AbstractIndonesia has implemented the principle of regional autonomy as widely as possible, which has been regulated normatively through the formation of applicable laws and regulations, namely Law of the Republic of Indonesia Number 33 of 2004 concerning Regional Autonomy. In more depth, what is meant by autonomy is that in the context of the implementation of regional government in accordance with the mandate of the 1945 Constitution, regional governments regulate and manage government affairs themselves according to the principles of autonomy and co-administration, including in the area of regional financial management. This emerges the latest regulation where there are problems when regional funds and village funds in each region vary greatly in the management of regional financial budgets, as has been issued through Presidential Regulation No. 33/2020 concerning Regional Unit Price Standards. Even so, the regions must make an activity or the effectiveness of regional administration run well in line with regional activities and optimal utilization of regional funds. Of course, this is very interesting when it is assessed that the management of regional finances after the enactment of the Presidential Regulation is a consideration to be able to make the best and most efficient use of regional budget sources. This study uses a normative research approach, because several things are studied in theory, norms, written norms and are a rather conceptual nature of a study. Based on the results of the research, the researcher can find Article 18 paragraph (2) of the 1945 Constitution of the Republic of Indonesia which states that “Provincial, district, and city governments regulate and manage government affairs themselves according to the principles of autonomy and assistance tasks. Each region according to its regional character has different priorities from one region to another in the welfare of the community. The approach taken in the Regional Government Law is an asymmetrical approach, in the sense that the broadest possible autonomy provides different directions from one another according to the needs and characteristics of each region.Keywords: governments; regulated; the principle of regional autonomyAbstrakIndonesia sudah menerapkan prinsip otonomi daerah yang seluas-luasnya, di mana telah diatur secara normatif melalui pembentukan peraturan perundang-undangan yang berlaku, yakni Undang-Undang Republik Indonesia Nomor 33 Tahun 2004 tentang Otonomi Daerah. Secara lebih mendalam otonomi yang dimaksud adalah dalam rangka penyelenggaraan pemerintahan daerah sesuai amanat UUD 1945, pemerintah daerah mengatur dan mengurus sendiri urusan pemerintahan menurut asas otonomi dan tugas pembantuan, termasuk juga dalam hal pengelolaan keuangan daerah. Hal ini muncul peraturan yang terbaru di mana ada problematika ketika dana daerah dan dana desa di masing-masing daerah itu sangatlah berbeda-beda dalam pengelolaan anggaran keuangan daerah, sebagaimana telah dikeluarkan melalui Peraturan Presiden Republik Indonesia Nomor 33 Tahun 2020 tentang Standar Harga Satuan Regional. Meskipun demikian daerah harus membuat suatu kegiatan atau efektifitas penyelenggaraan daerah berjalan dengan baik seiring dengan kegiatan daerah dan pemanfaatan dana daerah yang optimal. Tentunya ini sangat menarik ketika dinilai pengeloaan keuangan daerah pasca berlakunya Peraturan Presiden tersebut menjadi pertimbangan untuk bisa memanfaatkan sumber anggaran daerah dengan sebaik-baiknya dan seefisien mungkin. Penelitian ini menggunakan pendekatan penelitian normatif, dikarenakan beberapa hal dikaji secara teori, kaidah-kaidah, norma-norma yang secara tertulis dan merupakan sifat daripada konseptual dalam suatu penelitian. Berangkat dari hasil penelitian, maka peneliti bisa temukan Pasal 18 ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 disebutkan bahwa “Pemerintahan daerah provinsi, daerah kabupaten, dan kota mengatur dan mengurus sendiri urusan pemerintahan menurut asas otonomi dan tugas pembantuan. Setiap daerah sesuai karakter daerahnya mempunyai prioritas yang berbeda antara daerah satu dan daerah lainnya dalam menyejahterakan masyarakat. Pendekatan yang diambil dalam Undang-Undang Pemerintahan Daerah adalah pendekatan yang bersifat asimetris, dalam artian bahwa otonomi seluas-luasnya memberikan arahan yang berbeda antara satu sama lainnya sesuai dengan kebutuhan dan karakteristik daerah masing-masing.

