The structural policy is enshrined in the modern legislation, including the legislation of the Republic of Bulgaria, as an essential element of the state policy in terms of its safeguarding functions. Being an internal structural element of state policy, in the quality of a larger-scale system, structural policy enters into relationships and interactions with a number of other systems functioning in economic and social life, tolerates their influence and reacts to this influence in different ways. The variation of the structural policy in the agrarian sector, as well as subsystems, reflects in their diversity the needs of the sector by conditions, including structural ones, in view of its sustainable development. Structural policies, transformed into spatial events and activities, in turn, can also qualify as a variety of agrarian policy or strands in agrarian policy, all the more so that the conduct of spatial planning activities on agricultural land has an important and essential place in the general and specialized structural legislation, including the agrarian legislation of the Republic of Bulgaria.

The millennial’s interest towards Islamic da’wah is decreased significantly, caused by the da’wah approach and strategy which are still conservative, monotonous, and only delivered on lecturing way. In fact, on the other hand, the millennial generation expects an inspirational, modern, elastic, dynamic, innovative, and entertaining da’wah. This study aims to describe, analyze, and interpret the implications of inspirational da’wah conducted by the Da’wah Management department of IAIN Tulungagung in increasing the young generation's interest in Islamic teachings and da’wah. In principle, inspirational da’wah has been carried out by Suryadharma Ali, the Minister of Religion of the Republic of Indonesia on 2009-2014, who stated that one of the main jobs of UIN and IAIN is to maintain and develop scientific traditions in the field of Islamic studies which are increasingly less desirable by the community because there has been a change in community orientation toward Islamic da’wah. So, the quality of Islamic institutions in Indonesia needs to do the more serious, systematic, and measurable efforts in order to increase the quality of Islamic da’wah, as well as PTKIN graduates must be more competitive. The ideas of this article inspired by the Grand Theory of Medan Da’wah promoted by K.H. Ahmad Muwafiq that the success of the da’wah is influenced by the theological, cultural, and object of the da’wah when the implementation of the Islamic da’wah is delivered. Furthermore, the Islamic da’wah is an inspiration to realize the teachings of Islam in personal and social life in line with the culture of the society in terms of life that aim to uphold amar ma'ruf and nahi munkar. This is qualitative research with a descriptive method of phenomenological analysis. While the results of the study are: First, Inspirational da’wah has implications for increasing trends and millennial generation interest for IAIN Tulungagung students towards Islamic da’wah. Second, the inspirational da’wah referred to in this study is the iain tulungagung hijaber community, inspirational da’wah comedy, electronic da’wah bulletin, da’wah literacy, and online da’wah through the official campus website. Keywords: Inspirational Da’wah, Millenial Generation, IAIN Tulungagung

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

National Agriculture Policy (DPN 3) 1998-2010, and the National Agro Food Policy (NAP) 2011-2020 is the transformation of the government to improve the country's food quality. However, there are shortcomings in the realization of achieving food self-sufficiency level of at least 80%. This study aims to examine the needs of basic food supplies of rice from the perspective of Islam. The research methodology used in this study is content analysis, the data were analyzed through descriptive approach with a combination of qualitative approach of analyzing the text, including the analysis of documents such as official reports, circulars, annual reports, statements of position, financial plan, reports agencies, and transcripts. The study found that the concept of jurisprudence awlawiyyah in improving the quality of food and income country emphasizes on clean and halal food products. Implication of the study suggests that the development of agricultural land on which the agency involved is Ministry of Agriculture & Agro-based Industry must be given attention. The DPN and the DAN are  expected to play a role in promoting the growth of the agricultural sector and farmers in line with the development of holistic development. Key Words: National Agricultural Policy (DPN), the supply of basic food supplies of from the perspective of Islam.   Dasar Pertanian Negara (DPN 3) 1998-2010, dan Dasar Agro Makanan Negara (DAN) 2011-2020 merupakan satu transformasi kerajaan bagi meningkatkan kualiti makanan negara. Namun terdapat kepincangan dalam merealisasikannya untuk mencapai tahap sara mampu diri makanan negara sekurang-kurangnya 80%. Kajian ini bertujuan meneliti keperluan bekalan makanan asasi padi dan beras mengikut perspektif Islam. Metodologi kajian ini menggunakan reka bentuk kajian analisis kandungan, data-data yang  dikumpulkan dianalisis melalui pendekatan deskriptif dengan gabungan pendekatan kualitatif iaitu menganalisis teks termasuk menganalisis dokumen-dokumen seperti laporan- laporan rasmi, surat pekeliling, laporan tahunan, laporan jabatan, rancangan kewangan, laporan agensi, dan transkrip. Hasil kajian mendapati bahawa konsep fiqh awlawiyyah dalam meningkatkan kualiti makanan dan pendapatan negara, menekankan produk pemakanan yang halal dan bersih. Implikasi kajian mencadangkan pembangunan tanah pertanian Islam ke atas agensi yang terlibat khusus seperti Kementarian Pertanian & Industri Asas Tani harus diberi perhatian. Dasar Pertanian Negara DPN dan DAN diharapkan agar memainkan peranannya dalam menggalakkan pertumbuhan sektor pertanian dan pembangunan petani selaras dengan pembangunan Islam secara syumul. The article is devoted to the development of technologies for the production of quality sowing material, which is the main problem of cotton growing, which has a greater share in the agricultural sector, which is the basis of the economy of the republic. For this purpose, a new technology for the production of sowing material was developed as a result of the selection of biologically mature yarns during the combined sorting of fibrous cotton yarns, as well as processing of these yarns by the proposed method, and two positive decisions were made by the Intellectual Property Agency. In addition to the mentioned advantages of the proposed technology, the use of low-percentage starch solution, as well as absorbents with high absorption capacity (zeolite or bentonite) in the country to improve the quality of sowing material in the production of sowing material as a result of processing raw materials. indicates that it has indicators. The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

