Abtract, Regional autonomy gives opportunity to the leadership of the district/city to build a territory independently and energized. Sumedang as an autonomous region PR utilize the functionality of territory in the development process in order to improve or maintain the perception, image and reputation of both material and immaterial development of the public. The technique of communications made Sumedang Government Relations ie through the use of a public campaign to strengthen city branding as a cultural center in West Java.Key Word: Rigional Autonomy, Public Relations Function and City BrandingAbstrak, Adanya otonomi daerah memberikan peluang kepada pimpinan kabupaten/kota untuk membangun wilayahnya secara mandiri dan berdayasaing. Sumedang sebagai daerah otonomi memanfaatkan fungsi Humas pada proses pembangunan wilayahnya dalam rangka meningkatkan maupun mempertahankan persepsi, citra dan reputasi pembangunan secara materi maupun immateri dari publiknya. Adapun teknik komunikasi yang dilakukan Humas Pemerintah Kabupaten Sumedang yaitu melalui pemanfaatan kampanye publik dalam menguatkan city branding sebagai pusat budaya di Jawa Barat.Kata Kunci: Otonomi Daerah, Fungsi Humas dan Citra Kota

Abstract: Democracy and Governance in Village and City Council. Regional autonomy implemented in autonomous region means that every region has its own autonomy in administrating its own governance and to create centre of autonomy throughout the region. This condition is in favour to public’s control towards regional administration and for regional government is to make them easier to decide public services for the society. In addition, the another advantages is to make public services can be attained in the closest level to the public, in politic, economic, general education, culture, security and to increase public participation to mutual progress Abstrak: Demokrasi dan Tata Pemerintahan Dalam Konsep Desa dan Kelurahan. Otonomi daerah dalam bentuk daerah otonom memiliki daerah yang mandiri dalam mengurus pemerintahannya sendiri dan menjadikan pusat-pusat kekuasaan negara tersebar luas di seluruh wilayah negara. Kondisi seperti ini akan kondusif bagi pengendalian proses penyelenggaraan pemerintahan daerah oleh rakyat, dan bagi pemerintah daerah akan mempermudah penentuan berbagai pelayanan publik yang tepat dan cepat. Di samping itu, manfaat yang lain adalah adanya pemerataan pelayanan publik oleh pemerintah pusat maupun daerah, pemerataan pengembangan masyarakat dalam semua aspek kehidupan, baik politik, ekonomi, pendidikan, hukum, budaya, maupun keamanan serta peningkatan partisipasi politik masyarakat untuk kemajuan bersama. DOI: 10.15408/jch.v1i2.2633

The low quality of public services provided by the apparatus is a bad image of the government in the community. Problems related to the government are related to the services received by the City Government of Magelang. Electronic government is modern, which facilitates the interaction of government and society in the administration of public government. Through the application monggo report, government relations for the community are used to help with the government and provide advice and criticism about the City of Magelang. The purpose of this study was to analyze the level of e-government services through the application monggo report the field of public complaints and information in the Public Relations of the Regional Secretariat of the City of Magelang. This research uses descriptive qualitative. Data collection methods through observation, interviews and documentation. Data analysis uses an interactive model, by collecting data collection, data reduction, data presentation and conclusion collection. The data validity technique uses the triangulation of data and sources. The results showed that the level of e-government services in the form of one-way, two-way communication and transactions was good enough and provided information to the public through websites, social media and online newspapers..

