The goal- at present there is no clear concept for the long-term development of infrastructure of agro-industrial complex in the republic, and the degree of support for agricultural sector is inferior to the level of advanced countries, which may lead to a restriction of the population's access to quality food. Methods - abstract-logical, monographic, sociological survey, economic-statistical, analytical. Results - the best world practice of rural entrepreneurship was reviewed. The experience of farmers of the Russian Federation, economically developed countries of the EU, Eastern Europe, advanced Asian States, including Japan and South Korea, is presented. It is indicated that the main condition for preservation and multiplication of the achievements of the AIC of the Republic of Kazakhstan is the socio-economic growth of rural settlements. The authors focus on the issue of ensuring food security - one of the main tasks of the economy of each country, the key areas of implementation of which are public support for agricultural sector, improving the quality of life of rural residents. The activity of agricultural producersis analyzed, problems of development of agribusiness in these countries and Kazakhstan are reflected, recommendations for their solution are presented. Conclusions - the following basic factors contributing to the formation and expansion of entrepreneurship in agro-industrial production are highlighted: improvement of the regulatory and investment base; business management, which implies transformation of the structure and advanced training of specialists of enterprises of agro-industrial complex, as well as the heads of peasant (private) farms. Access to markets is a serious problem for small and medium-sized enterprises in agricultural sector, which has a significant impact on the sphere of agricultural production and processing of agricultural products. The research results can be used in the development of measures to support SMEs in agricultural sector at the regional level.

This article attempts to identify new prospects for the rural economy due to the development of digital technologies. The foreign and domestic experience of digitalization in the agricultural sector is analyzed. Recommendations and proposals on the introduction of digital technologies in the economy of the village of the Republic of Bashkortostan are developed, which are applicable to other regions of the Russian Federation. The authors actualize the need to develop a long-term “Program for digitalization of the rural economy of the Republic of Bashkortostan for the period until 2030” to improve the efficiency of the rural economy and the quality of life of the rural population.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

With the spread of the COVID-19 pandemic in most countries, after the adoption of emergency measures to prevent the spread of coronavirus infection, various economic measures have been implemented to support the population and stabilize the economy. Global changes are taking place in the world, which is associated with issues of cooperation, management activities using a wide range of methods, transformations in agro-industrial complex. To ensure food security of the country, the role of agricultural sector of the republic is increasing. The authors explored main directions of the effective development of vegetable growing in the southern region of the country. The issues of vegetable-growing subcomplex of agri-industrial complex have been identified. Based on the analysis, their assessment, as well as the potential of the industry's innovative activity are presented. There are great prospects for vegetable market, as the consumption of these products, which are rich in vitamins, minerals necessary for the organism, as well as a balanced diet, is increasing. The solution to the problems is in the transition to industrial technologies, the widespread dissemination of business ideas. The measures necessary to expand the scope of introduction of high-performance technologies in the vegetable sector are considered. The importance of public support for the growth of vegetable production is shown. The destabilizing factors of competitiveness of vegetable growing in Kazakhstan have been identified, proposals on improvement of the efficiency of this industry have been developed which are based on innovation. The authors state the need for innovative restructuring in breeding and seed production of vegetable crops, public variety testing, and control over the use of pesticides. The level of provision of the population with vegetable products, and processing industry with raw materials are determined by the development and location of vegetable growing in the republic, as well as labor provision and transport accessibility of sales markets.

The materials are related to the research of issues of public support for the development of small forms of business (SFB) in Kazakhstan. The most important link in agro-industrial complex is agriculture, which provides the country with food products and industry with raw materials. The article examines the domestic and international experience of public support of commodity producers, which makes it possible to draw a conclusion about the need to improve government regulation measures, taking into account regional characteristics, and implementation of State and sectoral programs. The authors note that the availability of budget funds has a significant impact on the effective activity of small businesses. The analysis showed the limited possibilities of attracting loans and other financial sources by small businesses. The solution to these problems should be carried out on the basis of the purchase of a guaranteed volume of manufactured products, provision of loans at the expense of budgetary allocations, concessional lending and taxation, subsidies. The necessary measures of government assistance for the development of the industry as a whole have been determined, in particular, animal husbandry, intensive gardening, and sugar beet processing. Based on the results of the developments, it was concluded that with financial and property support of agricultural producers, including small categories of agribusiness, the tasks set for agricultural sector - increase in market share of domestic products, decrease in import dependence will be implemented. Small farms play an important role in the production of agricultural products, food supply, social stability in the countryside.

