IS THERE A FUTURE FOR RUSSIAN ORGANIC MILK?

At this point, dairy farming is a system-forming branch of the agricultural business, which allows efficient transfer of innovative technologies to the agro-industrial complex as a whole, and the issue of organic production, including milk and dairy products, is now becoming more and more apparent. With the law "On organic products” coming into effect, new opportunities are presented for agricultural producers of all forms of ownership, and the production of organic milk can become one of the drivers of the dairy farming development in Russia. Organic production in Russia began to form a special segment of the agricultural market, which is distinguished, on the one hand, by the increased cost of production in comparison with traditional technologies. On the other hand, its high marginality contributes to the entry of new players into the market, the emergence of various forms of collaboration and the attraction of large investments with state support. This is facilitated by the growth of commercial milk production, the development of the legal framework, state regulation and financial support for agricultural producers, and the commissioning of new certified enterprises for the production of organic milk with high margins. The purpose of the research was to analyze the domestic and foreign organic milk markets, as well as to consider the pros and cons of organic production in the modern market. The article deals with issues significant to both worldwide and Russian organic milk production, it also presents the basic principles of certification and regulation of the market, and talks about problems of pricing and consumption.

Рассмотрены перспективы развития органического молочного скотоводства в Российской Федерации, обусловленные вступлением в действие закона «Об органической продукции». Проанализированы факторы, способствующие развитию производства органического молока: возможность реализации эффекта масштаба, организация производства на необрабатываемых в течение ряда лет землях, свободных от остаточных проявлений интенсивной обработки, благоприятная конъюнктура внутреннего рынка, государственная поддержка экспорта. Определены основные сдерживающие факторы: отсутствие апробированных и адаптированных к региональным условиям технологий; усиление требований к качеству планирования и контроля; дефицит квалифицированных специалистов, имеющих опыт производства органической продукции; отсутствие узнаваемости бренда, негарантированность получения высокой ценовой премии. Исследованы возможности инновационных цифровых технологий в повышении производительности и результативности труда специалистов в кормопроизводстве и молочном скотоводстве, в обеспечении прослеживаемости и управляемости производственно-хозяйственного процесса в отрасли, контроля соответствия сырья и продукции требованиям к органическому производству. The article considers the prospects for the development of organic dairy farming in the Russian Federation, due to the entry into force of the law «On Organic Products». Factors contributing to the development of organic milk production were analyzed: the possibility of realizing economies of scale, the organization of production on uncultivated lands for several years, free from residual effects of intensive processing, favorable situation on the domestic market, government support for exports. Identified the main constraints: the lack of tested and adapted to regional conditions technologies; increased requirements for quality planning and monitoring; the shortage of qualified specialists with experience in organic production; lack of brand recognition, non-guaranteed high price premium. The article explores the possibilities of innovative digital technologies to improve the productivity of specialists in fodder production and dairy farming, provide traceability and manageability of production and economic process in the industry, control of compliance of raw materials and products with the requirements for organic production.

