Radical changes that take place in all society spheres (economic, social, political and cultural) of a state, directly and indirectly affect the development and functioning of the socio-economic system of physical culture and sports. A new category of human resources employed in the field of sports management is emerging, given that sports organizations are interested in forming a management system that ensures high performance, development opportunities and a stable market position. In the last decade, the system of physical culture and sports management has undergone substantial changes, as a result of the emergence of new sports events, the development of sports movement, the creation of innovative services and the production of special equipment / installations in accordance with the legislation in force, as well as due to modern trends in entrepreneurial activity in market conditions. The fulfillment of the management functions in these conditions, at a higher level, generator of performance and success can be ensured only by qualified persons who have received a special professional training (including additional, continuous training) and requalification. This training is necessary for all activities specific to the field of physical education and sports management, for the development and proper functioning of sports organizations. Management and marketing activities, innovative for physical culture and the national sports movement, require special knowledge, skills and an effective professional training of the specialists in the field.

Отрасль «Физическая культура и спорт» в настоящее время находится в стадии активного реформирования. Происходит модернизация системы, пересматриваются подходы к организации трудовой и учебно-тренировочной деятельности, а также физкультурно-массовой работе с различными группами населения. Специфика профессиональной деятельности в данной сфере становится все более очевидной и требует наличия у специалистов соответствующих особых профессиональных компетенций. В условиях реформирования особую актуальность имеет подготовка квалифицированных управленческих кадров, обладающих необходимыми знаниями и практическими умениями в области организации и управления деятельностью государственных (муниципальных) и общественных физкультурно-спортивных организаций. Действующие федеральные государственные образовательные стандарты по направлению подготовки (бакалавров, магистров) «Педагогическое образование» предусматривают необходимость формирования у выпускников готовности к решению задач профессиональной деятельности не только педагогического, но и организационно-управленческого типа. Рассмотрены результаты исследований, направленных совершенствование профессиональной подготовки студентов – будущих педагогов по физической культуре и спорту на основе повышения их компетентности в вопросах государственного и муниципального управления. На основе анкетирования государственных (муниципальных) гражданских служащих, осуществляющих управление в области физической культуры и спорта, выявлен перечень профессионально значимых знаний, умений и навыков, необходимых специалисту для эффективного выполнения организационно-управленческих функций в данной сфере с учетом современных социально-экономических условий. Приведены методические рекомендации по формированию у студентов профессионально значимых знаний, умений и навыков, необходимых для эффективного выполнения функций государственного (муниципального) управления в сфере физической культуры и спорта в современных условиях. The Physical culture and sport branch is currently in the stage of active reforming. The system is being modernized. Approaches to the organization of labor and educational-training activities, as well as physical-mass work with various population groups are being revised. The specifics of professional activity in this area is becoming more and more obvious and requires specialists to have appropriate special professional competencies. In the context of reforming, the training of qualified management personnel with the necessary knowledge and practical skills in organizing and managing the activities of state (municipal) and public physical and sport organizations is particularly relevant. The current federal state educational standards in the direction of (bachelors, masters) «pedagogical education» consider the need to form graduates’ readiness to solve problems of professional activity not only of pedagogical, but also of organizational and managerial type. The article gives the results of studies aimed at improving the professional education of students, that are future teachers in physical culture and sports on the basis of increasing their competence in matters of state and municipal administration. Based on a questionnaire survey of state (municipal) civil employees in charge of management in the field of physical culture and sports, there was made a list of professionally significant knowledge, skills and abilities necessary for a specialist to effectively perform organizational and managerial functions in this area, taking into account modern socio-economic conditions. The article represents methodological recommendations for the formation of professionally significant knowledge, skills and abilities necessary for the effective fulfillment of the state (municipal) management functions in the field of physical culture and sports under modern conditions.

