Accurate forecasting of the state of technical objects is necessary for effective management. The technical condition of the object is characterized by a system of time series of monitored indicators. The time series often have difficultly predictable irregular periodicity (quasi-periodicity). In this paper, to improve the accuracy of such series forecasting, models of quasi-periodic processes in the form of samples of a cylindrical image are used. The application of these models is demonstrated by forecasting of a hydraulic unit vibrations. It is shown that the use of these models provides a higher accuracy of prediction compared with the classical approaches.

In economy of a number of foreign countries alternatively privatizations of objects, the publicprivate partnership (PPP) concept is widely applied. Interaction of the state and business is characteristic feature of modern mixed economy. The specified partnership is realized with use of diverse models and can accept various forms. The task consists in choosing such form (a legal ground of realization of concrete model) at which PPP will be the most rational and effective. The leasing possessing financial, investment, organizational and operational, service, practical and other advantages, represents one of the most acceptable PPP forms, for realization in modern conditions of domestic economy. The specified advantages of the parties of the contract of leasing and its fundamental difference from the rent, being that when leasing the private sector, entering partnership with the state, not only applies administrative skills, but also invests the capital, are preconditions for its widespread introduction. At the same time, as a whole positive dynamics of development of the market of leasing in the Russian Federation has no steady character. The situation can be broken if return of invested funds is guaranteed to the investor (including foreign) and it will have an opportunity to profit. As the option of a solution is offered to apply non-standard approaches at implementation of leasing operations, in particular - with scoring use. It is necessary to emphasize that application of scoring most effectively when the leasing market is on lifting and demanded there is an efficiency of an assessment of the project and a standart of procedures, and the speed of service of the participants of the leasing contract plays one of leading roles. This advantage, becomes a shortcoming at the current situation in the market when more weighed assessment of risks is required, and for this reason skoring models demand continuous completion and updating with frequency of times in one and a half-two years. Leasing application as the PPP forms, not only the professional experience, effective management, flexibility and efficiency in decision-making will provide, ability to innovation, but also will provide serious investment activity. It in turn will allow to introduce new equipment and more effective technologies, to create the new enterprises, on a labor market to increase demand for highly skilled workers.

The aim of the study is to analyze the factors of Mongolia's national security in the context of the country's security and approaches to the implementation of demographic policy. The object of the study is the demographic processes in Mongolia during the COVID-19 pandemic in the context of ensuring the country's national security. The subject of the study is the measures taken by the state authorities of Mongolia during the COVID-19 pandemic to protect national interests from internal and external threats, the patterns and principles of implementing and ensuring the national security of the state in the context of solving the country's demographic problems. The most important element of the stability of the national security of the state is demographic security, as it is responsible for the process of reproduction of the country's population, in quantitative and qualitative terms. The approach of the Mongolian state in the context of a pandemic is aimed at protecting every citizen, society and country as a whole from internal and external threats, which allows maintaining the sovereignty, sustainable socio-economic and demographic development, territorial integrity of Mongolia. The study analyzed demographic processes during the COVID-19 pandemic, including fertility, mortality, migration, nuptiality and divorce. The features of migration processes during the COVID-19 pandemic are considered, including the return of Mongolian citizens to their homeland through channels organized by the state — export flights. The links between the socio-economic situation and changes in the demographic sphere in the country are revealed. The key risks in the development of demographic processes in Mongolia during the COVID-19 pandemic, affecting the sustainability of national security, have been identified. Based on the results obtained, measures are proposed to strengthen the demographic policy in Mongolia.

Abstract The elasticity in cloud is essential to the effective management of computational resources as it enables readjustment at runtime to meet application demands. Over the years, researchers and practitioners have proposed many auto-scaling solutions using versatile techniques ranging from simple if-then-else based rules to sophisticated optimisation, control theory and machine learning based methods. However, despite an extensive range of existing elasticity research, the aim of implementing an efficient scaling technique that satisfies the actual demands is still a challenge to achieve. The existing methods suffer from issues like: (1) the lack of adaptability and static scaling behaviour whilst considering completely fixed approaches; (2) the burden of additional computational overhead, the inability to cope with the sudden changes in the workload behaviour and the preference of adaptability over reliability at runtime whilst considering the fully dynamic approaches; and (3) the lack of considering uncertainty aspects while designing auto-scaling solutions. In this paper, we aim to address these issues using a holistic biologically-inspired feedback switch controller. This method utilises multiple controllers and a switching mechanism, implemented using fuzzy system, that realises the selection of suitable controller at runtime. The fuzzy system also facilitates the design of qualitative elasticity rules. Furthermore, to improve the possibility of avoiding the oscillatory behaviour (a problem commonly associated with switch methodologies), this paper integrates a biologically-inspired computational model of action selection. Lastly, we identify seven different kinds of real workload patterns and utilise them to evaluate the performance of the proposed method against the state-of-the-art approaches. The obtained computational results demonstrate that the proposed method results in achieving better performance without incurring any additional cost in comparison to the state-of-the-art approaches.

