New large-scale agricultural development plans are associated with digitalization, which has become a global trend that sets a new paradigm for the development of Russian economy. The need to develop this study area predetermined the relevance and significance of the implementation of the departmental project “Digital Agriculture.” The article presents the directions of the transformation of agriculture in the conditions of digitalization and systematizes the results of the ongoing questionnaire on this issue. This fact became the basis for the identification of barriers in the industry and points of its development in this context. The paper analyses the existing digital technologies for agriculture. Special attention is paid to accurate agriculture and robotization, the advantages and effects of using them for agricultural production are shown. The study presents the results of a survey in the regions of Russia on the possibilities of using some elements of precision agriculture in the Southern Federal District. The coronavirus pandemic has accelerated the adoption and application of digital technologies. The symbiosis of the digital ecosystem of JSC “Rosselkhozbank” and the leading developer and integrator of digital solutions for the agro-industrial complex APK “IntTerra” created the conditions for appropriate activities for agribusiness through remote technologies. The study states urgent problems of the development and implementation of digital economy in agriculture: a low level of digital infrastructure development in the countryside, a rather low level of staffing, insufficient or complete lack of financial resources in the vast majority of agricultural producers for the introduction of technologies, lack or inefficiency of regional and municipal programs for agribusiness support that introduce digital technologies. The challenges that IT developers face are shown in this article. Priority areas of improvement of policy dealing with agro-industrial complex digitalization are suggested.

The paper features digital technologies in satellite farming and introduces a quantitative methodology to evaluate various types of their effectiveness. The authors determined the main types of efficiency and components of evaluation and substantiated the algorithm of analysis. The paper also contains a list of related economic, environmental, and social components, as well as a set of formulas and dependencies. The methodology for assessing the effectiveness of digital technologies has a two-block structure. The first block determines the needs and opportunities for the implementation of digital technologies and helps to define the enterprises that may benefit from digital technologies. The second block involves a direct evaluation of the results and efficiency of the digital technologies to be implemented and substantiates management solutions. The paper describes approaches and procedures that help to assess the biological, technological, and economic benefits of digital technologies for an agricultural enterprise. The authors quantified the structure of the environmental effect of the introduction of digital technologies and introduced some dependencies can determine profitability and cost recovery indicators. The research used the methodological approach to assess the environmental and social efficiency of digital technologies for an agricultural enterprise. The approach corresponds with the requirements of sustainable agricultural development declared by the UN. The results can be used by enterprises of the agro-industrial complex and suppliers of digital technologies.

The results of the analysis can be used in the development and implementation of agricultural development strategy. The main problems hindering the development of agro–industrial complex are revealed. The article discusses the results of the digital technologies development in the pilot one and other agrarian regions of the Siberian Federal District. Individual farms and enterprises of the Altai Territory are mastering precision farming, using unmanned aerial vehicles, and performing remote interaction with government agencies. A large-scale work on the digitalization of information on agricultural land was carried out in the Kemerovo region, some of this data was provided to the Ministry of Agriculture for compiling electronic maps and the federal information system on agricultural land. Equipping the agricultural machines with digital systems allows the farmers of the Novosibirsk Region and the Krasnoyarsk Territory to rationalize the consumption of available resources and to increase the efficiency of agricultural production. The development of an electronic platform by Omsk scientists will make online sales of goods and services available to agricultural producers. Testing a combine harvester with artificial intelligence technology on agricultural land in the Tomsk region showed the capabilities of unmanned vehicle control. Despite the positive results of applying digital technologies in agriculture in Siberia, there are some difficulties for their widespread distribution. The greatest problems are associated with an undeveloped cellular network in certain territories, an imperfect infrastructure for high-speed data transmission, a lack of sufficient funds for small businesses, and a lack of qualified specialists.

The article considers the most promising directions of innovative development of intersectoral complexes that best meet the conditions of digitalization of the economy. The economic feasibility of the development of intersectoral complexes in the conditions of an innovative economy is proved. The advantages of intersectoral complexes in comparison with other integrative units are highlighted. It is established that the Russian economy is dynamically developing forest, agro-industrial, chemical and a number of other complexes. It is proved that to ensure the progressive dynamics of their further development, it is necessary to take into account modern trends in the digitalization of the economy. A strategic vector for the development of intersectoral complexes in the conditions of an innovative economy is defined, which is based on the orientation to the widest possible introduction of advanced digital technologies. The effectiveness and prospects of using a wide range of digital technologies for the development of the agro-industrial complex have been proved. It is proposed to create and use a digital platform for the agro-industrial complex, aimed at concentrating the resources necessary for the digitalization of the agro-industrial complex, as well as systematizing and harmonizing the activities of stakeholders in this direction. The main goal of creating a digital platform for the agro-industrial complex is to significantly increase production efficiency through large-scale implementation of digital technologies. The tasks are: formation of a theoretical base and methodological recommendations for the maximum possible implementation of digital technologies in the agro-industrial complex; formation of financial, organizational and infrastructure prerequisites for digitalization of the agro-industrial complex; creation of information resources for effective interaction of all interested parties; provision of consulting services. The implementation of this project will significantly improve the efficiency of economic activities in the agro-industrial complex of the country. It is proved that the introduction of digital technologies in the activities of the agro-industrial complex can significantly increase its efficiency and serve as the basis for increasing competitiveness.