The subject of the research is the theoretical, methodological and practical basis for the formation of the content and functions of sports management, achieving efficiency and strategic guidelines for its development in the future. The purpose of the work is to determine the content, functions, technologies and effectiveness of management in the field of physical culture and sports and to analyze the existing directions of foreign management in order to justify the strategic guidelines for the development of sports management in Ukraine. The methodological basis of the article is both general scientific and special methods of scientific knowledge. Methods were used: historical, dialectical, monographic, system-structural analysis and synthesis of economic comparisons, expert assessments, graphic. Result of work. The article identifies sports management as the management of sports organizations. Its features, main functions and their content are revealed. Strategic guidelines for the management of sports organizations for the future are defined, taking into account the experience of foreign countries. They are aimed at ensuring mass availability of physical culture and sports, affordability of their services, introduction of innovations in the process of providing and implementing management, and development of related activities. Scope of the results. The conclusions and results of the article can be used in the scientific and educational process of economic faculties, faculties of physical culture and sports of higher education institutions; in the management and activities of institutions and organizations of physical culture and sports. Conclusions. Physical culture and sports are much more than events with sports records, victories and medals, which retain their appeal for many. Sport is presented as a joy that brings physical activity to millions of people with a huge number of volunteers and qualified personnel. After all, the main principle of "sport for all" and its management is to ensure access to sports and physical exercise for all social strata and groups of the population, regardless of their racial, ethnic and cultural affiliation, their place in the system of industrial and labor relations, social status and income, and property and social status in General.

Management activity is one of the most important factors in the functioning and development of the physical culture and sports field. Management is a conscious human activity, with a well-defined purpose, based on which the elements of the external environment are ordered and subordinated in accordance with institutional interests. Management means art, experience and training. Sports management is a special type of management, whose object is represented by sports organizations, their efficient management in modern market conditions. In this context, every sports entity needs a professional leader, a manager, who must be a specialist who knows and owns the art of management in market relations and who with the support of appropriate methods, instructions, regulations and professional standards, manages to implement the principles, objectives, priorities and policies of physical culture and sport. Thus, there is a need for specific qualification requirements of the specialist in the field of physical culture and sports, an effective managerial-legislative-sports training. The qualification requirements of each specialist in the field, imply an adequate education and professional experience, characterized by certain responsibilities and a good knowledge of the national and international regulatory framework, governing the field of physical culture and sport as a whole.

ABSTRACTSerological detection of antibodies to SARS-CoV-2 is essential for establishing rates of seroconversion in populations, detection of seroconversion after vaccination, and for seeking evidence for a level of antibody that may be protective against COVID-19 disease. Several high-performance commercial tests have been described, but these require centralised laboratory facilities that are comparatively expensive, and therefore not available universally. Red cell agglutination tests have a long history in blood typing, and general serology through linkage of reporter molecules to the red cell surface. They do not require special equipment, are read by eye, have short development times, low cost and can be applied as a Point of Care Test (POCT). We describe a red cell agglutination test for the detection of antibodies to the SARS-CoV-2 receptor binding domain (RBD). We show that the Haemagglutination Test (“HAT”) has a sensitivity of 90% and specificity of 99% for detection of antibodies after a PCR diagnosed infection. The HAT can be titrated, detects rising titres in the first five days of hospital admission, correlates well with a commercial test that detects antibodies to the RBD, and can be applied as a point of care test. The developing reagent is composed of a previously described nanobody to a conserved glycophorin A epitope on red cells, linked to the RBD from SARS-CoV-2. It can be lyophilised for ease of shipping. We have scaled up production of this reagent to one gram, which is sufficient for ten million tests, at a cost of ∼0.27 UK pence per test well. Aliquots of this reagent are ready to be supplied to qualified groups anywhere in the world that need to detect antibodies to SARS-CoV-2, but do not have the facilities for high throughput commercial tests.

The thesis of the study is that effective service delivery by the local government employees is a function of a strategic training framework. Extant literature examined captured the importance of training and development programmes in the local government and stated among other things, that training increases employees productivity, reduce costs, boost morale, promote stability, flexibility and service delivery at the grassroots. The arguments are substantiated with the training and high-performance theory advanced by Gallie and White (1993). The study adopts ex post facto design. Data are obtained from secondary sources and analysed using the content analytical technique. Empirical analysis of literature provides the framework for conclusion and policy recommendation. The study advocates for a strategic continuous training plan to enhance the capacity of local government employees and service delivery in Nigeria.