Sumber pendapatan Desa Mojorejo pada tahun 2020 yang berjumlah Rp. 1. 880.871.300 dengan adanya rencana pembangunan pada berbagai sektor terutama pada pembangunan jalan di beberapa  dusun dengan total jumlah anggaran mencapai ±Rp. 900.000.000 kemudian pembangunan gedung BUMDES (Badan Usaha Milik Desa) sebesar Rp. 100.000.000 dan pemberdayaan masyarakat Desa Mojorejo dengan sebagian besar anggaran berasal dari DD (Dana Desa) mampu memberikan peluang berupa tindakan penimpangan dalam pengelolaan keuangan desa. Penelitian ini dilakukan untuk mengetahui bagaimana bentuk pembinaan dan pengawasan keuangan Desa oleh Pemerintah Derah Kabupaten Lamongan di Desa Mojorejo Kecamatan Modo khususnya dalam pengelolaan keuangan desa yang mana peneliti menggunakan pendekatan penelitian kualitatif dan jenis penelitian deskriptif. Hasil penelitian menunjukkan upaya pembinaan dan pengawasan oleh Pemerintah Daerah yang dilaksanakan Inspektorat Kabupaten Lamongan dan Dinas PMD (Pemberdayaan Masyarakat dan Desa) Kabupaten Lamongan memberikan dampak yang jelas terkait pengelolaan keuangan Desa Mojorejo dimana pengelolaan keuangan desa menjadi terkontrol dan disiplin melalui upaya monitoring dan evaluasi seacara langsung maupun tidak langsung. Kata Kunci: Pembinaan dan Pengawasan, Pemerintah Daerah, Keuangan, Desa, Inspektorat, Dinas PMD, BPD.     Mojorejo village’s income sources in 2020 amounting to 1.880.871.300 Rupiahs with development plansin various sectors, especially in road construction in several hamlets with a total ±Rp. 900.000.000 Rupiahs and then the construction of BUMDES (Village Owned Enterprise) building of 100.000.000 Rupiahs and public empowerment with a large portion of the budget coming from Village Fund (Dana Desa) could provide opportunities in the form of irregularities in village financial management. This research was conducted to determine how the form of guidance and supervision of Village finances by the Regional Government of Lamongan Regency in Mojorejo Village, Modo District, especially in village financial management where the researcher uses a qualitative research approach and this type of descriptive research. The research result show the role of guidance and supervision by the Regional Government carried out by the Inspectorate of  Lamongan Regency, the Dinas PMD Kabupaten Lamongan, and financial supervisory agencies (Inspectorate) have had a clear impact on the financial management of Mojorejo Village where the financial management becomes controlled and disciplined through direct and indirect monitoring and evaluation efforts. Based on the documents of the National Archives of the Republic of Sakha (Yakutia), published reviews and reports of the regional administration, the creation of state and public grain and food reserves in the 19th century Yakutsk region that were necessary for the population to protect them from starvation and mortality in cattle during adverse years is considered. The main attention is paid to the influence of the bread storage system on the distribution of agriculture, the development of traditional crafts and occupations of foreigners, the development of loan and entrepreneurship. It is noted that, with the efforts and purposeful work of the regional government in Yakutia in the 19th century, along with state-owned shops, a network of rural public bakery stores was created that could adequately provide the population of the region with food, hay and other reserves. It is shown that the organization of a food safety system in the Yakutsk region was based on the principles of a careful attitude of the state to the needs of its subjects, which significantly increased the importance of government events, strengthened the authority and trust of the population in the activities of government. It is concluded that the process of organizing the bread storage system and food funds created favorable conditions for the spread of agriculture in the region, supported traditional crafts and occupations of the population, and opened up opportunities for the development of entrepreneurship.

