The investigation was aimed at identifying indicators of the Covid-19 pandemic impact on the sphere of physical culture and sports in a heterogeneous array of statistical indicators. The authors used official governmental statistics and Internet statistics reflecting thematic online activity of the population and various aspects of the state of organizations operating in the field of physical culture and sports. Despite of a significant reduction in cash receipts from the services provided in this area, specialized organizations are overcoming the consequences of the pandemic. New forms of inde-pendent and online physical education and sports, which became widespread during the strict quarantine restrictions, remain popular among the population. Quantitative evidence of that statement was worked out: the values of statistical indicators of consumption by the population of physical culture and sports services, demography of organizations operating in the field of sports, by the fall of 2020, began to return to pre-crisis values. Indicators of the demand for physical culture and sports services in online formats included attendance of thematic sites and public pages in social networks, as well as the number of thematic search queries. It was found that such an indicator as the number of visits to the online training site continued to increase even after the quarantine restrictions were lifted. One of the directions of scientific research in that area can be the development of methods for collecting, aggre-gating and data mining, allowing to assess the degree of adaptation of physical culture and sports organizations to the conditions of restrictive measures by using the capabilities of the digital economy.

AbstractThis study tested an instrument entitled “Physical Culture and Ethics” which consisted of 44 statements to which subjects responded on a Likert-type five-point scale. The statements reflected the ethical theories of Aristotle (14 statements), Kant (14 statements) and Mill (16 statements).The hypothetical model of ethical theories was verified on a sample of 163 students at the Faculty of Sport and Physical Education in Belgrade (119 male students and 44 female students), attending all years of study (n1=22, n2=34, n3=36, n4=48, n5=23). We hypothesized that students would display greater maturity in terms of education and reaffirm their positions towards ethical issues in physical culture as they progressed in their studies, and also that the male and the female students had their specific moral outlooks on the reality of physical culture.When comparing the basic statistical indicators of students’ responses to statements reflecting the ethical theories (Aristotle, Kant, Mill) against the year of study students were in (mean value and standard deviation) – certain variation in values from the first to the fifth year of study was observed, thus confirming the hypothesis.When comparing the basic statistical indicators of male and female students’ responses to statements reflecting the ethical theories (Aristotle, Kant, Mill) – female students’ results were better on all scales, and Aristotle’s ethical theory showed a statistical significance, thus confirming the second hypothesis as well.

 Units of local governments in Poland are responsible for running actions in the sphere of physical culture. The growing number of people practicing sports, as well as social and rearing aspects related to sports exert an influence on the activity of sports clubs and social organizations which promote physical culture. While only some sports organizations are self-sufficient economically, most of them must rely on public support. In Poland, like in the majority of European countries, one of the main sources of financing are public grants. Cities with county rights (CCRs), being a specific type of commune, undertake tasks of both communes and counties. In the sphere of tasks pertaining to physical culture this can manifest itself by higher budgetary expenses in general, including grants. Local tasks connected with sport are stiffly defined by central regulations only to an insignificant extent. Therefore it is accepted that local governments possess considerable autonomy as regards deciding about allocation of the means assigned for their realization. This concerns also the grant-based expenses. Thus, the aim of the article is to examine whether the scale of expenses borne on physical culture, including local government grants, is dependent on the size of CCRs and on the level of their financial autonomy. In this paper, the author presents differences in expenses from budgets of CCRs on tasks pertaining to physical culture (Section 926 of the budgetary classification), with particular taking account of grants which constitute them. The basic tools of descriptive statistics and study of interdependences were used. A very large spatial difference in the examined variables, both in the regional framework and within the types of communes, was found. The mean interdependence was identified between grant-based expenses and the level of financial autonomy of the cities with county rights.

Abstract The crisis generated by the COVID-19 pandemic implied specific intervention measures in all areas worldwide. Social workers from the social care system and health services, along with other specialists, have played an extremely important role in providing support to vulnerable groups, in order to manage social and psychological issues that have emerged in this period. This paper presents the results of a study involving 94 social workers from Romania. The aim of the research was to identify the main changes in the activity of social workers from public and private social services during pandemic, a period characterized by restrictive measures in order to limit the transmission of the virus. The paper focuses on vulnerabilities and challenges imposed by these changes in order to continue to provide social services for those in need. Recommendations on social policies are outlined based on the lessons learned in this period. The results show that communication and the maintenance of the relationship with beneficiaries are the parts where most changes occurred. The limitation of direct contacts has led to a decrease in field activity, online work, increased workload, or changes in working schedule, and also sometimes (mainly in public institutions) increased bureaucracy. Based on the results of the study, some recommendations for policy makers are identified, taking advantage of the lessons from this period of crisis: the need for the authorities to prioritize the allocated resources and to impose stricter rules to follow, provide funding for specific resources, intensifying the collaboration between all social actors involved, developing and implementing unitary intervention models, greater interest and understanding from authorities and responsiveness to new intervention methods, maintaining the online activity where the situation allows it in order to reduce bureaucracy in public institutions.

