In the article on the basis of analysis of the archived materials and magazine municipal elections are reflected to Kiev city thought, that happened on July, 23 1917. By Author the opinion is expressed, that experience of these elections may need during election in local advices in modern Ukraine. At the same time the short review of scientific development of problem is carried out. It is found out, that the Ukrainian historian until now examined only the separate aspects of elections to Kiev city thought in 1917 the electoral legislation which regulated organization and conducting of city elections is analysed. It is found out, that elections took place on the basis of electoral law common, direct, even and secret. According to the proportional system of elections (slates from political parties, public associations, professional organizations or their blocks) elected 120 vowel, plenary powers of which were to be halted the quantity of electors, their social origin and appearance, is on January, 1 of 1919. Set on elections. It is certain, that in elections 65% from the common amount of the persons conferred the right the choice took part. In the article it is indicated about more political of election company. It is noticed, that candidates accented attention on the "matter of revolution", instead of improvement of city economy. The electorate of political parties and blocks which conducted to city thought of the vowel is explored. It is marked, that a "socialistic block" was supported by poor layers which lived on the outskirts of city. The results of city elections and new composition of Kiev city thought are found out. Won over a "socialistic block" (44 delegates) on elections, the "Ukrainian block" (USDRP-UPSR) which conducted in advice 24 delegates went farther. The third place was occupied by monarchists (18 delegates). Represented bolshevists in advice only 7 delegates.

The first section of this paper is devoted to the optical properties peculiar to mother-of-pearl; the second to the communication of these properties to other bodies; the third to the consideration of the cause of these phenomena; and the fourth to the description of the peculiar species of polarization produced by this substance. Dr. Brewster observes, mother-of-pearl is composed of laminae, much resembling in their arrangement those of the agate; that when it is imperfectly polished, a coloured image of a candle is seen in it by reflection in the neighbourhood of the common image, having its blue extremity towards this image, and being always situated, with respect to it, in the direction of an axis of extraordinary reflection, the angular distance varying with the inclination and situation of the rays, and being also different in magnitude in different specimens, but always observing certain laws. There is also a mass of coloured light, crimson at great angles of incidence, and green at smaller, beyond the regular coloured image, its distance varying according to a different law; becoming brighter when the substance is polished, and varying also with its thickness. Similar appearances are observed in a surface obtained by fracture; but a higher polish produces a new coloured image on the opposite side of the common image, and nearly as bright as the former, which is rendered somewhat less brilliant by the operation of polishing. Similar appearances, but somewhat less distinct, are observed when a candle is viewed through a thin piece of mother-of-pearl; and it is remarkable, that the image which is the brighter when seen by reflection, is the less bright when seen by transmission. When the opposite surfaces happen to have different axes of extraordinary reflection, they produce the appearance of four images in the transmitted light.

<p class="06IsiAbstrak"><span lang="EN-GB">'Show-Changing Bojo' Politics in the Constellation of Election of Regent and Deputy Regent of Rembang. The election of the Regent and Deputy Regent of Rembang is based on the electeroral law. Electoral law is followed by an electoral process, one of which is by receiving input from the public. Because people have the right, opportunity and receive equal services based on statutory regulations. Submission of candidate pairs for Regent and Deputy Regent candidates by the DPC Political Party needs to consider the electoral law and electoral process, including ethical issues in politics. This study aims to analyze the political style of the candidates for regent and deputy regent of Rembang in leadership succession through the 'bojo showing off' model. The method used is qualitative with a phenomenological approach, which proves that community participation in the selection process of prospective regents and deputy regents at the level of political parties is never a concern. Therefore, 'showing off' bojo is one way to attract the attention of the public to pay attention to the succession of the leadership.</span></p>

The paper's theme is the internal structure of the Udmurt ethnos of the 19 - early 20 centuries. An overview of the main territorial and local divisions of the Udmurts was made according to the following indicators (criteria): the language, the location of the late Udmurt burial grounds of the 16 - first half of the 19 centuries, the costume complexes, the settling (inhabiting) zones of the main clan groups. The modern ethnological definitions such as ethnographic, ethnic, territorial and local groups used to denote structural elements of ethnos are given in the paper. To reveal the theme the author analyses three main directions. The first is the beliefs and rites of the Udmurts living in the 19 and early 20 centuries, the second is the problem of territories' colonization and the process of the ethnographic groups' formation, and the third is the main factors that influenced the Udmurts' formation. Within the first direction the all-Udmurt religious traits as well as the most important peculiarities of the beliefs and cult practices both of the Northern and Southern Udmurt groups are traced according to the folklore and ethnographic materials. Within the second direction the basic aspects of the colonization of four territorial groups' regions such as the Middle Vyatka River territories, the Cheptsa River basin, the southern part of modern Udmurtia, and the area between the right bank of the Lower Vyatka River and the Lower Kama River are explored according to the medieval archaeological data. The overall characteristics of the archaeological places and the results of their study, as well as the process of the population's formation at the above mentioned four regions are defined at the same time. Some poorly studied aspects of the problem under consideration are indicated. Within the third direction the four main factors for the joining process of the Udmurt ethnos formation are indicated. Among them are the common Perm base of all ethno-territorial Udmurt groups, then the long development including such sociocultural association as the Volga-Kama region, and also the consolidating functions of large district and territorial shrines, as well as the influence of the Bulgarian and Russian cultures

