Although various long term adaptation measures are currently implemented by farmers to adapt to the effects of climate change in Tanzania, information regarding factors determining choice of adaptation options between men and women is scarce. A gendered analysis was done to analyze determinants of adaptation to climate change in Bahi and Kondoa Districts, Dodoma Region, Tanzania. A cross-sectional research design was adopted whereby the data was collected from a sample of 360 respondents, 12 focus groups and 18 key informants. Analysis of quantitative data involved descriptive statistics and multinomial logit model using Nlogit 3.0 and qualitative data were summarized by using content analysis. Results revealed that the main occupation and land size were the main factors that determined adaptation options for men during food shortage while for women, the main factor was marital status. The village/location of respondents was the main factor that determined climate change adaptation option for women to adapt crops to climate change whereas, for men, access to agricultural knowledge was the main factor that encouraged men to use improved seeds, manure and deep cultivation, instead of selecting and keeping enough seeds for the next season. It is concluded that factors determining choice of climate change adaptation between men and women are not the same, emphasizing the need for gender differentiated interventions to promote climate change adaptation. Thus, planners and policy makers from Agriculture, Livestock and Environment sectors; Tanzania NAPA and other development practitioners dealing with climate change should use gender sensitive interventions to manage climate change.

<p>Resiliency and adaptation are increasingly prevalent in climate change policy as well as scholarship, yet scholars have brought forward several critiques of these concepts along analytical as well as political lines. Pressing questions include: who resiliency is for, what it takes to maintain it, and the scale at which it takes place. The concept of "perverse resilience", for example, proposes that resiliency for one sub-system may threaten the well-being of the overall system. In this article, I propose the related concept of "perverse adaptation", where one actor or institution's adaptation to climate change in fact produces aftershocks and secondary impacts upon other groups. Drawing on ethnographic and sociolinguistic research in northern Arizona regarding artificial snowmaking at a ski resort on a sacred mountain, I elucidate resort supporters' and others' attempts to frame snowmaking as a sustainable adaptation to drought (and, implicitly, climate change). I counterpoise these framings with narratives from local activists as well as Diné (Navajo) individuals regarding the significant impacts of snowmaking on water supply and quality, sacred lands and ceremony, public health, and, ironically, carbon emissions. In so doing, I argue that we must interrogate resilience policies for their unexpected "victims of adaptation."</p><p><strong>Key words: </strong>climate change policy, adaptation, perverse resilience, sacred sites, Diné (Navajo)</p>

The paper focuses on the main adaptation measures financed in Ukraine at the expense of state and regional budgets region-wise during 2016-2018 within the framework of environmental activities. The source of data was "Environmental passports of the regions". The paper finds that during 2016-2018 the most funded items of expenditure were the construction and repair of sewerage, clearing of riverbeds, repair of water protection structures and wastewater treatment. A significant gap in the cost of measures of an adaptive nature between the regions is established. Expenditures in the Transcarpathian region, which most suffers from floods, were the lowest: they were 46 times lower than expenditures on adaptation measures in the Dnipropetrovsk region, which actively allocated funds for clearing riverbeds and strengthening the river banks. During 2016-2018, almost USD 110 million were proved to be spent on adaptation measures in Ukraine. The main source of funds were local budgets, in particular regional environmental funds. Green bonds are determined to become a promising source of funding for adaptation measures in Ukraine. For the first time, the amount of funds required for adaptation measures in Ukraine until 2050 has been partially estimated. It is proved that the only international funds that can provide funding for adaptation measures in Ukraine in late 2020, is the Global Environmental Facility.

Purpose This paper aims to examine elderly smallholder farmers’ perceptions of and adaptation to climate variability and change in the Offinso Municipality, Ghana. Design/methodology/approach This paper used quantitative and qualitative methods. Quantitative data were analyzed with frequencies and chi-square tests, whereas qualitative data were thematically analyzed. Findings The results showed that elderly smallholder farmers’ knowledge of climate variability and climate change were based on their sex, level of formal education and experience in farming. Elderly smallholder farmers adopted both on-farm and off-farm strategies to cope with climate change and variability. The vulnerability of elderly smallholder farmers to climate change calls for social protection mechanisms such as a pension scheme that guarantees access to monthly cash transfers. Such a scheme will ease constraints to livelihood and ensure improved well-being. Originality/value Elderly smallholder farmers have remained invisible in discourses on perceptions and adaptation to climate change despite the surge in number of this category of farmers. This paper therefore represents an attempt to highlight the experiences of elderly smallholder farmers with climate variability and change.

