AbstractArabic intensive Program is important to improve the quality of foreign language ability for UIN Imam Bonjol students. The planning, implementing and evaluating the process of the Arabic Intensive Program needs to be addressed and improved from various aspects. Thus, the study aims to identify appropriate policies to improve the management of the Intensive Arabic Language program, to develop Arabic language competency standards based on an analysis of the real conditions of the main components and program supporters, and to formulate the standard to improve the quality of Arabic Intensive Programs at UIN Imam Bonjol, Padang. This study used a qualitative approach where the data taken from interviews, documentation and focus group discussion. Data sources are managers, lecturers, and students participating in Arabic Intensive Program. The results of the study showed that the Arabic programs need appropriate policies to overcome the obstacles and problems. The visible problems were in the planning process, especially planning in the learning objectives, materials, and the provision of lecturers; In connection with the implementation of Arabic Intensive programs, there are still constrained by the available facilities and infrastructure, related to evaluation, the results of the study show that comprehensive evaluation needs to be done in relation to the evaluation of inputs, processes, outputs, and impacts to improve the quality of Arabic as an institutional brand in the future..AbstrakProgram intensif bahasa Arab penting untuk meningkatkan kualitas kemampuan bahasa asing bagi siswa UIN Imam Bonjol. Perencanaan, implementasi dan evaluasi proses Program Intensif Arab perlu ditangani dan ditingkatkan dari berbagai aspek. Dengan demikian, penelitian ini bertujuan untuk mengidentifikasi kebijakan yang tepat untuk meningkatkan manajemen program Bahasa Arab Intensif, untuk mengembangkan standar kompetensi bahasa Arab berdasarkan analisis kondisi nyata dari komponen utama dan pendukung program, dan untuk merumuskan standar untuk meningkatkan kualitas Program Intensif Bahasa Arab di UIN Imam Bonjol, Padang. Penelitian ini menggunakan pendekatan kualitatif dimana data diambil dari wawancara, dokumentasi dan diskusi kelompok terarah. Sumber data adalah pimpinan, dosen, dan mahasiswa yang berpartisipasi dalam Program Intensif Arab. Hasil penelitian menunjukkan bahwa program-program Arab membutuhkan kebijakan yang tepat untuk mengatasi hambatan dan masalah. Masalah yang terlihat dalam proses perencanaan, terutama perencanaan dalam tujuan pembelajaran, bahan, dan penyediaan dosen; Sehubungan dengan pelaksanaan program-program Intensif Bahasa Arab, masih ada kendala oleh fasilitas dan infrastruktur yang tersedia, terkait dengan evaluasi, hasil penelitian menunjukkan bahwa evaluasi komprehensif perlu dilakukan sehubungan dengan evaluasi input, proses, output, dan dampak untuk meningkatkan kualitas bahasa Arab sebagai merek kelembagaan di masa depan. The purpose of this paper is to analyze the importance of quality in university governance in Indonesia. The researcher designed this study with an approach of qualitative research approach with Focus Group Discussion (FGD) method. Participants come from 25 universities throughout Indonesia. Participants are leaders of higher education ranging from the head of the study program to the rector. The result of the focus group discussion shows that the quality of higher education will decrease if there is the scarcity of qualified lecturers. Declining quality of higher education will affect the number of students. Finally, if the student decline happens continuously, then higher education can close. So quality is a top priority in university governance.

Arabic has a special characters and positions compare to bahasa Indonesia as the mother tongue of students. These conditions are prospect to create joyful learning and teaching. Therefore, through the teaching and learning it is the opportunity to accelerate the process of understanding source language. This research was conducted in higher education of north Sulawesi in Manado. Non-participant observation and in-depth interview were conducted to collect data. Four months of research was studied from May to September of 2016. There was three circles of focus group discussion in validating data for triangulation. This article shows that the learning material consists of two categories language competency and religious teaching. This study illustrate that learning material was integrated to teaching of Islam. Religious material used to developed interactive substantial discussion and the medium of conversation is the Arabic. Additional activities and class hour was programed to enhance student chance to learn and practice outside formal classroom. There were some instructors were provided to maintain student training for couple weeks. This research discusses that in the field of Arabic language learning emphasize constructing learning opportunity environments, it is important which contents are included and it is also students’ great interest how these contents are presented. Lecturers and instructors tried to provide instructional explanations. Furthermore, they communicate and demonstrate prior knowledge and student motivation in determining learning outcomes. The learning provide student opportunity to acquire conceptual knowledge and language competency. The article concludes by considering how embodied language material learning to religious content is the way to speed up two subject in one teaching for curriculum enhancement.