The article examines the state of food security in the Republic of Moldova and the provision of the country’s population with food since the last quarter of the XX century. Until now. Based on the analysis of various information for the specified period, the author showed that by the end of the XX century. due to the destruction of the main production potential of the agro-industrial complex, Moldova lost its food independence. On the one hand, this is the result of a significant decline in domestic food production. On the other hand, this trend is explained by a sharp increase in imports of traditionally produced in the country types of food products. In conclusion, it is concluded that ensuring food security in Moldova is possible on its own production basis, which is due to significant natural resources sufficient for the production of all major types of food products in the required quantity and proper quality. Due to the fact that in modern conditions agricultural production and food markets, being neither self-regulating nor self-sufficient, cannot successfully function without state regulation and support The government should take responsibility for the development and implementation of a specific state program in the field of national security in the food sector to provide the population with its own food. Abstract The second edition of this book contains 7 chapters that describe the introductory concepts of cattle nutrition, the aims and principles of organic cattle production, the elements of cattle nutrition, ingredients for organic diets, cattle breeds for organic production, integration of feeding programmes into organic production systems and conclusions and recommendations for the future of nutrition of cattle in organic beef and milk production systems. It provides an important source of peer-reviewed references on the organic feeding of cattle from the international scientific literature. Details on permitted feed ingredients, with an emphasis on those grown or available locally, and on suitable dietary formulations are included in the book. Organic milk production is an environmentally friendly production system based on local forage and a ban on using chemical fertilizers and certain other rules. Organic milk is considered to be healthier and is gaining attention worldwide. The market for organic products is increasing. The aim of the paper was to analyze changes in the development of organic dairy production in Poland in the context of the EU. We analyzed the changes on the European Union (EU) level and the Poland level. To analyze the changes in organic milk production on European Union level, we used the autoregressive integrated moving average model (ARIMA). Our results show that both organic milk production and the farm area used for organic production will increase. Moreover, we analyzed the organic dairy farms running rural accountancy within the Farm Accountancy Data Network (FADN) in Poland in the years 2007–2018. We used tabular and graphic methods to present the data. In the analysis the methods of correlation and regression were used. Germany, France, Austria, and Great Britain are the countries with the largest numbers of organic dairy cows. Our prognosis examined the development of organic milk production in the European Union (EU). The number of cows on dairy organic farms will increase in most countries in the EU. Then, we analyzed the impact of the chosen factors on three dependent variables: organic milk production, total production of organic dairy farms, and income from family farms. The most important independent variables were cow numbers, the value of fixed assets, the value of current assets, long-term debt, and short-term debt.

Taxation of the agricultural sector continues to be one of the main directions of development of the tax policy of the Russian Federation. On the one hand, taxes in agriculture perform to a greater extent a stimulating function, being the main economic instrument of state regulation of the country’s agro-industrial complex. On the other hand, the rate of development of the agricultural sector and the amount of tax revenues from the payment of unified agricultural tax to the consolidated budget of the state in relation to revenues from other special tax regimes tell us about the insufficient efficiency and popularity of this special tax regime and, consequently, about the presence of some problems of its legislative regulation

В статье отмечается, что проблема совершенствования государственного регулирования сельского хозяйства - важнейшая составная часть рыночного механизма экономики в условиях неопределенности. Необходимость такого регулирования связана с такими особенностями АПК, прежде всего сельского хозяйства, которые не позволяют им на равных участвовать в межотраслевой конкуренции. Проведен анализ валового выпуска продукции (услуг) сельского хозяйства Казахстана, показана динамика расходов государственного бюджета, заܰтрܰаܰт республиканского и местного бюджетов нܰаܰ сельское, водное и лесное, рыбное хозяйство хозяйство за 2016-2020 годы, размер целевых текущих трансфертов, переданных в базу расходов местных бюджетов при определении трансфертов общего характера на развитие сельского хозяйства, структура средств на антикризисные меры в АПК. Авторы отмечают, что стратегическая значимость и специфические особенности сельского хозяйства требуют разработки особых подходов к управлению данной отраслью, её инвестированием на региональном уровне. Возникла необходимость в разработке системных экономических решений в поддержке аграрного сектора и продовольственной безопасности, требующих проведения определенной стратегии, принципов, положений, норм и мероприятий, направленных на преодоление накопившихся проблем. Государственная поддержка в виде субсидий и предоставления льготных кредитов будет стимулировать развитие сельскохозяйственных товаропроизводителей. The article notes that the problem of improving the state regulation of agriculture is the most important component of the market mechanism of the economy in conditions of uncertainty. The need for such regulation is associated with such features of the agro-industrial complex, primarily agriculture, which do not allow them to participate on an equal footing in intersectoral competition. The analysis of the gross output of products (services) of agriculture in Kazakhstan is carried out, the dynamics of state budget expenditures, expenditures of the republican and local budgets for agriculture, water and forestry, fisheries for 2016-2020, the size of targeted current transfers transferred to the base of expenditures of local budgets is shown when determining transfers of a general nature for the development of agriculture, the structure of funds for anti-crisis measures in the agro-industrial complex. The authors note that the strategic importance and specific features of agriculture require the development of special approaches to the management of this industry, its investment at the regional level. There was a need to develop systemic economic solutions to support the agricultural sector and food security, requiring a specific strategy, principles, regulations, norms and measures aimed at overcoming the accumulated problems. State support in the form of subsidies and the provision of concessional loans will stimulate the development of agricultural producers.

