The article addresses the problem of the genesis of the beauty principle in scientific cognition from the standpoint of the gnoseological approach supplemented by some conceptual generalizations from the fields of social epistemology and sociology of thinking. The relevance of this approach is due to the critical attitude to gnoseology as a general theory and methodology of science on the part of non-classical epistemology, the history of science and scientific theories of the middle range. An external factor that actualizes the current internal scientific situation is the prolongation of integration processes typical for postmodern culture associated with the search for points of contact between science and art. The article shows that despite the addition of the principle of beauty to the heuristic tools of modern exemplary science, there is an unresolved problem of the genetic relationship between aesthetics and science. This connection was best demonstrated in detail by the example of the similarity and difference between mathematics and music initiated in antique culture and reflecting the love of symmetry and harmony inherent in the Greek worldview. On the other hand, the differences in the perception of works of science and art which are obvious to ordinary consciousness required ancient thinkers to introduce concepts and principles that synthesize different aspects of the manifestations of the useful, true, and beautiful. In this connection, the binary mythopoetic cosmos-chaos opposition, which is found in its direct form in archaic and natural-philosophical cosmologies, is proposed as the historically first form that integrates the complex and contradictory content of the beauty principle. The results of the study lead to the conclusion that only natural philosophical models of the cosmos make a fundamental distinction between the “chaos” of opinions about phenomena and the “cosmos” of the true knowledge about their speculative entities. It is this worldview scheme of a single, conceptually ordered, and therefore truly beautiful world that served as an ideal model for classical European science.

In Europe it has been customary to regard the ancient Greeks as our intellectual ancestors. Greek science was seen as the fountainhead from which modern European science ultimately derived both its existence and its characteristic features. This was not a completely empty idea. Each time a modern astronomer mentions a planet, the perigee and apogee of its orbit, its periods and their various anomalies, he is using so many Greek words. Moreover, until about a hundred years ago the extant works of the Greeks were the earliest scientific texts known to European scholars so that Greek science acquired a unique position in the European mind,and that ancient Greek culture in general became ‘classical’ and thus an ideal model or pattern for civilization as such. In consequence, the traditional European History of Science became an account of how science arose among the Greeks, how it penetrated into other cultural areas, and how it was sometimes eclipsed and again reborn in one of the so-called ‘renaissances’ of which European historians are so fond to speak.

ArgumentUsing the notion of styles of knowledge we refer to the ways diverse scientific communities claim to produce true knowledge, their understandings regarding the attitudes and values that scientists should have in order to grasp natural and social reality, and the practices and technologies developed within such styles. This paper analyzes scientific and medical enterprises that explored the relationship between environment, population, and society in Colombia between 1850 and 1920. We argue that similar styles of knowledge production were shared in human geography, medical geography, and climatic physiology at the mid-nineteenth century; and that some physicians working in bacteriology and physiology since the 1880s established epistemic boundaries between their work and earlier scientific activities, while others found these distinctions irrelevant. However, the historical actors committed to any of the styles of knowledge production explored in this article agreed on the local specificity of their objects of inquiry, therefore questioning European science. These styles of knowledge production also shaped different ways of perceiving and addressing national problems. Hence, this article is a contribution to the recent literature on both historical epistemology and social and cultural history of science and medicine.

The article considers the formation and development of philosophy in Belarus in the context of historical conditions and modern opportunities. Discussing the national context of the philosophical process, the author reveals the four aspects of the phenomenon of “national philosophy.” Firstly, there are national institutional and disciplinary structures, which are responsible for an organized scientific, methodological, research and educational activity, which at the level of the nation-state is formalized by certain institutions, system of professional education, norms of professional ethos, standards of behavior within the community and in the wider social environment. Secondly, in the light of philosophical culture, national philosophy is interpreted as a set of value and cognitive orientations passed down from generation to generation. Thirdly, national philosophy can be viewed in the aspect of the tradition of studying the philosophical thought of the nation in the context of its historical development. Fourthly, national philosophy appears in the aspect of the philosophical foundations of the national idea and national-cultural identity. The author examines the main stages of the development of the Belarusian philosophical culture, it is shown that the features of this culture were formed under the condition of a complex combination of the worldview and values of Latin civilization, Christianity, modern European science, rationalism of social projects of the Enlightenment, ideological and worldview attitudes of Western Russian culture, formalized Soviet philosophical disciplines. The article reviews the circle of theoretical, ideological, and practical problems that the modern philosophical process in Belarus faces, the author emphasizes the unfading value of philosophical knowledge as a source of heuristic means for finding effective local answers to global problems of cultural and civilizational development. The author argues that there are two conditions that make national philosophy possible: this is, first of all, a connection with the history of thought in the area of national genesis and also the expression of thought in a national language.