The problems in implementation of a number of programs adopted for the development of rural settlements in Kazakhstan are shown, including: low level of production and engineering infrastructure in rural areas of the republic; decline in the quality of education due to the lack of competition among social workers in rural areas. Proposals on early solution of the current situation have been developed. The need for stage-by-stage financing of the assigned tasks and strict control over their implementation, provision of financial mechanisms is indicated, in order to increase the remuneration of specialists in the field of agro-industrial production, it is necessary to develop specific effective measures aimed at increasing the effectiveness of agricultural sector. The authors state that budget expenditures for the development of low-potential RS are ineffective. Prospects for the development of rural areas to a certain extent depend on the activation of regional public bodies and local self-government in expanding the methods of managing socioeconomic processes, developing interaction with the population and business structures, which will make it possible to successfully implement the set objectives, significantly increase the level of employment and incomes of the rural population, improve living conditions and on this basis increase the number of regions with stable rural population; will help improve the quality of life of the village residents. In the course of the study, methods of comparing economic indicators in dynamics, systematization, and generalization of scientific data were used.

The article analyses the level of food security of the Russian Federation as a determinant of political risk in the agricultural sector of the country. The author presents calculations of indicators of ensuring food independence of the Russian Federation on priority types of food products; assesses the level of import dependence of the agricultural sector; regards the dynamics of personal food consumption in the country. The author notes that at present, the domestic agricultural complex operates in conditions of constant economic and geopolitical transformations. It directly affects the emergence and growth of political risk in this sector of the economy. Sanctions imposed on Russia by Western countries since 2014 predetermined the direction of development of the agricultural sector of the Russian Federation and revealed the need for thinking long-term and systemic solutions from the state in the field of import substitution and improving the quality of life of the Russian population.

Currently, the economies of most developed countries in the world are at the stage of digital transformation. Daily streams of information data contain various innovations, nanotechnologies, business projects, and know-hows. Smart technologies are turning out to be faster, more compact, more efficient, and more powerful every year and are becoming the key to solving problems in various fields of activity. The agricultural sector is no exception. Over the past decade, the agro-industrial complex has undergone numerous changes as part of government projects on implementation of IT systems designed to solve a wide range of tasks, to search for new technologies of manufacturing environmentally friendly and safe products, thereby expanding possibilities for the agricultural market to enter a new level of international trade.

Some examples of development of Ukraine’s high-tech industries, such as rocket and space and aircraft building, are considered. At the same time, the emphasis is on strengthening production cooperation with the most developed countries of the world, in particular the EU, in implementing the most ambitious projects with simultaneous adaptation to relevant standards, technologies, etc. This meets interests of our state and interests of society: activation in high-tech sectors of the economy has a multiplier effect of acceleration in related spheres and industries – from increase in demand for metallurgical products to intensification of scientific research in dozens of spheres. It is noted that in the presence of external factors unfavorable for the industry of Ukraine (rather painful and debatable topic of the break-up of cooperation ties with the Russian Federation is raised), successful reorientation of cooperative ties can in the long term become an impetus for steady development under condition of stability of the legal system. Such stability is achieved by compacting and codifying legislation and increasing the volume of the core act of economic legislation – the Economic Code, which corresponds to the practice of rulemaking in many EU countries. Some examples of codification of economic legislation are given. Structure of such codes allows evaluating the structure of economic legislation of these countries. During formation and codification of economic legislation, a very large group of specialists in the field of legal regulation of economic (including entrepreneurial and commercial) activities has formed, which can contribute to the achievement of the above results and development and improvement of legal regulation in this area. Despite all the complexities of academic science, the corresponding potential is not lost. Harmonization of the norms of Ukrainian economic legislation with the relevant norms of European and international legislation is an important task for our entire state. Concernment of implementation of this direction must be supported and encouraged in every possible way.

The level of development of grain farm, the market of his production in many respects defines degree of satisfaction of need of the population for food in the respective regions of the Russian Federation. In many respects causes organizational actions for his regulation and socially - economic and economic efficiency of functioning of agro-industrial complex in general. Kabardino - Balkaria has considerable potential opportunities for satisfaction of the needs for grain and products of his processing, increase in deliveries to the internal and external markets. However for the successful solution of the specified problems in agro-industrial complex of the republic still there are tasks of restriction of the harm done to agrotsenoza from outside sorno - field vegetation on crops of the main field cultures the task was set For us: to define extent of suppression of weed plants by means of agrotechnical (without attraction of chemical weeding) methods under a condition when especially harmful perennials (гумай, types of sow-thistles, etc.) don’t constitute danger to crops of agricultural field cultures. Therefore in our long-term (201-2016) the researches conducted by method of field experiment have received the results demonstrating efficiency of bezgerbitsidny technology on field, littered with juvenile weeds [1; 2].

Subject. This article discusses the issues of State support for agricultural producers and financing of the agricultural sector. Objectives. The article aims to analyze the expenditures of the budgets of the Russian Federation and the Republic of Mordovia to finance agriculture and assess their changes and structure. Methods. For the study, I used general scientific and ad hoc data analysis techniques. Results. The article justifies the need for State budget spending to finance agriculture. It identifies the main and promising areas of financing of the agro-industrial complex at the federal and regional levels. In particular, the article proposes to provide State support to agricultural producers, taking into account the level of their development, which will help accelerate the development of the whole industry. Conclusions. Implementing the proposed measures to allocate funds of the State budget, taking into account the level of development of the regions, will help increase the profitability of agricultural organizations and create favorable economic conditions for their development.
