In the last three case studies there has been a logical progression through the management of change, considering first the definition of the problem; second, the development of a strategy for handling it; and third, the creation of an appropriate organizational structure. But, in today’s fast-moving world, there are many situations in which it is difficult to carry out this systematic approach. For example what do we do if change involves a technological jump, bringing with it new problems and challenges which have not been experienced before and which are poorly understood? This happened to white-collar work in the next case study. It has also happened many times in the past and is likely to happen many times in the future.

The article presents individual positions of the author’s research on the integration of non-formal education institutions in the system of civil buildings of Ukraine. The following scientific views on the phenomenon of non-formal education from related industries are analyzed: pedagogy, sociology, psychology, economics and a systematic approach to education as a phenomenon. The prognostic positions of the development of a typological network of non-formal education institutions in connection with the system of public buildings are described. The links are revealed – system objects of a combination of non-formal education institutions with other public buildings. The stages of the study of this problem are briefly described. The proposal on the creation of a universal educational cluster, as a characteristic of non-formal education institutions, is presented, and an example of the formation of the educational block of the center of scientific and technical creativity based on such a cluster is given.

Introdaction. The article uncovers the state of the institute of administrative liability in the field of urban planning considering current situation. The attention is focused on the main directions of transformation of development of administrative liability, the problems are described and the ways of their solution are proposed. In connection with the implementation of various reforms, the existing urban construction relationships has radically changed and the new ones has emerged in the society, which are characterized by a tendency of growth. Therefore, considering new conditions and requirements, these relations require the introduction of new effective administrative and legal regulation. One of the important tools of this regulation is administrative liability in the field of urban planning, which helps to ensure compliance with the norms provided by law, state standards, construction codes, and rules. The perspective directions of the evolution of the institute of administrative liability are the improvement of the system of administrative penalties by expanding their number and size and improving the system of subjects of responsibility. Purpose and tasks. The purpose of the work is to determine the current state of scientific understanding of administrative liability in the field of urban planning on the basis of the analysis of theoretical foundations, regulatory system and practice, as well as to focus on the actual issues of its application in practice. Results. It is proven that the institute of administrative liability in the field of urban planning undergoes transformation, but the scientific understanding of this process is not at the proper level. Conclusions. In general, the institution of administrative liability in the field of urban planning requires substantial modernization, but not at the expense of making changes and additions to the current legislation, but on the basis of the creation of a new doctrine of understanding of administrative liability combined with the application of a systematic approach.  All of the above will provide an opportunity for the creation of effective mechanisms for applying the institute of administrative liability in practice.

The question before the Court of First Instance concerned the legitimacy of the Commission's decision on a merger of two French companies incorporated under French law, Schneider Electric SA (hereafter Schneider SA) and Legrand SA (hereafter Legrand). On 16 February 2001 Schneider SA and Legrand, in accordance with the requirements on Regulation of mergers, notified the Commission of Schneider's proposal to make a public offer in respect to all the shares in Legrand held by the public. The judgment of the Court of First Instance can be considered an important step in the development of the European Commission's liability, particularly in respect to the Commission's liability in its role as watchdog of the common market. The judgment puts flesh on the skeletal set of existing principles concerning the liability of the European Community, and contributes to the creation of a systematic approach to the case law.

The block diagram of logistic system intercommunication in hotel business restaurant business is elaborated. The local modeling of operation processes of goods purchase taking into account the limits of financial resources is made. The sales point of goods is determined. At the present stage of the development of the economy of services in the world and Ukraine, the need to optimize the hotel and restaurant product is urgent. The application of logistic management principles can be significantly beneficial in the tourism and recreation industry thanks to the accumulated experience in the creation, implementation, monitoring and control of supply chains. In the case of the formation of a supply chain in the tourism industry, especially important skills, advanced and professional knowledge in the transport system of cargo and passengers, knowledge in information and financial logistics. The problems of logistics management point to the need for a systematic approach to the management of each tourist enterprise. Thus, an expedient direction to improve logistics management is to provide mechanisms for the intensive development of regional tourism on the basis of a systematic approach to management through the cooperation of tourist enterprises, as well as the introduction of a unified information system with a new data bank, first of all, on the features of regional tourist products. The results of logistic and marketing analysis indicate the expediency of reforming the organizational structure of management of tourism enterprises through the creation of logistics departments. The article describes the basic principles of stimulation of labor at enterprises of the tourism industry. The systems of payment and stimulation of work of employees at the enterprise are described. Differences in wage systems are investigated. The main factors of satisfaction with the work of the tourism industry are revealed. Recommendations for optimizing the incentive system are given A significant number of tourist enterprises, we were invited to improve the existing organizational structure. Thus, we can conclude that in most domestic hotel and restaurant enterprises, logistic control systems, as such, are practically absent.

This paper describes the development of a systematic approach to the creation, management and curation of linguistic resources, particularly spoken language corpora. It also presents first steps towards a framework for continuous quality control to be used within external research projects by non-technical users, and discuss various domain and discipline specific problems and individual solutions. The creation of spoken language corpora is not only a time-consuming and costly process, but the created resources often represent intangible cultural heritage, containing recordings of, for example, extinct languages or historical events. Since high quality resources are needed to enable re-use in as many future contexts as possible, researchers need to be provided with the necessary means for quality control. We believe that this includes methods and tools adapted to Humanities researchers as non-technical users, and that these methods and tools need to be developed to support existing tasks and goals of research projects.

The article clarifies the definition of the "guarantee of the implementation of countersignature". Following a systematic approach, it was stated that there are general and special guarantees for the implementation of countersignature. The division of special guarantees for the implementation of countersignatures into regulatory and organizational. Special attention in the system of organizational guarantees is paid to judicial protection. It has been established that disputes arising on countersignature issues are public law disputes between participants in public law relations, the solution of which is the task of administrative court proceedings. Based on the analysis of judicial practice in this category of cases, it was determined that the creation of an effective judicial mechanism to protect against violations by the authorities is one of the key tasks of both judicial and administrative reforms.
