Modern Society is in the deep value-based crisis. This crisis have taken place already some time ago and is linked to a process of corruption of traditional values and transition to the new forms of cooperation of the actors of social and political processes and relations between the state and the society. There are many reasons for the modern crisis. They are: planetary sized transition to the information-oriented society, that led to destruction of value-based positions; appearance of the new leaders on the political stage; escalation of the conflict between civilizations that is well seen in inadequate interpenetration of their values and cultures; understanding of the fact that values-based orientations of so called “free” market are not absolute and cannot be used for all purposes and etc. This happens because beside the material values in the society are also consider as important the values of the ideal sides of the life such as culture, religion, way of living and a lot of other things that make up an important part of civilizational basic principles of society. Why did consumptionism that was so much raised by modern liberals still not become the highest value in most societies thou it is the key element for development of the economic policy of the state? Is it possible also taking into account analyses of value-based crises to forecast the forks of the evolution of the modern world?

Significant geopolitical changes taking place in the modern world in recent decades urge us to take a fresh look at the role of Islam and the clergy in the political processes of a number of countries of the Muslim world. This perspective is especially relevant vis--vis Afghanistan where a fierce war is being waged under the slogans of Islam for more than four decades. The purpose of this research is an in-depth study of the relationship between the state and the Muslim clergy, Islamic institutions in the development of political processes in Afghanistan since the mid-70s of the last century. The article reflects shaping of the Islamic opposition and its efforts to stand up to innovations and reforms during attempts of the Soviet stile modernization in 1978-1992, and then the efforts to democratize Afghan society, undertaken in Afghanistan since the end of 2001 with the assistance of the international community. The work is based on the study of factual historical material, a chronicle of the events of the last decade and personal observations of the author during his work in Afghanistan during the mentioned period. Analytical materials published on the pages of English and Russian mass media were used. The methodological basis of this study is the comparative historical method; the article is based on the principles of historicism, reliability and scientific objectivity. The author concludes that the conflict is based on mistakes and underestimation by the state the role and influence of the Muslim clergy and Islamic institutions of the country. It has been noted that the recently reached US - Taliban agreements, as well as the assistance of such influential players as Russia, sparkle hope for the launch of a direct inter-Afghan negotiation process, which most likely will not be as simple but thorny.

The article examines the problems of philosophy development in Ukraine during the thirty years of independence; an attempt is made to periodize this development. It is shown that the independence of Ukraine, in addition to the state, political and economic dimensions, also contains a spiritual component associated with religious, cultural, linguistic, and ideological independence. The key here was independence from the Moscow Church and creating an autocephalous Orthodox Church in Ukraine. Nevertheless, since, according to the Constitution of Ukraine, no ideology can be recognized by the state as mandatory, spiritual independence is also a secular category and presupposes worldview and philosophical independence. The article highlights several stages of the creation of philosophical independence. First, the first stage required overcoming the ideologically biased philosophy of Russian Marxism, that is, Marxism-Leninism. The second stage is the involvement of Ukrainian philosophy in the models of modern world philosophy, the assimilation of its leading trends and paradigmatic complexes. The role of translations of philosophical classics and modern philosophical literature in entering philosophy into world philosophical thought in Ukraine is also shown. Finally, the third stage is related to solving the critical problems of our time, related to globalization, ecological crisis, universalism and particularism in ethics, ethical reclamation of modern society, etc. The article also deals with the role of philosophy and philosophical education in substantiating the value orientations of the development of Ukrainian society, the formation of communicative, moral, professional competencies of citizens as a factor in the civilizational choice of Ukraine.

The article focuses on the phenomenon of leadership in philosophical discourse. Philosophical retrospection of the concept of "leadership" as a philosophical phenomenon and its systematic analysis is carried out. Philosophical connotations of the phenomenon of leadership in the dynamics of social and political processes of modern times are being defined. In modern society, the well-formed image of leaders of organizations, movements and etcetera an important role. Leadership is a universal phenomenon of social life. It is present in any sphere of human activity that requires stratification: the separation of leaders and subordinates, leaders and followers. In modern science, where there is a commonality of initial positions, leadership is characterized by ambiguity: as a social relationship of domination and subordination in a group or organization (sociology); as a characteristic of the figure of a leader and its impact on others (psychology); as effective and successful innovations in business, dominance in enterprise performance (economy); as developing vision, decision-making, empowerment and direction of people towards specific goals (management); as a process of human interaction in which authoritative people wield real power, exerting legitimate influence on a society that voluntarily gives them part of its political power and rights (political science). The essence of leadership reveals its numerous concepts and theories that have evolved in the history of philosophy and social philosophy. Classical theorists tried to understand and develop the ideal concepts of leadership. Modern researchers are not analyzing the ideal of leadership, but what it is. The philosophical understanding of leadership can be seen, first, as a form of power held by one individual or group of individuals; secondly, as a social position of decision-making; thirdly, as an influence on others.