We now know that anthropogenic emissions of greenhouse gases (GHGs) are interfering with the planet’s climate system in ways that are likely to lead to dangerous threats to human life (not to mention nonhuman life) and that are likely to compromise the fundamental well-being of people who live at a later time. We have not understood this for very long—for most of my life, for example, we were basically clueless about climate. Our recently acquired knowledge means that decisions about climate policy are no longer properly understood as decisions entirely about preferences of ours but also crucially about the vulnerabilities of others—not about the question “How much would we like to spend to slow climate change?” but about “How little are we in decency permitted to spend in light of the difficulties and the risks of difficulties to which we are likely otherwise to expose people, people already living and people yet to live?” For we now realize that the carbon-centered energy regime under which we live is modifying the human habitat, creating a more dangerous world for the living and for posterity. Our technologically primitive energy regime based on setting fire to fossil fuels is storing up, in the planet’s radically altering atmosphere, sources of added threat for people who are vulnerable to us and cannot protect themselves against the consequences of our decisions for the circumstances in which they will have to live—most notably, whichever people inherit the worn-and-torn planet we vacate. As we academics love to note, matters are, of course, complicated. Let’s look at a few of the complications, concentrating on some concerning risk. Mostly, we are talking about risks because, although we know strikingly much more about the planetary climate system than we did a generation ago, much is still unknown and unpredictable. I will offer three comments about risk. The third comment is the crucial one and makes a strong claim about a specific type of risk, with three distinctive features.

For many of us who studied and came of age in the last two decades of the twentieth century, there was nothing more prosaic, lacking in romance, and less worthy of our scientific curiosity than petroleum. The basic questions about its composition and origin had been answered, and it was no longer one of Nature’s secrets luring us to discovery, but rather the dull stuff of industry and business, money and technology. Some of us even imagined, naively, that we would witness the end of the age of fossil fuels: they were the bane of modern man, the source of pollution, environmental disaster, and climate change that threatened to disrupt ecosystems and civilizations around the entire globe. Finding new reserves, we reasoned, would only forestall the inevitable, or exacerbate the havoc. But when Jürgen joined Germany’s government-funded Institute of Petroleum and Organic Geochemistry in 1975, there was still a sense of mission in finding new reserves. The energy crisis of the early 1970s had created a heightened awareness of the value of fossil fuels and the need for conservation, but the accepted wisdom remained that oil was the key to the future and well-being of civilization. And the chemistry, it seems, was anything but banal—it was, in fact, leading not just to a better success rate in finding new reserves of oil, but also to a new understanding of life that no one had foreseen. Certainly for Geoff and the generations of organic chemists that came before him, the oils that occasionally seeped out of a crack in a rock, or came spouting out of the earth if one drilled a hole in the right place, were as intriguing as the life some said they came from. Liquid from a solid, organic from mineral, black or brown or dark red, it was as if blood were oozing from stone, an enigma that inspired inquiry from scientists long before it found its place among man’s most coveted commodities.

Climate change is a global threat to livestock sector to so many species and ecosystem in different parts of the world. Climate change, heat stress, and nutritional stress are the major intriguing factors responsible for reduced fertility in farm animals in tropical countries. Heat and nutritional stresses affect the reproductive performance by decreasing the expression of estrous behavior, altering ovarian follicular development and hormonal profiles, compromising oocyte competence, and inhibiting embryonic development in livestock. Climate is changed by greenhouse gases that released into atmosphere through man-made activities. Livestock contribute 18% of the production of greenhouse gases itself and causes climate change including heat stress, which has direct and indirect impact on fertility of the animals as well as reduce milk production. Adaptation to climate change and lowering its negative effect by alteration of animal micro-environment using different essential technologies are the main mitigation strategies to recover heat stress damage in this respect.