Goal. The purpose of the research is to conduct a comparative study of the work of the Central Bank of the world with their governments in the context of forming a mechanism for synergistic interaction of its economic policy instruments to improve the level of economic development. Topicality. The actualization of this study is the need to establish effective formal and informal links between the central bank as a system-forming financial institution that shapes the monetary policy of the state and the government as a governing body that creates a virgin economic policy. There is a need for a systematic comparative analysis of the experience of developed and developing countries in order to form an effective tool for economic policy of the central bank with its government and make effective management decisions aimed at improving the level of economic development. Results. The system of relations between the central bank of developed and developing countries and their governments is described. Factors of positive and negative influence on the formation of economic policy tools of the central bank of the countries and their governments are revealed. Formal and informal links have been analyzed between the world country’s central bank and its government in the process of implementing the central bank’s economic policy. The mechanism of synergetic interaction of the tools of economic policy of the central bank of the countries with their governments is improved, which contains indicative indicators of the interactions of the central bank, ministries, government of the countries for the purpose of making effective management decisions. The necessity of systematic work of all stakeholders (central bank, government, other stakeholders) in the process of forming economic policy, the implementation of which can affect the level of economic development of the state, is substantiated. Conclusions. The comparative analysis with elements of benchmarking estimation is carried out The mechanism of relations of the central bank of the country with its government is improved. The role of this interaction of the country's central bank with its government and other stakeholders was assessed.

Introduction. One of the most important and most urgent task of improving budget management in Ukraine is timely identification of budgetary risks and ensure its effective management. The management of budget risks, including budget funding risks requires first of all, studying factors of their occurrence and identifying ways to minimize them. Purpose. The purpose of the article is to distinguish risk factors of budget funding and determining ways to minimize them. Results. Based on the author’s definition of “budget funding risks” factors of budget funding risks in terms of its participants are singled. The factors of budget funding risks associated with the performance of its functions by the main managers of budget funds, by the Ministry of Finance of Ukraine, by the State Treasury Service of Ukraine and by the State Audit Service of Ukraine are analyzed. The main ways of minimizing risks are offered. Conclusion. The factors of budget funding risks that were singled create the probability of adverse situations and negative results. In our opinion, the main way to minimize budget funding risks is compliance by all participants of the provisions of existing legal acts that govern the order of execution of expenditure part of the budget. Also we offer to develop and approve the Order regarding the “Budget funding risks: definition, classification, factors and ways of minimizing” at the Ministry of Finance of Ukraine.

Purpose of research. The article examines the human potential of the Russian Federation in the context of the established second wave of the demographic crisis. The article analyzes the state of the number, composition and structure of the population of the Russian Federation during the first (1992–2012) and second demographic crisis (2016 and up to the present), taking into account the factors of population reproduction (birth rate and mortality) and migration inflows to the country. Factors and causes of external migration with the CIS countries are identified, as they have been and remain the main donors for replenishing the population of the Russian Federation. On the basis of analytical indicators of dynamics and methods of statistical relationships, an assessment of external migration growth and its impact on the country's economy is carried out. Special attention is paid to measures taken at the state level to stabilize and improve migration problems.Materials and methods. The information base of the study is statistical data and analytical information on external migration flows, based on statistical surveys conducted in the country. The methodological basis of the research is represented by statistical methods of information analysis: comparative analysis, structural and dynamic analysis, analysis of the interrelationships of migration and economic indicators.Results. The article analyzes in detail the results of current events in the country during periods of demographic decline and population growth since 1992. Due to the demographic policy implemented in the country, as well as the peculiarities of the age and gender structure of the population, it is proved that the main component for population growth is still the migration inflow. Special attention is paid to external labor migration in recent years. The impact of migration growth on economic indicators (unemployment rate, real wages, index of physical volume of GDP) and the development of the economy as a whole are estimated. Also, on the scale of the State National Policy Strategy being implemented until 2025, state measures to stabilize and improve the situation in the field of migration policy are presented and analyzed.Conclusion. Due to the fact that migration policy is a defining component of demographic policy, which is currently one of the priorities of the state's development, it is advisable to regularly study external migration as one of the most important sources of replenishment of human capital and hence the development of the country's economy. Therefore, the government of the Russian Federation should pay special attention to measures to attract foreign highly qualified labor force in active working age; providing foreign students who have successfully completed their studies and defended their diplomas in Russian universities with the opportunity to find a job in our country in order to obtain Russian citizenship and create a family in Russia. As well as carrying out regular monitoring studies on adaptation of foreign citizens, taking into account regional peculiarities of development of economy of our country, because today in the conditions of demographic decline of the Russian population it is one of the main sources of economic development on the geopolitical level, as labor potential – a basis for national economic growth.
