Subject. This article deals with the issues of social justice and a high quality of life, creating favorable economic and social conditions. Objectives. The article aims to assess the rate and changes in poverty in Russia and the Republic of Bashkortostan and develop complementary measures to reduce it. Methods. For the study, I used the methods of logical, comparative, economic and statistical analyses, the results of sociological studies, and official statistics. Results. The article highlights additional measures to reduce poverty in the region, including the establishment of a minimum social standard of living in each particular region that determines the poverty rate. Conclusions. Various factors, such as economic sanctions, economic slowdowns, territorial and regional imbalances, lead to living standards decline and poverty rise.

Legally defined regional development is the process of identifying, promoting, managing and exploiting the development potential of the planned regions and areas with specific development needs. The policy of regional development is a system of goals, instruments and measures aimed at reducing regional disparities and achieving balanced and sustainable development of the Republic of North Macedonia. Following the adoption of the Law, activities and measures for its full implementation were carried out both at the central and regional level, creating necessary pre-conditions for achieving the policy objectives of balanced regional development: reduction of disparities in development levels between the eight planning regions, and reduction of the disparities in development levels within the planning regions. Experiences that are the result of more than twelve years of implementation of measures and activities to support balanced regional development allow identification of the main factors that enhanced successful implementation of regional development policy on a regional level in North Macedonia, at the same time identifying the conditions that constrained it. Both of these groups of factors are important for the answer to the questions: (i) Are the institutions on the regional level functional? and (ii) what should be improved? Therefore, this paper aims to give an overview of the institutions in charge of planning and implementation of the regional policy of the Republic of North Macedonia at the regional level – Council for Development of the Planning Regions and Centres for Development of the Planning Regions.

Introduction. Cardiovascular diseases are the leading cause of morbidity and mortality worldwide, with heart rhythm disorders accounting for a significant proportion of them. Atrial fibrillation (AF) is an arrhythmia that poses a risk of thromboembolic complications and is difficult to treat with ongoing preventive anticoagulant therapy. Aim of the study. To analyze the prescription of anticoagulant therapy to patients with AF on the regional level. Methods and results. The study included 72 patients with the nonvalvular form of AF (from 41 to 82 years old) of the Department of Rhythm and Conductivity Abnormalities of the State Budgetary Institution of the Republic of Mordovia RCH № 4 for 2019. Three groups were singled out depending on the AF form: the first one – patients with the constant form (n = 22), the second one (n = 24) – with the persistent form, the third one (n = 24) – with the paroxysmal form. The risk of thromboembolic complications was assessed using the CHA2DS2-VASc scale and hemorrhagic complications using the HAS-BLED scale. All patients had a high risk of thromboembolism (index above 2 points), which reflects multiple risk factors and indicates the need for oral anticoagulants (OAC). According to HAS-BLED scale calculations, the risk of haemorrhagic complications was low in most patients (2 or less points) – there was no significant increase in the risk of bleeding, but careful monitoring is required. Analysis of the results revealed that only 54% of patients took OAC, despite the fact that all patients were shown anticoagulant therapy. When analyzing the cases of patients who did not take anticoagulants, it was found that 23% of patients, despite the doctor’s recommendations, refused to take the drugs, 47% of patients justified the inability to control IHR and 30% were unable to purchase expensive new OAC. Conclusion. Despite the recommendations for the management of patients with atrial fibrillation, only 54% were prescribed oral anticoagulants.

Subject. The article investigates trends and prospects for poultry farming development at the regional level. Objectives. The purpose is to study the condition of poultry farming in the region, identify development trends, design mechanisms for government support for poultry farming. Methods. The study employs monographic, abstract-logical, statistical, and analytical methods. Results. In the Republic of Dagestan, the poultry production is concentrated in private farm households. This fact reduces the competitiveness of the sub-sector. The study establishes that there is a significant potential for increasing the production volumes of the industry. The bank capital practically does not participate in the modernization of poultry farming in the region, in part because of unfavorable credit history of most economic entities and insufficient collateral. Against the background of low rates of attracting private investment, there is an urgent need for State support for the industry. Conclusions. We propose a set of reasonable measures to stimulate State support for poultry farming in the region, including through improving the forms and methods of scientific and innovative support, linking the forms of the support with the achievement of established development indicators. The paper determines the need for introducing State support to stimulate the industry’s transfer of industrial basis.