Introduction: A number of recent well publicized deaths from police chokeholds have focused attention on the use and safety of chokeholds by law enforcement officers (LEO). LEO chokeholds are depicted as a safe non-lethal restraint technique. Use of chokeholds by LEO is purported to be in the middle range of force options when compared to other tools of force available. LEO chokeholds are often likened to judo chokeholds which have a long history of safety and have not directly contributed to the death of a judoka since the sport of Judo was founded in Japan in 1882. Some have posited that chokeholds employed by LEO are especially likely to be safe in young adults, as they are less likely to have underlying cardiovascular diseases. Chokeholds applied by LEO can unfortunately be associated with severe medical and neurological sequelae, including death. Methods: We reviewed autopsy data of 29 deaths associated with LEO chokeholds. Results: Subjects ranged in age from 19 to 58. Reported chokehold duration ranged from 4 seconds to 3 minutes in length. In ten cases, chokeholds were applied multiple times to a single subject. In one case chokeholds were applied five times to a single subject. At autopsy, two subjects were found to have carotid artery intimal tears. Two subjects had epidural hemorrhages. One subject sustained a subdural hemorrhage. One subject was found to have had a subarachnoid hemorrhage. Five subjects had pathology typical of global cerebral anoxia. One subject sustained multiple cervical spine fractures with crush injury to the spinal cord as well as spinal epidural hemorrhage. Two subjects had evidence of hemorrhage involving the cervical anterior longitudinal ligament. Atherosclerotic heart disease was found in five subjects. Two subjects had severe occlusive coronary artery disease. Four of these subjects were between the ages of 28 and 35. Myocardial fibrosis was found in five subjects. Cardiomegaly was found at autopsy in six subjects. Conclusions: LEO chokeholds are not widely considered to constitute deadly force, however our review of autopsy data from 29 deaths caused by chokeholds applied by LEO revealed that they can be associated with death and severe cerebrovascular, and central nervous system sequela in both young and older subjects.

SummaryInformation systems are expensive to create, and consume resources in their operation. They are justified in order to achieve clearly defined objectives in health service quality and efficiency. To ensure that these objectives are being met, and in order to build up an evidence-base to support well focused policies, systems, and practice, evaluation would seem to be fully justified and indeed essential. However, there are major factors jeopardising good evaluation practice, ranging from reluctance to commit resources or expose decisions to scrutiny, through to lack of appreciation of the full range of dimensions which should be studied. This paper seeks to create fuller appreciation of the issues and their importance.Experiential and literature reviews form the basis of an exposition of principles, methods, and key current activities.A summary has been produced of the key challenges to health ICT evaluation, and its adverse comparison with other sectors. An explanation of the viewpoints and levels of health information evaluation is followed by a short history of principal milestones, current scientific methodology activity, and key collaborative activities.The need for a stronger commitment to health ICT evaluation is demonstrated if the application of health informatics systems is to receive due recognition as scientifically and empirically justified. Commitment of resources and scientific endeavour are needed, and thus the recent Declaration of Innsbruck, arising out of an event sponsored by the European Science Foundation, is timely and fully justified.

This article is dedicated to examination of the role of guilt and shame, namely to prevalence one of these emotions in a particular culture as the leading mechanism of social control. The prevalence of guilt or shame as a cultural “dimension” has become one of the first criteria for the division of cultures into Western and Eastern, and was used by the researchers as a basic postulate for cross-cultural r. Over time, the perception of emotions as the criterion for the division of cultures has been revised. The article traces the history of research on emotions in general, namely the emotions of guilt and shame as social emotions, as well as describes guilt and shame as collective and individual experiences. Analysis is conducted on the role of guilt and shame in methodology of research on social emotions, cross-cultural studies. The author outlines certain methodological problems and contradictions, and assesses the current state of scientific research dedicated to social emotions. The conclusion is made that the research on collective sense of guilt and shame is more advanced from the perspective of cross-cultural psychology and philosophy, as well as the overall methodology of science; it allows shifting from the study of the role of individual emotions in interpersonal (conditioned by collective ties), intergroup and intragroup communication towards the integrated study of emotions associated with interaction of the individual and society, i.e. social experiences.

In his systems’ theory, Luhmann attempts to redefine communication, and associates it with information. For Luhmann, communication is distinct from action (Handeln), and the rationality of the scientific system resides in the notion of Zweck, or in the ends of the sciences towards action. For the first time in the epistemological history of modernity, rationality is understood as a certain scientific purpose of action and not as the critique of scientific truth and validity of reason. The schism that Luhmann brought about between ‘traditional’ epistemology (reconsidered now as novel) and the ‘critical’ theory of science (seen by Luhmann as ‘traditional’) was irredeemable. In the following pages, I maintain that all evidence to the contrary such a divergence was inherent to modernity.Drawing on the Schützean model of multiple realities, Luhmann manages to blur the distinction between instrumentality and rationality by relativizing both within systemic complexity. According to Luhmann, complexity characterizes a multifaceted social system, such as science itself. However, I argue that where complexity, in Luhmann, interprets the systemic, it also employs presentism and partial situationalism to explain the essence and methodology of science as a system.
