<em>Creative trends in the formation of professional and pedagogical culture of the teacher, including the creation, development and use of pedagogical innovations is a means of updating educational policy with regard  to the training of highly qualified personnel . It is Therefore the development of pedagogical creativity is an important condition for successful education. Pedagogical creativity directly affects the development of the student. Furthermore, professional motivation is an important factor for the competitiveness of the institution. Higher vocational training is a fundamental component of an integrated system of continuing professional education in today's highly competitive job market. The process of developing professional motivation in modern conditions is not possible without the use of pedagogical creativity.</em>

The social order posed by the society to the training of highly qualified personnel for the strategic needs of the labor market is associated with the changes in the economy, including the processes of its computerization and digitalization. Transformations in the digital economy determine new requirements for specialists’ training, their competences and qualification. The rapid changes in socio-economic conditions cause the need to transform the system of vocational training in order to meet the demands for competencies that correspond to the current technologic trends and methods of production. The reforms of vocational education system can be significant in resolving contradictions between the quality of training, on the one hand, and public and employers’ demands, on the other hand. Close cooperation of professional educational institutions, employers and social partners through their joint design and development of teaching technologies and methods for advanced vocational training of qualified specialists can be considered as one of the most efficient factors and conditions for resolving the above mentioned contradictions. These new conditions have already been created in the Centers for Advanced Vocational Training (CAVT), which can be characterized as a new type of infrastructural solution to the problem of aggregation of advanced vocational training programs and material and technical resources owned by science, education, production. The article focuses on some features of interaction and cooperation among vocational educational institutions, employers and social partners (social and public-private partnerships, networking cooperation, educational and technological cluster), which are taken into account in the performance of the Center for Advanced Vocational Training of the Kemerovo region.

This article examines the evolution of priorities, main directions and conditions of the Russian Federation’s cooperation with Syria and Vietnam in the sphere of education, and it analyzes the historical experience of the cooperation between these states. The authors analyze the main tasks and areas of research for the cooperation of the Russian Federation with other states, the contextual priorities of their development, the needs of the labor market and the characteristics of the higher education systems. Particular attention is paid to a comparative study of the institutional and regulatory resources for the development of higher education systems of the countries under consideration. The authors emphasize the relationship between higher education and the national economy. The novelty of the research lies in rethinking the conceptual framework, objectives and key areas of interaction between countries that can together form the necessary basis for understanding the basic essence of cooperation between the Russian Federation and Syria and Vietnam in the field of educational policy, its state and development prospects. The authors identified features of the cooperation of the Russian Federation with Syria and Vietnam in the field of educational policy in the 2000s, which are expressed in their orientation to common priorities as expressed in international higher education documents, and the development of a consensus on the need to increase the volume of cooperation in the field of training highly qualified personnel in accordance with the requirements of the modern labor market.

The preconditions for the acmeological concept of the development of vocational education in the conditions of integration and globalization of the European space are the most developed directions, which are connected with a special kind of progressive development of a mature personality - the personal and professional development of the future trade and restaurant professionals. In particular, the problem of finding and defining the laws, mechanisms, conditions and factors for the development of vocational training of students of vocational education institutions to the level of highly qualified and necessary specialist in the modern integrated labor market in the context of globalization is being updated in Europe. At the same time, there are reference models for the training of future specialists, which are a systematic factor of successful personal and professional development in the conditions of introduction of modern interactive and computer technologies.

The paper examines the phenomenon of profes-sional identity as a tool for intensifying labor capital. Professional identity implies the orientation of an individual to the constant development of profes-sional qualities, which over time provides the econ-omy with highly qualified personnel. However, in modern Russian realities, many factors complicate the formation of professional identity, including those at the stage of acquiring higher professional education. The results of the sociological study of the state of professional identity of university stu-dents in Ufa revealed some problems in the for-mation of ideas about the profession (specialty) and the motivation for its choice. So, at the time of enter-ing a university, young people often have a superfi-cial idea of the chosen specialty, they do not have a process of professional determination. The motiva-tion for the professional choice of students is equal-ly rational and irrational, with every fourth student choosing a specialty under the influence of random factors. The study also showed that the role of the institution of secondary general education in the process of professional self-determination is not of prevailing importance, while in developed countries the school is the primary element of the vocational guidance system. Based on the analysis of the data presented, it is necessary to make managerial deci-sions in the field of career guidance in Russia, and measures of career guidance work with students at school are proposed.

The article suggests that professional training of highly qualified personnel for the fashion and beauty industry should take into account a comprehensive study of the methodology of creativity in a range of areas that would-be specialists can be engaged in. The methodology of creativity is also implemented in the creation of fashionable clothing designs and the processes of their establishment in the fashion industry. The authors consider it plausible to teach disciplines focusing on consumer modeling and finding entrepreneurial comprehensive solutions to organizational and economic problems typical of the fashion industry.