Radical changes that take place in all society spheres (economic, social, political and cultural) of a state, directly and indirectly affect the development and functioning of the socio-economic system of physical culture and sports. A new category of human resources employed in the field of sports management is emerging, given that sports organizations are interested in forming a management system that ensures high performance, development opportunities and a stable market position. In the last decade, the system of physical culture and sports management has undergone substantial changes, as a result of the emergence of new sports events, the development of sports movement, the creation of innovative services and the production of special equipment / installations in accordance with the legislation in force, as well as due to modern trends in entrepreneurial activity in market conditions. The fulfillment of the management functions in these conditions, at a higher level, generator of performance and success can be ensured only by qualified persons who have received a special professional training (including additional, continuous training) and requalification. This training is necessary for all activities specific to the field of physical education and sports management, for the development and proper functioning of sports organizations. Management and marketing activities, innovative for physical culture and the national sports movement, require special knowledge, skills and an effective professional training of the specialists in the field.

The situation with the staffing of the industry “Physical culture and sports” in the Udmurt Republic according to the state statistical reporting for the last 5 years and, in this regard, the process of personnel training in the framework of the direction 49.00.00 “Physical culture and sports” in the Udmurt Republic as a whole and in the Udmurt State University, in particular, is considered. Using the platform of the Google Forms resource, the authors conducted a survey of 80 organizations-employers in order to form a system at the university that provides training of qualified personnel in physical culture and sports. According to employers, in the interpretation of the authors, the system should include: fulfillment of the requirements of the Federal State Educational Standard of the direction 49.03.01 “Physical culture”; requirements of professional standards in the field of physical culture and sports; rating of competencies from employers; practice-oriented approach to teaching in the process of organizing practices and studying sports and pedagogical disciplines. In addition, the authors have systematized and generalized proposals for the formatting of work with applicants and graduates in order to retain personnel in the physical culture and sports organizations of the republic.

The purpose of the work described in the article was to study the principles of forming control questions for distance testing of students in LMS Moodle and Blackboard in such a way as to minimize the ability of test takers to use the help of search queries on the Internet. The main trends in the responses of university students are analyzed depending on the types of control questions, their wording and the relationship with the availability of lecture material. The distance electronic testing of 3rd year students of university in the discipline “Physical Culture” revealed that the greatest problems for test takers arise with questions on logic, and not on exact knowledge, the answers to which are easily found in lecture material. It was revealed that the vast majority of students when searching for answers to questions of a time-limited test are guided not by their own knowledge, but by marker words in the question text, which they create their own search queries in the text of the lecture or on the Internet. At the same time, a part of the respondents is clearly distinguished, which does not analyze the information provided, but looks at it rather superficially and tries to choose the one that is closer to the marker word from the possible answers. Based on the research and experience in the LMS environment, the article gives practical recommendations for teachers on the competent creation of control tasks and the effective management of response statistics, which will allow more objective assessment of students’ knowledge in various academic disciplines.

The authors describe a project that compared the effects of three interventions on the retirement investment knowledge of public school teachers in the Midwest. They interpret outcomes from three different interventions (online training, site-based workshop, and hybrid of online and site-based). While the study results indicate that program participants increased their investment and retirement knowledge of content presented in the measured approaches, the differences in gains between the interventions were not significant. The authors call for additional research into the investment and retirement education of teachers that employs larger samples and uses valid and reliable instrumentation.

Introduction. The analysis of the research has established the lack of a clear internal logic in the construction of a set of criteria for classification services in the field of physical culture and sports. A large variety of criteria, on the one hand, provides an opportunity to get acquainted with the various components of the content of services, which is important for solving practical problems, for example, for the development of a strategy of marketing by sports organizations, the definition of target markets, or for the formation of social standards of consumption of services by the state. On the other hand, relying on such approaches to the classification of sports and sports services, it is extremely difficult to solve the tasks of scientific research. First of all, this relates to the scientific analysis of the system of market relations in the field of physical culture and sports, the nature of the functioning of subsystems or individual components of which is determined by the specific features of this or that kind of physical culture and sports services.The purpose of the study is theoretical and methodological justification of the classification of physical culture and sports services in the context of determining the indicators of the impact of the results of professional activities on the field of physical culture and sports.Results. The article analyzes the main approaches to the classification of sports services in order to determine the economic indicators of influence on the industry. The criteria of the classification of physical culture and sports services have been determined, which made it possible to establish a classification of physical culture and sports services, where all services are divided into physical education, physical culture and health, sports training, sports-entertainment, physical education and rehabilitation, which form these services.Conclusions1. It has been considered that the criteria for classification of sports services are: the social significance of needs that are satisfied as a result of the consumption of a particular service; a way of compensation for the use of services; the form of the existence of a particular service; regularity of consumption of services.2. The classification of physical culture and sports services is defined, where all services are distributed to physical education, physical culture, health, sports and fitness, sports training, sports-entertainment, physical education and rehabilitation, and the indicators that form these services.

The article presents the organization of remote online training for students of the Institute of Physical Culture and Sports of the North-Eastern Federal University (IFCiS NEFU) and the Churapchinsky State Institute of Physical Culture and Sports (CHIPCIS) by means and technologies of online distance learning for the period of the worldwide quarantine due to COVID-19 (April 2020-April 2021). These events affected all areas of higher education in conditions of self-isolation and quarantine measures in the use of distance learning at all levels of education. The experiment involved 220 students from the two above-mentioned physical education universities in Yakutia. The study was conducted using the survey method developed by one of the authors of the article, taking into account the specifics of the organization of online learning in the regional education system with statistical processing of the data of the research results. The authors substantiate the practical significance of the study in the context of the organization of online distance learning using software tools and a distance learning platform in the regional system of physical education. The materials of the article are of practical value for teachers and researchers on the problems of training teachers and teachers in the field of e-learning implementation, taking into account the scientific and methodological support of the educational process
