ECONOMIC PREREQUISITES FOR THE FORMATION OF OPTIMAL SUGAR MILLS RAW ZONES OF THE OREL REGION

The article justified the necessity of developing a strategy for the improvement of the sugar beet subcomplex of the region on the base of the determination of the close relationship between beet-growing farms, enterprises engaged in the delivery, processing and sale of manufactured products. According to the authors, the optimization of the raw material zone should include the principle of maximum loading of sugar mills, taking into account the raw materials produced in the region, optimizing transport costs for its delivery. The analysis of the sown area, productivity and gross yield of sugar beets gives us the idea that the region takes the tenth place among the largest producers of sugar beets. The yield and gross yield in 2019 in agricultural enterprises amounted to 459.6 centner / ha, 2231.9 thousand centner (an increase of 13.6% and 9.4% compared to the level of 2018).For P(F)E, the average increase is 40%, which corresponds to 481 centner / ha, 18.3 thousand tons. The average sugar content of beets during acceptance and processing ranges from 17.96 to 18.3%, the sugar yield is 15.63%, the sugar content in molasses is 1.68%, and the average daily productivity is 16.11 thousand ton / day, loss in production is 1.27%. The authors found that the production efficiency of the sugar beet industry is directly connected with the growth of labor productivity, the introduction of modern technologies, cost reduction, and thus, each farm has the opportunity to get additional profit. One of the main problems in the agricultural sector of the economy is the use of available resources to obtain the largest number of products. In our opinion, the production efficiency of sugar mills is closely interconnected with the constructed logistics routes for the transportation of raw materials with the exception of repeated shipments, the proportion of sugar beets in the sown area, and the reliability of suppliers. In our opinion, the efficiency of sugar mills production is in close connection with the built of the logistic routes for transportation of raw materials with the exception of repeated transportation, the specific weight of sugar beet in the structure of the sown area and the reliability ensuring of suppliers. The problem of the effective development of the sugar industry is relevant and priority in solving regional policies, the implementation of which will not only eliminate the emerging imbalances and reduce imports, but also support the domestic producer.

The relevance of the topic of the article is related to the need to develop agricultural markets at the regional level in order to increase the export potential of agricultural products. The purpose of the article is to find out the reasons for the decrease in the market price for sugar beet processed products, in particular white sugar, as well as to develop recommendations for optimizing the production and sale of sugar beet. The novelty of the study is to identify trends in the development of the market for raw materials for sugar production from sugar beets at the regional level and justification of the necessary priority measures to increase economic efficiency in the beet industry. The article presents the results of an analysis of the level of development of the commodity market for sugar producers. Priority directions for increasing production volumes and increasing the efficiency of sugar beet production as the main raw material for the production of white sugar and granulated sugar have been identified; recommendations have been given on ensuring sustainable growth in income from the sale of sugar beet root crops. The practical significance of the research results lies in the possibility of their use in the development of programs for the development of regional food markets, organizational, economic, technological measures to improve the efficiency of beet production in individual municipal areas to achieve high target indicators.

In this article analyzes the development of trends of bioenergy crops market development in Ukraine and its current state are analysed. The possibility and feasibility of synergy of mutual development of bioenergy crops market and bio-oil market in Ukraine were noted. The necessity of state support and stimulation of bioenergy crops and different types of biofuels production in Ukraine was stated. A positive trend of growth of planted areas and production of rapeseed in Ukraine was revealed. During the study period (2013-2019) the production of rapeseed was increased by 1.4 times. The greatest energy potential for the production of bioethanol is in the sugar beet subcomplex of the agricultural sector. Over the past few years, the production of sugar beet was at its highest in 2014 (15.7 million tonnes), while the following years saw a decrease in cultivated areas of sugar beet and, consequently, a drop in its gross output - to 8.3 million tonnes in 2020. Significant resource potential for the production of bioethanol also have cereal crops (wheat, rye, barley, maize), the area under which during the last ten years remains relatively stable (14.4-15.3 million ha). Among grain crops the most effective raw material for the production of bioethanol is maize. A positive tendency of biennial growth of planted area under this crop is revealed. The space differentiation of resource base of bioenergy in Ukraine is prominent. The cluster analysis revealed three groups of areas based on the similarity of the energy resources for bioenergy purposes. Two clusters including Khmelnytskyi, Ternopil, Zhytomyr and Chernihiv, Vinnytsia, Cherkasy, Sumy, Kirovograd, Poltava and Kyiv regions should be considered as the most promising areas for concentration of capacities in biofuel production. It is noted that the trajectory of development bioenergetic sector of the country is always conditioned by compromise between compliance with optimal levels of its energy and food security.