This paper presents two important aspects of the structural transformation of the agricultural sector of the Republic of Croatia. First, there is an analysis of the legal regulation of the acquisition of agricultural land by foreigners by which Croatia has aligned its rules on the acquisition of real property with EU law. In particular, attention is drawn to the differences in the legal position of foreigners depending on whether they are nationals or legal persons of EU Member States or from third countries, as well as on the grounds on which they acquire agricultural land in Croatia. Second, the author points to the new regulation of family agricultural holdings of 2018 (Family Agricultural Holdings Act) and highlights the importance of the separate regulation of family agricultural holdings for the development of Croatian agriculture, particularly with regard to the existing structure of agricultural holdings and the structure of the farm labour force.

The goal- at present there is no clear concept for the long-term development of infrastructure of agro-industrial complex in the republic, and the degree of support for agricultural sector is inferior to the level of advanced countries, which may lead to a restriction of the population's access to quality food. Methods - abstract-logical, monographic, sociological survey, economic-statistical, analytical. Results - the best world practice of rural entrepreneurship was reviewed. The experience of farmers of the Russian Federation, economically developed countries of the EU, Eastern Europe, advanced Asian States, including Japan and South Korea, is presented. It is indicated that the main condition for preservation and multiplication of the achievements of the AIC of the Republic of Kazakhstan is the socio-economic growth of rural settlements. The authors focus on the issue of ensuring food security - one of the main tasks of the economy of each country, the key areas of implementation of which are public support for agricultural sector, improving the quality of life of rural residents. The activity of agricultural producersis analyzed, problems of development of agribusiness in these countries and Kazakhstan are reflected, recommendations for their solution are presented. Conclusions - the following basic factors contributing to the formation and expansion of entrepreneurship in agro-industrial production are highlighted: improvement of the regulatory and investment base; business management, which implies transformation of the structure and advanced training of specialists of enterprises of agro-industrial complex, as well as the heads of peasant (private) farms. Access to markets is a serious problem for small and medium-sized enterprises in agricultural sector, which has a significant impact on the sphere of agricultural production and processing of agricultural products. The research results can be used in the development of measures to support SMEs in agricultural sector at the regional level.

The problems in implementation of a number of programs adopted for the development of rural settlements in Kazakhstan are shown, including: low level of production and engineering infrastructure in rural areas of the republic; decline in the quality of education due to the lack of competition among social workers in rural areas. Proposals on early solution of the current situation have been developed. The need for stage-by-stage financing of the assigned tasks and strict control over their implementation, provision of financial mechanisms is indicated, in order to increase the remuneration of specialists in the field of agro-industrial production, it is necessary to develop specific effective measures aimed at increasing the effectiveness of agricultural sector. The authors state that budget expenditures for the development of low-potential RS are ineffective. Prospects for the development of rural areas to a certain extent depend on the activation of regional public bodies and local self-government in expanding the methods of managing socioeconomic processes, developing interaction with the population and business structures, which will make it possible to successfully implement the set objectives, significantly increase the level of employment and incomes of the rural population, improve living conditions and on this basis increase the number of regions with stable rural population; will help improve the quality of life of the village residents. In the course of the study, methods of comparing economic indicators in dynamics, systematization, and generalization of scientific data were used.

The purpose of this study was to determine the role of the leading sectors and their strengths, weaknesses, opportunities and threats to economic development in disadvantaged areas using the LQ, Shift-share, Klasen Typology, SWOT analysis methods. The results of this study conclude: 1) the economic structure of each region (Sampang, Bangkalan, Situbondo, and Bondowoso) is dominated by the agricultural sector, this is supported by abundant natural resource potential, such as the extent of agricultural land; 3) from the demographic aspect, the people in each disadvantaged area, most of whom work in the agricultural sector, either as farmers or as farm laborers; and 4) based on the discussion above, the resulting strategy is based on the development of the agricultural sector, including: a) optimizing management, utilization of natural resources potential, and investor interest in increasing employment; b) improving the quality of human resources for farmers and fishermen, PPL personnel and information networks by utilizing technology in order to increase production capacity; c) improving facilities and infrastructure, as well as improving technology to increase investment, especially in leading sectors; and d) strengthening regional institutions, trade institutions and management of leading sectors in facing competition between regions.

Today developed countries are not just talking about agriculture or agribusiness, but set a strategic goal in developing high-tech and profitable sector of the Bioeconomy as a serious alternative to traditional industries, economies and markets. Modern agriculture and worldwide growth structural change of consumption of food. This factor is directly linked with the global orientation of rural households in the world at improving the productivity of agricultural land, reduction of losses, and increase in food production. The agricultural sector focuses on the production and processing of agricultural products, storage, transportation and sales of finished products. Thus, the agricultural sector requires professionals with expertise and skills relevant to the entire production cycle. The transition to the Bioeconomy market changed the nature and conditions of agricultural workers. The article provides a rationale for the necessity of establishment of an agro-bio-techno park in the Republic of Tatarstan as an innovative factor of increasing competitiveness of agriculture in Russia under global challenges. It represents results of analysis of global challenges for development of agriculture, domestic and international experience of setting up and work of techno parks in the universities and the model of the Agro-bio-techno park establishment at the Kazan State Agrarian University.
