Immediately after the 2004 election, Republicans confidently believed in continued conservative political dominance. Shortly, a string of political and administrative disasters shattered the Bush presidency, and crises yet to come further devastated the political fortunes of American conservatism. Bush’s failures as president, while highly significant, only partially explained the conservative collapse. The deeper cause lay in the long-term weakness of conservative policies and political tactics. An examination of two key aspects of modern conservatism, conservative populism and opposition to government activism, shows that the collapse came primarily because of Bush’s loyalty to entrenched, mainstream conservative ideas and policies that were unrealistic and destined to fail.

Abstract Our intent is to reinterpret the concept of middle-income trap using the language of the complex system approach to refer to the unpredictability, non-linearity and the enormous range of possible behaviors of economic development in the long-term time series. By redefining the concept of trap in those terms, we propose to shed light on the institutional background of economic development. In order to advance our argument, we conduct a case study of Latin America, a region that has presented an unstable and non-linear economic trajectory across the 20th century. We argue that the combination between the colonial economic legacy and the political fragmentation amid the process of independence shaped the socio-economic structure and institutional capabilities for years to come, restricting the possibilities of overcoming underdevelopment.

The philosophy of free-market conservatism has swept the political field virtually everywhere, and virtually everywhere conservatives have been, in varying degrees, hostile to the cause of conservation. This is a problem of great consequence for the long-term human prospect because of the sheer political power of conservative governments. Conservatism and conservation share more than a common linguistic heritage. Consistently applied they are, in fact, natural allies. To make such a case, however, it is necessary first to say what conservatism is. Conservative philosopher Russell Kirk (1982, xv–xvii) proposes six “first principles” of conservatism. Accordingly, true conservatives:… • believe in a transcendent moral order • prefer social continuity (i.e., the “devil they know to the devil they don’t know”) • believe in “the wisdom of our ancestors” • are guided by prudence • “feel affection for the proliferating intricacy of long-established social institutions” • believe that “human nature suffers irremediably from certain faults.”… For Kirk the essence of conservatism is the “love of order” (1982, xxxvi). Eighteenth-century British philosopher and statesman Edmund Burke, the founding father of modern conservatism and as much admired as he is unread, defined the goal of order more specifically as one which harmonized the distant past with the distant future. To this end Burke thought in terms of a contract, but not one about “things subservient only to the gross animal existence of a temporary and perishable nature.” Burke’s societal contract was not, in other words, about tax breaks for those who don’t need them, but about a partnership promoting science, art, virtue, and perfection, none of which could be achieved by a single generation without veneration for the past and a healthy regard for those to follow. Burke’s contract, therefore, was between “those who are living, those who are dead, and those who are to be born . . . linking the lower with the higher natures, connecting the visible and invisible world” ([1790] 1986, 194–195). The role of government, those “possessing any portion of power,” in Burke’s words, “ought to be strongly and awefully impressed with an idea that they act in trust” (ibid., 190).

This chapter analyzes the opposition blockade with respect to the political expression and representation of parties opposed to neoliberalism. It uses sources to investigate how neoliberal social blocs used political institutions to block the representation of adversaries in formal politics, including electoral rules, executive powers, veto players, and lustration. It also recounts the processes of economic and political liberalization in Latin America and Eastern Europe, wherein economic reforms were expected to bring immediate costs to the population and positive results in the long-term. The chapter discusses how the opposition blockade affected the political expression and representation of interests opposed to neoliberalism through key aspects of the institutional design of the new polities. It describes the design of electoral laws as the most successful way of limiting the power of political and societal actors opposing neoliberalism.

I am thankful to PIDE for giving me the opportunity to be here and participate in this important discussion. It is always exciting to come back to this audience because this is where I started my career as an economist. We have with us Dr S. M. Naseem and Dr Nawab Haider Naqvi who guided me in my earlier years and I would like to thank them also. I will try to restore some balance after Dr Ashfaque’s alarming comments on the state of the economy, recognising well that we have challenges that need to be addressed. Mr Baldridgde in his discussion has given us fifty questions that capture many of the challenges. But first let me say a few words about whether politics should triumph over economics or the other way around. Lets not forget that we have a democratically elected government that represents a delicate coalition of several political parties and competing political interests. In this setting, it is not at all surprising that technocratic economic solutions are secondary to the political ones, and that “economics does not triumph over politics” as lamented by the previous panelist. In a democratic framework, the economists’ role is to ensure that political objectives are met without inflicting an unsustainable fiscal burden and sacrificing the long term development objectives.

