The aim of the paper is to present the General state of information security in Ukraine and the attempt to understand the further possibilities of its development in conditions of European integration processes. Methodological basis of research are General scientific methods of research of information processes in modern society, which is based on the principles of system and structurally functional analysis using modeling methods that identify the state of information of the stability of society and the state. Information security for many countries in modern conditions, especially in integration processes and relations between them, due to several objective factors. A constant source of information threats is rooted in the unsettled international relations, international competition and the clash of national interests in militancy Nations, the differences of the vital goals and interests of the state. It is proved that the protection of state interests in the information sphere on the way to the European community provides for the implementation of a number of humanitarian, economic and military-technical nature, especially in the face of opposition to the European vector from extremely unfriendly to this process States. For a successful European integration process, it is necessary not only to adopt a more effective model of public policy, but also to put into practice social and cultural life is fundamentally new, integrated approaches to information security of individuals, society and the state, which, in turn, will contribute to the creation of a reliable soil information for the implementation of the European vector of Ukraine’s development. One of the important tasks of society and state is to develop and implement strategies for cultural development, the essence of which is to minimize destructive impacts on the society of the multidimensional communication space and create the conditions for the implementation of national and regional programmes to protect from humanitarian disasters.

The mass introduction of information technologies in the activities of state structures has made it possible to transfer the efficiency of their functioning to a qualitatively new level. Unfortunately, as a means of action, they have characteristic vulnerabilities and can be used not only for good, but also for harm. For the state, as a guarantor of the stability of a civilized society, the issue of ensuring the security of information processing is particularly important. Despite the automation of many information processes, the most vulnerable link in the work of information systems remains a person. A person acts as an operator of information systems and a consumer of information. The entire service process depends on the competence of the operator and the quality of his perception. There are areas of government activity where the cost of error is particularly high. These include ensuring the life and health of citizens, protecting public order and the state system, and ensuring territorial integrity. The specifics of the spheres must be taken into account when ensuring the security of information. This study concerns official activities that are provided by paramilitary groups. Currently, there is a discrepancy in the level of competence of new personnel in the first months of service. The author traces the shortcomings of general and special professional qualities in the field of information security. The purpose of the study is to substantiate certain pedagogical means of forming cadets ' readiness to ensure information security. As forms of theoretical knowledge, we will use the traditional hypothesis and model, as well as functionally distinguishable judgments – problem, assumption, idea and principle. Empirical forms of knowledge will be observation (experimental method) and fixation of facts. To evaluate the effectiveness of the developed pedagogical tools, we use statistical methods: observation (documented and interrogated) and calculation of generalizing indicators. To formulate conclusions, we will use logical methods: building conclusions and argumentation. The approbation of certain pedagogical tools described in this article showed a significant positive trend in terms of competence in information security issues.

The aim of the study is to analyze the factors of Mongolia's national security in the context of the country's security and approaches to the implementation of demographic policy. The object of the study is the demographic processes in Mongolia during the COVID-19 pandemic in the context of ensuring the country's national security. The subject of the study is the measures taken by the state authorities of Mongolia during the COVID-19 pandemic to protect national interests from internal and external threats, the patterns and principles of implementing and ensuring the national security of the state in the context of solving the country's demographic problems. The most important element of the stability of the national security of the state is demographic security, as it is responsible for the process of reproduction of the country's population, in quantitative and qualitative terms. The approach of the Mongolian state in the context of a pandemic is aimed at protecting every citizen, society and country as a whole from internal and external threats, which allows maintaining the sovereignty, sustainable socio-economic and demographic development, territorial integrity of Mongolia. The study analyzed demographic processes during the COVID-19 pandemic, including fertility, mortality, migration, nuptiality and divorce. The features of migration processes during the COVID-19 pandemic are considered, including the return of Mongolian citizens to their homeland through channels organized by the state — export flights. The links between the socio-economic situation and changes in the demographic sphere in the country are revealed. The key risks in the development of demographic processes in Mongolia during the COVID-19 pandemic, affecting the sustainability of national security, have been identified. Based on the results obtained, measures are proposed to strengthen the demographic policy in Mongolia.

