AbstractIntroductionThe study focuses on the programmatic bases of Slovenian political parties since independence. It presents an analysis of party programs and their preferences regarding doctors and other health workers, as well as the contents most commonly related to them. At the same time, the study also highlights the intensity of the presence of doctors on the policy agenda through time.MethodsIn the study, 83 program documents of political parties have been analysed. The study includes programmes of political parties that have occurred in parliamentary elections in Slovenia between 1992 and 2014 and have exceeded the parliamentary threshold. The data were analysed using the content analysis method, which is suitable for analysing policy texts. The analysis was performed using ATLAS.ti, the premier software tool for qualitative data analysis.ResultsThe results showed that doctors and other health workers are an important political topic in noncrisis periods. At that time, the parties in the context of doctors mostly dealt with efficiency and the quality of services in the health system. They often criticize doctors and expose the need for their control. In times of economic crisis, doctors and other health workers are less important in normative commitments of parties.ConclusionsSlovenian political parties and their platforms cannot be distinguished ideologically, but primarily on the principle of access to government. It seems reasonable to conclude that parties do not engage in dialogue with doctors, and perceive the latter aspassive recipients of government decisions—politics.

Conducts of by-elections in recent times have been fraught with a lot of security challenges. This has been as a result of the violence that characterized the conduct of by-elections in recent times in Ghana. Violence during by-elections in Ghana plays a vital role in securing election victories for political parties. In all the by-elections characterized by violence in Ghana, they were won by parties that were accused of inciting the violence. The main tenets of election violence as identified by the paper included, actors, motives, timing, consequences, and patterns. The paper adopted the content analysis method in its investigation of the two violent by-elections in Ghana. The paper revealed that there was a correlation between violence during by-elections and victories of incumbent parties. This was because, in the two by-elections understudy, those accused of starting the violence and using national security operatives won the elections. The paper also found out that by-election violence impacted negatively on Ghana’s democratic maturity in several ways, such as; low voter turnout, weakening of democratic foundation and breeding an atmosphere of insecurity. Finally, the paper also revealed that political parties especially those in government resort to violence during by-elections in Ghana because they fear losing it will mean the government was underperforming as argued out by Feigert and Norris and also because they want to add to their tally in parliament.

This paper aims to investigate the trend of human resource disclosure (HRD) quality based on publicly disclosed annual reports of 235 Malaysian listed companies. The data was collected through content analysis method using HRD index. The results reveal that there is an increasing trend of HRD quality from 2010 to 2014.  However the significant increase is only between 2012 and 2013. This study provides empirical support for Institutional theory’s coercive isomorphism, through its findings on quality of HRD. This is because, the related disclosure regulations and the Malaysian government policy through Malaysia Plan may have significantly influenced firms to increase HRD quality in their annual reports.

Background Significant adjustments to the provision of maternity care in response to the COVID-19 pandemic and the direct impacts of COVID-19 can compromise the quality of maternal and newborn care. Aim To explore how the COVID-19 pandemic affected frontline health workers' ability to provide respectful maternity care globally. Methods We conducted a global online survey of health workers to assess the provision of maternal and newborn healthcare during the COVID-19 pandemic. We collected quantitative and qualitative data between July and December 2020 and conducted a qualitative content analysis to explore open-ended responses. Findings Health workers (n=1,127) from 71 countries participated; and 120 participants from 33 countries provided qualitative data. The COVID-19 pandemic negatively affected the provision of respectful maternity care in multiple ways. Six central themes were identified: less family involvement, reduced emotional and physical support for women, compromised standards of care, increased exposure to medically unjustified caesarean section, and staff overwhelmed by rapidly changing guidelines and enhanced infection prevention measures. Further, respectful care provided to women and newborns with suspected or confirmed COVID-19 infection was severely affected due to health workers' fear of getting infected and measures taken to minimise COVID-19 transmission. Discussion Multidimensional and contextually-adapted actions are urgently needed to mitigate the impacts of the COVID-19 pandemic on the provision and continued promotion of respectful maternity care globally in the long-term. Conclusions The measures taken during the COVID-19 pandemic disrupted the quality of care provided to women during labour and childbirth generally, and respectful maternity care specifically. Ḥiyal is a hidden approach in order to achieve certain goals. This legal device is still debated among Muslim scholars. Some of them are more likely to allow it, while others do not. Nonetheless, Islamic contracts that consist of ḥiyal, such as tawarruq have been attaining attraction especially in the Islamic banking industry in Malaysia. It is offered widely through various Islamic banking products based on a specific guideline aimed at preserving the reputation and performance of Malaysian Islamic banking. Therefore, this study will examine ḥiyal concept from the fiqh perspective and the guidance of accepting ḥiyal contracts, particularly tawarruq-based deposit product offering at the Malaysian Islamic banking. To collect data, researchers utilised the library studies and field studies (interview). Library studies apply the method of documentation by referring to the ḥiyal discussion among Muslim scholars as well as the product disclosure sheet and the BNM tawarruq policy document. Meanwhile, the field studies employed the interview method which involve several informants among Shariah experts / muamalat and Shariah executives in Malaysian Islamic banking. The qualitative data were subsequently analyse using content analysis method descriptively. Research finding implies that although tawarruq contracts with ḥiyal elements were widely offered through Malaysian Islamic banking products, their acceptance took into account several guidelines, namely ḥiyal views from the perspective of fiqh, ḥiyal parameters, and BNM tawarruq policy document.
