Map semiotics of educational subdivision in the atlas of university (atlas of HEI)

Map semiotics, which studies the properties of signs and sign systems as language formations, is considered in the application to cartographic modelling of the main indicators that characterize the possibility of providing educational services by educational units in the atlas of higher education (HEI) educational-managerial type. The information environment for the development of each of the sections of the atlas is focused on legal, planning and economic, financial, administrative and economic and organizational and methodological support, in particular, on the credit-module system of educational process (KMSONP). The creation of a cartographic work of this type became possible with the development of a ‘standardized structure of semiotic aspects of the content of the ‘‘objective’’ language of the map’. In modern cartography, with its advent, there is a situation where there is no better system of control (quality assessment) of the content of cartographic products - it is a standard of compliance of any geoimage to the requirements of interconnected semiotic aspects of content. In thematic cartography, even more than in general geography, this semiotic structure is able to comprehensively characterize the whole range of techniques and methods of displaying objects, processes and phenomena of reality, as well as the use of certain GIS tools that are transmitted (during construction) and perceived (when used) various elements of the content of the electronic map. The developed model of the cartographic model, in the form of a classical map diagram, reflects in absolute scales some of the most important analytical indicators of training for each of the university departments, characterizes and allows their comparative analysis and evaluation of features needed to control and make management decisions in education.

The assessment of the qualitative characteristics of the organization of the educational process by the departments of a regional university, in particular, Penza State University (PSU), for undergraduate students of economics is given. The following materials and scientific research methods are applied: questionnaire survey, ranking method, calculation of the Kendall rank correlation W test and the nonparametric Kruskal–Wallis H test. The departments involved in teaching undergraduate students of economics of PSU were assessed according to the level of their activity in organizing research work of students, the professionalism of teachers and methodological support of classes, the demand for the electronic LMS of the university. It is noted that the quality of the educational process at the university is determined by the personal and professional characteristics of the teachers of the departments and the level of organizational and methodological support of classroom studies. Moreover, the gender, place of residence and status of the students’ parents affect the results of assessing the quality of education from the standpoint of students.

A cross-cutting program is an educational document that regulates the purpose, content, the chain of practices. Teachers of the university departments develop the work programs on the basis of a cross-cutting program since it contains recommendations on the types and forms of control over the level of knowledge, skills, and abilities that students should acquire. The authors studied training of the future teachers in the course of educational-productive practice in secondary schools and estimated its effectiveness. During the study, research and empirical methods were used, as well as methods of mathematical statistics. The link between the educational process of higher educational institutions and pedagogical practice in general secondary educational institutions was analyzed. The peculiarities of pedagogical practice and its influence on the formation of general and professional competences were revealed. It was concluded that practical training is an important component in teachers’ preparation and their self-affirmation.

Introduction. Quality management of educational services is impossible without feedback from employers, graduates, and parents of students. Analysis of their opinions will help identify weaknesses in the educational process of the University, for the subsequent formation of a roadmap for managing the quality of education. The purpose of the study: to develop recommendations for improving the quality of education of students of the technical University by identifying dissatisfaction with professional, labor and socio-cultural training. Materials and methods. 1261 interested persons took part in the survey, including: 386 graduates (representatives of 225 enterprises and organizations), representatives of employers – 265 people (representatives of 173 enterprises and organizations), parents of students – 610 people. The quality of educational process was assessed by satisfaction with educational activities and satisfaction with the socio-cultural environment of the university. Research results. The results of the level of satisfaction with the quality of educational activities are analyzed, in particular: the level of satisfaction of graduates ranged from 66 to 88%, the greatest dissatisfaction is associated with the organization of practices, research work and the material and technical base of the University. Employers are more dissatisfied with the professional training of graduates, in particular bachelors. More than 70% of employers say that specialists are much better prepared to perform their work functions. In terms of assessing the socio-cultural environment, the satisfaction of students' parents ranged from 49 to 72%. The main comments are related to financial incentives (scholarships, surcharges), as well as the organization of leisure and recreation. The practical significance is to identify the most pressing issues that are not always obvious when viewed from the "inside" of the organization. Many problems are typical for higher education institutions in General, so the results of this study can be useful and applicable for internal audits, in-house surveys, and improving the quality of educational services in other universities.

The purpose of the study is to discuss the role of employers’ engagement in the educational process of universities in assuring the quality of educational services and preparing quality graduates. Realization of the principle of integrating education, science and industry in modern conditions ensures a balance between the content of educational programmes, results of R&D and industry. Thus, the paper discusses the current launched mechanisms of Kazakh National University in Kazakhstan aimed at promoting an establishment of mutual trust between the university and the employer community to ensure the quality of provided educational services. The results of the paper could serve as a guide to the most necessary aspects of cooperation practices between universities and employers for potential academy managers and practitioners in quality management processes.

