Goal – this article’s main goal is to show the need for the integration of universities on the basis of the processes of network interaction between business and education as one of the conditions for improving the quality of education in the country, and accordingly the index of education and the human development index of the country. Research methodology – the authors used analytical, economic, statistical methods of data analysis, conceptual and empirical research. Score/results – the article reveals the essence and substantiates the need to implement of the practice‑oriented education system by using the dual training system and creating of network interaction between universities in different countries. The advantages of such a model are revealed in comparison with the traditional form of training for the employer, educational institution, future specialist and the state. The instruments and forms of development of trilateral integration are described. Originality/value – the article presents the results of a comparative study of the human development of Belarus and its four neighbouring countries (Poland, Lithuania, Russia, Ukraine), has theoretical and practical significance, contains the author’s generalizations and conclusions.

This study seeks to see the relationship between the human development index (HDI) and gross regional domestic product (GRDP) variables on the happiness of economic growth data for provinces in Indonesia. The method used in this research is regression and path analysis.  This study proves that happiness is not caused by the income (GRDP) of a region but rather significantly by one of the dimensions of HDI, namely the education dimension. The relationship through the variable between using path analysis through the indirect effect of the GRDP intermediary also significantly affects the education dimension. About 60% of the variable quality of education plays a role in happiness. If the effect is through an intermediary variable, the real influence of the variable quality of education on happiness is 65%. Other variables such as health and economy, directly or indirectly, do not significantly affect the level of happiness.JEL Classification: I3, E5, R10How to Cite:Rizal, S., & Fitrianto, A. (2021). Abstract Human development is a paradigm and becomes the focus and target of all development activities. Development is a way to improve welfare and a better quality of life. The Human Development Index (HDI) is one indicator to measure the success of a development. The purpose of this research is to describe the factors that are thought to influence HDI in South Kalimantan Province, estimate the parameters of the HDI panel regression model, and determine the best model. The data of this research is sourced from the Central Statistics Agency (BPS) of South Kalimantan Province with a period from 2015-2018. Based on the results of data analysis it can be concluded that the Fixed Effect Model with the time effect is the best model of the HDI panel regression in South Kalimantan Province with an R-Squared value of 99,81.

The factors that affect Human Development Index have been investigated extensively in previous researches. These studies consider education as an important factor and focus on the quality of education such as teachers’ skills, educational facilities and student conditions. Democracy has also been established as an important factor in HDI. In this study, we examined two variables, the democracy index and the land language index as fundamental variables of the Human Development Index (HDI). The land language index is a new variable created to signify the importance of the medium of instruction in higher education institutes, particularly in the Science, Technology, Engineering and Mathematics (STEM) fields. We performed a multiple-correlation analysis with the available data to find the correlation of these two indices on HDI. We found that together, the democracy index and land language index had a strong correlation to HDI. The results of this study can have a significant impact on social scientists and policymakers and should be considered for further research.

From year to year, Indonesia’s position in the list of Human Development Index declined. One of them is because the quality of education. This resulted in low human qualities. Though today’s technology, opportunities to enhance the capabilities and qualityare wide open. Dounjinshi free software movement and culture are examples of cases used in this paper to explain how to improve the quality of human resources through knowledge sharing culture.

The article considers the issue of school digitalization as an important condition for improving the quality of education. The e-learning environment provides students with greater independence. Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

To determine the quality of teacher performance, an educational institution must conduct a process of evaluating the performance of its teachers. MTsS YASPI College Foundation Labuhan Deli is one of the educational institutions that always improves the quality of education in schools. Teacher performance appraisal at Labuhan Deli YASPI schools is still done conventionally, so there are many assessment criteria and it takes a long time to evaluate the teacher's performance. This study aims to optimize the teacher performance appraisal process to be faster and more precise. The method used is Profile Matching. The results of this study can determine the teacher's performance more precisely by 100%. So that this research can be recommended as an appropriate system in evaluating teacher performance in schools