The studies were carried out under the conditions of a microfield experiment on typical chernozem (Belgorod region) with two soils (pH 5.0 and 6.5) with the addition of urea (enriched in 15N, 17.1 at. %) And effluents from a pig-breeding complex (PSC) at doses of 6 and 12 g N/m2 (against the background of phosphate and potash fertilizers, P6K6). The largest amount of nitrogen was consumed by sugar beets with the combined introduction of CCA and urea (25.8 g N/m2). When the soil was acidified to pHsalt 5.0, the consumption of nitrogen in mineral fertilizers decreased by 15-18%, soil ni-trogen – by 21-52%, and waste nitrogen – by 16%. At the same time, the immobilization of nitrogen in the fertilizer decreased by 13-18%, and the loss of gaseous nitrogen compounds increased by 47-108%. The effluent from the pig-breeding complex increased the immobilization of nitrogen in mineral fertilizers (by 38-46%) and reduced gaseous nitrogen losses (by 22-44%). The highest stability and productivity (root crop yield 1654 g/m2, tops yield 239 g/m2) was exhibited by agrophytocenosis on soil with pH 6.5 with the combined application of CCA and urea. When the soil solution was acid-ified to pH 5.0, the yield of beet root crops decreased by 30% and the yield of tops – by 24%. On soil with pH 5.0, fertilizers increased the sugar content in root crops by 0.2-1.3%, on soil with pH 6.5, they decreased by 1.3-2.0%.

The aim of the study was to evaluate the usefulness of sugar beet for biogas production, taking into account the duration time of storage and sugar content in the roots. The research has included analysis of methane and biogas yield of sugar beet. The relations between the sugar content in the roots and the length of storage period and the course of the methane fermentation process were determined. Sugar beets with sugar content of 17.6% and 19.6% were used for this experiment. In order to analyse the fermentation process, the fresh beets and the beets stored in flexible, hermetic tanks in the period of 43 and 89 days were used. Based on the analysis of the obtained results, it was found that the sugar content and the storage time of sugar beet roots can differentiate the production of biomethane and that it influences the methane fermentation process and the quality of the produced biogas.

The widespread introduction of non-traditional and local types of raw materials and the development of new types of products on their basis should be combined with the scientific substantiation of the composition and technology, which ensures the production of high-quality products, strengthening the control of biological and nutritional value, and the safety of new types of confectionery. One of the most important tasks faced by the confectionery industry is the development of new products in order to improve the structure of the range, save on scarce raw materials, reduce sugar content; creation of dietetic products, with a long shelf life. The use of raw materials of local and non-traditional species can contribute to solving this problem. The main source of vitamins, easily digestible carbohydrates, enzymes, fiber, pectin and minerals is fresh fruits and vegetables. Flour confectionery products, due to the high content of carbohydrates, fats and proteins, are high-calorie, well-digestible products with a pleasant taste and attractive appearance. Out of all the flour semi-finished products, the sponge cake is the bloated and softer. A well-baked cake is handy for processing; it has a smooth, thin crust; porous, elastic structure of the pulp – during compression is easily compressed, after removal of effort restores the old form. In the production of many foods, supplements that regulate the consistency and form the texture of food products are used. The structure of the sponge cake product is formed, mainly, at the stage of paste formation. The sponge cake is a poorly structured system with saturated air. The quality of the semi-finished product, above all, will depend on the quality of the resulting dough, which is substantially affected by the raw material. We have developed a recipe for a sponge dough, semi-finished product containing a pumpkin powder containing a significant amount of pectins, fiber, etc. In the structure of a sponge semi-finished product with pumpkin powder, thanks to the contents of polycarcids, which are merged with proteins bridges are formed. Osmotic swelling occurs as a result of the diffusion of water molecules inside the protein molecule, causing swelling of proteins. Microscopy of the structure of the biscuit semi-finished product was investigated in Slovakia (SPU).

