Introduction: the paper examines the potential of blockchain technology and blockchain-based smart contracts in respect of copyright. Copyright has long been secured through technical means, in particular, through digital rights management. With the advent of blockchain technology, a new era is expected in the field of administration and enforcement of copyright using computer code, therefore, the author sets the goal of investigating the essence and capabilities of blockchain technology. Methods: the methodological framework for the study is a set of methods of scientific cognition, among which the main ones are the methods of consistency and analysis. Results: based on the analysis of the experience of foreign countries, the essence of blockchain technology and the smart contract is investigated. The paper presents the recommendations on the use of blockchain technology as a form of regulatory ordering, which can express public and private goals. Conclusions: as a result of the study, the role of blockchain as one of the methods of copyright protection and its potential is identified, and also how blockchain technology can affect the ways of distributing copyrighted content in the digital world is considered. It is established that such a technology can provide an unprecedented level of access to copyright information, transparency, and traceability of its subsequent changes. The instant receipt of remuneration and the availability of the technical possibility of sovereign ownership of the produced digital content are attractive to copyright holders. Blockchain technology has gained universal attention as a developing information security system and over the years will become a powerful component of protecting the results of intellectual activity.

This article examines the potential and limitations of blockchain technology and  lockchain-based smart contracts in relation to copyright. Copyright has long been enforced through technological means, specifically Digital Rights Management. With the emergence of blockchains, many are now predicting a new era regarding the administration and enforcement of copyright through computer code. The article introduces the technology and related potential and limitations while stressing its capacity to act as a form of normative ordering that can express public or private objectives.

The purpose of the article. The article considers the Blockchain technology asan innovative tool. In particular, the essence and background of the developmentof blocks, the principles and specifics of the functioning of the system, as well asthe scheme of its work, are determined. The article presents the prospects forusingdistributed registry technologies (blockchain) in various socioeconomic spheresrelated to state administration. Provided examples and forecasts of the use ofblockchain technologies in the provision of state and municipal services forindividuals and legal entities in the following areas: formation of a unified registercontaining the history of the placement of the state, municipal order, as well asprocurement of corporations with state participation and / or control; registers ofdocuments (diplomas, certificates, lost and disavowed passports, policies for movableand immovable property insurance, health, etc.); database of court decisions andexecutive proceedings; public participation portals for citizens of Ukraine district- city – country. The fact that the blockchain technology is, first of all, theprinciples, and not the only possible way of implementing them, allows us to counton maximum openness and multivariate application in a dynamically changingchanging«digital world». Methodology. The research methodology is to use a combinationof methods: analytical, historical, comparative. The scientific novelty. The priorityof state blockchain systems introduction in stationary and distant voting, distributeddocument circulation, medical data registration, land resources registration,electronic auctions (auctions) in Ukraine was grounded. Conclusions. Already today,blockchain systems can change the role and participation of citizens in the conductof the state-management process, by raising the responsibility level, from thetransparent will expression in the elections to regulating the government serviceactivity in the society’s digitization conditions. The main advantages blockchainsystems using by public authorities that will increase the level of citizens trust todigital technologies using in general, namely: reliability and reliability of datastorage, transparency of transactions and virtually absolute protection of informationfrom distortion and unauthorized removal (relocation), are determined. In furtherscientific research it is proposed to consider the promising areas of the blockchaindigital technology usage: service activities of public authorities, legal proceedings,property rights management, implementation of migration control, verification ofgoods and services, registration of data on passing qualifying tests, patenting,intellectual property, digital identification, logistics , taxation, accounting ofbudget funds movement.

In this paper, we provide a holistic survey of multimedia content protection applications in which blockchain technology is being used. A taxonomy is developed to classify these applications with reference to the technical aspects of blockchain technology, content protection techniques, namely, encryption, digital rights management, digital watermarking and fingerprinting (or transaction tracking), and performance criteria. The study of the literature reveals that there is currently no complete and systematic taxonomy dedicated to blockchain-based copyright protection applications. Moreover, the number of successfully developed blockchain-based content protection systems is very low. This points towards a research gap. To fill this gap, we propose a taxonomy that integrates technical aspects and application knowledge and can guide the researchers towards the development of blockchain-based multimedia copyright protection systems. Furthermore, the paper discusses some technical challenges and outlines future research directions.

Blockchain technology will bring a disruption in plenty of industries and businesses. Recently it proved the robustness, immutability, auditability, in many crucial practical applications. The blockchain structure offers traceability of actions, alterations, alerts, which is an important property of a system needed for development of sustainable technologies. A crucial part of the blockchain technology regarding the optimization of the processes is the smart contract. It is a self-executable computer code, open and transparent, encoding the terms of a regular contract. It is able to automate the processes, thus decreasing the human-factor mistakes or counterfeits. In this paper, we are presenting the feasibility of the blockchain technology in the certification processes, with an application developed for university diploma certification. The example is easily transferable in other areas and business models such as logistics, supply chain management, or other segments where certification is essential.