The dynamics of prices for agricultural products, the factors that affect the pricing policy in modern conditions are considered in the article. Price is the most important element of the economic mechanism of the modern agrarian system, and in a market economy inefficient use of the price mechanism or complete rejection of price regulation results in large-scale negative consequences for the development of agricultural production of the country. Price disproportions arising in the system of agro-industrial complex between its separate links cause necessity of the state regulation of pricing. Agricultural producers cannot control the production of their products to the same extent as non-agricultural firms because the total output is determined by the work of many relatively small producers operating independently, and secondly, production results depend largely on weather conditions and biological systems. The end result in most cases depends on many uncontrolled factors that affect the yield or animal productivity – weather, natural disasters. The abilities of agricultural producers to respond to changing market conditions are quite limited - it is impossible to quickly stop or change agricultural production. Conversely, processing enterprises and consumers can adapt to changes in the supply of agricultural products in a shorter time than farms to changes in factors of production. The existing pricing mechanism for agricultural products is still imperfect and a system of measures to improve its functioning at all levels of state and legislative power is needed. An important place in agrarian transformations is occupied by the issues of a reasonable combination of free pricing with state price regulation. Public policy should continue to play the role of the main regulator in agriculture on the basis of investments in science, resource and energy-saving production technologies, lending, insurance, marketing, etc. The state must compensate deviations from the market price to agricultural producers in the amounts necessary for their activities at a given level of profitability.

In modern macroeconomic conditions, the mechanism of public procurement and commodity interventions is not an effective enough tool to regulate the grain market. The subject of the research is the state policy in the field of development of agroindustrial complex of the Russian Federation in order to develop proposals to improve the mechanisms of regulation of the grain market. The object of the research is the directions and mechanisms of agrarian policy of modern Russia. The work pays special attention to the analysis of the main shortcomings of the current regulatory mechanism of the domestic grain market, as well as offers a completely new alternative models to maintain the profitability of agricultural producers. It is shown that the commercial organizations involved in interventions are forced to accept price risks caused by state regulation of the market, but incompatible with their statutory goals. The study uses theoretical and empirical methods, in particular: literature review, logical, statistical and expert assessments, methods of collecting empirical data, system analysis, description and processing of the research results. The main results of the study are the following provisions. The authors propose the use of alternative models to maintain the level of income of agricultural producers in order to reduce the cost of the Federal budget and improve the efficiency of this mechanism, given the current conditions of the agro-industrial complex, in the framework of which an effective Institute can be created that regulates the grain market on the principles of public - private partnership-grain commodity and credit Corporation. Realizing functions on acceptance on storage and purchase of grain, commodity and credit Corporation will receive privileges from the state. At the same time, the removal of surplus grain in the subjects of the Russian Federation, not exporting it, by improving the competitiveness of these products through subsidies transportation tariffs will help to stabilize grain prices in the domestic market and will be the basis for the expansion of exports.

The chapter substantiates the conclusion that an organic product is a food product produced on basis of natural agriculture and animal husbandry, without the use of pesticides and other plant protection products, chemical fertilizers, growth stimulants and animal fattening. Having studied the agricultural legislation of Russia and other EAEU countries, the authors note that these legal acts contain a large number of common approaches and methods of state regulation of the production and turnover of organic products, although it differs in terms of individual production conditions, prohibitions and restrictions. Despite the fact that the adoption of laws on organic products in Russia and the EAEU countries was a great victory for agricultural producers and consumers, there is still a lot of work to done. It is necessary to bring the EAEU standards in line with international requirements, to develop specific measures to support producers of organic agricultural products, to fine-tune control mechanisms and to establish sanctions for violations in this area. In particular, it is advisable to establish legal liability for the use of organic labeling without proper grounds. As economic measures to support producers of organic products, it is necessary to establish a regulatory obligation of the state to purchase only organic products for military personnel, hospitals, orphanages, as well as other similar social needs.