This study focuses PR government that has a function as an expert Presciber and Problem Solving Process Facilitator in strengthening the Government Relations function itself. This research was conducted with a qualitative approach with descriptive case study method, this research was conducted at the office of the Public Relations Bureau of the Regional Secretariat of South Kalimantan Province. Last data collection techniques dept interviews using a semi-structured interview, Determination Key Person who used informants in this study taking into-hatikan level of concordance (relevance) between the position / positions and Keter-informant involvement in the process of public information disclosure. The results showed the PR Bureau does not fulfill the role as an expert prescriber in the activities he does. Meanwhile, the role of problem solving process facilitator nothing visible in the PR Bureau, this is because the PR Bureau has not run verification and inventory information to be discussed by senior management. Suggestion of this study Public Relations Bureau of South Kalimantan province can utilize the human resources that already exist to have the ability to perform tasks as a public relations major government and PPID in South Kalimantan province, given the uneven coordination between the Bureau of Public Relations section. The next PR Bureau should be possible to plan a program of activities and their sustainable strategies for the acceleration of public disclosure. Keywords: Public Relations, Government, Expert prescriber, Problem Solving Facilitator precess ABSTRAK Penelitian ini menitikberatkan Humas pemerintah yang memiliki fungsi sebagai expert Presciber dan Problem Solving Process Facilitator dalam menguatkan fungsi Humas Pemerintah itu sendiri. Penelitian ini dilakukan dengan pendekatan kualitatif dengan metode studi kasus deskriptif, Penelitian ini dilakukan di kantor Biro Humas Sekretariat Daerah Provinsi Kalimantan Selatan. Teknik pengumpulan data terakhir yakni wawancara mendalam dengan menggunakan wawancara semi terstruktur, Penentuan Key Person yang dijadikan narasumber dalam penelitian ini dengan memper-hatikan tingkat kesesuaian (relevansi) antara kedudukan/ jabatan dan keter-libatan informan dalam proses keterbukaan informasi public. Hasil penelitian menunjukan Biro Humas tidak memenuhi peran sebagai expert Prescriber dalam kegiatan yang dilakukannya. Sementara itu peran problem solving process facilitator tidak ada terlihat pada Biro Humas, hal ini dikarenakan Biro Humas belum menjalankan kegiatan verifikasi dan inventarisasi informasi untuk didiskusikan oleh pimpinan tingkat atas. Saran penelitian ini Biro Humas Provinsi Kalimantan Selatan dapat memanfaatkan sumber daya manusia yang sudah ada untuk memiliki kemampuan menjalankan tugas sebagai Humas pemerintah maupun PPID utama di Provinsi Kalsel, mengingat tidak meratanya koordinasi antar bagian pada Biro Humas. selanjutnya Biro Humas harus segera mungkin merencanakan program kegiatan beserta strategi-strategi yang berkesinambungan untuk percepatan keterbukaan informasi publik. The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

Showing the specificity of the work of the contemporary library, and the variety of its tasks, which go far beyond the lending of books. The specificity of the library’s public relations concerning different aspects of its activity. The internal and external functions of the library’s public relations and their specificity. The significant question of motivating the social environment to use the offer of libraries, and simulta-neously the need to change the negative perception of the library, which discourages part of its poten-tial users from taking advantage of its services. The negative stereotypes of librarians’ work perpetuated in the public consciousness and their harmful character. The need to change the public relations of libra-ries and librarians with a view to improving the realization of the tasks they face. Showing the public relations tools which may serve to change the image of librarians and libraries with particular emphasis on social media. This article is a review article, highlighting selected research on the librarian’s stereo-type and suggesting actions that change the image of librarians and libraries.

The approach of this research is qualitative and descriptive. In this study those who become the subject of research is an informant (key figure). The subject of this study is divided into two main components, consisting of internal public and external public that is from the Board of the Central Executive Board of Gerindra Party, Party Cadres, Observers and Journalists. The object of this research is the behavior, activities and opinions of Gerindra Party Public Relation Team. In this study used data collection techniques with interviews, participatory observation, and triangulation of data. The results of this study indicate that the Public Relations Gerindra has implemented strategies through various public relations programs and establish good media relations with the reporters so that socialization goes well. So also with the evaluation that is done related to the strategy of the party. The success of Gerindra Party in maintaining the party’s image in Election 2014 as a result of the running of PR strategy and communication and sharing the right type of program according to the characteristics of the voting community or its constituents.Keywords: PR Strategy, Gerindra Party, Election 2014

The current study examines the importance of planning and management documents (notably the forest management plan and the regional forest plan) for public relations purposes. 17 people (15 forest engineers and 2 forest guards) were interviewed using a semi-structured questionnaire. The results of our survey show that some of the information used for public relations is taken from the planning documents. The forest management plan is primarily considered to be an internal document, but it also provides information on the objectives of forest enterprises, justifications of the planned measures, numbers and maps. The regional forest plan contributes to the public relations in three ways: its content provides information about objectives, description of forest functions, projects and measures. In addition, the participation of the public in the process of elaborating this plan is an ideal opportunity to heighten awareness in society and further public understanding of the forest and forestry services. Finally, as the regional forest management plan is in the public domain, it functions as a type of «show case» of the forest service.
