The Baratillo and the Enlightened City

This chapter examines the Baratillo’s role in Enlightenment-era reforms to Mexico City’s public administration and built environment. While New Spain’s Bourbon rulers took a number of steps to transform the physical and social worlds of Mexico City’s poor, the government never targeted the Baratillo—a site that was synonymous with crime, license, and plebeian sociability. To understand this apparent contradiction, the chapter examines the politics of urban reform in eighteenth-century Mexico City, which saw royal, viceregal, and local authorities jostle for control over urban public spaces.

Recent extreme hydrological events (e.g., in the United States in 2005 or 2012, Pakistan in 2010, and Thailand in 2011) revealed increasing flood risks due to climate and societal change. Consequently, the roles of multiple stakeholders in flood risk management have transformed significantly. A central aspect here is the question of sharing responsibilities among global, national, regional, and local stakeholders in organizing flood risk management of all kinds. This new policy agenda of sharing responsibilities strives to delegate responsibilities and costs from the central government to local authorities, and from public administration to private citizens. The main reasons for this decentralization are that local authorities can deal more efficiently with public administration tasks concerned with risks and emergency management. Resulting locally based strategies for risk reduction are expected to tighten the feedback loops between complex environmental dynamics and human decision-making processes. However, there are a series of consequences to this rescaling process in flood risk management, regarding the development of new governance structures and institutions, like resilience teams or flood action groups in the United Kingdom. Additionally, downscaling to local-level tasks without additional resources is particularly challenging. This development has tightened further with fiscal and administrative cuts around the world resulting from the global economic crisis of 2007–2008, which tightening eventually causes budget restrictions for flood risk management. Managing local risks easily exceeds the technical and budgetary capacities of municipal institutions, and individual citizens struggle to carry the full responsibility of flood protection. To manage community engagement in flood risk management, emphasis should be given to the development of multi-level governance structures, so that multiple stakeholders share fairly the power, resources, and responsibility in disaster planning. If we fail to do so, some consequences would be: (1), “hollowing out” the government, including the downscaling of the responsibility towards local stakeholders; and (2), inability of the government to deal with the new tasks due to lack of resources transferred to local authorities.

Abstract Between continuity and change. The introduction of the civil registry office (burgerlijke stand) in 1811The introduction of the civil registry office ‐ burgerlijke stand ‐ in 1811 is often considered a significant caesura in the registration of personal data. While in previous centuries the church mainly performed this duty, the government took the task upon itself after 1811. However, this article asserts that this was in fact an instance of remarkable continuity. Already in the seventeenth and eighteenth century, the government issued laws to ensure accurate registration by the church and to protect the legal identification of citizens. As this contribution shows, it was precisely with regard to this matter that an increase in centralisation took place. Until 1750, it was primarily the local authorities that laid down rules on the registration of persons. In the second half of the eighteenth century, provincial legislation increasingly came into force, and the civil registry was introduced nationally in 1811.

The article analyzes the features of the communicative and managerial process during the implementation of economic relations in local authorities. The meaningful concept of communication and the specifics of its functioning in the system of public administration are revealed. The basic principles, features, key tasks and functions of communications in the implementation of economic relations at the basic levels of government are described. Specific differences in the functioning of the system of modern communicative activity in public administration and at the basic level of government have been clarified. The information and communication system of local authorities is analyzed. The process of formation of internal organizational communications and their key forms used in the implementation of economic relations in the system of public administration are considered. The legislative and normative base of public administration bodies and state authorities in the implementation of communication tasks and functions has been studied and analyzed. The main stages of institutionalization of communicative relations between the government and the public are considered. The list of criteria for assessing communication processes in the implementation of economic relations between state institutions and public administration bodies, between the authorities and representatives of business structures, between the authorities, population and representatives of the public sector.