  La atención a personas con necesidades especiales tiene una particular relevancia en el campo educativo. El presente estudio recoge las opiniones y las percepciones de estudiantes universitarios del Grado de Ciencias de Actividad Física y del Deporte de centros públicos de España y Reino Unido sobre la formación recibida en el Grado sobre atención a alumnos con necesidades educativas especiales (NEE). Los datos provienen de un cuestionario cumplimentado por 457 estudiantes de ambos países que se encontraban en su último curso del Grado/Bachellor universitario. Los resultados vienen a demostrar que la calidad de la formación en NEE es el factor que más influencia ejerce en la autopercepción de capacidad científica y profesional para abordar la atención a las NEE. También, se observa la existencia de una importante influencia de la experiencia personal adquirida en materia de NEE y, en menor medida, aunque también de modo significativo, el predominio de la formación práctica sobre la teórica en materia de NEE. Por países, el porcentaje de estudiantes que declaran que sus centros conceden una alta importancia a la formación en NEE es mayor en la muestra de estudiantes ingleses que de españoles. Además, se han encontrado diferencias significativas en función del país de procedencia en los tres componentes detectados demostrándose que los estudiantes españoles, a diferencia de los ingleses, tienen la percepción de que su nivel de capacitación profesional es mayor, que existe una mayor necesidad de formación, y de que la preparación del profesorado para la integración también es mayor. Los resultados plantean la necesidad de seguir centrando los esfuerzos en mejorar la formación en el campo de las NEE, dotándola de una mayor capacidad de integrar a este colectivo de estudiantes, tanto en sus contenidos teóricos como prácticos. Algo que debería también aplicarse a las actividades de formación continua que ofertan los organismos e instituciones educativas oficiales dirigidas al profesorado no universitario. Abstract. Centering attention on people with special educational needs and disabilities (SEND) has relevance to the educational field. The present study gathers the views of university students studying a Bachelor’s Degree relating to Physical Activity and Sports Sciences at public universities in Spain and United Kingdom (UK). Focus is placed on the training received relating to students with SEND. The data came from a questionnaire completed by 457 students from both countries who were in their last year of Bachelor’s Degree. The results show that the quality of training in SEND is the factor that most influences self-perceptions about scientific and professional capacity to address disability and SEN. Furthermore, personal experience in SEND matters also show an important influence and, to a lesser extent, although also significantly, the predominance of practical training over theoretical knowledge. The percentage of students who declare that their Bachelor’s Degree gives high importance to training in SEND is higher in the sample of UK students. In addition, significant differences have been found over the three components detected, demonstrating that Spanish students, unlike UK students, perceive that their level of professional training is higher, despite there being a greater need for training, and that the preparation of teachers for integration is also greater. Results suggest the necessity to continue focusing efforts on improving training in the field of SEND, providing it with higher levels of inclusiveness, both in its theoretical and practical content. This is something that should also be applied to continuous training offered by official educational institutions addressed to non-university teachers.

The article reveals the peculiarities of the use of athletics to improve the physical fitness of students of higher education institutions. The influence of physical education on motivation for athletics is also revealed. It is established that the use of means and methods of athletics in physical education classes in higher education institutions leads to a significant increase in the level of physical fitness. It was found that one of the factors influencing the growth of student morbidity and low level of their physical development is the lack of physical activity. The combination of these factors determines the level of physical fitness and efficiency, which, in turn, are important indicators of professional training of students. However, the use of other methods of strength development, the method of unsatisfactory efforts with a normalized number of repetitions, the method of unsatisfactory efforts with the maximum number of repetitions, the method of dynamic efforts, the shock method, the method of static efforts, the static-dynamic method, the method of circular training, the game method has a beneficial effect on the development of all physical qualities. The decrease in the indicators of general physical fitness is facilitated by the fact that during the holidays, students practically do not go in for sports on their own. As the analysis of the survey has shown, only students of higher educational institutions are independently engaged in physical culture.

Purpose: generalization of experience of higher educational establishments’ future specialists’ professional training, oriented on formation of students’ personalities’ physical culture. Material: we questioned students (n=50) and institute teachers (n=30). Results: it was found that for increase of future specialists’ professional fitness effectiveness it was important to consider orientation of educational process on formation of student personality’s physical culture. Besides, it was noticed that professional fitness of future specialists is greatly influenced by implementation of modern technologies of formation of students’ physical culture in educational-learning process. Physical education means, oriented on aesthetic are of great health related and recreation significance. Conclusions: educational process shall be oriented on support of active motor functioning, motivation for physical exercises’ and healthy life style practicing.

The study is devoted to the analysis of the formation of physical culture of students in a medical university. The specificity of the medical profession contains a number of important characteristics (emotional and volitional stability, endurance, physical and mental endurance, dexterity in carrying out medical procedures, motor coordination, etc.) that require appropriate physical training. Physical culture in this regard for physicians is not only a part of general culture, but also a professional culture. However, as shown by a sociological survey of medical students, they do not sufficiently assess the degree of importance of the discipline “Physical culture”. This requires the development of new approaches to organizing and conducting physical education classes in a medical University including such as the proposed practice-oriented (D.A. will allow raising the status of the discipline in question in a medical university and linking it with the professional training of medical students.