Using digital tools in administrative decision-making—from automation of relatively simple decisions to artificial intelligence judgements—both enhances and challenges the operation of administrative justice. By beginning with an understanding of digital algorithms as comprising computer code, digital data, and use context, this chapter highlights challenges for administrative justice in administrative discretion, data challenges, automating decisions and errors, information about administrative justice, appealability and accountability responsibility, and explainability. The chapter then examines legal, policy, and technological responses to strengthen administrative justice, including expanding digital rights, bolstering review rights via providing explanations and software code, and instituting organizational governance innovations and technical standards.

The year generally, and this Bulletin issue specifically, looks back in order to look forward to future challenges and how to meet them. While the first part of this IDS Bulletin draws on a selection of archive articles to highlight key debates over the decades, the second part looks forward by drawing on contributions to IDS’ 50th Anniversary conference, which took place in July 2016. The roles and relationships of the public and private sectors and civil society have been central themes in analysis and action around the social, economic and political change that constitutes development. However, articles in this issue suggest that over-dominance of market forces over government, business and civil society accounts for many of today’s development challenges, and suggest a rebalancing of the current States–Markets–Society triad to give greater weight and influence to state and societal forces to those of the market. An agenda is also considered for new alliances and relationships, suggesting that cross-cutting themes and inter- and transdisciplinary approaches will be required – by international partnerships – to integrate high quality research with the knowledge of people working in state, business and civil society organisations, mobilising evidence for impact. In such ways, this IDS Bulletin charts some contours of a future map of development studies, in a new era. In the digital world, several ways to organize and describe digital rights management (DRM) have been developed to enforce fairness and transparency in business trades. Metadata is beginning to serve this purpose as it attempts to address property rights, licensing, privacy, and confidentiality issues in a manner that ideally renders information or content easily accessible over a variety of platforms (Koenen, 2001). With the rise of security breaches and computer crimes such as identity theft, DRM is increasingly an issue for creators, content owners, purveyors, and consumers of all sorts of digital materials. This article defines what DRM is and explains how it is implemented into description and assessment in practical metadata schemes. DRM components are discussed, in particular those related to identification and rights expression. The two commonly used standards of describing DRM are discussed with Open Mobile Alliance and MPEG-21 (Rosenblatt, 2005). Issues and problems of metadata in DRM are also discussed for future implications.

The public and private sectors will undergo a significant transformation with the use of blockchain technology, and this potential of blockchain technology will be influential in all areas of life. In addition, blockchain technology can help ease the integration of the Internet of Things, augmented reality, and artificial intelligence applications. The question of how such a technology that is in the process of development will be applied in areas such as taxation, notary operations, and banking, arises simultaneously. Studies related to blockchain technology have mainly been carried out in the fields of finance, logistics, banking, and education. However, there is a paucity of studies on blockchain technology in the tourism industry which has an important role in the global economy. Therefore, the potential of using blockchain technology in the tourism industry is evaluated in this chapter. For this purpose, the features, advantages, and disadvantages of blockchain technology are explained. The potential uses of blockchain technology in the tourism industry are then discussed.

Purpose The purpose of this work is to bridge FL and blockchain technology through designing a blockchain-based smart agent system architecture and applying in FL. and blockchain technology through designing a blockchain-based smart agent system architecture and applying in FL. FL is an emerging collaborative machine learning technique that trains a model across multiple devices or servers holding private data samples without exchanging their data. The locally trained results are aggregated by a centralized server in a privacy-preserving way. However, there is an assumption where the centralized server is trustworthy, which is impractical. Fortunately, blockchain technology has opened a new era of data exchange among trustless strangers because of its decentralized architecture and cryptography-supported techniques. Design/methodology/approach In this study, the author proposes a novel design of a smart agent inspired by the smart contract concept. Specifically, based on the proposed smart agent, a fully decentralized, privacy-preserving and fair deep learning blockchain-FL framework is designed, where the agent network is consistent with the blockchain network and each smart agent is a participant in the FL task. During the whole training process, both the data and the model are not at the risk of leakage. Findings A demonstration of the proposed architecture is designed to train a neural network. Finally, the implementation of the proposed architecture is conducted in the Ethereum development, showing the effectiveness and applicability of the design. Originality/value The author aims to investigate the feasibility and practicality of linking the three areas together, namely, multi-agent system, FL and blockchain. A blockchain-FL framework, which is based on a smart agent system, has been proposed. The author has made several contributions to the state-of-the-art. First of all, a concrete design of a smart agent model is proposed, inspired by the smart contract concept in blockchain. The smart agent is autonomous and is able to disseminate, verify the information and execute the supported protocols. Based on the proposed smart agent model, a new architecture composed by these agents is formed, which is a blockchain network. Then, a fully decentralized, privacy-preserving and smart agent blockchain-FL framework has been proposed, where a smart agent acts as both a peer in a blockchain network and a participant in a FL task at the same time. Finally, a demonstration to train an artificial neural network is implemented to prove the effectiveness of the proposed framework.
