The relevance of research of social sphere professionals’ resilience in order to identify the major resources of adaptation and development of people who are affected by risk factors in their work is discussed. The determination of the working conditions influencing on the professionals’ resilience is presented. It was shown that some of struc- tural components of the professionals’ resilience with different work experience allow to state that they have specific resources which help them to support their resilience in the work with orphans during the initial period of their operation, and in the period from 2 to 5 years. The interrelations of working conditions and resilience of the profes- sionals who are working in the social sector for over 6 years are discussed. The factor "work experience" affect such components of professionals’ resilience as internal locus of control and perseverance that allows to conclude that the resilience support actions should be carried out during the first 5 years of operation. If assessment of the ability to work of TB patients of a certain profession encounters significant difficulties, it is even more difficult with regard to workers of agricultural labor in collective or state farms, where the extreme diversity of labor processes requires the expert doctor to know the conditions of those jobs that take place at a given time in addition to correctly determining the nature of the TB disease in the patient being examined.

The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

the subject of this research is formation and development of social education in Russia in the late XIX – early XX century in its moral and spiritual aspects. Social and pedagogical experiments in that period were merged with the process of origin and formation of social education. Search of the cultural axis of the professions aimed at the social help and support of the population became the feature of this process in Russia. The answer was found in an appeal to the theological aspects of social education. The methodological basis of the study is the concept of cultural and moral continuity and continuity of social education, as well as recognition of not only the social but also the spiritual value of social assistance. Research methods are complex: this is a comparative historical study, text analysis, stratification analysis and study of subcultures, a modeling method. The main research problem is the analysis of the correlation of standardization and formalization of social education and its spiritual and moral essence, the problem of motivating the activities of specialists in the social sphere and the threat of its emasculation. The findings of this study are important for meaningful formation of the modern social formation and determination of its spiritual and moral foundations.

 Resumen Objetivo: Describir las condiciones de trabajo y de organización del profesional de enfermería en diferentes formas de contratación laboral. Materiales y métodos: Estudio descriptivo, transversal, con selección de 552 enfermeras que laboraban en instituciones de 2°, 3° y 4° nivel de atención en salud en una ciudad colombiana; con un tamaño muestral por conglomerados representados por 31 IPS. Se usó el cuestionario de Condiciones de Trabajo (qCT) validado para Latinoamérica. Resultados: Predominaron las enfermeras con edades entre 25 y 34 años (55%), solteras (52%), en instituciones privadas laboraba el 63,5%, en modalidad de contrato a término indefinido 51%. El promedio de valoración de las condiciones de trabajo y de organización fue positiva en todas las escalas qCT acorde con la media y desviación estándar. El tipo de contratación tiene peso en la determinación de las condiciones de trabajo, pero no es el único indicador. Conclusión: Las mejores condiciones de trabajo y de organización como mayor antigüedad laboral, mayor salario, cubrimiento total de la seguridad social y prestaciones sociales, se dan en las enfermeras que laboran en contrato a término indefinido y en empresas de carácter privado.Abstract Objective: To describe the conditions of work and organization of professional nursing in different forms of contracting. Materials and methods: A descriptive, cross-sectional study was made by selecting 552 nurses who were working in institutions of 2°, 3° and 4° health care level in a Colombian city; with a sample size for conglomerate represented by 31 IPS. The questionnaire on working conditions (qCT) validated for Latin America was used. Results: Nurses aged between 25 and 34 years (55%) prevailed, those who were single 52%, in private institutions 63.5% and with an indefinite-term contract 51%. The average assessment of the conditions of work and organization was positive in all scales qCT according to the mean and standard deviation. The type of hiring is important in the determination of working conditions, but it is not the only indicator. Conclusion: The best conditions of work and organization such as greater seniority, higher salary, total coverage of the social security and social benefits, are given to nurses who work in indefinite-term contract and private companies.

One of the most pressing issues in financial law is the determination of the place of expenditure obligations for the social sphere in the structure of the regional budget. Expenditure obligations of a social orientation are legally fixed in the Budget Code of the Russian Federation, as well as in the legal acts of the subjects of the Russian Federation regulating budget relations for the financial year and the planning period. The analysis of the content characteristics of expenditure obligations in the social sphere and the practice of their consolidation in regional budgets, indicates the priority nature of their financing, as indicated by both conducted sociological studies and developed and tested methods, in particular, the assessment of the elasticity of expenditures on budget revenues.

Summary In democratic societies, citizens join as volunteers in the management of various areas of the social sphere. They do this by engaging in non-profit organizations’ activities. People are the basis for the functioning of these entities, so it is possible to use appropriately adapted HRM methods and tools. The important part of the social workforce of non-profit organizations is young people (up to the age -of 26). The article presents the results of research on the experiences of young volunteers - the characteristics of their involvement and their participation in personnel processes. The purpose of the article is to identify the number and types of third-sector organizations, which young people have been involved in, as well as the characteristics of work performed by them in those subjects. Moreover, the article’s aim is to diagnose of personal processes that these persons have been engaged in and to ascertain how do they evaluate their work experience in the organizations, which were analyzed.