The paper is devoted to the development of an integrated structural system model to ensure the training of highly qualified personnel for air transport. The main strategic directions of development and successful activity of National Aviation University at the present stage are determined. It is proved that the formation of the strategy involves obtaining a complete picture of the future state of the aviation industry and ways to solve existing problems. It is scientifically substantiated that the solution of this issue is possible through a detailed analysis of the components of the integrated system and the application of modern management methods. Research work at the university is the main component of the educational process. Scientific and pedagogical workers, post-graduate students, doctoral students and a significant part of higher education students take part in conducting scientific research in these areas. Scientists of the university carry out complex research work in the most relevant areas of science and technology. The university has 17 specialized councils for the defense of doctoral and candidate dissertations in 29 specialties The economic performance of any higher education institution directly depends on competitiveness and financial condition. In 2020 NAU took the sixth place in the ranking of the most popular institutions of higher education in Ukraine in the total number of applications. According to the number of entrants enrolled in the budget, it ranks fifth in Ukraine and third in the capital For the professional development of the aviation industry, due to modern economic and social conditions, it is necessary to increase the demand for technical specialties. Training specialists for professional activities in the context of European integration requires the search for extraordinary ways to organize the educational process. Already today we have a big problem of lack of future engineers for aviation.

The article describes the problem of qualitative training of highly qualified specialists for the tourism industry. It presents the model of formation of professional competence of specialists. There are also the basic problems of the domestic system of training personnel for the tourism industry on programs of additional professional education. The author provides information about foreign experience of personnel training organization in tourism sphere of activity. The article is devoted to the methodology of stepwise solution of existing problems of personnel training for tourist industry in Russia. The study uses the methodology of theory of constraints system (TOC) by E. Goldratt, which is built on logical reasoning and providing answers to three main questions to the management of improving transformations: 1) what limits the development (improvement); 2) what needs to be sent to change limits, its complete elimination, expansion limiting boundaries and so on; 3) how to implement this change. The article shows the algorithm of building of logical circuits called E. Goldratt’s «current reality tree» (CRT) and «future reality tree» (FRT). Analyzing the dendrogram, the author comes to the conclusion that the greatest factor of the local tourism development is the mismatch of curricula to the needs of tourism organizations that can be solved by joint work of the educational organizations of secondary professional and higher education and additional professional education with professional unions, associations and other unions of organizations in the tourism sphere. This conclusion is reinforced by findings based on the analysis and generalization of training professionals experience in tourism business abroad. The necessity of cluster approach to the organization of training, including the cooperation of organizations of higher and additional professional education with professional tourism community is proved.

The article highlights the current state and problems of vocational health professional education of physicians and nurses in the specialty «cosmetology». Legal documents: orders, instructions, regulations on the activities of medical practitioners and nurses in the specialty «cosmetology» are described. The authors noted that availability of qualified staff, regularly and systematically improving their professional skills, not only the student&#180;s individual technologies, largely determines the quality and safety of services provided on cosmetology. The authors believe that cosmetologist must have higher professional education in one of the specialties: «General medicine», «Pediatrics», he should complete his residency training on the specialty «Cosmetology» or to complete a professional retraining on specialization «Cosmetology» in the presence of higher education on the specialty «Dermatovenereology». During labour activity a doctor is obliged to obtain additional professional education at least once in five years, what determines the quality of his activities.The authors note, there are the need for greater involvement in the training of private health organizations, which have modern material and technical base and highly qualified personnel.

The relevance of constant professional development for teaching staff in professional (vocational) education schools (P(V)E schools) is conditional upon the innovative changes in education, the modernization of educational and industrial technologies and the elaboration of effective models and mechanisms of training highly qualified personnel. The professional development of masters of vocational training is correlated with the development of their professional competency, integrating the so-called systematic build-up of new knowledge and experience. The article aims to justify a particular technology for developing professional competency in masters of vocational training from P(V)E schools. Methods include a theoretical analysis of scientific works, a study of practical experience, systematization, generalization and a pedagogical experiment. Results. The results of the survey of teaching staff (including masters of vocational training) regarding the final level of professional motives confirm the following: a high level – 29%, a sufficient level – 56%, an average level – 15%. The results of these specialists’ self-assessment of their readiness for professional development are as follows: a high level – 48%, a sufficient level – 47%, an average level – 5%. The paper proves that there appears to be a need to discover some optimal technologies for developing professional competency in masters of vocational training, given the conditions for elaborating modern models of teacher education. An algorithm for designing the technology for developing professional competency in masters of vocational training from P(V)E schools includes a scientific aspect (defining and adhering to targets, objectives, methodological and other principles of professional education), a procedural aspect (modelling the content, forms and ... Conclusions. The paper presents the technology for developing professional competency in masters of vocational training from P(V)E schools as a psycho-pedagogical process organized according to an appropriate algorithm, whose implementation should result in the professional development of masters of vocational training.

The task of a modern university is to produce a highly qualified and competent specialist, ready for independent implementation of professional activities. Communicative competence is one of the fundamental in such preparation. The purpose of the article is to review the experience of implementing the Debate technology as an effective means of developing communicative competence of future vocational training teachers. The article focuses on the specifics of their future activities, its features and conditions, as well as their role in the field of professional education. The teacher of vocational training carries out pedagogical, educational-production and organizational-methodological activities in students training in secondary vocational schools. The basis for the implementation of his professional activity is the construction of effective interaction in the classroom between the teacher and students. For this, future teachers of vocational training must master communicative competence which is one of the main components of their future activities success. The article reveals features of the "Debate" and their capabilities in students’ training. The study allowed us to check the level of communicative competence development in dynamics, as well as to identify the level of students' motivation before using the Debate technology and after. Based on the data obtained, we can talk about the effectiveness of technology implementation. "Debate" provides ample opportunities for students to develop interaction skills, conduct constructive dialogue, select arguments, effective interaction strategies, the ability to balance emotional stress during the discussion, the ability to speak in public and other skills that contribute to the development of communicative competence and provide highly qualified specialist training.
