The authors of the article consider the features of the functioning of the educational technologies market. The analysis of the investment attractiveness of projects in the market of digital educational solutions is carried out. The main focus of the article is on the Russian system of higher education, since it is the higher educational institutions that today become not only the drivers of the country's scientific activity, but also the center for the formation of competencies in the field of innovative entrepreneurship among students. This vector of development of Russian higher education leads to the need for constant improvement of the activities of organizations that are forced to restructure their business processes and offer new educational products with the maximum degree of practical orientation. This is the only way higher education institutions can maintain their competitiveness both nationally and internationally. The article evaluates this trend, and also provides the author's approach to understanding the conditions and principles of the domestic EdTech market, which includes the classification of the main market players and the definition of the sector itself, which occupies a unique position at the intersection of science and business.

Introduction: For the educational world to achieve its existence and taste of creation and existence, there is always that need to promote and expect quality education, and this can only be realized through the analysis of its basic concept and formalities put in place. It is in this lane that an article and research is considered necessary. Purpose: To recognize the undeniable importance of creating a reliable and transparent system of accreditation of educational institutions, the introduction of an independent system of education quality assessment, by the way of scientific analysis and comparison. The subject matter of the article consists in the concepts and forms of the quality of higher education. Methodology: Based on the analysis of scientific points of view, the authors have suggested their own definition of the concepts of “quality of higher education” and “form of assessing the quality”. The classification of forms of assessing the quality of education has been provided and its procedural forms have been defined. Conclusions: The authors have formulated propositions for improving the accreditation process in Ukraine. It has been noted that the issues related to the process of providing education in Ukraine are currently under close attention of both state authorities and international experts and public organizations.

The features and problems of using interactive, active and distance educational technologies in the process of teaching the educational discipline «Macroeconomics» in the preparation of bachelors in higher educational institutions of economic and managerial profile have been analysed. It has been proved, that the above-mentioned educational technologies, while being an urgent necessity and a mandatory requirement of the educational process in the digital age, include various types of breakthrough technologies in modern interdisciplinary scientific research, higher education, economic sciences. It has been substantiated, that these educational technologies are a chance for higher education in the Russian Federation to take a leading position in the world ranking of educational institutions in the context of the country’s membership in the World Trade Organization. The author’s technique of innovative teaching methods in the discipline «Macroeconomics» in the oldest Russian higher education institution has been presented.

Owned business management inevitably implies the availability of tools for its implementation. The set of tools for such management is effective, when it can be integrated into the overall system of business processes. The problem lies in the selection of those managerial business processes, where the participation of the owner is necessary. Justification of the definition of such business processes is possible on the basis of systematization and identification of the risks, that must be assumed by the business owner. In theory and practice of management, the focus is on the management of the organization, which is implemented by hired specialists-managers. The role of business owners is rarely seen as an independent activity. Meanwhile, the goals and the role of business owners are far from adequate to the goals and roles of managers. This circumstance makes the problem of ownership business management urgent. Currently, the terms “owner contro”l and “ownership management” are used in literary sources. These terms do not coincide in their meaning. Ownership management includes ownership control and occurs when the owner solves the problems of strategic development. If strategic development goals are not set for any reason, the owner remains to develop a system of ownership control over the current state of the business. Ownership business management should be built on the development and control of the organization's business processes. The owner can not physically control all business processes, and this is not necessary. There is a need to highlight those business processes, that he must control necessarily. In our opinion, the solution of this problem can be built on the basis of an appropriate classification of entrepreneurial risks.

Students’ experiences have been covered by a large number of studies in different areas. Even so, the concept of student experience (SX) is diffuse, as it does not have a widely accepted meaning and is often shaped to the specific purposes of each study. Understanding this concept allows educational institutions to better address the needs of students. For this reason, we conducted a systematic literature review addressing the concept of SX in higher education, specifically aiming at undergraduate students. In this work, we approach the concept of SX from the perspective of customer experience (CX), based on the premise that students are users of higher education institutions’ products, systems and/or services. We reviewed articles published between 2011 and 2021, indexed in five databases (Scopus, Web of Sciences, ACM digital, IEEE Xplore and Science Direct), trying to address research questions concerning: (1) the SX definition; (2) dimensions, attributes and factors that influence SX; and (3) methods used to evaluate the SX. We selected 65 articles and analyzed various SX definitions, as well as scales and surveys to evaluate SX, mainly relating to satisfaction and quality in higher education. We propose a holistic definition of SX and recommend ways to achieve its better analysis.

Purpose The purpose of this paper is to analyse critically the Russian Academic Excellence Initiative (the Project 5-100), designed to propel five leading Russian universities into world university rankings (WURs) by 2020, and research it through the lens of neoliberalism. The paper seeks to reveal recurrent discourses and dominant orders of discourse constituting the overall concept of “excellence” in Russian higher education (HE) policy. Design/methodology/approach Since the Project 5-100 has been designed in line with a neoliberal model of academic excellence initiatives, emphasising “competition as a driver of excellence” (Hazelkorn, 2009), Fairclough’s approach to critical discourse analysis (CDA) has been adopted as a qualitative research method. There is no universally accepted definition of “excellence” in HE policy; therefore, this CDA also aims at revealing the Russian government’s vision of the concept and its voice in HE policy. Findings The paper concludes that the government reinforces neoliberal discourse on the HE agenda and transforms the 5-100 Universities’ identities through emphasising the role of WURs in modernising the HE system. Consequently, within the neoliberal paradigm, the Project 5-100 can be regarded as a manifestation of the commodification of “excellence” in Russian HE policy. Originality/value This research intends to broaden knowledge of excellence initiatives in HE policy and reveal their features and neoliberal natures. It also seeks to contribute in terms of showcasing a qualitative study of the Project 5-100 for future comparative analyses of similar HE policies.