Today there is no single universally accepted method for assessing the competitiveness of the country’s regions. For this reason, the research created a methodology for assessing competitiveness at the regional level for Kazakhstan. The three-factor model of Huggins for ranking the regions of Great Britain by the level of competitiveness was used as the basis, and then the model was expanded on the example of a study assessing the competitiveness of the regions of the European Union countries. All data for assessing the competitiveness of the regions of Kazakhstan were collected from the official website of the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan. In the article, 14 regions and 2 cities of republican significance were ranked in terms of competitiveness. As a result, the most competitive regions of Kazakhstan were Almaty city, Atyrau region and Nur-Sultan city, the worst indicator was found for the North Kazakhstan and Zhambyl regions.

This article is to present the principle of open and competitive recruitment for official positions, applicable under the Polish Act on local government employees. The point of departure for the discussion on the provisions of the Act is the Constitution of the Republic of Poland.  Not only has the analysis covered the regulation contained in the Act on employees of local government , but also addressed the relationship between the employer's specific obligation to re-employ the employee on the basis of the provisions of the Polish Labour Code  and the rule of general recruitment for official positions applicable under the Law on local government employees. These considerations are largely of a practical nature, based in particular on the relevant case-law and on the professional experience of the author herself, who is a local government staff member employed as an attorney-at-law in a local government unit of the regional level.

In this study, the authors focus on the environmental and economic aspects of sustainable development at the regional level. Theoretical aspects of sustainable development of regions have been described, the main environmental problems giving rise to the formation of proposals for sustainable development have been presented, and the main systems of indicators of environmentally sustainable development have been analyzed. The analysis of the dynamics of the main indicators of the environment state in the Republic of Kazakhstan has been carried out and problems that impede the formation of environmentally sustainable development in the region have been identified. The directions of solving the problems of environmental sustainability of regions have been developed, providing for the construction of an organizational and economic mechanism for environmentally sustainable development, as well as improving several tools for managing sustainability. The authors attempt to fill in the existing gaps based on the materials of Kazakhstan, showing the problems of effective management of environmental sustainability based on the greening of industrial production, introduction of environmental innovations, development of the environmental culture of the population, as well as scientific justification of approaches to assessing regional environmental sustainability.

This article focuses on the nature and role of small business in the sphere of consumer market and services as an important condition of economic growth. The article presents the analysis of the state of small business in the federal subjects of Russia - the Republic of Khakassia, and summarizes its development, the structure of small business by the number of enterprises in different activities. The authors estimate the small business in the sphere of consumer market and services and present the peculiarities and problems of development of entrepreneurial structures in the sphere of consumer market and services at the regional level (on the example of Republic of Khakassia). The consumer market remains one of the most important factors of economic growth in the Republic of Khakassia. The authors determine the factors contributing to the development of small business on regional level and their impact on economic growth. They note that just small businesses do not require large upfront investment and guaranteeing a high rate of turnover of resources and they can most quickly solve the problems of the formation and saturation of market with goods and services. Small businesses can quickly respond to changing consumer demand and thus they can provide the necessary balance in the consumer market. This study is limited to the territory of the Republic of Khakassia, however, the information can be applied and used in other regions of the Russian Federation, as well as in the preparation of textbooks and articles.

Leadership often associated with certain age, gender, or race that causes someone considered not good enough to be promoted in a particular position, even in this era it is still prevents women from becoming leaders, even though they have a huge opportunity to be able to practice being a leader. So there is a difficulty of finding cadres who "voluntarily" are willing to be nominated to lead at the Regional level. The aim of this research are to explore the indicator of women leadership; strengths – weaknesses – opportunities – challenges of women to become a leader; and to build women leadership character in socio-religious organization the Catholic Woman of the Republic of Indonesia   South Kalimantan region. Using qualitative descriptive method. Data collected through open-ended questions with competent informants, exploring internal-external factors using SWOC analysis, building leadership character refers to the Malcolm Baldrige criteria on leadership. The result of the research show that women have difficulty in managing their time and priorities between family-career-organizations, so they ignore many opportunities that they can actually get.The expected leadership indicators are: must be able to develop the organization, have a sense of responsibility, discipline, effective communication,  willing to serve,  assertive, authoritative, good personality.
