The state of national innovation systems of Russia and EU countries in the context of these systems elements interaction with industrial enterprises is analyzed in the article. It is determined that it is necessary to significantly increase the role of enterprises in the national innovation system and the enterprises should keep to the proactive innovation policy for the long-term stable development of the Russian economics.

The paper discusses the features of the innovative development of the economy of Ukraine in terms of European integration. The approaches to the development of the potential of Ukrainian enterprises in the context of European integration are defined. The analysis of environmental factors in relation to industrial enterprises. The features of the functioning of the innovation policy of Ukraine, its current problems and prospects for further European integration are investigated. The low level of competitiveness of Ukraine is established. The assessment of the current state of the innovation potential of Ukraine in the context of its comparative analysis with the EU countries has been carried out. The strategic priorities, institutional and financial mechanisms for the development of the national innovation system are identified. It was found that the development and commercialization of new products is a complex, risky process. To increase competitiveness, innovation policy is decisive. In addition, the tasks of the innovation policy of Ukraine are formed at the present stage of European integration. Recommendations are made on the influence of the main political, economic, social and technological aspects of the influence of the external environment on enterprises that form the industrial complex of the country. Proved the need for an innovative approach as a pledge of economic growth in the long term

Background: The first biosensor was constructed more than fifty years ago. It was composed of the biorecognition element and transducer. The first-generation enzyme biosensors play important role in monitoring neurotransmitter and determine small quantities of substances in complex matrices of the samples Glutamate is important biochemicals involved in energetic metabolism and neurotransmission. Therefore, biosensors requires the development a new approach exhibiting high sensibility, good reproducibility and longterm stability. The first-generation enzyme biosensors play important role in monitoring neurotransmitter and determine small quantities of substances in complex matrices of the samples. The aims of this work: To find out which concentration of polyethylenimine (PEI) exhibiting the most high sensibility, good reproducibility and long-term stability. Methods: We designed and developed glutamate biosensor using different concentration of PEI ranging from 0% to 5% at Day 1 and Day 8. Results: After Glutamate biosensors in-vitro characterization, several PEI concentrations, ranging from 0.5% to 1% seem to be the best in terms of VMAX, the KM; while PEI content ranging from 0.5% to 1% resulted stable, PEI 1% displayed an excellent stability. Conclusions: In the result, PEI 1% perfomed high sensibility, good stability and blocking interference. Furthermore, we expect to develop and characterize an implantable biosensor capable of detecting glutamate, glucose in vivo. : In recent years, SLNs and NLCs are among the popular drug delivery systems studied for delivery of lipophilic drugs. Both systems have demonstrated several beneficial properties as an ideal drug-carrier, optimal drug-loading and good long-term stability. NLCs are getting popular due to their stability advantages and possibility to load various oil components either as an active or as a matrix. This review screens types of oils used till date in combination with solid lipid to form NLCs. These oils are broadly classified in two categories: Natural oils and Essential oils. NLCs offer range advantages in drug delivery due to the formation of imperfect matrix owing to the presence of oil. The type and percentage of oil used determines optimal drug loading and stability. Literature shows that variety of oils is used in NLCs mainly as matrix, which is from natural origin, triglycerides class. On the other hand, essential oils not only serve as a matrix but as an active. In short, oil is the key ingredient in formation of NLCs, hence needs to be selected wisely as per the performance criteria expected.

In parallel to the globalization of the modern world economy, the development of innovative policies for economic development is considered as a topical problem in a number of countries around the world. For developed countries, innovative economies have become one of the key preconditions for the country’s economic success. In Georgia, despite recent economic reforms, the country has not achieved tangible results in terms of innovation development. Hence the development of the economy needs to facilitate the formation of an innovative economy. Experience in developed countries shows that in a transformative economy the crucial role lies in the development of innovations and technological novelties. Accordingly, the article examines the contribution of innovation to the economic development of transformational countries. Priorities of innovation policy in Georgia have been identified, and the role of innovation in creating a competitive environment, increasing productivity and raising living standards has been assessed. The article uses the Global Innovation Index (GII) to assess the level of innovation in a country. There are discussed mechanisms that can help achieve long-term economic growth, productivity and job growth as well.