Problem setting. Social stability, a high-quality living standard for the population, and the creation of prerequisites for a decent level of living and development of society directly depend on the level of ensuring social security as a component of the national security of Ukraine. Recent research and publications analysis. Some aspects of the regulatory labor protection support are shown in the works of M. Baru, V. Venediktova, S. Voloshyna, D. Karpenko, L. Lazor, I. Shamshyna, V. Chernadchuk, O. Yaroshenko, and others. However, the peculiarities of labor protection as a social component of national safety in the context of Ukraine’s integration into the European Union require some further scientific research, and the regulation of these features definitely needs to be improved. The article aims to analyze the regulatory support of labor safety as a social component of national security, taking into account the processes of European integration of Ukraine, and to clarify the regulatory context of reforming its system. Highlighting previously unsettled parts of the general problem. The contradiction and inconsistency of the provisions in the Ukrainian legislation as for labor safety and the presence of numerous gaps in it determines the necessity to study this problem of the regulatory support for labor protection as a social component of the national security of Ukraine in the context of European integration. Paper main body. The main priority for ensuring national security is the protection of life and health, human and civil rights, and freedoms. National security is a system of measures to ensure the state of the Ukrainian people (nation) as an independent subject of political power and an equal participant in international relations, the bearer of sovereignty and the main source of power in their country, when the vital interests of a person and citizen, society and the state are optimally balanced and protected. There are no threats to the national interests, national values, and national way of life, and its independence, stability, self-development, and progress are ensured. National security is a complex multidimensional phenomenon that combines military, social, economic, political, informational, and environmental components. So, labor safety is an important social component of national security, because it provides for the adoption of necessary measures aimed at preserving life, health, and working capacity of a person in the process of work and avoiding accidents in future. Providing public stability and meeting Ukrainian national interests largely depends on ensuring labor safety. The law of Ukraine “On labor protection” of 14.10.1992 establishes a single procedure for organizing labor protection by regulating relations between an employer and an employee on issues of labor safety, health and the working environment, and the determination of basic provisions on the realization of the constitutional right of workers to protection of their life and health in the course of labor activity, to proper, safe and healthy working conditions. Ukrainian legislation defines labor protection as a phenomenon related to almost all spheres of society (socio-economic, political, legal, etc.). At the same time, the scientific community considers the concept of labor protection in various aspects. In this case, the concept of “labor protection” covers its definition of “labor safety” as the protection of the employee from the risks associated with the labor process. Thus, labor safety as an element of worker protection is the social component of national security that involves necessary measures to saving human life, health, and working ability and avoiding future accidents. Conclusions of the research and prospects for further studies. Based on the previous information, we can conclude that labor safety is an important social component of the national security of Ukraine. The international legal system and European standards of labor protection are based on the principles of protection and defense of human and civil rights. Therefore, the adaptation of local legislation to international and European legislation will help to improve existing legal norms and create new ones that will contribute to labor safety and stability in society and strengthening the national security of Ukraine. In the case of Ukrainian adaptation to international and European legislation, the requirements of European norms and standards in the field of labor safety provide for the solution of the following urgent tasks: ensuring safe working conditions, prevention of occupational injuries and diseases, providing the safety of products and services. At the same time, the use of economic levers and incentive principles is crucial. Legislative adaptation has to be based on systematic and preventive approaches to ensure workers their labor safety and health.

