<p>Perairan Arafura yang berada di bagian Tenggara Maluku memiliki sumber daya perikanan laut demersal maupun udang dan jika dikelola dengan baik, mampu mendatangkan pendapatan bagi pemerintah pusat, daerah dan masyarakat pesisir. Pengelolan sumber daya udang dan ikan demersal sudah berlansung cukup lama di perairan Arafura dan status pemanfaatannya sudah berada dalam tahapan yang lebih tangkap (over-exploited). Kondisi yang demikian terjadi karena belum adanya pengelolaan yang tepat akibat kurangnya kualitas kebijakan dan informasi hasil penelitian untuk mendasari kebijakan tersebut. Makalah ini dimaksudkan untuk mengkaji strategi penguatan kelembagaan pengelolaan perikanan di lokal. Data sekunder dan observasi lapangan digunakan dalam kajian ini. Analisis data dilakukan secara diskriftif kualitatif. Hasil kajian mengindikasi bahwa dari sisi peraturan perundangan belum dijumpai adanya peraturan perundangan yang dibuat oleh pemerintah daerah yang mampu merespon isu dan permasalahan lokal. Oleh sebab itu strategis penguatan kelembagaan pengelolaan perikanan dirumuskan dalam kajian ini.</p><p> </p><p>Arafura waters are located in the Southeast Maluku sea, demersal fisheries resources as well as shrimp and if managed properly, able to bring in revenue for the central government, regional and coastal communities. Resource management of shrimp and demersal fish has been taking place for a long time in the waters of the Arafura and utilization status already in the stage of more catch (over-exploited). Such conditions occur due to lack of proper management due to lack of quality policies and information research results to the policy underlying. This paper is intended to examine the  institutional  strengthening  of  fisheries management  strategies  in  local.  Secondary  data  and field observations used in this study. Data analysis was done qualitatively  diskriftif.  results of the study  indicate  that  the  legislation  has  not  encountered  any  regulations  made by  the  local government that is able to respond to local issues and concerns. Therefore, institutional strengthening strategic management fisheries formulated in this study.</p>

BACKGROUND: Phototherapy consists of exposure to ultraviolet radiation for therapeutic reasons. Radiation is already used in dermatological practice, and many studies have already proved the beneficial effect of UV light treatment for chronic inflammatory or lymphoproliferative skin diseases. The Dermatology Service of the Clinics Hospital of Porto Alegre (Hospital de Clínicas de Porto Alegre) has been using phototherapy for a long time, and no official data have been described so far. OBJECTIVES: To study the prevalence of dermatoses referred to the phototherapy unit at the Clinics Hospital of Porto Alegre and describe the total number of patients who have already been referred to this sector and their phototype. METHODS: This is a descriptive cross-sectional study. Data were collected through a review of the phototherapy patients' records (secondary data), which are available on a database of the Dermatology Service of the Clinics Hospital of Porto Alegre, from August 1997 to July 2011. RESULTS: A total of 653 records were analyzed. Phototype 3 was the most prevalent (n=313). Distribution of the prevalence of dermatoses referred to the phototherapy unit was as follows: vitiligo (279), psoriasis (255), cutaneous T-cell lymphoma/mycosis fungoides (29), graftversus-host disease (15), scleroderma (11), atopic dermatitis (10), alopecia areata (6), parapsoriasis (5), eczema (4), granuloma annulare (4), and others (35). As vitiligo and psoriasis were the two most prevalent dermatoses, they were analyzed separately, with no statistical difference in prevalence between them (P=0,177). CONCLUSIONS: Our findings are in accordance with the literature, showing that although phototherapy is still mostly indicated to treat psoriasis, it has been used to treat other dermatoses, since the results are promising.