Subject. The digital economy reveals the extent of technological obsolescence of the AIC. However, although the public gets more and more interested in this innovative line of development, there is still a lack of good understanding of the substance and content of the digital economy. The country has appropriate conditions for mastering digital technologies, but systemic difficulties impede their diffusion in the AIC. Objectives. The study examines respective difficulties and determines priorities of the digital economy development in the AIC. Methods. The study rests on proceedings by foreign and Russian scholars who examined theoretical and practical aspects of agricultural digitalization. We also refer to official statistics and documents on governmental and special-purpose agricultural development programs. The study involves the systems approach, monographs, statistical, graphical methods. Results. We sorted the existing approaches to interpreting the content of the digital economy. The article determined what impedes the digitalization in agriculture and examines the practices of mastering digital technologies. The scientific community was found to be very interested in the digital agriculture. However, Russian scholars are not very conversant with the digitalization practices due to multiple difficulties. Therefore, there should be respective information campaigns, involving the government. Operational cases of agricultural businesses should be showcased. Conclusions and Relevance. To overcome difficulties integrating the digital economy in agriculture, market actors should pull through serious barriers, such as high investment risks associated with investment in digital technologies, poor awareness of business communities about opportunities and successful cases of digital solutions, insufficient involvement of authorities and many other economic and political aspects.

Subject. This article explores the basic elements of the engineering infrastructure of smart cities. Objectives. The article aims to systematize theoretical descriptions of the engineering infrastructure of a smart city. Methods. For the study, we used a logical analysis and systematization. Results. The article highlights the main areas of infrastructure development of smart cities. Conclusions. Improving process management mechanisms, optimizing urban infrastructure, increasing the use of digital technologies, and developing socio-economic innovation improve the quality of the urban environment in a digitalized environment. And improving the efficiency of urban planning and security, studying its properties and characteristics, and forming an effective urban information system lead to its functional transformations.

The article discusses the main directions and forms of adaptation of agricultural production experience to integration into digital platforms for the functioning of the agricultural sector. The informational and statistical basis of the study is determined; a circle of modern research centers that deal with the use of digital technologies in the agricultural sector is outlined; the technologies used in the agricultural sector are classified based on the cliometric approach, that demonstrated by analyzing the yield of grain crops in Russia from 1850 to 2019. Digital platforms for the functioning of the agro-industrial complex are highlighted, allowing to implement areas and forms of adaptation of agricultural production experience to integration into them. Concrete recommendations are given on the use of digital technologies in the field of agricultural production from the standpoint of increasing the competitiveness of agro-food products.

Exhaustion of traditional energy resources, their uneven geographical location, and catastrophic changes in the environment necessitate the transition to renewable energy resources. Moreover, Ukraine's economy is critically dependent on energy exports, and in some cases, the dependence is not only economic but also political, which in itself poses a threat to national security. One of the ways to solve this problem is the large-scale introduction and use of renewable energy resources, bioenergy in particular. The article summarizes and offers methods for assessing the energy potential of agriculture. In our country, a significant amount of biomass is produced every year, which remains unused. A significant part is disposed of due to incineration, which significantly harms the environment and does not allow earning additional funds. It is investigated that the bioenergy potential of agriculture depends on the geographical distribution and varies in each region of Ukraine. Studies have shown that as of 2019 the smallest share in the total amount of conventional fuel that can be obtained from agricultural waste and products suitable for energy production accounts for Zakarpattya region - 172.5 thousand tons. (0.5% of the total) and Chernivtsi region - 291.3 thousand tons. (0.9%). Poltava region has the greatest potential - 2652.2 thousand tons. (7.8%) and Vinnytsia - 2623.7 thousand tons. (7.7%). It should be noted that the use of the energy potential of biomass in Ukraine can be called unsatisfactory. The share of biomass in the provision of primary energy consumption is very small. For bioenergy to occupy its niche in the general structure of the agro-industrial complex, it is necessary to develop mechanisms for its stimulation. In addition, an effective strategy for the development of the bioenergy sector of agriculture is needed. The article considers the general energy potential of agriculture, its indicative structure. The analysis is also made in terms of areas. In addition, an economic assessment of the possible use of existing potential is identified.