The paper considers the importance of the anti-terrorist function of the state, which consists in the possibility of neutralizing the main threat-forming factors of illegal encroachments on the constitutional system: 1) radicalism; 2) enmity and hatred; 3) extremism; 4) terrorism. The purpose of the paper is to search for effective support of all areas of the state’s antiterrorist function: 1) prevention; 2) struggle; 3) elimination of harmful consequences; 4) self-sufficiency. The analysis of the category "anti-terrorist function of the state" is carried out in the combination of dialectical and systemic research methods, as well as by a conceptual approach to identifying new forms of implementation. In the course of the analysis, the author formulates and scientifically substantiates his position: the support of the anti-terrorist function of the state determines the social purpose and social significance of the prevention of terrorism as the primary direction of anti-terrorist activities. The paper reflects the currently important feature of the considered function — the socio-political component of countering terrorism as a point of contact between the opposing entities. The transformation of manifestations of terrorism, which creates threats to individual, public, state, collective, regional, and international security, requires anti-terrorist actors to act ahead of the curve. A citizen protected from terrorist influence will expect the state to maintain such a safe state. At the same time, the average citizen is far from being able to participate in strengthening the anti-terrorist function of the state. A separate set of state measures is of interest in the course of systematizing the functions of the modern Russian state. Modern terrorists, using the achievements of humanity, are embedded in an invulnerable actor of the planetary level. Attempts to reduce these manifestations to an acceptable level only by anti-criminal methods of law enforcement agencies are comparable to the failure and beginning of the reproduction of terrorism. Without a comprehensive approach in the anti-terrorist sphere, it is impossible to create sustainable development and conditions for the implementation of national interests. This system is formed, implemented, optimized, improved and harmonized under the influence of many socio-political factors. The stability of the system under study is conditional due to the variability of various external and internal sources of government that affect its processes.

The article examines the possibility of restricting the right to freedom of speech in order to protect the national interests of the state. An analysis of normative legal acts prohibiting the dissemination of destructive information, such as calls for a violent change in the constitutional order of Ukraine, the outbreak of aggressive war, incitement to national, racial or religious hatred, etc. The right to freedom of expression is not absolute and may be limited. The article substantiates the criteria for state intervention in the information sphere, which allow limiting the dissemination of destructive information and preserving democratic values. Such criteria include the legality of the procedure, the legality of the purpose and the minimum amount of intervention. The article considers the existing mechanisms in Ukraine to respond to harmful informational influences. The law provides for liability for disseminating false information at several levels: civil, administrative and criminal. At the same time, these mechanisms are insufficient, as the concepts of «misinformation», «fake», etc. are not normatively defined. The article describes the state policy to combat destructive information influence. The bases of activity of state bodies created for the purpose of counteraction to dissemination of misinformation and propaganda are considered, namely the Center of counteraction of misinformation at Council of National Security and Defense of Ukraine and the Center of Strategic Communications and Information Security at the Ministry of Culture and Information Policy. The strategies of the state on counteraction to harmful information influence are analyzed. The Doctrine of Information Security of Ukraine is considered, which clarifies the basics of the state information policy in the direction of counteracting the destructive information influence of the Russian Federation in the conditions of the hybrid war unleashed by it. The main provisions of the Information Security Strategy, which defines the general principles of information security, are also considered. The strategies of the state on counteraction to harmful information influence are analyzed. The Doctrine of Information Security of Ukraine is considered, which clarifies the basics of the state information policy in the direction of counteracting the destructive information influence of the Russian Federation in the conditions of the hybrid war unleashed by it. The authors of the paper make an attempt of a complex theoretical and historical analysis of factorsthreats to the national security of Russia in the information space. Within the framework of the problem statement, the urgency of the study of national security issues within the framework of the general theory of state and law is substantiated, the features forming the concept of a factor-threat to national security are developed. The attention is focused on the role of passionate personalities in the processes of destabilization of society. It is hypothesized that a two-tier structure of the information space as an object of information security, including deep (ideology) and surface levels, the modeled relationships between processes occurring at these levels. Analyzing the periods of extreme transformations of the Russian statehood (revolutions of 1917 and perestroika), the authors find the connection between the efficiency of political processes regulation and the presence of changes in the information space. It is suggested that there is a stable connection between legal regulation, scientific and technological progress and the state of protection of national interests. The emergence or increase in the availability of new technical means of disseminating information to the population inevitably leads to a lag in the regulation of relevant public relations, which, combined with certain political and social factors, jeopardizes national security. The forecast of development of a situation in the short-term prospect is given taking into account the development of the Internet. As a conclusion, the authors propose to focus on the development of a new model of information security regulation, based on the awareness of the loss of the effectiveness of traditional means and methods of legal regulation, which the state had previously. Having lost the monopoly on control over the surface level of information space, the state can and should ensure stability at the level of ideology.

