A general approach for the quantization of statistical data and distributionsis considered. The concept is closely related to the statistical measurementof concentration and to the mathematical theory of majorization. Inparticular, it is the theoretical basis of those compression algorithms whichare analysed by P¨otzelberger and Strasser (2001).

One of the main factors of the effectiveness of the enterprise is the staff. Competent accounting and analysis of calculations with staff for other operations can significantly affect the final financial activities of any organization. The calculations with the staff are not a less important component of the final report of the organization, on the basis of which the profit is formed. All this leads to whether the company conducts effective financial activity or not. The organization's calculations with employees for other operations include payments for merchandise paid by it to merchants, for goods purchased by employees with payment by installments at the expense of the credit received by the organization in the bank, on loans issued to employees. It also involves payments for individual housing construction, the purchase or construction of garden houses, the acquisition of a household. The main aim is to recover material damage caused by an employee of the organization as a result of shortages and theft of monetary and material values and other types of damage. To achieve this goal, the following tasks were solved: the theoretical basis for accounting for loans granted, for material damage compensation was considered, the company was analyzed. In this paper, we consider the main aspects of the management of personnel by other operations, their competent accounting, as well as analysis based on the average statistical data of companies in Russia (Gareeva & Grigoreva, 2019).

The article deals with the description of the method of investigating main features of color terms inner image in the consciousness of the bearers of modern Russian culture by the example of Russian color term черньӀй [chernyj] (black). The theoretical basis of the study is A.A. Zalevskaya's conception of individual knowledge and Sharifian's conception of distributed emergent cultural cognition. The complex approach to the study of color terms using psycholinguistic methods and methods of statistical data processing is shown in the article. The following techniques are used:the association experiment, the semantic differential, the factor analysis. This research study was performed at Southwest State University in Kursk (Russia). The experiment showed that there is a connection between individual and cultural knowledge in the process of color terms' inner image formation.

The article deals with some problems of citizens realization of the right to appeal to state authorities and local self-government bodies. The authors draw conclusions about the need to clarify the theoretical basis of citizens ‘appeals, to fix in the federal legislation a clearer classification of the types of citizens’ appeals. Also, based on judicial practice and statistical data, the authors come to the conclusion that it is necessary to establish administrative responsibility not only for violating the procedure for considering citizens’ appeals, but also for the formal approach of officials when preparing responses to appeals.

This article analyses basic problems in financing of long-term technological and economic development in a market economy. The author demonstrates that the entire theoretical basis for transition from one wave of technological and economic development to another is now absent. In many investigations long-wave innovations in a financial system are considered as a complimentary mechanism that indirectly influences the economy and adds to already realized technological and economic innovations. The article maintains that innovations in a financial system precede and determine wide commercial success of a new technological and economic paradigm. This conclusion is based on historical and statistical data. The diffusion of new technological and economic principles is accompanied by special institutional change dynamics. The main characteristic of this process is a consequent change of phases: creation and destruction of informal relationships among innovators and their integration into a dominating institutional framework as the next step.

An intelligent algorithm of energy analysis was put forward based on statistical data of Sinosteel Jilin ferroalloy Co., Ltd. Momentum BP algorithm of variable learning rate which used widely was adopt so as to complete energy consumption scientific analysis and overcome efficacious the weakness that standard BP calculation model convergence slowly and easy to make network into a local minimum. The energy analysis model of ferroalloy enterprise was present and the Pareto order was proposed though quantitative analysis of main factors that influence energy consumption. It was helpful to make energy policy and to promote energy saving as theoretical basis.

In a recent era of modern technology, there are many problems for storage, retrieval and transmission of data. Data compression is necessary due to rapid growth of digital media and the subsequent need for reduce storage size and transmit the data in an effective and efficient manner over the networks. It reduces the transmission traffic on internet also. Data compression try to reduce the number of bits required to store digitally. The various data and image compression algorithms are widely use to reduce the original data bits into lesser number of bits. Lossless data and image compression is a special class of data compression. This algorithm involves in reducing numbers of bits by identifying and eliminating statistical data redundancy in input data. It is very simple and effective method. It provides good lossless compression of input data. This is useful on data that contains many consecutive runs of the same values. This paper presents the implementation of Run Length Encoding for data compression.

Various methods of video-enhanced microscopy combine TV cameras with light microscopes creating images with improved resolution, contrast and visibility of fine detail, which can be recorded rapidly and relatively inexpensively. The AVEC (Allen Video-enhanced Contrast) method avoids polarizing rectifiers, since the microscope is operated at retardations of λ/9- λ/4, where no anomaly is seen in the Airy diffraction pattern. The iris diaphram is opened fully to match the numerical aperture of the condenser to that of the objective. Under these conditions, no image can be realized either by eye or photographically. Yet the image becomes visible using the Hamamatsu C-1000-01 binary camera, if the camera control unit is equipped with variable gain control and an offset knob (which sets a clamp voltage of a D.C. restoration circuit). The theoretical basis for these improvements has been described.

This report describes an unusual and persistent dysphonia in two young women who had taken a therapeutic regimen of isotretinoin for intractable acne. We report perceptual and instrumental data for their dysphonia, and pose a theoretical basis for the relationship of dysphonia to this drug. We also provide recommendations for reducing the risk of acquiring a dysphonia during the course of treatment with isotretinoin.

Abstract The syndrome of unilateral neglect, typified by a lateralized attention bias and neglect of contralateral space, is an important cause of morbidity and disability after a stroke. In this review, we discuss the challenges that face researchers attempting to elucidate the mechanisms and effectiveness of rehabilitation treatments. The neglect syndrome is a heterogeneous disorder, and it is not clear which of its symptoms cause ongoing disability. We review current methods of neglect assessment and propose logical approaches to selecting treatments, while acknowledging that further study is still needed before some of these approaches can be translated into routine clinical use. We conclude with systems-level suggestions for hypothesis development that would hopefully form a sound theoretical basis for future approaches to the assessment and treatment of neglect.