The article analyzes the political discourse of the officials of the main political surveillance structure, – the Police Department, – in the period of 1880s (organization of the Department) and until October, 1905, when the Western-type Constitution project finally prevailed. The comparative analysis of the conceptual instruments (“Constitutionalists”, “Oppositionists”, “Radicals”, “Liberals”) typically used in the Police Department allows one to come o the conclusion that the leaders of the Russian empire political police did not follow the “reactionary and protective” discourse, did not share its postulates, but preferred the moderate-liberal-conservative path of political development. Along with that, the Police Department also demonstrated loyal attitude to zemsky administration and zemsky figures, covert criticism of “bureaucratic mediastinum”, the tendency to come to an agreement with public figures through personal negotiations, intentional omittance of reactionary and protective repressive measures in preserving autocracy. All this allows to come to the conclusion that the officials of the Police Department shares Slavophil public and political doctrine.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. Kata Kunci: Media, Kesan Negatif, Cara-cara, Islam dan Prinsip-prinsip.

During the first thirty-three years of his reign as king of the Franks, i.e., prior to his coronation as emperor on Christmas day 800, Charlemagne, scholars generally agree, pursued a successful long-term offensive and expansionist strategy. This strategy was aimed at conquering large swaths of erstwhile imperial territory in the west and bringing under Carolingian rule a wide variety of peoples, who either themselves or their regional predecessors previously had not been subject to Frankish regnum.1 For a very long time, scholars took the position that Charlemagne continued to pursue this expansionist strategy throughout the imperial years, i.e., from his coronation on Christmas Day 800 until his final illness in later January 814. For example, Louis Halphen observed: “comme empereur, Charles poursuit, sans plus, l’oeuvre entamée avant l’an 800.”2 F. L. Ganshof, who also wrote several studies treating Charlemagne’s army, was in lock step with Halphen and observed: “As emperor, Charlemagne pursued the political and military course he had been following before 25 December 800.”3

When the Gothic War began in Italy in 535, the country still conserved many features of classical culture and late antique administration. Much of that was lost in the political upheavals of the following decades. Building on Chris Wickham’s work, this contribution sketches an integrated perspective of these changes, attempting to relate the contingency of events to the logic of long-term change, discussing political options in relation to military and economic means, and asking in what ways the erosion of consensus may be understood in a cultural and religious context. What was the role of military entrepreneurs of more or less barbarian or Roman extraction in the distribution or destruction of resources? How did Christianity contribute to the transformation of ancient society? The old model of barbarian invasions can contribute little to understanding this complex process. It is remarkable that for two generations, all political strategies in Italy ultimately failed.

The growth of cities and informal economies are two central manifestations of globalization in the developing world. Taken for a Ride addresses both, drawing on long-term fieldwork in Dar es Salaam (Tanzania) and charting its public transport system’s journey from public to private provision. The book investigates this shift alongside the increasing deregulation of the sector and the resulting chaotic modality of public transport. It reviews state attempts to regain control over public transport, the political motivations behind these, and their inability to address its problems. The analysis documents how informal wage relations prevailed in the sector, and how their salience explains many of the inefficiencies of public transport. The changing political attitude of workers towards employers and the state is investigated: from an initial incapacity to respond to exploitation, to political organization and unionization, which won workers concessions on labour rights. A longitudinal study of workers throws light on patterns of occupational mobility in the sector. The book ends with an analysis of the political and economic interests that shaped the introduction of Bus Rapid Transit in Dar es Salaam and local resistance to it. Taken for a Ride is an interdisciplinary political economy of public transport, exposing the limitations of market fundamentalist and postcolonial scholarship on economic informality and the urban experience in developing countries, and its failure to locate the agency of the urban poor within their economic and political structures. It is both a contribution to and a call for the contextualized study of ‘actually existing neoliberalism’.

The case of East Germany raises the question of why religion and church, which had fallen to an unprecedentedly low level after four decades of suppression, have not recovered since 1989. The repressive church politics of the SED were undoubtedly the decisive factor in the unique process of minoritizing churches in the GDR. However, other external factors such as increasing prosperity, socio-structural transformation, and the expansion of the leisure and entertainment sector played an important role, too. In addition, church activity itself probably also helped to weaken the social position of churches. The absence of a church renaissance after 1990 can be explained by several factors, such as the long-term effects of the break with tradition caused by the GDR system, the political and moral discrediting of the church by the state security service, and people’s dwindling confidence in the church, which was suddenly seen as a non-representative Western institution.