Changes in society’s needs have increased individuals’ desire to be independent and receive health care at home. Home health care (HHC) is one of the main components of realizing these ambitions. However, there is a serious concern about the state of development of the HHC industry in Iran and the quality of its services. This study aims to explore the barriers to the development of HHC in Iran. This qualitative study with a conventional content analysis approach was conducted in Tabriz, Iran, from October 2019 to March 2020. Twenty-one key stakeholders including nurses, home health directors, physicians, policy-makers, patients, and their families participated in the study. Participants were selected using purposive sampling. Data were collected using a focus group discussion (FGD) and 18 semi-structured in-depth interviews and analyzed using Graneheim and Lundman’s techniques. Data collection continued until saturation was reached. Three main themes emerged from the analysis: quality management challenges, insufficient infrastructure and policy, and political issues. The findings show that applying standard strategies to monitor the quality of services, paying attention to infrastructure, and having a clear framework for policy-making are beneficial for the development of the HHC industry. Health managers can monitor and upgrade the quality of HHC services by defining standards and assessment indicators, as well as providing comprehensive data. It is suggested that legislators consider the principles of community-based accountability, justice, and accessibility their top priority. Moreover, policymakers need to develop a roadmap to reform policies to create the conditions for the development of this industry.

This paper presents a method for complex evaluation of higher education institutions based on a generalized volume of m-simplex calculation. Every kind of activities of higher education institutions (educational, scientific, innovative, etc.) determines an axis in the multidimensional space used to build the m-simplex. After evaluating higher education institutions in the specified m-activities, the points are put on the respective axis. M-simplex with vertices in these points is built. The generalized volume of this m-simplex, which is calculated based on the Cayley-Menger determinant, defines the integral quantitative assessment of higher education institutions’ activities. To verify the specified method for evaluating higher education institutions, we reviewed well-known evaluation methods and described some types of activities that could be used as a basis for a definition of the axes on which the m-simplex is built. The research component of higher education institutions’ activities is determined by the volume of articles published and their citations in international scientometric databases. The educational component relates to the quality of graduates, their competitiveness in the labour-market. The international component concerns the participation of higher education institutions and their departments in international programs and projects. The described method could be used to monitor the activities of higher education institutions and their separate structural subdivisions. The results of the monitoring are important for a comprehensive evaluation of scientific, educational, international, innovative and other types of activities of higher education institutions in a particular region and the country as a whole. In this article, we have formed a list of indicators, according to which several Ukrainian higher education institutions were evaluated. Besides, the comparison of quantitative evaluations with ratings of higher education institutions in international systems of university activities evaluation was made.

The aim of the article is to analyze and develop an algorithm for organizing advertising campaigns in higher education institutions. Methodology. The research methodology is based on socio-communicative, informational approaches, which enabled scientific understanding of the essence, tasks, main components of the process of developing an advertising campaign for higher education institutions and evaluating its effectiveness. Results. Today we can state that there are significant changes in the field of higher education: competition among higher education institutions has intensified, new specialties have emerged and, most importantly, entrants and their parents have become more serious in terms of quality of education, orientation to the modern labor market. educational environment, psychological and emotional comfort. Undoubtedly, an important factor in the prestige of higher education, its status in the educational system of the city and country, reputation, image, prestige – intangible assets of the university – are becoming increasingly important and require action to strengthen and develop them. Dividends in the effective management of the advertising campaign will be – brand recognition, high competition, stability. Summing up, I would also like to draw attention to some aspects of the technology of organizing advertising campaigns and their documentary support. The expediency of starting work on the project to develop a concept and create the actual text of the project, which spells out: goals, objectives, portrait of the target audience, activities, resources (financial, personnel, technical), deadlines, preliminary performance evaluation, etc. The effectiveness of an advertising campaign depends on a number of factors. Corporate communications specialists should prepare a draft advertising campaign, present and discuss the idea and progress of the project with the administration of higher education. Based on the results of advertising campaigns, it is necessary to evaluate their effectiveness and compile detailed reports, do "work on errors", adjust / replenish partner bases. Qualitative maintenance of project documentation emphasizes the level of professional competence of specialists. All this helps to structure and identify the effectiveness of advertising campaigns of higher education institutions.