The article proposes innovative methods of development of educational process in higher education institutions (ZVO) of Ukraine. The educational services market has an unstable situation. ZVO needs to be viewed from the perspective of adapting to the changing situation in the educational services market. The example of the university examines the essence of innovative development of ZVO, foreign experience and scientific approach to evaluating the innovation potential of a similar institution. The main factors of external and internal influence on innovative development and innovative potential of the university and stages of its development are determined. It has been shown that innovation is based on increasing the interest of students and teachers in obtaining and selecting new ideas, their relevance to modern scientific and technological progress, financial support and creating an overall favorable environment for innovation implementation. Various innovative methods of pedagogy have always been successfully used in the educational process, the basis of which is the interactivity and maximum closeness to the real professional activity of the future specialist. Attempts by individual teachers to diversify the learning process should be widely supported by students. The importance of maintaining the university's innovation potential has been proven, as the amount of research conducted on the university's base and publications made on its behalf contributes to a better investment climate for employers by employers. Thanks to quality education, the University can benefit not only for its own success, but also to raise the city's rating, to further attract students, tourists and businessmen. The experience of recent years shows that it is much more difficult to implement a certain idea in Ukrainian educational institutions than in Europe or the USA, for example, so in domestic defense institutions they often rely on foreign experience rather than support new ideas from their own participants in the educational process. The strategic orientation of any modern educational organization is to achieve competitive advantages in the market of educational services. The competitiveness of the university is directly dependent on the quality of its educational services. Evaluation of the quality of education, in turn, goes to such concepts as the rating of the university and its accreditation. Discussion of this area of higher education is actively conducted in the academic community, but its research, especially in the realities of the digital economy, is insufficient, which makes this publication relevant. The purpose of the study is to identify the actual features of achieving high competitiveness in the conditions of digital transformation by a domestic university. To do this, it is necessary to analyze the existing experience of Russian higher education in terms of responding to the challenges of digital transformation and develop recommendations for achieving high quality education in modern conditions. The research methodology is based on the theoretical foundations of professional education and the competitiveness of Russian universities. The article analyzes the domestic and international experience in assessing the quality of education, while proving that the main criterion for assessing the competitiveness of a university is the quality of learning outcomes. Methods of comparative analysis, observation and generalization are used. The study proves that modern Russian higher education does not always adequately respond to the challenges and opportunities of digital transformation. A number of systemic problems hindering the achievement of high quality of modern higher education are identified. The necessity of combining the introduction of innovative technologies of the educational process with the preservation of the advantages of traditional education is confirmed. Promising directions of constructive interaction of the university with the most important stakeholders of higher education – employers are proposed.

Abstract. The introduction of computer technologies into the educational process creates a special information environment that motivates students to learn chemistry disciplines. This facilitates understanding and solving many intelligent tasks, contributes to better understanding and illustrating chemical laws and phenomena. The use of modern information technologies takes students’ independent work to a new level, where both network resources of the university and publicly available Internet resources play a significant role. Responsible use of gadgets transforms them from cheating tools into the powerful source of obtaining necessary information to solve the tasks.

The qualitative and quantitative changes taking place at the present stage of the Russian educational services market development have led to a shift in the emphasis on the competition between higher education institutions and their educational services. Universities are improving the educational services quality by promoting novel or more competitive products in an increasingly tough competition for applicants. The authors suggest that to improve the promotion effect of the university educational services, it is necessary to carry out monitoring of the existing program efficiency, whose first stage is to analyze the existing strategy within the framework of digital distance learning, as the most popular learning method in contemporary conditions, which is gaining increasing popularity. A sociological survey (questionnaire) was chosen as a research method. The respondents were 250 students and teachers of the Russian State Social University (RSSU). The study has revealed that the vast majority, namely, about 87% of respondents, refused to fully switch to digital distance learning. However, 80% of undergraduate students and 75% of graduate master’s students of the extramural education department (75%) supported the use of digital distance learning in the educational process. At the same time, the low quality of training programs used in digital distance learning and the lack of individual adaptation of educational materials to the requirements and capabilities of the student require introducing interactivity into the materials and creating competent content of training programs, which is one of the indicators that affect the choice of an educational institution by potential consumers of educational services.

Автоматизация учебного процесса является одной из важных задач современного образования. Использование встроенных программных продуктов для решения задач автоматизации значительно облегчит их внедрение в сферу образования. Разработка современных методов информатизации процедур управления способно значительно улучшить качество управления и снизить его трудоемкость. В статье описываются технологические процессы проектирования и разработки ЭИОС вуза с использованием Интернеттехнологий, а также комплексы сервисов по формированию отчетов по учебнометодической деятельности кафедр, учета контингента, успеваемости и другие. Представлены перспективы развития информационной среды с целью повышения эффективности деятельности по направлениям деятельности вуза. In recent years, the education system, being in the conditions of modernization, forms a different educational paradigm, which is based on the largescale use of information technology. Automation of the educational process is one of the important tasks of modern education. The use of builtin software products for solving automation problems will greatly facilitate their implementation in the field of education. The development of modern methods of informatization of control procedures can significantly improve the quality of management and reduce its complexity. The article describes the technological processes of design and development of EIOS University using Internet technologies, as well as complex services for the formation of reports on educational and methodical activities of departments, accounting contingent, academic performance and others. The prospects of development of the information environment in order to improve the efficiency of activities in the areas of the University are presented.