In recent years there has been a growing concern over the performance of Israel and U.S. agricultural marketing organizations. In Israel, poor performance of some marketing institutions has led to radical reforms. Examples are the two leading export industries - citrus and flowers. In the U.S., growth of local market power is eliminating competitive row product prices which served as the basis for farmer cooperative payment plans. This research studies, theoretically, several aspects of the above problem and develops empirical methods to assess their relative importance. The theoretical part deals with two related aspects of the operation of processing and marketing firms. The first is the technological structure of these firms. To this end, we formalize a detailed theory that describes the production process itself and the firm's decision. The model accounts for multiple products and product characteristics. The usefulness of the theory for measurement of productivity and pricing of raw material is demonstrated. The second aspect of the processing and marketing firm that we study is unique to the agricultural sector, where many such firms are cooperatives. In such cooperative an efficient and fair mechanism for purchasing raw materials from members is crucial to successful performances of the firm. We focus on: 1) pricing of raw materials. 2) comparison of employment of quota and price regimes by the cooperative to regulate the quantities, supplied by members. We take into consideration that the cooperative management is subject to pressure from member farmers. 3) Tier pricing for raw materials in order to ensure efficiency and zero profits at the cooperative level. This problem is examined in both closed and open cooperatives. The empirical part focuses in: 1) the development of methodologies for estimating demand for differentiated products; 2) assessing farmers response to component pricing; 3) measurement of potential and actual exploitation of market power by an agricultural marketing firm. The usefulness of the developed methodologies are demonstrated by several application to agricultural sub-sectors, including: U.S. dairy industry, Oregon wine industry, Israeli Cotton industry and Israeli Citrus industry.

Yogurt products are consumed by millions of people every day. Consumers’ priority for ready-to-eat yogurt snacks enriched with various plant raw materials have increased each year. Therefore, the aim of this study was to prepare freeze-dried yoghurt bites with the addition of powders of beetroot, mulberry leaves, nettle leaves and rosehip fruit and to investigate these raw materials’ influence on the proximate composition, mineral and total phenolic content. The moisture, protein, fat, carbohydrate and sugar content of the yogurt bites were established using standard methods: mineral composition—using an inductively coupled plasma mass spectrometer (ICP-MS); total phenolic content—by the spectrophotometric method. The results demonstrated that the addition of different raw material powders to the formulation of yogurt bites had no significant influence on carbohydrate, protein and total fat amounts. However, the incorporation of powders of beetroot, mulberry leaves, nettle leaves and rosehip fruit in yogurt bites allowed a significant increase of the amounts of all investigated minerals and total phenolic content of the manufactured bites. Among all investigated yogurt bites, the highest amounts of K, P, Mg, Fe and Zn were determined for yogurt bites enriched with nettle leaves. In conclusion, the enrichment of yogurt bites with freeze-dried plant raw material powders can increase amounts of selected minerals and total phenolic content.

Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

The article presents the results of the studies of the effectiveness of disinfection means, based on chlorinated guanidines, tetradic ammonium salts, dichlorisocyanuric acid, peracetic acid and hydrogen peroxide as to the contaminating microflora of sugar beets. There was investigated the influence of disinfectants on bacteria Bacillus subtilis, Leuconostoс mesenteroides, mycelia fungi Aspergillus niger, Penicillium chrysogenum and yeast Sacharomyses сerevisiae. It was experimentally established, that the studied means has the high effectiveness as to most microorganisms that cause saccharose losses in the process of its extracting from beet chip and result in worsening a technological quality of semi-products of beet-sugar. There was established the high effectiveness of modern disinfection means as to inhibiting slime-forming bacteria of Leuconostoc generis. There was proved a possibility of their use at different technological stages of beet-sugar production for preventing the development of mucous bacteriosis. It was determined that means consumption depends on a type and extent of microbiological contamination of raw materials, semi-products, technological waters at sugar production. There were established concentrations of the studied means as to inhibiting the development of main contaminants of the microflora of raw materials and semi-products in sugar production. There is offered to use the studied means in industrial beet-sugar production that would favor the decrease of microbial contamination of semi-products and the increase of a sugar output from a raw material unit.

As an agricultural country, the Indonesian agricultural sector should obtain a positive impact of the regional economic integration. Since in 2004 by the Early Harvest Program (EHP) of China-ASEAN Free Trade Agreement (CAFTA), most agricultural commodities have lowered tariff, indeed some have been zero percent.Unfortunately, the performance of the agricultural sector has not shown tangible improvement. Then beforethe rates was released for all commodities, should be evaluated and re-defined policies that should be taken. This paper purposesto examine the impact of the implementation of CAFTA on the Indonesian agricultural performances. The objectives will be achieved by compare the performance preand post-CAFTA; predict the performance if CAFTA is fully implemented, by performing simulations and econometric models. By using time series data 1990-2011, agriculture can be divided into two categories; agricultural raw materials and food products. The estimation result of econometric modeling by simultaneous equations, the Indonesian agricultural sector performance after CAFTA is not better than before implementation.
