Today developed countries are not just talking about agriculture or agribusiness, but set a strategic goal in developing high-tech and profitable sector of the Bioeconomy as a serious alternative to traditional industries, economies and markets. Modern agriculture and worldwide growth structural change of consumption of food. This factor is directly linked with the global orientation of rural households in the world at improving the productivity of agricultural land, reduction of losses, and increase in food production. The agricultural sector focuses on the production and processing of agricultural products, storage, transportation and sales of finished products. Thus, the agricultural sector requires professionals with expertise and skills relevant to the entire production cycle. The transition to the Bioeconomy market changed the nature and conditions of agricultural workers. The article provides a rationale for the necessity of establishment of an agro-bio-techno park in the Republic of Tatarstan as an innovative factor of increasing competitiveness of agriculture in Russia under global challenges. It represents results of analysis of global challenges for development of agriculture, domestic and international experience of setting up and work of techno parks in the universities and the model of the Agro-bio-techno park establishment at the Kazan State Agrarian University.

According to the results of 2020, in the rating of the subjects of the Russian Federation for the production of gross agricultural output, the Republic of Bashkortostan came in 6th place and 2nd in the Volga Federal District. The long-term leadership of the republic in terms of the development of the agro-industrial complex is largely explained by the presence of large areas of agricultural land (more than 7.2 million hectares), sufficient labor resources and relatively favorable soil and climatic conditions for the development of many branches of agriculture. However, in the XXI century, without the introduction of agro-innovations and the development of high-tech agriculture, processing industry, an effective system for the sale of manufactured products, it is becoming increasingly problematic to ensure the long-term competitiveness of the agro-industrial complex of the region both at the All-Russian and global levels. Current trends in the development of agribusiness in the world and in our country clearly show the priority of using the latest achievements of scientific and technological progress and significant investments in new agricultural technologies at the regional level in order to ensure high quality products and compete with domestic and foreign companies. Within the framework of this study, the need to improve the interaction of agribusiness with the scientific and educational sphere and the formation of the regional innovation infrastructure of the agro-industrial complex in the Republic of Bashkortostan with the coordinating role of the Ufa Federal Research Center of the Russian Academy of Sciences and the Government of the Republic of Bashkortostan is actualized. The authors conducted a comprehensive analysis of the key problems in the creation of a regional agro-industrial scientific and production cluster in the Republic of Bashkortostan and outlined priorities in its development.

Indonesia has a huge population over 270 million people. The Republic of Indonesia is the largest Muslim state in the world. Its steady economic growth faces a deep challenge due to the COVID-19 pandemic. Indonesian education and medicine systems are insufficient whereas the country nowadays has no high-tech or knowledge-intensive technologies. Indonesia looks a bit marginal facing current challenges, especially in comparison with the developed countries. The poverty rate is high in Indonesia. The country also faces a rise of radical Muslim communities. The COVID-19 pandemic does help the Indonesian military to strengthen again. Many challenges — demographic, economic, social, political and cultural — imply that any Indonesian government has to maneuver between the Armed Forces, Muslim groups, and the poor.

SummaryThe production of cheese as a value-added product occupies a prominent place in the food system of economically developed countries and is an important revenue generator for all participants in the production chain. The absence or insufficient application of the marketing concept reduces the possibility of efficient and effective utilization of available resources and hinders obtaining a competitive position of cheese producers in the market. The extent of marketing concept implementation in the business of cheese-producing agricultural holdings is a significant factor for their differentiation, development and growth. Empirical research was carried out using the survey method by creating a questionnaire for 78 holdings engaged in cheese production in the territory of the Republic of Serbia. The Serbian cheese producers considered were surveyed about their business structure, production operations and strategic plans for the future. The objective of the research was to identify the place and role of the marketing concept in the business practice of registered agricultural holdings for cheese production in the Republic of Serbia. A lack of their awareness of the importance of marketing in business was found to be associated with a lack of their knowledge about the basic elements, essence and purpose of the marketing concept. Therefore, a major challenge for the agricultural sector is to encourage farmers to develop marketing skills. To be successful in the market, farmers need to have a better understanding of markets. It is necessary to educate small cheese producers about the importance of marketing in order to obtain a better market position and increase their profitability.

