One of the main factors of the effectiveness of the enterprise is the staff. Competent accounting and analysis of calculations with staff for other operations can significantly affect the final financial activities of any organization. The calculations with the staff are not a less important component of the final report of the organization, on the basis of which the profit is formed. All this leads to whether the company conducts effective financial activity or not. The organization's calculations with employees for other operations include payments for merchandise paid by it to merchants, for goods purchased by employees with payment by installments at the expense of the credit received by the organization in the bank, on loans issued to employees. It also involves payments for individual housing construction, the purchase or construction of garden houses, the acquisition of a household. The main aim is to recover material damage caused by an employee of the organization as a result of shortages and theft of monetary and material values and other types of damage. To achieve this goal, the following tasks were solved: the theoretical basis for accounting for loans granted, for material damage compensation was considered, the company was analyzed. In this paper, we consider the main aspects of the management of personnel by other operations, their competent accounting, as well as analysis based on the average statistical data of companies in Russia (Gareeva & Grigoreva, 2019).

An intelligent algorithm of energy analysis was put forward based on statistical data of Sinosteel Jilin ferroalloy Co., Ltd. Momentum BP algorithm of variable learning rate which used widely was adopt so as to complete energy consumption scientific analysis and overcome efficacious the weakness that standard BP calculation model convergence slowly and easy to make network into a local minimum. The energy analysis model of ferroalloy enterprise was present and the Pareto order was proposed though quantitative analysis of main factors that influence energy consumption. It was helpful to make energy policy and to promote energy saving as theoretical basis.

An analysis of epidemiology coronavirus disease 2019 (COVID-19) in Russia and the world was carried out to identify the main factors contributing to morbidity and mortality due to COVID-19, pathogenesis and clinical manifestations of the disease. Statistical data were used from official sources (Rospotrebnadzor, WHO, US CDC, China NHC, ECDC, DXY). Research information from different countries about the course, outcomes, spread, and risk factors of the disease is presented.The study of epidemiology, risk factors, causes of increased incidence of COVID-19, mortality rate is of great importance for assessing the effectiveness of preventive measures.

The article substantiates the need to improve the organizational and economic mechanism of prevention, mitigation and emergency response, analyzes the main factors that induce the flooding and damage from them in the Carpathian region. It is here described the existing mechanism of its compensation in Ukraine and abroad. Author prompted the introduction of compulsory property insurance on flood dangerous areas from natural disasters to facilitate more complete damage compensation and reduce the costs of state and local budgets.

The subject of this article is the financial activity of Moscow City Duma during the 1860s. The goal is to reveal administrative decisions of the Duma and its leader A. A. Shcherbatov aimed at improvement of financial policy, repletion and balance the municipal budget. Research methodology is comprised of the following methods: historical and typological that helped to reconstruct the conditions that promoted effective work of the Duma; historical and comparative that allowed assessing the result o reforms  conducted by the Duma based on the situation of municipal economy prior and after their implementation; quantitative for analyzing statistical data of work of the Duma, etc. The conditions are indicated  that enabled successful and effective work of the Moscow City Duma during the 1863-1869. The author systematizes the financial management measures; analyzes the efficiency of financial projects of the Duma; determines the role of city’s mayor A. A. Shcherbatov in elaboration of drafts of financial reform and their implementation.

Adaptation of young employees is multidimensional, with its implementation the issues of organizing work with personnel, psychological and educational work are closely intertwined. This process is not only an important personnel management function, which allows to increase its potential through systematic replenishment with qualified specialists, but also acts as a process of successful outcome, which depends on two main factors: the state of the youngest employee and the state of the professional environment surrounding him. At present, the main problem of the adaptation of young employees is the non-systemic nature of this activity. The formal attitude of managers to the implementation of activities aimed at the professional development of young employees. The success of the process of adaptation of young employees primarily depends on taking into account the comprehensive aspects of the profession, the characteristics of young employees, abilities and skills, as well as a systematic approach that creates a synergistic effect of all the activities carried out.

With railways, highways continues to build, expansion of tourism development and urban construction, to some extent destroyed the native geology, geomorphology, resulting in great loss of water and soil, geological disasters have occurred frequently, Slope became a common occurrence. Event of a slope collapse, landslides and mobility, not only nearby residents caused casualties and property losses, but also cause serious environmental impact. In this paper, combined with the actual example model, using ABAQUS software for slope stability were investigated by numerical simulation and result analysis, and development of rational treatment scheme. Through the study of the influence of the main factors for slope stability slope failure prevention, support reinforcement so as to provide a theoretical basis.

