The research objective is to study the current state of hand-to-hand combat and determine the prospects for its development. Materials and methods. The researchers studied the documents on organizing and holding the competitions that took place in 2014-2016, the number and quality of their participants, coaches, hand-to-hand combat referees. The researchers analyzed training programs and competition rules of the most popular combat sports, constituent documents of public associations engaged in hand-to-hand combat development, normative documents on physical training of law enforcement agencies, the Armed Forces of Ukraine and armies of the world’s leading countries. Results. Hand-to-hand combat is closely related to solving military tasks. Due to its ability to adapt to modern military requirements, it is included in military training programs of various law enforcement agencies, the Armed Forces of Ukraine and armies of many countries of the world. The sports type of hand-to-hand combat is the basis for shaping and improving professional and applied skills and has its peculiarities, namely combat (applied) sections included in its training program and competition rules. The analysis of regulatory documents of hand-to-hand combat competitions of different levels among adults held in Ukraine in 2014-2016 proved that the overwhelming majority of them, 65% (of the total number of competitions held among adults) are competitions among employees of various law enforcement agencies and servicepersons. The analysis of competition rules revealed the peculiarities of organizing and holding competitions in this sport, in particular the possibility to hold competitions demonstrating the techniques used in standard situations of a real combat with an enemy, with and without weapons. This provides an opportunity to control servicepersons’ and law enforcement officers’ proficiency level of the applied section. Conclusions. The modern hand-to-hand combat is a unique sport that combines sports and applied types. Due to its peculiarities, it is currently a significant part of combat and professional training of servicepersons and law enforcement officers.

The problem of psychological training of employees of law enforcement agencies remains relevant at the present time. The problem of professional training for extreme situations is of particular importance, as the choice of a methodological approach to the implementation of professional and psychological training of law enforcement officers. The most effective is the system-situational approach in combination with the model approach, which are based on the system approach. The authors consider the role of situational, system-situational, model approaches to the psychological training of law enforcement officers in extreme situations of professional activity. In the course of the theoretical analysis and empirical research, the conclusion is formulated about the significance and effectiveness of the system-situational approach, the use of which contributes to the formation of effective psychodiagnostic procedures. In the course of the study, the features of the psychological and managerial potential of employees of law enforcement agencies were identified. In modern conditions, a systematic approach is developing most intensively, which carries out a gradual study of the subject: from the general to the particular, taking into account the significance of the goal, its achievability. The article considers the system-situational approach as one of the most promising, especially in the aspect of empirical research of crisis and anti-crisis situations of operational and service activities. Within the framework of system-situational analysis, professionally significant activity is studied as a dynamic system.

The analysis of the peculiarities of the official activity of the employees of the National Police of Ukraine and the normative documents that regulate the organization of tactical training in the system of primary professional training and professional training of police officers is carried out. It was stated that the performance of official duties by police officers is associated with constant contact with various segments of the population. There are many cases of encounters with aggressive people who are intoxicated, mentally unbalanced, etc. When confronted with government officials, citizens are often emotionally agitated and may not always respond adequately to law enforcement. In such situations, the tactical training of police officers is important, which is seen as the formation of special motor skills and abilities aimed at ensuring personal safety in the performance of official duties related to contact with the offender. A thorough study of the situations of practical activity of patrol police officers testifies to the existing problems in the tactical training of law enforcement officers. Erroneous actions of employees are partly explained by insufficient knowledge of external manifestations of threats from the offender, psychological behavior, low level of skills of effective communication with "problem people", the ability to control their own mental state in the performance of official duties related to communication with emotionally aroused individuals, the ability to control the situation and the actions of others without escalating conflict Such conditions increase the requirements for tactical training of personnel. It is established that in the context of the service function of the National Police of Ukraine, tactical training needs to be improved. Based on the elaboration of normative documents and scientific literature, the specifics of tactical training of police officers at different stages of professional training are highlighted. The need to improve the system of police training through further practical orientation was stated. Prospects for further research are the need to substantiate, develop and fill the content of situational tasks, which are used during training sessions on tactical training in the system of police training.

The article analyzes institute of the security assurance for people involved in criminal proceedings. It is established that despite the significant contribution made to solve important issues of this institute, the legal regulation of the process of security assurance for participants in criminal proceedings, as well as the mechanism of such assurance practically need immediate improvement, modernization, and further comprehensive research. Based on the analysis of the current state of security of participants in criminal proceedings, the reasons that affect the efficiency of such activities and measures to eliminate them, namely: financing of programs to ensure the security for people involved in criminal proceedings (creating a separate state fund through financial penalties for damages caused by crimes and funds that criminals make on bail); organizational support (establishment of appropriate terms of security measures, professional training of law enforcement officers who carry out security measures); establishing proper interaction between entities that protect such persons, etc. By analyzing these problems, we can conclude that they mainly lie in three major areas: legal, economic and organizational. The drawbacks in the legal mechanism for security ensuring for people involved in criminal proceedings in Ukraine are highlighted; the necessity and ways of improvement of the legislation in this area taking into account the world standards are substantiated. In this regard, we propose to at least supplement the CPC of Ukraine with a separate Chapter 10-1, setting it out as follows: “Application of procedural and special measures for the security of people involved in criminal proceedings”. It is also proposed that to ensure the security of people involved in criminal proceedings, it is necessary to create a special structural unit in the law enforcement system of Ukraine.