In the article, the problem of information security of Ukraine at the present stage of development in the context of the information society evolution was analysed. The theoretical approaches to the definition of the essence of the concept of “cybersecurity”, “cyberspace” by Ukrainian and foreign scientists were discovered. It is determined that these concepts are widely used in modern science, but there is still no their clearly defined meaning, which, accordingly, complicates scientific comprehension and practical overcoming of problems and threats in the information space of Ukraine and harms the national interests of the state. The legal framework of Ukraine, which regulates the sphere of information security, in particular, legal acts adopted since 2014, were described. It has been proved, that cybernetic attacks on state information resources have become an integral part of the hybrid war, unleashed by Russia. It is indicated that with the onset of Russian military aggression, the transformation of national information legislation, including the one on cybersecurity, took place. The priority directions of the state policy in the field of ensuring the cybernetic security of Ukraine in the conditions of hybrid war were researched.

. Information security as a subject of administrative and legal regulation is considered. The basic method of the research is a comprehensive system approach, on the basis of which a general and structural study of information security issues faced by the individual, society and the state is conducted. A comprehensive systematic approach is used by the basic method of the research, on the basis of which a general and structural study of information security issues faced by the individual, society and the state. The multifaceted nature of information and security determines the complexity, importance and relevance of the research on the problem from the point of view of the science of administrative and information law. The interrelation of national and information security, sources of threats to information security and ways of counteraction are revealed. It is established that as a subject of activity aimed at ensuring information security, it is necessary to consider a set of social relations regulated by legal support, the administrative and legal regulation of which depends on possible external influences. The subject area of administrative and legal regulation of information security has the following features: the inseparability of information relations or their conditionality; interconnectedness and interdependence of information relations with objects of national interests in the information sphere; the relationship of administrative and legal regulation of information security, taking into account the emergence, detection and prevention of threats to national interests in the information sphere in order to develop and apply mechanisms to effectively combat threats. Information security activities are expressed in administrative and legal regulation, the subject orientation of which is determined by a set of public relations in the information sphere, aimed at strengthening equal strategic partnership in the field of information security with NATO and the EU, protection of Ukraine’s sovereignty in the information space.

Information has become a significant resource of strategy. The selection, the handling and the ability to keep safety of the information constitute an important section of a country’s comprehensive national power. The information security counters about the stability of society, even the state security. Thus, it’s time to take measures to guarantee our nation’s information security. Recent years, the area of information security has acquired more new science results, which develops fast. Through discussing about Internet security, the major aspect of information safety, this dissertation points out the defections in our national security, and then presents some countermeasures to solve the problems.

The purpose of this article is to analyze the experience of reforming the education systems of Russia and Kazakhstan over the past three decades to identify appropriate areas of development of the education system in the face of the confrontation of globalization and the preservation of national interests of our countries. The following tasks are solved: to analyze the experience of the development of state educational standards; to evaluate the results of international research in the field of education; to assess the role of schools in the development of the state and the role of the state in the development of education in the face of the confrontation of globalization ideas and the preservation of national interests of our countries. The following methods were used: content analysis, statistical analysis, hermeneutic approach, method of historical and cultural research. Reforming the education system has led to fundamental changes in both the field itself and the public consciousness of our citizens. As a result, a part of the population approves of reforms, and another part does not accept them, referring to the fact that the former education system was one of the best in the world. The standards of general education, and then the standards of pedagogical education were largely modernized. This led to changes in their content. As a result, various educational systems emerged and the terms “competence” and “competence approach” were consolidated, which became the main components of the content of education, both general and professional pedagogical. The school itself is changing and the role of the teacher in it. However, to date society does not have an answer to the main question - what positive results did our entry into the world educational space give us. The authors propose to comprehensively analyze the carried out modernization in the field, draw conclusions and, if necessary, make corrections to the essence and content of the ongoing reforms in the system of both general secondary and higher pedagogical education.