This article aims to explore the resettlement and formation of the Ukrainian population in Altai in 1865–1917 from a complex historical-geographic point of view. For achieving this aim, the following objectives were set: to reveal the main reasons of Ukrainian population’s migration mobility in traditional places of their living; to identify factors influencing their choice of settlement and formation of settlements in the new territory; to highlight the stages of settlement; to map zones of settlement of Ukrainians in the territory of Russian Altai. The source base of the research consists of legislative acts, statistical data from the State Archive of Altai Krai. Of special significance are accounts on the directions, general outputs and activities of the Resettlement Department during Stolypin’s agrarian reform, and periodicals. A specific and complementing group of sources is the fieldwork data collected by the author and other staff of the Oral History and Ethnography Center at Altai State Pedagogical University in Altai Krai in areas of Ukrainian settlement (Romanovsky, Volchikhinsky, Pankrushikhinsky, Egoryevsky, Krutikhinsky, Krasnogorsky, Rodinsky Districts) and partially in Qarasouk District in Novosobirsk Oblast; more than 120 interviews in total. The analysis of the sources allowed determining and describing the main factors of the Ukrainian population’s mass resettlement to Siberia, particularly to Altai, in the given time frame. The objective factors were the shortage of land for cultivation caused by the crisis of existing land usage, the rapid increase of land-poor peasants, the worsening of peasants’ material stand in Ukrainian regions. The subjective factors were the construction of railways, the introduction of the system of medical and food assistance for resettlers on their way to new locations, rumors about free land that made peasants leave their homeland and migrate to new non-cultivated territories. The Ukrainian resettlement to Altai may be divided into three main stages: 1865–1888, 1889–1905, 1906–1917, taking into account the specificity of each stage and mapping the main zones of the Ukrainian resettlement. The zones were allocated based on the existence of the resettlers’ culture with sustained intra-ethnic connections, with the preserved (in some degree) historical self-consciousness (the nuclear zone is Rodinsky, Romanovsky, Blagoveshshensky and Kulundinsky Districts), and the gradual extinction of ethnicity, oblivion and loss of ethnic identity (the periphery is Aleysky, Pospelikhinsky, Novichikhinsky, Egoryevsky, Rubtsovsky, Mamontovsky, Pankrushikhinsky, Krutikhinsky, Krasnogorsky, Topchikhinsky Districts).

AbstractThe present work is a continuation and development of research on prediction and analysis of the spread of the COVID-19 epidemic.The proposed model adequately describes the development of the coronavirus epidemic with insufficient adherence to quarantine and social distancing. The transition from the absolute number of infected persons to their relative number per inhabitant of a settlement makes it possible to obtain universal calculation ratios.In performing the calculations, the choice of the date of the beginning of the epidemic is of great importance. Recommendations are given on how to determine the date of the beginning of the epidemic based on the analysis of statistical data on the spread of the epidemic. The coefficient of virus transmission rate k included in the calculated prognostic relation depends on the population size and the type of virus strain in the settlement in question. A simple ratio for calculating this coefficient as a function of population size is proposed.Control calculations performed using only a single empirical coefficient showed high accuracy. The calculated curves for Germany, Berlin, and its districts agree well with the corresponding statistical data. The correlation coefficients between the corresponding curves reach values of 0.93 to 0.97. The further development of the model should thus go in the direction of identifying causal links between the intensity of the epidemic and the main factors affecting this process. Some of these factors are related to the characteristics of the population’s behaviour and the infrastructure of cities. The increase in the incidence in areas with a large percentage of the population rooted in Islamic countries is one of the main factors determining the development of the epidemic in Berlin. In order to explain and clarify this conclusion, it is necessary to make further assumptions about the possible emergence of a new strain of coronavirus in Berlin and in Germany and, accordingly, about the possibility of new epidemic waves. A preliminary ratio for predicting the spread of the epidemic under conditions of simultaneous existence of both strains of coronavirus is given.Simplicity of the proposed prognostic method and high accuracy of the results allow to recommend it as an effective tool for operative analysis of various measures aimed to control the spread of COVID-19 epidemic including mass vaccination of population.

The article defines the main factors of increasing the competitiveness of the machine-building complex in the integration economic area. The relationship between the factors of comparative competitive advantages of export-oriented engineering production and the structure of commodity exports is presented in the article. A methodology for assessing the competitiveness of the machine-building complex is proposed, which is focused on determining its comparative advantages in prospective segments of export commodity groups. The results of testing the methodology on the basis of statistical data of export segments of the commodity groups of machine-building industry in the CIS countries are presented.