The paper theoretically substantiates the didactic foundations of professional training of future law enforcement officers of the Armed Forces of Ukraine in terms of earning a bachelor's degree. It is established that a future officer as a object of training needs to instill the ability to independently replenish his knowledge, skills, be aware of modern military scientific information, adequately assess events that occur in society, and most importantly to shape motives and motivation for professional self – determination and constant self-improvement. It was found that one of the goals of the development of the Armed Forces of Ukraine is a high level of combined arms training of future officers, which is possible to achieve if the model of professional training of future law enforcement officers of the Armed Forces of Ukraine is introduced into the educational process in terms of earning a bachelor's degree, which fully ensures the implementation of pedagogical conditions in the educational process for training future officers, which are united on the basis of didactic principles of military education, the introduction of ideas and technologies of personality-oriented training, the transition from an authoritarian model of training future officers to a personality-oriented one, which should be based on the principles of modern didactics.

The article analyzes the current state of the research techniques for evaluating the actions of officials during an antiterrorist operation during a forensic military examination. The structure of the methodology is outlined, the subject-matter, object, subjects and main tasks of the forensic military expertise are determined, the proposed algorithm of actions of the forensic expert during the relevant studies has been developed. The developed methodology covers the study of a causal violation of the current legislation by officials of the Security Service of Ukraine, the Armed Forces of Ukraine, and other military units established in accordance with the law, law enforcement agencies of the security and defense sectors, with the onset of serious consequences – the loss of people, the cause of material damage to legal entities and individuals and so on. According to the results of research work, it will be proposed to include this methodology in the Register of methodologies for conducting forensic expertises and in the List of scientific, technical and reference literature majoring in 16.1 “Military research”. The article substantiates the psychological and pedagogical features of the process of professional training of future law enforcement officers of the Armed Forces of Ukraine in a bachelor's degree. It is established that the professional training of future law enforcement officers is gradually moving to the readiness of the future officer to perform professional tasks. It is specified that the educational process in military institutions of higher education takes place in conditions of contradictions between new constantly growing requirements to the modern level of training of future officers and insufficient traditional level of training, between creative level of teaching and reproductive character of training which can be solved by introduction of new innovative technologies. and teaching methods. It has been determined that the process of formation of knowledge, skills and professional skills of future law enforcement officers should be based on two main stages: problem-subject, during which there is a primary perception and understanding of the content and experience of further professional activity; value-regulatory, according to which the formation of team skills and professional skills of the future officer, the development of creative style, the formation of motives, values, leadership qualities, etc. Psychological components that affect the training of future officers are identified: motivation to learn, emotional and volitional personality traits of the future officer, intellectual readiness to solve professional tasks, formed skills and abilities to perform professional tasks, a set of personal and professional qualities of the future officer, reflex. It is determined that the level of professional training of future law enforcement officers is determined by the degree of their activity as a subject, features and opportunities to independently organize their actions, behavior, activities in general on the basis of intellectual readiness and awareness of personal and professional tasks, including professional tasks. Including the ones on a tactical level.

Introduction: in the scientific and methodological literature, a significant number of publications deal with the professional training of various specialists. Most of the works of this kind pay attention to the continuous improvement of the skills of teaching staff. However, there is an acute shortage of the works that reveal the problems of training and growth of specialists in other areas, including the formation and improvement of the official qualities of law enforcement officers. To date, the specialized higher education institutions have been established and are functioning in all the law enforcement agencies, and the professional development programs are successfully operating. However, the experience of organizing activities for the formation and development of the professional qualities of the investigative workers should be generalized, systematized and serve as a basis for further improvement of activities in this direction. Purpose: to generalize and systematize the experience of organizing the professional development of the investigative law enforcement officers, to highlight the features of this process. Methods: during the research, various methods of scientific knowledge were used, including a systematic approach to the study subject, as well as the method of modeling and comparative legal analysis. Results: the paper attempts to identify the features of the process of formation of the personality of a young investigator, the formation and development of the professional qualities of a specialist at various stages, as well as the directions for improving his knowledge, skills and abilities using the specific methods and training tools. Conclusions: summing up the research, the authors come to the conclusion that the system of professional development of the investigative law enforcement officers in its organization should take into account the peculiarities of the formation and development of the professional qualities of specialists in this field, as well as the specifics of the training process, be carried out on an ongoing basis, use the modern tools and methods, as well as the educational technologies.

Несколько лет назад об идее обучения сотрудников правоохранительных органов посредством виртуальной реальности (VR) не могло быть и речи, прежде всего, из-за высокой стоимости данной технологии. Сегодня виртуальная реальность стала технически зрелой, затраты снизились, а технологии широко распространились по многим профессиям. Можно уверенно сказать, что правоохранительным органам нужны лидеры, обладающие навыками и компетенциями XXI в., выходящими за рамки традиционного обучения. Целью данной статьи является рассмотрение (на зарубежном примере) важности применения технологии виртуальной реальности для обучения сотрудников правоохранительных органов. Автором сделан вывод о том, что использование виртуальной реальности в обучении - это наиболее эффективный способ передачи информации. Данные технологии обучения можно использовать для безопасного повышения квалификации, чтобы в будущем избежать реальных рисков. A few years ago, the idea of training law enforcement officers through virtual reality (VR) was out of the question, primarily because of the high cost of this technology. Today, virtual reality has become technically mature, costs have decreased, and technology has spread widely across many professions. We can confidently say that law enforcement agencies need leaders with skills and competencies of the 21st-century that go beyond traditional training. The purpose of this article is to consider (on a foreign example) the importance of using virtual reality technology for training law enforcement officers. The author concluded that the use of virtual reality in training is the most effective way of transmitting information. These training technologies can be used for safe professional development in order to avoid real risks in the future.