The purpose of this study was to determine the formulation of strategies for improving the quality of management performance at Islamic Higher Education in Lampung, knowing the planning process and implementation of strategies carried out by Islamic Higher Education in Lampung, knowing leadership and management behavior in meeting the expectations of Islamic University Stakeholders in Lampung and knowing the suitability of the quality of the management performance of the preferences of the Management Stakeholders and Staff of Islamic Universities in Lampung. Data collection techniques in this study used a questionnaire and data analysis techniques with a qualitative approach. The results showed that the two Universities in Lampung in the formulation of strategies for improving the quality of performance have not been systematic, changes in the strategic environment have not been followed by proactive steps; the process of implementing the strategy has not been carried out maximally in the allocation of available resources; based on strategic management, the two institutions are still influenced by bureaucratic culture and low adjustments to change; Islamic tertiary institutions in Lampung have negative or maximum gaps in the role of leadership.

In the conditions of active development of innovative economics the role of higher education in the field of charity welfare and level of state development is considerably increasing. In this situation, the importance of monitoring the quality of higher education provided by universities, increases. Therefore, the main objective of this study was to identify the main components of the monitoring that could provide effective information of the status of the educational environment and the quality of education in the innovative activity of universities. As the main tool of research we adopted a structure-logical approach, which identified the main components of monitoring the quality of education in the universities and develop a logical sequence of implementation. The study identified the most promising areas to improve the assessment of quality in higher education, which will allow universities to form objective suggestions for improving educational process.

<p class="IABSTRAK"><strong>Abstract: </strong>The mastery of Arabic language is fundamental for students of Islamic Higher Education. But, generally student’s score on Arabic test did not support this expectation. Some students reported that they felt inconvenient and insecure on Arabic lesson also with the lecturer. Even though, positive relationship between lecturer and students was important for creating and also keeping student’s motivation in studying Arabic. This study aimed to analyze of rapport building between lecturer and students in classroom context. There were three questions, what kinds of strategy lecturers were applied to build and maintain rapport with students, which factors determine the building of rapport between lecturer and students, and how to describe the mechanism of rapport building between lecturer and student? Using qualitative approach, this study collected data from students and lecturers by questionnaire, observation, and interview. There were nine strategies used by lecturers to build rapport with students. The study found six factors determine the quality of lecturer and students’ rapport.</p><p class="IABSTRAK"><strong>Abstrak: </strong>Penguasaan Bahasa Arab penting bagi calon sarjana dari Perguruan Tinggi Keagamaan Islam. Tetapi, skor tes mereka tidak mendukung harapan ini. Sebagian mahasiswa melaporkan mereka kurang percaya diri, nyaman, dan aman saat mengikuti kuliah Bahasa Arab maupun dalam interaksi dengan dosen pengampu. Padahal perasaan aman dan nyaman tersebut bermanfaat untuk memelihara dan meningkatkan motivasi belajar mahasiswa. Riset ini bertujuan untuk menganalisis pembentukan rapport antara dosen dengan mahasiswa dalam konteks pembelajaran di kelas. Pertanyaan penelitian meliputi, apa sajakah strategi dosen yang diterapkan untuk membentuk <em>rapport</em>, faktor-faktor apa saja yang memengaruhi pembentukan <em>rapport</em>, dan bagaimana mekanisme ter­bentuknya <em>rapport</em> antara dosen dengan mahasiswa? Studi ini menggunakan pendekatan kualitatif, di mana data dikumpulkan melalui teknik kuesioner, observasi, dan interviu. Ada sembilan strategi pembentukan <em>rapport</em> yang ditemukan. Terdapat enam faktor yang memengaruhi pembentukan <em>rapport</em> dosen-mahasiswa.</p>

Scientific and reasonable evaluation of the comprehensive quality of higher education students provides a guarantee for the pertinent development of quality education in colleges, and offers an aid for students to determine goals and directions of development. Therefore, this paper first constructs an evaluation index system (EIS) for the comprehensive quality of higher education students, and then builds up an evaluation model for that quality based on fuzzy comprehensive evaluation (FCE). The FCE algorithm was designed in details, and applied to a real example. The application results show that the FCE can scientifically evaluate the comprehensive quality of the students from multiple aspects and levels. The research overcomes the difficulty in the comprehensive quality evaluation of college students, and enriches the theoretical and practical results in this field.