This research looks at the hypothetical state of no governments and no external trade, the autarky situation as well as the ideal utopian democratic state juxtaposed as Utopia versus Dystopia. This essay is motivated by the current world situation of global internet connectivity which transcends borders and defies government regulation. The essay focuses on examining what opportunities would be presented in a situation of no government and also what challenges and threats would exist in such an instance bordering on Dystopia. The paper comprises findings that have been drawn from analyzing the different opinions, facts and findings from researchers on the topic of public policy. It fundamentally addresses the question from an assumption that there were no governments and concludes by drawing on the importance of public policy and why this is essential in order to avoid anarchy that arises as a result of not having laws and regulations to control the behaviors of societies and individuals in those Hobbesian societies. The findings in the paper are that a state of no government presents itself as a state of confusion and that it descends into the extreme form of a totally unregulated free market capitalist approach for communities and societies. This, in the end, results in lawlessness that to an extent permits the emergence of anarchist states where the rich take advantage of their power and become more powerful than societies or states as exemplified by the MNCs. The purpose of government is to provide essential services and ensure that the rights of individuals are protected. Without the regulatory and protective umbrella of government, the concept of protection and extending the benefits of external trade become the preserve of rich individuals who may brutally exploit and assault the poor to the point of enslavement and exploitation.

Human rights issues are present today in almost every area of society and, accordingly, occupy a special place in it. Due to the fact that modern Ukraine is in a transitional state of creating legal, state and public institutions, the process of formation of civil society requires the identification of the nature of legal relations in a transitional period. After all, relations in civil society should be formed on the basis of awareness of the inalienability and non-repudiation of natural human rights. They should be based on the positive legislation of the state. They are the key to the effectiveness of the entire system of social relations. Ensuring human rights is the criterion by which the achieved level of democracy in the state is assessed. The beginning of this process can be called consolidation in the Basic Law of the provision that a person, his life and health, honor and dignity, integrity and security are recognized as the highest social value, and determining the priority of universal values. At the same time, the needs of the present, in fact, directs the development of modern law, is the development of certain general legal standards that allow us to move on to a new qualitative coexistence of nations in the modern world on substantial humanistic principles. In addition to examining the established mechanisms and specifics of protecting everyday human rights, the article examined the new human rights that exist in post-modern society, which today are called the rights of the “fourth generation”.

Socio-political, economic and cultural changes in recent decades, multiplied by the deep social crisis that has engulfed the modern world, have affected not only production and political processes but also education. These new external and internal factors cause the need to adjust the existing conceptual foundations of training teachers to work in the New Ukrainian school, which determines the topicality of our study. The article analyzes the theoretical and methodological aspects of the professional development of a history teacher and their reflection in the semantic, operational and contextual components of the qualification component of the pedagogical skills of the New Ukrainian School teacher. The concept of “New Ukrainian School” is described as a key reform of the Ministry of Education and Science of Ukraine and the state educational policy of Ukraine on quality assurance of education is analyzed. It was found that according to the State Standard basic platform for the formation of the integral image of the pedagogical skills NUS teacher is formed by fourteen core competence. It creates a perfect image of the teacher. It is established that in the theory the teacher professionalism is defined as a specific psychological and personal production, characterized by professional competence and the ability to perform creatively professional tasks. The specification of cognitive-technological qualities are necessary for mastering the historical sciences is given, which in its content and form is based on the dual mechanism of mastering historical material in the direction from the knowledge of the historical fact to awareness of it as a part of one's own life. It is substantiated that the leading role in the teacher’s professional development is in his ability to innovate, components of which are a clear motivation and meaningful innovative position, the ability not only to join innovation processes but also to be the initiator. According to the results of the study, the updated functional component of the professional activity of the New Ukrainian School teacher directs his professional evolution towards the modernization of the established general education model and causes reinterpretation of its place and role in the native education environment.

The goal of this research article is to demonstrate that non-traditional marriages not only undermine the moral basis of the institution of the family, and lead to the rejection of traditional values. In order to examine this problem, comparative analysis was chosen as the main research method. Through the exploration of international experience and comparing legal norms, repeating the same mistakes in the area of domestic law and judicial practice can be avoided. This approach also facilitates the assessment of the effectiveness of solving various problems of law enforcement associated with the institutions of marriage and as a consequence, family in modern society. Additionally, the authors employed some other general and private scientific methods. Based on the findings of this work, the following conclusions were drawn: non-traditional marriage is a relationship in which the number of participants, their gender, the method of marriage registration, as well as the method of choosing a partner differ from the generally accepted standard of “the man and the woman” to meet sexual interests and needs of the participants. It is noteworthy that family is the basis of the state, national identity, and cultural development. Without a family in its traditional sense, it is impossible to preserve traditions and to pass them on from one generation to another. Therefore, it is imperative for us and our legislators to seriously consider the legalization of the concept of non-traditional marriages so that they are prohibited and the individuals who are looking to enter into such marriages are persecuted, since these newfangled Western trends are aimed at the destruction of state values and the inexorable degradation of the state itself.

This article analyzes the most important political, social, ethical problems of modern society – lies in the media, “fake news” as an indicator of the degradation of the media, civil society institutions, and the authorities. The article analyzes the information processes of modern society, states the influence of fake news on political processes. The article reveals the importance of the political culture of society and the negative perception of fake news. This phenomenon is considered in the context of the informational picture of the world, the need of the authorities to abuse the institution of journalism as an agent of influence and manipulation of public opinion. The study notes the role of the linguistic factor in the implementation of the functions of manipulating society, reducing the level of citizens' trust in the state. The article attempts to reveal the role of social networks in promoting fake news. On the example of the secondary interpretation of the results of a sociological survey in the United States, the negative perception of fake news by society is revealed. The survey results indicate the growth of inequality and prejudice in society. The article concludes about the social turbulence of the processes of modern society.