The article provides a classification of pedagogical conditions of realization of inclusive education in the higher education system and their analysis in six universities in Moscow. The study involved 212 students from 1 to 4 year studying in different majors and levels of training. The study was conducted by surveying. To study the teaching conditions two groups were identified in a contingent of students: students with disabilities, and without deviations in health. For the analysis of the data we used correlation and factor analysis. The results of the study confirmed the theoretical structure of the classification and showed differences in the estimates of pedagogical conditions of implementation of inclusive education of students with disabilities, and without them. The theoretical framework for the analysis and classification can be used in practice for the study of pedagogical conditions of implementation of inclusive education in educational institutions of different tupes.

The article presents the results of the national research universities (NRU) development programs implementation analysis for the period 2008–2018. The authors have held a comparative analysis of NRU activities with other strategic initiatives in the field of higher education in Russia, in particular, Russian Academic Excellence Project 5-100 on Competitiveness Enhancement of the Leading Russian Universities among Global Research and Education Centers; Project «Federal Universities»; support for strategic development programs of state educational institutions of higher education; sustainable relationships support between higher educational institutions and regional enterprises and organizations within the framework of the priority project “Universities as Innovation Drivers”. The analysis was based on 41 quantitative and 11 qualitative indicators. In the analysis, the following data sources were used: statistical forms 1-Monitoring, data from ranking agencies, etc. It has been determined that implementation of development programs for the entire NRU network is generally successful and positively affects the development of Russian higher education. The leading NRU – the participants of Project 5-100 have shown the greater impact on the enhancement of the Russian education in the world.

The purposeof the study is to assess the readiness of the Russian higher education system to move to the digital level based on the statistical researches of education. The way to the digital economy becomes decisive in the development of Russian education and covers all its stages. Within the framework of the state program “Education development” the project “Modern Digital Educational Environment” is being realized, for the secondary education the “Digital School” project is being developed, and in the program of development of the digital economy a separate direction “Personnel and Education” is emphasized. Digitalization of education becomes the next stage after the informatization stage in the technological development of education. It is necessary to assess the current level of informatization of higher education.Materials and methods of research.The presented study of the assessment of the readiness of Russian higher education to the digital economy is based on the methodology, proposed by the World Bank, which includes an assessment of five groups of indicators: the use of information technology in the learning process; training of teaching staff for the use of information technology in education; informatization of education management; information infrastructure of higher education; normative and legal support of the digitalization of education. The methodology includes the combination and interpretation of the different statistical data because the appropriate study of digitalization of education requires the specific approach. The factual basis of the research is the data of official statistics and universities.The results, on the one hand, indicate a high level of provision of universities with personal computers and access to the Internet, and on the other hand, a lack of automation of the administrative and educational processes of the university. Despite the constant development of technologies and the emergence of new educational web tools, and a multi-year state policy on the information educational space formation, its potential is partly used by universities. Only one third of university students are trained using e-learning or distance education technologies. At the same time, non-state educational institutions provide most of the educational services available to online listeners. In general, the share of online education in the market of educational services is low and is 1.8% for higher education programs and 6.7% for additional professional education. 82% of students, enrolled in programs with exclusive use of e-learning are students of non-state universities. The use of technology, even in the form of blended learning, in addition to the corresponding IT infrastructure, requires the appropriate training of lecturers and students. The training of lecturers in the use of IT in education, including training directly to work with IT, should be supplemented by teaching methodical work in the information educational space.Conclusion. The study shows that the Russian education system has created the necessary reserve for the creation of IT infrastructure, regulatory support, and best practices in the field of IT application in the educational process, which should become the basis for the participation of Russian universities in the digital economy. At the same time, the differences between information technologies (IT) and digital are not obvious, in many respects, these concepts are identical, differences arise when considering the totality of the information technologies and resources involved. Digitalization assumes that practically all the computing devices are involved in information support, including consumers, who, for example, install mobile applications in order to use the services. Involving a large number of devices with the ability to connect to the Internet allows you to organize the collection and processing of a large amount of digital data. The basis of digitalization is the created IT infrastructure and the degree of informatization in educational institutions.

An attempt was made in the article for generalizing pedagogical educational technologies and use them in the process of preparing aspirants of higher education for professional activity. The concepts of «pedagogical technologies» and «innovations» from the point of didactic foundations of pedagogy are highlighted. The classification of innovative teaching methods used in the educational process of training future professionals is given. The authors emphasize the quality of training in the application of modern pedagogical methods that affect the modernization of educational content, methods, forms and allow to realize the most effective implementation of training tasks in the modern conditions.

Actual aspects of process modeling in HEI’s are considered. Issues related to process modeling in universities were studied. A reference model of the university system is given, on the basis of which business processes can be modeled and implemented at different levels of management. The generalized models of business processes «Staff» and «Scientific activity», as well as KPI are presented, on the basis of which it is possible to improve quality management.The proposed models will allow to timely identify possible problems that require a solution, take measures to transform the university’s business processes.