ABSTRAK Lamun berperan penting dalam penyediaan habitat keragamn jenis  ikan, khususnya  yang masih dalam massa juvenil. Peper ini  bertujuan untuk mendiskripsikan nilai konservasi lamun untuk keberlanjutan sumberdaya ikan di perairan pesisir Indonesia. Sumber data yang  digunakan adalah data sekunder dari dokemen yang relevan. Analisis data dilakukan secara diskriptif. Data yang dianalisis adalah data tentang fungsi ekologi lamun untuk keberlanjutan  suberdaya ikan dan data tentang status konservasi lamun di perairan pesisir Indonesia. Hasil analisis menunjukkan bahwa keberdaaan padang lamun dibutuhkan oleh keragaman jenis ikan, khususnya pada tahapan yang sangat krusial yaitu pada tahapan pembesaran, terutama dari jenis ikan demersal. Selain itu usaha konservasi lamun khususnya pada areal lamun di luar kawasan konservasi belum ada standar operasional untuk menekan tingkat eksploitasi yang sudah mengancam kelestarisn lamun. Kesimpulannya  adalah dibutuhkan  standar  konservasi lamun di luar kawasan konservasi perairan yang telah ada saat ini  sebagai strategi  pengelolaan perikanan berkelanjutan berbasis ekologi di perairan pesisir Indonesia. Kata kunci: Konservasi Lamun, Ikan dan Perairan Pesisir Indonesia. ABSTRACT Seagrass has a vital role in providing habitat diversity of fish species, especially those who are in the juvenile mass. This article aims to describe the seagrass conservation value to the sustainability of fish resources in the coastal waters of Indonesia. Source data used are secondary data from relevant dokemen. The data were analyzed descriptively. The analyzed data is data about the ecological function of seagrass to the sustainability of fish resources and data on the conservation status of seagrass in the coastal waters of Indonesia. The analysis showed that the existence of seagrass required by the diversity of fish species, especially at crucial stages, namely the juvenile stages, especially of demersal fish species. In addition seagrass conservation efforts, especially in areas outside of protected areas seagrass yet operational standards to reduce the level of exploitation that have been threatening the survival of seagrass. The conclusion is required seagrass conservation standards outside the water conservation areas that already exist today as a sustainable fishery management strategies based on the ecology of coastal waters of Indonesia Keywords: Seagrass Conservation, Fish and Coastal Water Indonesia.

Research purposes are to design management of fisheries environment sustainable in Bengkalis district. This study was conducted in Bengkalis district, in Riau province. This location is situated in a strategic area of the Malacca Strait.This research used survey method. Types of data collected in the form of primary and secondary data. Data analysis techniques used in this research is descriptive analysis, sustainability analysis (Rapfish), stakeholder needs analysis and prospective analysis.The analysis showed the management of fisheries environmental in Bengkalis district is in the bad category level or less sustainable with MDS value of 39.59 overall. Implementation of management strategies to fisheries environmental in Bengkalis district (P) with the interaction scenario between the migration distance (j), Pressure mangrove land (m), level of education relative coastal communities (r), fisheryenvironmental policy (k), cooperation among stakeholders (s).

            Eastern Indonesia Region has abundant marine resources and fisheries, especially in the Eastern Indonesia Region. Indonesia's marine potential is in contrast to its contribution to the economy which is classified as low and the limited employment opportunities for coastal communities. This study aims to identify the influence of capture fisheries resource determinants on the level of welfare of coastal communities in eastern Indonesia reigion through revision of Pandora box modell. This study uses a quantitative approach with secondary data obtained from literature studies and documentation. The variables used in this study are the Gross Regional Domestic Product, road infrastructure, electricity infrastructure, number of fishing vessel motors, human development index, and area of ??aquaculture. Data analysis techniques using multiple linear regression with panel data. The results show that road infrastructure and electricity infrastructure have a significant and positive effect on the level of community welfare in the Eastern Indonesia Region. Ship infrastructure has a significant negative effect on the welfare of the people of the Eastern Indonesia Region.