This paper explores the construction of quarantine narratives as they relate to the design of everyday public spaces and domestic artifacts in Mexico City. The interdisciplinary research studies the government-led health campaign and exposes pre-existing urban design problems further accentuated by the crisis. In parallel, the paper presents an online survey in which photographs and texts of domestic objects are analyzed alongside artistic exhibitions and events that uncover individual needs and aspirations. Finally, the paper identifies a set of collective and distributed values for Mexico City’s new normal to be materialized locally at the urban and product design scale and discusses the potential of narratives as a design tool

Historically there has been a rich discussion concerning the function of streets in cities, and their role in urban life. This paper outlines the relevance of temporary appropriation for understanding social dynamics within a given urban environment, looking in particular at activities occurring in the street. It takes as a case study Mexico City Centre and examines the laws and regulations set out by the government of Mexico City which regulate the use of the street. It contrasts this with the ways in which the inhabitants of the city appropriate public space on a daily basis. There is a contrast between the lack of clarity in the legislation surrounding potential activities occurring on the street, and a seemingly tacit consensus between citizens regarding how they appropriate such public spaces. We explore this contrast and outline ways in which public space is used in traditional and unexpected ways, how creative ways are found to use the street area within the spirit of the law, and where further research on this topic this could lead in future.

Durante la primera mitad del siglo xix, las necesidades presupuestales del erario mexicano obligaron al gobierno a recurrir al endeudamiento y al arrendamiento de algunas de las casas de moneda más importantes del país. Este artículo examina las condiciones políticas y económicas que hicieron posible el relevo del capital británico por el estadounidense—en estricto sentido, californiano—como arrendatario de la Casa de Moneda de México en 1857. Asimismo, explora el desarrollo empresarial de Juan Temple para explicar la coyuntura política que hizo posible su llegada, y la de sus descendientes, a la administración de la ceca de la capital mexicana. During the first half of the nineteenth century, the budgetary needs of the Mexican treasury forced the government to resort to borrowing and leasing some of the most important mints in the country. This article examines the political and economic conditions that allowed for the replacement of British capital by United States capital—specifically, Californian—as the lessee of the Mexican National Mint in 1857. It also explores the development of Juan Temple’s entrepreneurship to explain the political circumstances that facilitated his admission, and that of his descendants, into the administration of the National Mint in Mexico City.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

The article is devoted to issues of ensuring transparency and ac- countability of authorities in the conditions of participatory democracy (democ- racy of participation). It is argued that the public should be guaranteed not only the right for access to information but also the prerequisites for expanding its par- ticipation in state governance. These prerequisites include: the adoption of clearly measurable macroeconomic and social goals and the provision of control of the processes of their compliance with the government by citizens of the country; ex- tension of the circle of subjects of legislative initiative due to realization of such rights by citizens and their groups; legislative definition of the forms of citizens’ participation in making publicly significant decisions, design of relevant orders and procedures, in particular participation in local referendum; outlining methods and procedures for taking into account social thought when making socially im- portant decisions. The need to disclose information about resources that are used by authorities to realize the goals is proved as well as key performance indicators that can be monitored by every citizen; the efforts made by governments of coun- tries to achieve these goals. It was noted that transparency in the conditions of representative democracy in its worst forms in a society where ignorance of the thought of society and its individual members is ignored does not in fact fulfill its main task — to establish an effective dialogue between the authorities and so- ciety. There is a distortion of the essence of transparency: instead of being heard, society is being asked to be informed — and passively accept the facts presented as due. In fact, transparency and accountability in this case are not instruments for the achievement of democracy in public administration, but by the form of a tacit agreement between the subjects of power and people, where the latter passes the participation of an “informed observer”.

The emergence of rural community owned enterprises khown as BUMDes has been in line with evolution of public administration pradigm, from OPA to NPM who implemented in local government. Local potency development becomes a substantial aspect to improving local competitiveness. Hence, BUMDes formation is one of the models financial capacity to develop local potency in rural level. The aim is comparing traditional and public enterprise based management in local potency management. The results show that there is a fundamental difference in the management of local potency in rural level. Consequently, We argue that has been on the right track, the evolution of the government business model to the public enterprise for the management of local potency in rural level. Evolution of BUMDes is from a bureaucratic to the business sector model, but as a social business not profit maximizing businesses.
