The author proposes to deploy the OSCE monitoring mission in the buffer zone between Afghanistan and the states of Central Asia. Such a mission could prevent the negative consequences of Afghan crisis from spreading to the states of Central Asia and ensure the peaceful transition of Afghanistan to stability and post conflict reconstruction. The positive experience of OSCE Special Monitoring Mission to Ukraine and possibility of its application to the proposed OSCE monitoring mission are analyzed in this context.

Awareness of HIV status improves health outcomes in HIV infected children, yet disclosure is often delayed by hesitant caregivers. This qualitative investigation explored how 30 caregivers responded to a HIV Disclosure study conducted between 2017 and 2020 at Chris Hani Baragwanath Academic Hospital, Soweto, South Africa. Caregivers were assisted in disclosing to their children, aged 7-13 years. Following that, a sub-sample of caregivers were interviewed to elaborate on findings.1) Barriers to disclosure included caregivers being ill-equipped, fear of negative consequences and children considered lacking emotional or cognitive readiness. 2) Deflecting diagnosis and the need for medication motivated caregivers to disclosure. 3) Apprehension was evident during disclosure, however, overall disclosure was a positive experience with the assurance and support of the healthcare providers. These results highlight the significant role healthcare providers play in supporting caregivers through the disclosure process and how, in turn, this has a positive impact on the community as a whole.

The article is devoted to the geographic analysis and evaluation of the development of tourism in Luhansk region in the context of the current conflict. The aim of this report is to monitor the state of tourism in Luhansk region, which is especially relevant in this transformational period. We used research methodology which combines the philosophical and general scientific principles that form the methodological principles of scientific research and include a number of laws and categories. Analytical, statistical, comparative-geographical, historical methods of research were used. We considered in chronological order the formation of tourism in the region. The state of tourism in the region under the conditions of the conflict is analyzed. It is revealed that the current state of tourism is that of crisis, but there are positive prospects for development. The geographical possibilities of tourism development at the present stage are substantiated. It is proposed to develop the most promising types of tourism. The scientific novelty is due to choice of theme itself, because geographers devote insufficient attention to the study of tourism development issues in the context of the conflict. For the first time , a geographic analysis of the status of tourism of Luhansk region in the conditions of the conflict is presented. The methods of comprehensive assessment of tourism development at the regional level have been improved with the use of quantitative and qualitative indicators, which allows us to determine the directions of tourist development in the region. The existing information on the influence of the conflict period on tourism development is supplemented.For the first time, a comprehensive analysis of the status of tourism in Luhansk region was carried out for different periods: at the beginning of the conflict and during the conflict, which showed that Ukraine’s image as a place of conflict led to the emergence of new social-geographical features of the development of tourism in the east of Ukraine. It is revealed that the conflict has led to instability in the development of tourism, tourists who are worried about their safety refuse to visit a conflicted country or region. This inevitably leads to a decrease in the number of international tourist arrivals and revenues from tourism, a decrease in the number of objects of tourism and of collective accommodation facilities. It is determined that the attractiveness for tourism and image of the eastern region is almost lost as a result of the conflict. It is proved that the conflict negatively impacted the development of the tourism industry in the region, namely, all types of tourism suffered, significantly reducing the total number of tourists.It is determined that tourism in the post-conflict period may become a promising direction of economic development of the eastern regions of Ukraine. The main provisions, factual material and conclusions of the article can be used for further research on the development of tourism in Luhansk region and the creation of a concept for overcoming the negative consequences of the conflict of 2014-2019 in Ukraine for the development of the national tourism industry.

AbstractThis paper analyzes decentralization as an instrument of development policy. The positive experience of high developed countries with federal government structures has shifted the focus of international development organizations to decentralization. In particular, decentralization should promote economic prosperity and reduce corruption. This paper argues, however, that the particular institutional framework of developing countries should be taken into account. This study demonstrates that fiscal decentralization tends to harm the effectiveness of foreign aid, whereas forms of political decentralization are less problematic. Moreover, decentralization can increase corruption in less liberal countries. In light of these findings, national and international development agencies should carefully consider potential negative consequences from decentralization.