This paper presents two important aspects of the structural transformation of the agricultural sector of the Republic of Croatia. First, there is an analysis of the legal regulation of the acquisition of agricultural land by foreigners by which Croatia has aligned its rules on the acquisition of real property with EU law. In particular, attention is drawn to the differences in the legal position of foreigners depending on whether they are nationals or legal persons of EU Member States or from third countries, as well as on the grounds on which they acquire agricultural land in Croatia. Second, the author points to the new regulation of family agricultural holdings of 2018 (Family Agricultural Holdings Act) and highlights the importance of the separate regulation of family agricultural holdings for the development of Croatian agriculture, particularly with regard to the existing structure of agricultural holdings and the structure of the farm labour force.

The goal- at present there is no clear concept for the long-term development of infrastructure of agro-industrial complex in the republic, and the degree of support for agricultural sector is inferior to the level of advanced countries, which may lead to a restriction of the population's access to quality food. Methods - abstract-logical, monographic, sociological survey, economic-statistical, analytical. Results - the best world practice of rural entrepreneurship was reviewed. The experience of farmers of the Russian Federation, economically developed countries of the EU, Eastern Europe, advanced Asian States, including Japan and South Korea, is presented. It is indicated that the main condition for preservation and multiplication of the achievements of the AIC of the Republic of Kazakhstan is the socio-economic growth of rural settlements. The authors focus on the issue of ensuring food security - one of the main tasks of the economy of each country, the key areas of implementation of which are public support for agricultural sector, improving the quality of life of rural residents. The activity of agricultural producersis analyzed, problems of development of agribusiness in these countries and Kazakhstan are reflected, recommendations for their solution are presented. Conclusions - the following basic factors contributing to the formation and expansion of entrepreneurship in agro-industrial production are highlighted: improvement of the regulatory and investment base; business management, which implies transformation of the structure and advanced training of specialists of enterprises of agro-industrial complex, as well as the heads of peasant (private) farms. Access to markets is a serious problem for small and medium-sized enterprises in agricultural sector, which has a significant impact on the sphere of agricultural production and processing of agricultural products. The research results can be used in the development of measures to support SMEs in agricultural sector at the regional level.

Purpose This paper aims to analyse the mainstream and emerging global challenges and trends in the global agriculture sector. The analysis leads to a discussion on the present state of the Russian agroindustry and possible future strategies for adaptation in the context of the rapidly changing global environment. Design/methodology/approach The design of this study is based on the application of the core methods of Foresight. First, a trend analysis is undertaken using reviews and expert methods. Trends identified are mapped using a social, technological, economic, environmental, political and value (STEEPV) framework to ensure that a broad range of trends are covered, which may be stemming from various factors affecting the agriculture sector. The analysis of the big picture of global trends and challenges, interacting with country-specific structural factors, translates are translated into the opportunities and threats, which will in turn help to develop possible strategies for adaptation. Findings This study develops two adaptive strategies for the development of the Russian agroindustry that are feasible in different short- and long–term time horizons. The first strategy is considered to be the most likely choice for the period before 2020. It includes radical imports’ substitution (of commodities as well as machinery and high-tech components) for ensuring national food security with inevitable temporary setbacks in efficiency and labour productivity. The second strategy, which becomes feasible after 2020, considers re-integrating Russia into global supply chains and expanding commodities exports (volumes and nomenclature) based on full-scale technological modernization with the use of international capital. Research limitations/implications The study design is based on the assumption that Russia’s position as a country, which is highly self-sufficient on basic agricultural products and large exporter of crop commodities and fertilizers, will remain unchanged in the horizon of at least 20 years. However, long-term forecasts should also scrutinize the possibility of radical structural changes. Therefore, future research should concentrate on wild cards that can completely disrupt and transform the Russian agriculture industry and as well as the whole economy. Practical implications This paper suggests a number of recommendations on national science and technology policy for the three main industries of the Russian agricultural sector: crop husbandry, animal breeding and food processing (the fisheries sector is excluded from the scope of this paper). In addition, this paper proposes a number of measures towards alleviating the institutional barriers to raise the investment attractiveness of the sector. Originality/value The novelty of this paper lies in the originality of the research topic and methodology. The Russian agricultural sector has rarely been studied in the context of global agricultural challenges and threats taken on the highest level of aggregation beyond commodity market analysis or agro-climatic and logistics factors. There are few or no studies that lay out a map of possible long-term strategies of Russian agroindustry adaptive development. The Foresight methodology applied in this study is customized to better fit the practical purposes of the study.