This study aims to determine the possibility of granting of guarantees and interest subsidies by central government in· order to accelerate the provision of drinking water, as stated in the Presidential Regulation 29 of 2009, based on Islamic principles.             This research uses descriptive qualitative method. Collecting the data used in this study using the literature study. Data collected through the research literature related to the topic of study to obtain secondary data.             It was concluded that the government guarantee as stipulated in the Presidential Regulation 29 of 2009 can be implemented based on Islamic financing and using the kafalah and the qardh contracts. The Kafalah contract put. the Government as guarantor (kafil).The Qardh contract implementation would be used in the event of payment of guarantee claims. The Qardh put the Government as provider of funds for payment to Islamic banking. Upon payment of warranty claims, the Government may request repayment to PDAM and local government. The interest subsidy in the Presidential Regulation 29 of 2009 can be converted into margin subsidy using the Hawalah contract, the Government accept the transfer of liability to the bank On the basis of the realization of partial payment obligations through subsidy mechanism, the Governement waived the right to claim to PDAM. Pemulihan populasi lobster dilihat dari aspek sosial ekonomi adalah penyiapan rekayasa sosial dalam mendukung upaya penguatan kelembagaan restocking lobster berbasis masyarakat. Penelitian ini bertujuan untuk mengevaluasi kesiapan dan penguatan kelembagaan masyarakat dalam pengelolaan program restocking lobster untuk meningkatkan kesejahteraan masyarakat. Penelitian dilakukan pada tahun 2015 di Nusa Tenggara Barat (Kab. Lombok Tengah dan Kab. Lombok Timur), Jawa Barat (Kab. Pangandaran) dan Banten (Kab. Pandeglang). Data aspek kelembagaan yang dikumpulkan adalah kegiatan pemanfaatan dan pengelolaan sumberdaya perikanan kaitannya dengan pengembangan restocking lobster. Informan terdiri dari masyarakat nelayan, petugas pemerintah daerah di berbagai kantor dinas terkait, petugas di kantor Desa, dan informan yang dianggap mengetahui keberadaan data dan informasi kelembagaan pengelolaan sumberdaya perikanan di wilayah yang diteliti. Wawancara dilakukan secara terstruktur dan tidak terstruktur yang dipandu dengan topik data. Data dianalisis menggunakan metode kualitatif. Hasil kajian menunjukkan bahwa lokasi yang paling memiliki kesiapan dalam mendukung program restocking lobster adalah Kabupaten Pangandaran., maka Opsi kebijakan yang diperlukan dalam rangka meningkatkan kinerja program restocking lobster berbasis masyarakat adalah memberikan pemahaman kepada pengurus organisasi yang terbentuk dalam program restocking lobster dan manfaatnya bagi masyarakat, sumber daya dan populasi lobster dan pemerintah. Termasuk didalamnya regulasi penangkapan dan dukungan sarana dan prasarana untuk kelancaran petugas pengawasan di lapangan. Penegakan aturan yang terkait dengan penetapan otoritas pengelolaan sumberdaya lobster terkait program restocking lobster perlu dilakukan.Lobster population recovery, viewed from the social and economic aspects will require the preparation of social engineering in support of the efforts to strengthen community-based lobster restocking. This study was conducted to express readiness and institutional strengthening in the community in the management of lobster restocking program, with the ultimate goal is to improve the welfare of society. The study was conducted in 2015 with the location of West Nusa Tenggara (in Central Lombok district and East Lombok), West Java (in Pangandaran district), and Banten (in the Pandeglang district). The data collected related to the institutional aspects is the activity of resource utilization and management of fisheries and fisheries-based connection with the development of restocking activities. Informants consisted of fishing communities, local government officials in the various offices concerned, the clerk in the office of the chief, and informants were considered to know the existence of data and information on fisheries resources management institutions in the regions studied. Interviews were conducted either in a structured or unstructured guided by the topic of data prepared in this study. Data were analyzed using qualitative methods. The results showed that most locations have the readiness to support the restocking program is Pangandaran Regency. In order to improve the performance of community-based lobster restocking programs, the policy options required are to provide an understanding to the organizational board formed in the lobster restocking program and its benefits to communities, resources and government. Including the restrictions on the use of fishing gear and support facilities and infrastructure that provide fluency in the duty as a supervisory officer in the field. It is also necessary to enforce the rules related to the establishment of fish / lobster resource management authority related to the lobster restocking program.