The existence of the Regional Representative Council (DPD) which is regulated in Article 22D of the 1945 Constitution of the Republic of Indonesia (UUDNRI of 1945) with the authority of the DPD as regulated in Law Number 2 of 2018 concerning the Second Amendment to Law Number 17 of 2014 Regarding the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council and the Regional People's Representative Council (MD3), in particular Article 249 Paragraph (1) letter e. Article 22D of the 1945 Constitution places the position of the DPD as an institution that has the authority to submit a Bill relating to regional autonomy, central and regional relations, the formation and expansion of regions and the merger of regions, management of natural resources and other economic resources as well as related also by placing the DPD position to monitor and evaluate the Draft District / City Regional Regulations and Regency / City Regional Regulations according to Law Number 2 of 2018 concerning the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council, and the Regional People's Representative Council (DPR) ( MD3). This authority will cause problems especially those regulated in Law Number 2 of 2018 concerning MD3, because the Regency / City Regional People's Representative Council and the Governor as representatives of the central government do the same thing as is done by the DPD as regulated in Law Number 23 2014 concerning Regional Government, particularly in the provisions of Article 149 Paragraph (1) and Article 153 Paragraph (1). While the form of coordination that will be carried out by the DPD and the Regional Government has yet to exist, in addition to the DPD's position as a high state institution will cause problems when coordinating with the Regency / City DPRD as an element of the regional government.Keywords: The telescope, Position, DPD, State Administration, Republic of Indonesia

The passage of Act No. 18, 2001 on regional autonomy and followed up with the issuance of Qanun No. 4, 2003 on mukim, and Qanun No. 5, 2003 on gampong and reinforced by UUPA No. 11, 2006 on Acehnese government is a history of social identity of Acehnese society, which has been neglected during the conflict. The regional government has made some breakthroughs and one of the breakthroughs was gampong revitalization through a program called back to gampong. The study aims to answer the dynamic of revitalization of gampong institution in the middle of special autonomy implementation and the implementation of Qanun gampong in the administration of gampong institution. The study shows that the implementation of program back to gampong encourages the strengthening process of gampong institution as well as weakens the institution itself. The development of gampong that focuses on physical aspect has created coordination gap among officials of gampong institution in planning system and financial management. The tug in the mechanism of financial development and management at gampong has created a space for the involvement and influence from gampong elite in gampong governance. Non-uniform honorary allocation for gampong governmental apparatus is one of indicators of weak role and function of gampong cultural institution because the previous inherent communal values have been calculated economically.

The objective of this study is to test the ability of BPK (the Audit Board of the Republic of Indonesia) in preventing and eradicating corruption in regional government (district). In this study, the examination is focused on the factors that affect the treasurers to commit fraud, especially in the financial management and financial transaction area, based on the fraud triangle theory. This study is based on the interviews with 87 treasurers and former treasures period 2008-2012. The result of this study indicates that pressure and rationalization have a positive relationship with fraud. The result provides partial support for the fraud triangle theory in explaining the phenomenon of fraud. The role of BPK is as a strategic government auditor in preventing and combating corruption in regional government.

The Republic of Indonesia, based on the 1945 Constitution, the second Amendment, recognizes the existence of a Special Region and its distinctive governance. Article 18B, Paragraph (1), of the 1945 Constitution reads, “The State shall recognize and respect entities of regional administration that possess a specificity or a distinctiveness that are to be regulated by law”. Previously, the governance of special region was also regulated in the first version of the 1945 Constitution that was stipulated on August 18, 1945. In addition, it is contained in other constitutions that were formerly effective in Indonesia: the 1949 Constitution of the Republic of the United States of Indonesia, and the 1950 UUDS. The clearest arrangements regarding the status of special region were covered by the 1950 UUDS, whereas the 1945 and the 1949 Constitutions do not provide detailed description of special regional government units. This triggers some fundamental questions related to the substance of special region. This study reveals several facts related to the existence and administration of government in special regions. Among other things, the current arrangement does not open up the possibility of forming new special regions and the administration of special region only exists at the provincial level.