The current state of tourism organization in Spain is investigated. Methods of analysis, synthesis, historical, statistical, comparative- geographical, political marketing are used. The features of the influence of the Catalan conflict on the tourist activity of Spain are considered. It was found that the Catalan conflict reduces the intensity of tourism activities in the region, but is not a deterrent for tourists. The mechanism of the organization of tourist activity in the conditions of periodic conflicts is revealed. It was found that the tourism sector in Spain for the first time faced with the change of a long cycle, which suggests a new era in which digitization is the catalyst for this. This entails breaking the traditional value chain, conferring, on the one hand, a Central role to the tourist, with a more demanding and critical profile and perhaps more decision-making power. The market has clearly turned into a market of demand, forcing an in-depth rethinking of the tourism marketing strategy, which should be based on the tourist. Six strategic objectives have been identified that meet the relevant tactical objectives depending on the geographical area and the purpose of the strategic marketing plan, attracting quality and sustainable tourism demand. It is established that positive changes in tourism activity in Spain are due to the development of a new strategic plan for the development of tourism. It is indicated that the Catalan conflict is of concern in the organization of tourism activities, so it involved some steps that will contribute to the aggravation of the conflict, reduce its impact. It was found that the strategic goal involves taking risks, namely external phenomena such as political instability, lack of security or other international events that are very difficult to predict. The positive components of marketing activities, which are proposed to be implemented in Ukraine in order to overcome the negative consequences of the conflict in the post-conflict period, are obtained.

It is the characteristic of the entire region of the former Yugoslavia that veterans of regional wars 1991-1999 are marginalized social group. Besides negative consequences for veterans, the marginalization strongly affects the whole communities, as well as very sensitive regional post conflict relations. Still, negative consequences that veterans suffer nowadays can be transformed into precious, positive potential for building of a good and healthy post-conflict societies and good neighborhood relationships as well. This paper is focused on the position of war veterans from Serbia, which recently became the subject of public debate on the occasion of the publication of the book "Oh, where have you been, my blue-eyed son?".

Young people make up a significant share of migrants in the modern world. The research featured the problems of migration control regarding the young population of Central Asia. The paper focuses on the causes and effects of this type of migration, as well as the means used by the authorities of Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan to control it. External migration has become a significant problem for both host countries and sending states. Therefore, new effective regulation methods have to be developed. The research objective was to assess the youth migration control in Central Asia, as well as to identify the motives behind this process, including the phenomenon of one-way migration. The problem of migration in the countries of Central Asia proved to be a highly-researched issue. The author used the methods of quantitative and theoretical research, as well as legal methods (formally logical) and sociological methods (statistical data and expert opinions). The work is based on a comparative analysis of regulatory documents in the field of migration and youth policy, as well as the methods and institutions that control migration processes in Central Asia. The article describes the growth rate of migration, the positive and negative consequences of youth migration, and the impact of youth migration on the socio-demographic, economic, and political development of Central Asia, as well as on the human resources in the related countries. This research contributes to the development of a more effective conceptual and doctrinal framework of migration control and youth policy in Central Asia as it helps to identify the shortcomings of the existing legal system.

The article describes the process of formation and development of the modern system of civil protection bodies, including fire safety authorities, on the basis of the analysis of the administrative legislation of Ukraine. An analysis of the organization and activities of similar bodies of the European Union countries for the prevention of emergencies and the elimination of their negative consequences has been carried out. It is suggested to take into account the positive experience of their structural construction and administrative and legal regulation of activity in the legislation of Ukraine.

Developing countries and low-income countries with rapidly growing populations and underdeveloped agricultural technologies are most vulnerable to climate change and natural disasters. The countries of Central Asia are already exposed to the impact of natural and climatic changes due to insufficient financial and technical capabilities to overcome negative climatic and environmental phenomena. The authors predict an increase in the ecological migration of the population from Central Asia to Russia due to the visa-free regime, territorial proximity, established migrant social networks and other factors, which partially will compensate for the Russian population decline. Without a legal channel for environmental migration, these flows will be forced to use the labor migration channel. However, there are a number of potential negative consequences that need to be further scrutinized.

<p>Much of the research on workplace romance has been conducted in the United States, and the focus has often been on negative consequences and risks for gender discrimination. The purpose of this study was to obtain an understanding of workplace romance through the point of view of those involved. Data were collected from five female participants and five male participants in separate focus groups; all participants had started a love affair at work. The thematic analysis of the transcripts showed that having a workplace romance was mostly a positive experience. However, all participants described the need to keep their romances secret for two main reasons: one, to avoid possible negative consequences, and the other, to enjoy feelings associated with a secret love affair. To some degree, the participants seemed to excuse themselves more readily than others whose behavior they thought was worse. When asked about workplace rules and policies, the participants wavered between expressing negative views and describing situations where rules could be needed.</p>