The literature emphasises the role of regional and local innovation environment. Regional Innovation Systems show differences in innovation outputs determined by different inputs. Understanding these relationships can have important implications for regional and innovation policy. The research aims to classify Regional Innovation Systems in Poland according to their innovation capacity and performance. The analysis covers 72 subregions (classified as NUTS 3 in the Nomenclature of Territorial Units for Statistics) in 2004–2016. Classes of Regional Innovation Systems in Poland were identified based on a combination of linear and functional approaches and data from published and unpublished sources. It was assumed that innovation systems in Poland differ due to their location in metropolitan and non-metropolitan regions, thus, the Eurostat NUTS 3 metro/non-metro typology was applied for this purpose. Panel data regressions as models with individual random effects were estimated separately for metropolitan and non-metropolitan groups of subregions. The study identified common determinants of innovation outputs in both NUTS 3 types: share of innovative industrial enterprises, industry share, unemployment rate, and employment in research and development. Next, NUTS 3 were classified within each of two analysed types in line with output- and input-indices, the latter being calculated as non-weighted average of significant inputs. Last, the subregions were clustered based on individual inputs to enable a more detailed assessment of their innovation potential. The cluster analysis using k-means method with maximum cluster distance was applied. The results showed that the composition of the classes identified within metropolitan and non-metropolitan systems in 2004– 2016 remains unstable, similarly to the composition of clusters identified by inputs. The latter confirms the changes in components of the capacity within both Regional Innovation System types. The observed situation allows us to assume that Regional Innovation Systems in Poland are evolving. In further research, the efficiency of Regional Innovation Systems should be assessed, taking into account the differences between metropolitan and non-metropolitan regions as well as other environmental factors that may determine the efficiency of innovative processes.

Today, the problem of increasing the efficiency of large Russian industrial enterprises is one of the most important national economic problems of the domestic economy. Purpose of the study. In this regard, the purpose of the study of this work is to improve the processes of prepa¬ring and mak-ing managerial decisions on the strategic and operational management of industrial enterprises of our country in the current conditions of global instability and increasing international competition. Materials and methods. The scientific provisions presented in the article are an integral set of measures that ensure the implementation of both strategic and operational management algorithms for industrial enterprises. At the same time, the methods of mathematical modeling and financial and economic analytics were used. Results. The results of the study are: a well-founded set of scien-tific provisions on the strategic management of industrial enterprises, as well as a predictive and adaptive approach to the operational management of production companies in the conditions of both stable development of the world economy and international financial and economic crises. On the basis of the developed sets of scientific provisions, sets of mathematical models for the stra-tegic management of industrial enterprises and their operational management are formed. Conclu-sion. The scientific provisions and materials presented in this article enable the heads of industrial enterprises to form holistic and comprehensively justified strategies for their long-term development, as well as algorithms for operational management of industrial divisions of enterprises during peri-ods of global instability.

The author focuses on problems in the economy of the developing countries likely to arise as a consequence of mineral exploitation in the new territories. A general shortage of mineral resources, although predicted, should not uncritically be adopted as a sufficient explanation of the demonstrated interest of industrial enterprises in undertaking heavy investments in the new territories. The economic security claimed by institutions financing large-scale investments, may just as likely force the companies to seek options for long-term supplies from these areas, unhampered by the politically caused instabilities perceived in the Third World. This development may tend to push the developing countries into the role of subsidiary suppliers in the world market. The committees preparing the UN Conference on the Law of the Sea have so far taken no realistic measures to counteract this possibility, which may prove detrimental to the economies of several developing countries. The Conference will, in the opinion of the author, provide little but a settlement of disputed interests among the coastal states.

The fully printable carbon triple-mesoscopic perovskite solar cell (C-PSC) has already demonstrated good efficiency and long-term stability, opening the possibility of lab-to-fab transition. Modules based on C-PSC architecture have been reported and, at present, are achieved through the accurate registration of each of the patterned layers using screen-printing. Modules based on this approach were reported with geometric fill factor (g-FF) as high as 70%. Another approach to create the interconnects, the so-called scribing method, was reported to achieve more than 90% g-FF for architectures based on evaporated metal contacts, i.e., without a carbon counter electrode. Here, for the first time, we adopt the scribing method to selectively remove materials within a C-PSC. This approach allowed a deep and selective scribe to open an aperture from the transparent electrode through all the layers, including the blocking layer, enabling a direct contact between the electrodes in the interconnects. In this work, a systematic study of the interconnection area between cells is discussed, showing the key role of the FTO/carbon contact. Furthermore, a module on 10 × 10 cm2 substrate with the optimised design showing efficiency over 10% is also demonstrated.

Abstract Clashes between transcription and replication complexes can cause point mutations and chromosome rearrangements on heavily transcribed genes. In eukaryotic ribosomal RNA genes, the system that prevents transcription–replication conflicts also causes frequent copy number variation. Such fast mutational dynamics do not alter growth rates in yeast and are thus selectively near neutral. It was recently found that yeast regulates these mutations by means of a signaling cascade that depends on the availability of nutrients. Here, we investigate the long-term evolutionary effect of the mutational dynamics observed in yeast. We developed an in silico model of single-cell organisms whose genomes mutate more frequently when transcriptional load is larger. We show that mutations induced by high transcriptional load are beneficial when biased toward gene duplications and deletions: they decrease mutational load even though they increase the overall mutation rates. In contrast, genome stability is compromised when mutations are not biased toward gene duplications and deletions, even when mutations occur much less frequently. Taken together, our results show that the mutational dynamics observed in yeast are beneficial for the long-term stability of the genome and pave the way for a theory of evolution where genetic operators are themselves cause and outcome of the evolutionary dynamics.