The present study was aimed at examining the effectiveness and efficiency of the financial management of South Tangerang City, Banten Province. The present study was categorized as a descriptive study. This study emphasized more on secondary data analysis. The data used in the present study were institutional administrative data (i.e., the data from South Tangerang City Government) comprising the Regional Budget of South Tangerang and the 2014-2018 Report on the Regional Government Administration (LPPD), as well as the regional financial budget stated in the report issued by South Tangerang Statistics. The instruments of analysis used in the study were effectiveness ratio and efficiency ratio. The study found that the financial management of South Tangerang City was categorized as highly effective. Further, the study also found that the financial management of South Tangerang City was categorized as fairly efficient.

So called archipelago that has outstanding cultural richness and are not owned by another country, one of the Indonesian national pride by having a diversity of ethnic, tribal customs that have high values inherited by our ancestors to be conserved and have value quite high as a tool to build character as a nation and is the capital of local wisdom very proud of each region through provincial and district/city in the archipelago along still recognized and not contrary to the values of national wisdom that the values of pancasila . Indigenous people ( MAHUdAT ) and customs / traditional culture is still recognized its existence ( living law) as mandated by Article 18 B in conjunction with Article 32The  1945  constitution jo permendagri No. 39 of 2007 , for it needs to be implemented and used as the basic capital development in all fields in order of regional autonomy . Empowering Indigenous leader and kinship to participate in governance , which made the subsequent government policy areas outlined in the regulations . Masyarakat Hukum Adat ( MAHUDAT) beserta adat istiadat/budaya tradisionalnya hingga saat ini masih diakui keberadaannya (living law) sebagaimana yang diamanatkan oleh Pasal 18 B jo Pasal 32 UUD Negara Republik Indonesia Tahun 1945 jo Permendagri No 39 Tahun 2007, untuk itu perlu diimplementasikan dan digunakan sebagai modal dasar pembangunan di segala bidang dalam rangka penyelenggaraan otonomi daerah. Encoding is one of the mandatory matters that is not related to basic services. To elaborate regional authority related to coding matters, mapping of coding affairs is carried out in the context of structuring the Provincial / Regency / City Regional Institutional Apparatus in the Field of Encoding according to the direction of Law No. 23 of 2014 concerning Regional Government. With the enactment of Law Number 23 Year 2014 in the Jambi Provincial Government, especially in the Bungo District, realizing harmonization of policies between the center and the regions that synergize with each other and will achieve the goals of Regional Autonomy in the welfare of people's lives. In the Bungo Regency in the coding activity supported by 17 sub-districts within the Regency area, the implementation was not yet optimal. This research uses qualitative research methods, qualitative research has a flexible nature. This research found that the implementation of the duties and functions of the Bungo Regency coding team in maintaining confidential government information in the context of efforts to realize the integrity of the Unitary State of the Republic of Indonesia (NKRI) had not gone well. This is evidenced by the lack of awareness and responsibility of the coding team on the duties and functions of the coding field. Obstacles or obstacles facedby the coding team in carrying out their functions in safeguarding confidential government information in an effort to realize the integrity of the Unitary State of the Republic of Indonesia, including lack of awareness and full support from superiors or officials authorized to carry out coding functions and functions, there is no means from the government in the implementation of duties and functions in the coding field.

Abstrak 18 Paragraph (2) The 1945 Constitution of The Republic of Indonesia, call that The regional authorities of the provinces, regencies and municipalities shall administer and manage their own affairs according to the principles of regional autonomy and the duty of assistance (tugas pembantuan). Organization of local governments led by the head region and assisted by a deputy regional head. In carrying out the duties and authority under Article 25 and Article 26, the regional head and deputy regional heads have an obligation in accordance with Article 27 Paragraph (1) letter (d) The Act Number 32 of 2004 on Regional Government. In this study, only the function of the regional heads in running the regional government was analyzed whether it has been in compliance or not with the norms / rule and standards based on regional autonomy of the regional heads of regional government according to democratic principles , while the deputy head of the area is not discussed.