Background: The biceps brachii is an important muscle of anterior compartment of arm. It shows frequent anatomic variability due to presence of supernumerary heads. Knowledge of the existence of the third head of biceps brachii is important for surgeons. Keeping this in mind a study was planned to see the incidence of additional head of biceps brachii in sample Indian population and to compare it with other racial groups.Methods: The study was carried out on 30 cadaveric upper limbs. The upper limbs were dissected and studied for the presence of additional head of biceps brachii. The attachment and nerve supply of the additional head was carefully observed, recorded and documented.Results: Out of 30 limbs which were dissected, additional head of biceps brachii was found only in two limbs. In both the cases the additional head was present only on the right side and arose from the anterior surface of humerus, superomedial to the origin of brachialis. The additional head fused with the common bulk of the muscle and was inserted into the radial tuberosity and bicipital aponeurosis. The extra heads of biceps brachii muscle received branches from musculocutaneous nerve.Conclusions: Biceps brachii is one of the commonest muscles showing variations. The additional head is not only of academic importance, but its knowledge also helps clinicians in managing fractures of humerus and nerve entrapment.

Quantitative risk management techniques should prove their efficacy when financially turbulent periods are about to occur. Along the common saying “who needs an umbrella on a sunny day?”, a theoretical model is really helpful when it carries the right suggestion at the proper time, that is when markets start behaving hecticly. The beginning of the third decade of the 21st century carried along a turmoil that severely affected worldwide economy and changed it, probably for good. A consequent and plausible research question could be this: which financial quantitative approaches can still be considered reliable? This article tries to partially answer this question by testing if the mean-variance selection model (Markowitz [16], [17]) and some of his refinements can provide some useful hints in terms of portfolio management.


In modern life, with the ability to perform tasks, the virtual assistant (VA) can make our lives easier and smart. The virtual assistant can perform as a librarian, very smartly, and effectively. We build our VA with Raspberry Pi and Alexa Voice Service. As a result, few discussions that occur in library environments such as find books, short review books, university notice are accurately performed. The common way of communication used by people in day to day life is through speech. If the assistant system can be heard to the customer for the handle of the day to day affairs, then grant the right reply, it will be much simple for customers to transmit with their assistant system, and the assistant will be much better “Smart” as a personal assistant. We heard a very old story “Ali Baba and the Forty Thieves”, where the mouth of a treasure cave secured by magic. It unrolls on the words "unroll sesame" and seals itself on the words "near sesame". The magic is a VA in the modern world. The VA system built on artificial intelligence (AI), machine learning, natural language processing, and voice recognition technology.

Even if most of us can agree on a definition of the “common good” (not a simple matter), there are substantial barriers to establishing public policies in accord with that agreement. The “democratic” element in our political system – the right of voters to choose the men and women who will create our laws – depends on the views of those voters being given considerable weight in determining eventual policy outcomes. Unfortunately, we have developed a political system – both in our elections and in the governing process – that gives disproportionate influence to relatively small numbers of voters (who are also the most partisan) and allows political parties through their closed procedures to limit the choices available to general election voters. Coupled with legislative rules that allow partisans to determine the makeup of legislative committees, the resulting process leaves the common good, however defined, a secondary consideration at best.

Many people consider the term common sense to be undefinable yet it is recognizable when one sees it in action. The same holds true for the word leadership, which has several thousand opinions on what it represents yet there is no a clear and acceptable classification or definition from theorists or practitioners.   The third term, emerging manager, also is mystifying because the people it really applies to do not always comprehend that someone is talking about them.  Let’s first define what we are talking about when using these expressions so we are all on the same page for further discussion.Common sense in the vernacular of this chapter relates to something that is a recognizable best practice that if not performed would indicate to others that person is lacking the ability to understand how to handle an issue in the proper business way.  An example of this would be if a certain repeat visit Diamond level player had requested a certain type of room every time he came to your casino and for some reason the online system does not have that request shown on the screen then the common sense decision would be what? To accommodate that person so they can spend more time at the tables instead of arguing with staff over items that neither party can resolve at that moment. You certainly would not want to have them move to another hotel using their other high level loyalty card over an entry error, would you? The right decision on your part would be what we would call common sense.

The Consensus Statement of the Third International Congress on Concussion in Sport in November 2008 defined concussion as a “complex pathophysiologic process affecting the brain, induced by traumatic biochemical forces.” Definitions of concussion vary slightly between various professional organizations of neurosurgeons, neurologists, and orthopedic surgeons, but all share the common characteristics of trauma affecting the head or body resulting in transient neurologic deficits or symptoms. Underlying the symptoms of concussion is a complex pathophysiologic process at the cellular level. While concussion is typically thought of as resulting from a direct impact to the head, a concussion can also be sustained as a result of an impact to the body causing the force of the impact to be transmitted to and absorbed by the brain.

2019 provided no shortage of excitement, as there were more oil and gas opinions issued by the Kansas Supreme Court than in a usual year. These cases will be the main focus of this Survey, as there are no major legislative developments to report for this year. The first case decided whether the common-law rule against perpetuities should be applied to exceptions of defeasible term mineral interests. The second case is “yet another round in [a] high-dollar subsurface prize fight” about who has the right to gas that has escaped from an under- ground natural gas storage facility. The third case analyzes whether the misappropriation of royalty payments gives rise to a claim of adverse possession. Additionally, the Kansas Court of Appeals released an oil and gas opinion, which will be briefly discussed.