The presented article analyzes the topical issue of using geographic information systems in monitoring agricultural land in the Republic of Uzbekistan. Research methodology - analysis of scientific literature on a given problem, as well as practical domestic experience. The scientific novelty of the article lies in the demonstration of modern and relevant data on the land monitoring system within the framework of the agricultural industry on a specific example of a country - the Republic of Uzbekistan. As the main conclusions and results of the article, we can highlight the fact that Most of the economy of Uzbekistan is based on the development of the agricultural sector. In the field of agricultural production, high technologies are actively used here, namely, geographic information systems, which allow real-time collection of data on the area and other characteristics of agricultural land. So, systems based on GIS technologies have been used in the field of agricultural production since 2005. They collect and automatically process information on the turnover of agricultural land. As world practice shows, there are broad prospects for expanding the functionality of such systems. Thus, an integrated monitoring system allows you to plan the harvest and predict the amount of necessary fertilizers to be applied to the soil, analyze the effectiveness of agricultural work, etc. The integrated monitoring system is based on a map linking information about the location, area and boundaries of agricultural land. The results of the article are of theoretical and practical importance for modern science and can be recommended as citation in scientific papers. The structural policy is enshrined in the modern legislation, including the legislation of the Republic of Bulgaria, as an essential element of the state policy in terms of its safeguarding functions. Being an internal structural element of state policy, in the quality of a larger-scale system, structural policy enters into relationships and interactions with a number of other systems functioning in economic and social life, tolerates their influence and reacts to this influence in different ways. The variation of the structural policy in the agrarian sector, as well as subsystems, reflects in their diversity the needs of the sector by conditions, including structural ones, in view of its sustainable development. Structural policies, transformed into spatial events and activities, in turn, can also qualify as a variety of agrarian policy or strands in agrarian policy, all the more so that the conduct of spatial planning activities on agricultural land has an important and essential place in the general and specialized structural legislation, including the agrarian legislation of the Republic of Bulgaria.

As the Republic of Moldova has limited opportunities to provide generous financial support to farmers, it is extremely important to efficiently use subsidy means, so as to contribute to the development and modernization of agriculture and rural areas. The development of agriculture in a dynamic way can be achieved on the basis of an efficient subsidy system, administered, monitored and evaluated. The aim of the research is to analyse and evaluate the efficiency and impact of subsidization on the development of the agricultural sector and to ensure a stable increase in agricultural production, emphasizing main support measures in this direction. To carry out this study, various research methods were used, such as: observation method, table method, analysis and synthesis method, comparison method, monographic method, statistical data collection. This article presents an analysis of the evolution of the subsidy fund for agricultural producers, which has increased 2.25 times in the last 7 years. There has also been analysed the structure of beneficiaries of subsidies according to the legal organizational form, who received subsidies during the reference period. It has been found that households are in the top of beneficiaries of subsidies who had a share of 62.03% in 2018. The distribution of subsidies by development regions and per one hectare of agricultural land in the profile of development regions has been studied and it has been found that the predominant share is held by agricultural enterprises in the Centre region, about 38.9% of the means of the subsidy fund. The results of the research show an increase in the subsidy level, through support measures. In this context, we can mention that the support measures must ensure an efficient use of the subsidies

The article is devoted to the relevant issues of determining factors and ways to intensify financial and lending support for the agricultural sector of the economy. In the wider sense, financial and lending support for agricultural enterprises is necessary for financing, growth and development of the state economy. National and foreign experiences demonstrate that the finances of agricultural enterprises have certain specific nature and require permanent crediting. Due to the length of production cycle, seasonality, nature of cost formation and supplies of agricultural enterprises, its own permanent funding source is impossible. Consequently, the attraction and usage of borrowed financial resources is the key aspect of the financial activity of the agricultural sector of the economy aimed at the achieving successful final results. The research shows that in all developed countries the agricultural sector of the economy enjoys the benefits of state support as it directly affects the country’s food safety. It is revealed that the introduced system of funding state support of the agricultural complex does not provide legally determined promotion of agricultural enterprises, their competitiveness, food safety, improvement of the level of social protection for rural population mainly due to imperfect financial system. The issues that impede development for lending to agricultural enterprises and the development of agricultural insurance have been determined which make obstacles to improve their financial security and effective risk management in the agricultural sector in order to enhance the potential of their rapid development. It has been proved that the efficiency of financial and credit arrangement of ensuring the development of the agricultural sector depends on the effective financial policy of the industry and the state as a whole which can help to combine economic interests of agricultural enterprises and the state.