In rural Zimbabwe, selling of cattle has for a long time been one of the most dependable sources of income that has sustained livelihoods for decades. Informal cattle marketing which involves door to door or gate sales has been the most predominant system for the last three decades. However, the outbreak of the global COVID-19 pandemic followed by the imposition of lockdowns has exposed the vulnerability of rural communities that are regressing into poverty due to a lack of alternative sources of income. The aim of this paper is, therefore, to delineate how formal cattle markets could be used as a sustainable source of income for rural communities&rsquo; livelihoods during and post the COVID-19 pandemic era. This qualitative research study relied on secondary data from published journal articles, online publications, and reports to understand the COVID-19 pandemic and also understand how it has impacted the livelihoods of people in rural Zimbabwe. The findings show that the current informal cattle marketing system is no longer suitable for rural communities as it exposes them to infections due to the challenges in ensuring compliance with the World Health Organisation (WHO) precautionary measures. It is recommended that formal (public) cattle markets be reintroduced in all rural areas as there is the certainty that WHO health guidelines will be enforced since they are organised by local and central government institutions. Since formal cattle markets offer competitive market-related prices this will then guarantee the flow of regular income thereby reducing the vulnerability of rural communities to poverty and inequalities.

Vision impairment is estimated to affect 285 million people in the world, where 16-20% experience blindness, from the number of blindness suffered at the age of 40-50 years. Cataract seninis is all lens opacities that are found in old age that is above 40 years. The purpose of identifying and collecting frequency data Profile of Senilis cataract patients at the age of 40 years and above at RSI Siti Rahmah Padang in 2017. The research method is descriptive type of research, this study data taken is secondary data, In this study data was taken from the Medical Record at RSI Siti Rahmah Padang. When the study was conducted in February-August 2018, the population of this study were all cataract patients at the age of 40 years and above at RSI Siti Rahmah Padang in 2017 with 80 samples. Data analysis is univariate presented in the form of a frequency distribution table. Results From 80 respondents as many as 40 people (50%) were in the age range of 60-69 years, as many as 42 people (52.5%) patients were male, as many as 31 people (38.8%) patients with high school education and 35 people (43.8%) patients work as private companies. Conclusion In general, most patients are at the age of 60-69 years, the most sex is men, the highest education is high school and most patients are private.

This paper aims to determine the policies implemented by the Papua National Narcotics Agency against drug trafficking. This article is a qualitative descriptive study. Data collection methods through interviews and literature study. Data analysis using descriptive analysis model. The results showed that the role of BNN Papua is very central in the eastern region and the Indonesian border. The policies that have been planned by BNN with multi-stakeholder have been implemented, but the new modes adopted by the international network vary. The drug subscription policy cannot be carried out by one institution only, it needs to be supported by other government agencies and the community. The need for a serious role for the regional and central government in both preventive efforts and subscription programs in synergy with the Papua Provincial BNN.

This study describes the border management policy conducted by the central government, provinceof East Kalimantan and Nunukan. Policies such as the establishment of regulatory, institutionalstrengthening, programs and infrastructure development. The policy is getting good responsefrom the elite and the masses. On the other hand policy makers have expectations of localcommunities border synergism Sebatik Island in order to build and develop the border areas so asto break the chain of dependence on Malaysia. The research was conducted in Sebatik Island,East Kalimantan province Nunukan with the formulation of the problem (a) what policies areoriented to maintain borders, (b) How is the public response to government policy, (c) What areyour expectations of policy makers in local communities to regional border. This study usedqualitative methods to phenomenological research strategy. Techniques of data collection in thisstudy using two ways, namely in-depth interviews and secondary data view Results indicate thatthe existing policy of both the central and provincial to district borders do not solve the problembecause it is made on the island of Sebatik with other border regions. The policy does not includelocal knowledge, where it is desperately needed by the people Sebatik. In addition to policies onprograms and infrastructure development of the center, the district adopted a policy of inactionagainst the illegal cross-border trade, which on the one hand against the rules but if enforced thenpeople can not perform economic activities that impact well-being. Policies like this gets a positiveresponse from the public.
