Today, the problem of increasing the efficiency of large Russian industrial enterprises is one of the most important national economic problems of the domestic economy. Purpose of the study. In this regard, the purpose of the study of this work is to improve the processes of prepa¬ring and mak-ing managerial decisions on the strategic and operational management of industrial enterprises of our country in the current conditions of global instability and increasing international competition. Materials and methods. The scientific provisions presented in the article are an integral set of measures that ensure the implementation of both strategic and operational management algorithms for industrial enterprises. At the same time, the methods of mathematical modeling and financial and economic analytics were used. Results. The results of the study are: a well-founded set of scien-tific provisions on the strategic management of industrial enterprises, as well as a predictive and adaptive approach to the operational management of production companies in the conditions of both stable development of the world economy and international financial and economic crises. On the basis of the developed sets of scientific provisions, sets of mathematical models for the stra-tegic management of industrial enterprises and their operational management are formed. Conclu-sion. The scientific provisions and materials presented in this article enable the heads of industrial enterprises to form holistic and comprehensively justified strategies for their long-term development, as well as algorithms for operational management of industrial divisions of enterprises during peri-ods of global instability.

The problems of strategic and operational management of industrial enterprises in modern conditions of global instability cannot be effectively solved, as in the recent past. New approaches, methods and models are needed that would take into account the complexities of managing industrial enterprises in modern business conditions. Purpose of the study. It is necessary to create a new adaptive approach to the strategic and operational management of industrial enterprises, which would take into account the accelerating dynamics of international markets, as well as the factors of indirect and direct impact on the enterprise, which mainly determine its adaptability. Materials and methods. The main provisions of the conceptual basis of strategic and operational management of industrial enterprises, as well as a set of mathematical models for the implementation of this process are presented. Results. The materials formulated in the article on the preparation and adoption of managerial decisions allow the owners and managers of industrial enterprises to assess all aspects of this process in interrelation and form, in essence, a new paradigm for the functioning of industrial enterprises in conditions of military-political and socio-economic instability in the world, as well as the introduction various sanctions on the part of Western countries in relation to Russian industrial enterprises. At the same time, it becomes possible to take into account the factors of direct and indirect impact on industrial enterprises, which have become especially important in recent years. Conclusion. The approach presented in this article to the formation of the conceptual basis of strategic and operational management of industrial enterprises is, in essence, new and relevant, allowing company shareholders to form promising strategies for the development of industrial enterprises in conjunction with the procedures for operational management of the current activities of enterprises. Thus, the preparation and adoption of decisions on the management of industrial enterprises, both at the strategic and operational levels, becomes possible to carry out on the basis of a holistic algorithm based on the complex of models and methods of strategic and operational management of industrial enterprises developed by the author.

It is determined that it is necessary to significantly increase the role of enterprises in the national innovation system and the enterprises should keep to the proactive innovation policy for the long-term stable development of the Russian economics.

In conditions of national economy’s unstable development, the primary task of the enterprise internal management is to timely assess and predict the effects of external fluctuations on the state of the enterprise and to develop effective management decisions. The article aims to develop the methodological approach, which, based on a set of models for recognizing an artificial crisis or localizing a natural crisis, allows the crisis management of an enterprise considering its resource capabilities and stage of the life cycle as the interaction of system-forming spheres of life, namely production, financial, and labor. The practical value of the approach consists in developing a system of econometric and cognitive modeling models that allows developing a set of managerial decisions that are adaptive to external and internal fluctuations for localizing a natural crisis or recognizing an artificial crisis. The methodological approach was implemented at Ukrainian industrial enterprises. As the results of the study, several different scenarios of solutions for crisis management of the enterprise were obtained.

The research paper deals with the formation of new scientific decisions regarding the improvement of the processes of resource management of agrarian enterprises on the basis of economic diagnostics of biofuel consumption. In the course of the research, the essence of the research paper is revealed and the features of the use of tools of economic diagnostics in relation to a particular energy resource as the basis for substantiation of effective management decisions concerning resource management of a modern agricultural enterprise are described. The research methodology is based on the system approach, the identification of causal relationships (deduction, induction) and the synthesis of factors that influence the implementation of the development potential and improvement of resourcing for the operation of modern agricultural enterprises in Ukraine. The research paper systematically presents the processes of providing agricultural enterprise with fuel resources as an element of the resource management system, which focuses on the direction of biofuel consumption, its economic diagnostics, the identification of problems, prospects of use and developmental prerequisites. It is shown that structured integrated economic diagnostics of biofuel consumption by agricultural enterprises as part of a certain system, action algorithm, to a large extent positively influences on the success of application in practice of the tools of resource management of these enterprises, increasing the soundness of managerial decisions in this area. This contributes to a more efficient organization of the processes of the agrarian enterprises of Ukraine, giving an opportunity to respond adequately to the variability of the market environment and create the preconditions for the long-term development.

Abstract The article focuses on the study and development of integrated management system for logistical processes, taking into account the specifics of the activities of agro-industrial enterprises. The targets for research conducted in the article include the enterprises of the fishery industry, which is an integral part of the agro-industrial sector. The article considers the urgency of logistics development, the main problems of logistics systems of modern enterprises, and ways of effective management of logistical processes of sectoral organizations. It is stated that quality expense management of logistical processes can be the key to improving the efficiency of logistics in general. A mechanism for managing logistic costs is proposed, which is focused on performing certain stages in the process of setting up and implementing a system for managing the expenditure side in the company’s activities. It is assumed that the use of tools for managing logistics costs can significantly increase the efficiency of agricultural enterprises in the long term.

The report considers how the state economic policy contributes to the national economic development in the midterm perspective. It analyzes main current economic problems of the Russian economy, i.e. low effectiveness of the social system, high dependence on export industries and natural resources, high monopolization and underdeveloped free market, as well as barriers that hinder non-recourse-based business development including high tax burden, skilled labor deficit and lack of investment capital. We propose a social-oriented market economy as the Russian economic model to achieve a sustainable economic growth in the long-term perspective. This model is based on people’s prosperity and therefore expanding domestic demand that stimulates the growth of domestic non-resource-based sector which in turn can accelerate annual GDP growth rates to 10-12%. To realize this model "Delovaya Rossiya" proposes a program that consists of a number of directions and key groups of measures covering priority national projects, tax, fiscal, monetary, innovative-industrial, trade and social policies.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

The XXVI Congress of the CPSU defined the current national economic problems of the 1980s and the XI Five-Year Plan. As the General Secretary of the Central Committee of the CPSU, Chairman of the Presidium of the Supreme Soviet of the USSR Comrade LI Brezhnev noted, "our country has entered a new decade, making it the main task to ensure the further growth of the welfare of Soviet people." The program for improving the well-being of the people in the XI Five-Year Plan provides for the solution of the housing problem, improvement of working, living and recreation conditions. Caring for the health of Soviet people in the coming years remains one of the most important social tasks.
